I hope it's a nod to us getting things like intel, spies, sabotage, stoking dissent amongst the enemy populace, fomenting uprisings and revolution, etc. Contrariwise, it'd be great to have the ability to have various policy and building options to create something akin to the Stasi, that watches every move that your own population makes.

Honestly Intelligence and Espionage have been things I've wanted from the very beginning so I'm glad to see this.
Maybe also now I'll be able to see enemy ship designs and fleet makeups without having to use construction ships as sacrificial spies.
