They could if they wanted too. If theory they could refuse to vote on any executive appointment or judge Biden appoints.

Sorry, I was unclear. I mean, wouldn't Republicans have an interest in making Biden govern as much like a Republican as possible? And that by having senior Republicans in cabinet, that would be more effectively achieved?

Not if it would cost them a Senate seat. I doubt they'd confirm any Republican senators whose state has a Democratic governor if it meant an automatic loss of that seat.
