in universe, the British accent is supposed to be Coruscanti.

I’d say it was more Anakin already had a tendency to the Dark Side, due to childhood experiences as a slave and fearing for his mother, but also had a knack for getting force visions. But because of his predisposition for darkness, he only saw the worst futures. That’s how I’ve always thought of it anyways. Palpatine just sensed it because he was always on the lookout for darkness in Anakin since he was “the chosen one.”

Force visions come from the Force itself, not individual Force-users. Even the most powerful Force-users can't manipulate the Force on such a scale as to give people fake or real visions.
It's also important to recognize that in spite of the claims of certain absolutists, like the Voss Mystics, that Force visions show possible futures; not definite ones. The outcome can and will change depending on the vision's receiver's actions under certain circumstances. Otherwise the event will play out exactly how it did in the vision.
As for Palpatine, I think it was clear he knew something was troubling Anakin. Perhaps it's possible that he even knew Anakin and Padme were married and put 2 and 2 together.

To be fair, we know that Sidious has given Mara Jade and Luke Skywalker post RotJ "nightmares" and "visions" from across the galaxy.
