CONVENTION RULES

As with last year, to be as transparent as possible, we'd like to lay some rules for the convention out here just to give everyone a fair heads up:

1. Showcases are open to the first 100 approved User Created Regions and Organizations with regions in NationStates who apply. To apply for a showcase you must be a Founder or a Government Official with the capacity to make the request by your region.

2. To have your own showcase, and to limit the number of showcases, your region must have at least 25 unique nations in it. No, making 25 puppets, or 20 puppets and bringing in 5 friends or any combination of, does not count.

3. Organizations will be accepted on a case by case basis.

4. ALL CONTENT WITHIN SHOWCASES, LECTURES, AND PANELS MUST BE KEPT SFW AND APPROPRIATE. There are no exceptions to this rule, and if this rule is violated, the person posting will be removed from the con.

5. There will be NO: Bullying, Harassment, Doxxing, Slurs of any kind, Slandering, Picking Fights or bringing drama or negativity of any kind. We work hard to make this a safe space for you guys, please work with us. There are no exceptions to this rule, and if this rule is violated, the person posting will be removed from the con and depending on circumstances the showcase may be removed.

6. If your region harbors DOS players, promotes hateful ideologies, has a reputation for causing trouble, or causes trouble during the convention, the Organizers reserve the right to remove said region from the regional showcase, and if necessary, kick or ban any players acting inappropriately.

7. You are not guaranteed a Regional Showcase, Lecture, or Panel Seat. Organizers reserve the right to deny any region a showcase due to past bad behaviour, space constraints or breaking rule 6 of this announcement.

Treaty of Connacht

---

It is our pleasure to publicly announce and present the newly ratified treaty between Caer Sidi and Lazarus. This treaty solidifies the great relationship and bond between the communities of both the regions and had been in the works since last term. Caer Sidi is proud to be able to call Lazarus a friend and we sincerely hope and believe that this treaty will help in taking the relationship between our regions to even greater heights!

Treaty of Connacht

Article 1. Mutual Recognition

(1) Caer Sidi and its legal successors shall recognize the government established by the Twelfth Mandate of Lazarus and any of its legal successors as the legitimate government of the region of Lazarus.

(2) The government established by the Twelfth Mandate of Lazarus and its legal successors shall recognize the Caer Sidi government and any of its legal successors as the legitimate government of the region of Caer Sidi.

(3) Should the government of a signatory voluntarily disband while in exile, the other is freed from the commitments of Article 1, Sections 1 and 2. Additionally, if the new government of said signatory refuses to recognize this treaty, it shall be automatically dissolved.

Article 2. Non-Aggression Pact

(1) Both signatories hereby pledge to not invade, raid, or otherwise attack the other’s region or any possessions they may have, nor aid any faction, government, or party to do so.

(2) Both signatories agree that the deployment of military forces on the opposite side of the other in another region that is not the possession of either does not constitute aggression against  either of the signatories.

(3) If planned and agreed upon by the governments and military forces of both signatories, both military forces may engage in offensive raiding or defending action against each other for training purposes, and thus this action shall not constitute an act of aggression.

Article 3. Mutual Defense and Assistance

(1) Both signatories pledge to defend one another militarily against any invasions or similar crises they may suffer.

(2) Both signatories pledge to send any military forces they possess at the request of the other in order to facilitate legitimate delegacy transitions, or in cases of emergency.

(3) Both signatories agree that they shall not aid an enemy at war with the other. If a region declares war on one of these signatories, the other may only choose to stay neutral or aid the signatory in question.

(4) If one of the signatories does not possess any military forces and is called upon the other by the provisions set in Article 3, Sections 1 to 3, they must assemble a military force at the earliest opportunity.

Article 4. Joint Operations

(1) Both signatories may partake in joint military operations for training or their mutual enjoyment. The relevant laws, codes and regulations governing each signatory’s military forces shall remain in force in such operations, and thus neither of the signatories may commit any act that may force the other signatory to break said relevant laws, codes and regulations governing their own military forces. If such an act is planned, the signatory that shall commit this act must inform the other signatory of the act in question so the other signatory can withdraw their forces as soon as possible.

Article 5. Regional Security

(1) Both signatories pledge to inform the other’s government and any relevant intelligence services of any evidence they may have of espionage, infiltration, subversion, manipulation, or conspiracy against the other. They shall also inform the other of any conspiracies to commit any crimes in the other’s jurisdictions.

(2) Both signatories pledge to cooperate on matters of intelligence and security.

(3) Both signatories shall condemn any acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other if the target of these acts confirm it.

(4) Both signatories pledge to never commit acts of espionage, infiltration, subversion, manipulation, or conspiracy against the other, or aid any faction, government, or party to do so.

(5) If the government of any of the two signatories fail to fulfill the obligations of Article 5, Sections 1 to 4, they must formally and publicly apologize for this.

Article 6. Cultural Cooperation

(1) The relevant cultural authorities of both signatories shall actively cooperate on matters of culture, which may include festivals, games, roleplays, mafia, newspapers, radio shows, podcasts, graphic design, and others. Furthermore, the relevant cultural authorities of both signatories are strongly encouraged to do more than the required one bilateral event per year.

(2) Citizens of Lazarus and Caer Sidi are welcome to visit the other’s region and engage in events of cultural significance and to have fun with the other’s community.

Article 7. Provisions of Ratification, Amendment and Repeal

(1) Both signatories shall activate their legal mechanisms relevant to ratify a treaty after they agree to do so.

(2) If a signatory wishes to amend this document, they must negotiate with the other to do so. After this, the same legal mechanisms in each region relevant to ratify a treaty shall be activated to adopt these agreed amendments. If one region refuses these amendments, they are to not be adopted.

(3) If a signatory wishes to dissolve this treaty, they must notify, by any means of communication available and possible, their intention to dissolve said treaty to the other. After this, the legal mechanisms relevant to dissolve a treaty shall be activated in the region of the requesting signatory.

(4) The signatories may dissolve this treaty by mutual consent. The legal mechanisms relevant to dissolve a treaty must be activated, and if at least one region decides to repeal, the treaty is declared null and void with immediate effect.

UCR CON 3 is only 11 days away! Running November 16-21, the convention will feature panels, lectures, daily question topics, and more! Be on the lookout soon in this thread for an official server invite to the event.
Please note that regional leaders with a showcase will be given an invitation to join the server and set up their showcase on Monday November 9th.

What is UCR CON? It stands for User Created Region Convention and has happened each year for the last three years in November. UCR CON is a way for members of User Created Regions to meet and mingle, make diplomatic connections and more importantly, new friends. UCR CON is also a great way for those people looking for a UCR to join to explore their options and read up on the history and culture of each region through their showcase.

With the end of Tenurium's term, Caer Sidi just held an election to choose its next Taoiseach i.e the Head of Government. Icarus Moreaux-Corleone (Evil Mother) has been elected as the new Taoiseach of Caer Sidi, after securing 92.31% of the total votes cast in her favour.

Heyho friends!

This is an invitation to Caer Sidis Winter Holiday Celebrations the Caer-Days!

We will have many fun activities on our regional discord, one of them will be a Secret Santa that will include everyone that signs up for it in the designated channel on the CS discord. Secret Santas will be drawn randomly and anonymously (the Secret Santa knows the person their gift will go to but the recipient won’t know who their Santa was). The small gifts you can give are supposed to be more on the creative side of things e.g. draw, write, photoshop or sing, take a pretty nature picture or create a playlist you think that person might appreciate just make sure that it costs exactly 0$ because this is a no-money spent event that everyone can participate in!

Furthermore we’ll hold a movie night on the 22nd (6pm EST/ 10pm CET) and we will be watching an absolute winter classic: Home Alone!

There will also be a "Decorate Caer" event where you can reimagine a couple of fun templates (also on the Discord) and redecorate them using your imagination.

I am bumping this up to highlight illegal behaviour that took place during the "UCR Con" - specifically "daily giveaways of [...] stamps and one discord nitro membership".

The relevant rules are below:

Commercialism: It is prohibited to promote any commercial product on NS, or to promote products or sites unrelated to NS, even if they are free; a site or product is considered "commercial" if we believe it is primarily or substantially profit-driven. "Free" sites may still run ads, solicit donations, or otherwise raise revenue, so long as this appears primarily aimed at defraying costs rather than carrying on a commercial enterprise. In addition, players aren't permitted to use NS Store purchases to induce or reward in-game behavior. For more information, see here.

Expanded Rules on Commercialism

Promotion

Players aren't permitted to use NationStates for commercial purposes (i.e. making money). With regard to player posts (forums, RMBs, telegrams), players are not permitted to post content related to:

• Promoting a commercial product related to NS
• Promoting a free site or product unrelated to NS
• Promoting a commercial product unrelated to NS

Store Purchases as Currency

Players aren't permitted to use NS Store purchases to induce or reward in-game behavior, such as (for example) running a raffle on their region where a random new member each day is rewarded with TG Stamps or coordinating a contest where the player with the most activity (i.e. RMB posts, endorsements, etc.) in a region is rewarded with something from the NS Store.

Players can buy NS Store purchases as gifts and may do so to help a friend or region-mate. What is not okay is when the players don't have a common goal, but rather one is motivated only by the reward of an NS Store purchase, and performing some action that benefits the buyer. In that case, it is a simple "pay for service" transaction and is prohibited.

Note that parts of the game that are not Store purchases (e.g. Trading Cards) can be used as rewards or inducements.

Prizes, Raffles, Giveaways
Just as players are not permitted to use NS Store purchases to induce or reward in-game behavior, the same applies to any raffle or giveaway that has monetary value. This includes but is not limited to gift cards, Steam codes, paid or referral perks in other games, and straight up cash prizes. It's still a "pay for service" transaction at best, or outright gambling at worst, and as such remains prohibited.

It's a matter that we are continuing to look into, but one player has already been warned for their part in this. Others involved in the giveaways are advised to contact us via Getting Help Request immediately.

If anything like this is repeated in the future, then we will not be nearly so lenient - punishments will be far more significant than a mere warning.
