"The Red Moonsoon had ended. We were promised an end of history. Instead, the history chose to end us. First signs of collapse of the liberal order came when one of key democratic countries - Nifon - was swept by the tides of radical nationalism. Then it started. The order that was meant to bring progress turned out to bring only interests of the victors, and right now, it is falling. But where will it's fall lead us?"


OOC: Okay. Welcome to the congress of Ishikawa. This RP Is closed to Kali Yuga. Classic rules such ass human only, MT and seriousness apply always. This is sort of a summit thread, so I want everybody to understand what is happening. This is partially inspired by congress of Vienna - a diplomatic summit taking very informal way of presentation, where among dinning, dancing and discussion important Geo-political topics are moved.

LIST OF TOPICS TO BE DEBATED SO FAR:
- Recent pandemic and crisis
- Economic protectionism, free trade, and integration.
- Military security, alliances.
- Energetic security, oil.

I want every nation of yours to know something about those topics and try to get in depth. Your nation has to have formed opinion about those matters - the more encompassing, the merrier.

Also: I want this moving at slow pace. Contrary to my other RPs, I am not requiring ton of writing to be done. You have to, however, post a short bio of your characters upon entry. This does not have to be long, but here is the scheme:

Winter has covered the land of the cranes, as thick white coat. Snow was everywhere and citizens of this modern land were wearing long coats to protect themselves from cold. Among this winter, the Tosa castle, once home to the mighty Tosa samurai clan, stood like a beautiful tree in the middle of the winter. It's mighty walls which once protected the shoguns of Chosokame clan were now guarding a place where meeting of important people from many counties was to be held. Shogun Maki Kojiro stood at the top of this mighty fortress, looking at the forests surrounding it. They were beautiful, and the area seemed like taken from some local fable. He turned around after he fulfiller his eyes with looking at landscape and entered inside. Inside the top of the castle a conference room was already prepared; powerful oval table where everybody could sit like an equal, and without prejudices about others. In the middle of the table were special TVs which were prepared in such way that everybody could see what was to be shown.

A lot of servicemen were running around. Showing good face was important for Nifonese, and everything had to be perfectly working. Shogun Kojiro turned around and bowed to Her Augustenss - a young woman, but this did not stopped her from performing her duties, even if in fact it was Kojiro who was power behind the throne.

"Denka" the Shogun almost laughed in his heart when he said this, knowing that in fact he had more power than her. This not changed the fact that they were good friends "I think everything is ready."

"Thank you my firend" Her Majesty the Emperor corrected ceremonial fan which was near her waist "I thank you for organizing this event. You are bringing glory and honour to Nifonese nation."

"Denka, please tell me what shall I tell on this meeting." Shogun was experienced and cunning politician, but seemed calm and asking for help.

"Tell them what Heavenly Father and Honour tell you." said the emperor in the wise tone.

Then, a sound of car engines was heard on the road near the castle. A motorcade carrying VIPs was closing in. The two separated, Shogun went to greet the guests, while the Empress checked his servants on last duties.

The summit was about to begin.




The three halls:


[*] Dining hall: possess three long low tables. Generally decorated for "traditional Nifon" - the walls are decorated with traditional Nifonese paintings portraying most glorious moments from Nifonese history, and there is large collection of samurai armour & weaponry on one of the walls.


[*] Dancing hall: Generally mixing traditional Nifonese decorum, mostly related to the sea and maritime activities, with European neoclassicism, of which Kojiro is great fan of. The music will be provided live by Ishikawa Orchestra.


Square cabinet: Smaller room where only the most important figures will be allowed to later on for more formal negotiations. Modern apparition.

*** Empress Rei International Airport, Ishikawa, Nifon

Casting a shadow over the landscape like a great, white albatross, a mighty plane approached Empress Rei International Airport, the Nifonese capital's primary facility for incoming and outgoing flights. On its side the words 'Federal Republic of Carloso' were emblazoned, and the red-yellow-blue horizontal tricolour of the country was painted on the aircraft's vertical stabiliser. Two escorting J8T Tenrai air superiority fighters of the Imperial Nihonese Navy roared overhead, turning around to fly back to the air bases they had been deployed from. The plane they had been protecting was none other than the transport of President Tobón, who was on his way for an international meeting at Tosa Castle in Ishikawa. With a loud whirr the gears extended and the highly plane bounced once off the tarmac before landing and slowing down rapidly. It had been a long flight for everyone onboard, taking off from Rebogal Air Base near Madrigal many hours ago while taking a pit stop on the small Carlosian overseas possession of Mediator Island, half-way through the flight. Standing at the periphery of Carloso's sphere of influence within the Musgorocian Ocean and Southern Furukuran Sea, it was the home of a colossal military base. Now that Tobón had finally arrived in Nifon, he was eager to get down to business. He peered outside the window to catch a glimpse of a huge statue built in the likeness of the legendary Empress Rei herself, a sight many tens of millions of travellers from around the world had cast their eyes upon before.

Sitting opposite Tobón was General Jacob Alderete, an officer of the Carlosian Army who was one of several figures accompanying the President to the summit. "We're finally here. I'm looking forward to meeting Mr Kojiro for the first time." Alderete said, stretching his arms, "I always wanted to spend a few weeks holidaying in Nifon when I was younger."

"Kojiro is an interesting man." Tobón began, "The son of a diplomat, spent several years living in Madrigal. When I first talked to him privately, I was surprised to discover he had a loose grasp of Carlosian. I'm sure you know the rest of his story; worked for Gunpeitai, participated in God only knows how many classified missions. He participated in the coup against Goya Kazushi and has ruled the country since 1990. That's a long time to be in charge. Like us all, he is a product of the Red Monsoon. For us it was Bourgougia and Acrary, for the Nifonese it was Dainam and Wenchuan. We were something the liberal international order should of predicted."

Alderete nodded, "Ah yes, the 'End of History'; liberal democracy being the supposed evolutionary dead-end of human societies. What has happened in Nifon, and your presidency of course, has refuted that assertation. Nevertheless, those that still believe in it, be they the World Assembly, national governments, non-governmental organisations or international bankers are still trying to have it realised, by any means necessary. Asymmetric threats are emerging everywhere and the world just becomes more unstable as the weeks go by. Now the Palmyrians, Archinians and those scumbags in the Eulabian Union are eager to expand their influence as well. Conflict seems inevitable."

"That is something we are all eager to avoid." Tobón continued, "That is one of the reasons why the Congress of Ishikawa was called. I could of just sent Delgado as a delegate, but it is an election year after all and I am looking forward to meeting with Kojiro again. We have much to discuss, especially regarding the unfolding economic catastrophe that is sweeping across the world due to the COVID-19 pandemic, but also the outbreak of this new CaBI19 disease in New Sodom and the rest of the Southern Furukuran Sea. The oncoming international recession is only going to exacerbate tensions that have already been building over the past few years." Tobón laughed a bit, "I had a feeling the 2020s were going to be bad, but not this bad."

The plane taxied until it came to a halt near a private terminal. Several cars and armoured vehicles were waiting for President Tobón and his entourage to disembark. After a few minutes, the door opened and Tobón descended down the stairs, wearing an overcoat and black gloves, with Alderete and a number of security personnel behind him. Snow had recently fallen, and there was a biting cold in the air. A small group of Nifonese officials had gathered to greet him and, after a brief chat, the President got into a waiting black sedan. A moment later, and the convoy of vehicles began the drive out of Empress Rei International Airport and towards Tosa Castle, location of the summit. The sights of the burgeoning Nifonese metropolis of Ishikawa went by, curious onlookers lining the streets to catch a glimpse of the Carlosian President. Local authorities had salted the roads, so there was no problem with ice. The towering structure that was Tosa Castle was soon visible in the distance.

The convoy finally arrived at the castle. It was a mighty structure, once home to home to the shoguns of the Tosa samurai clan. There was something elegant yet powerful about Nifonese architecture. The area around the castle was equally as beautiful, a layer of snow coating the landscape. Security was tight, with numerous helicopters patrolling the skies above along with many personnel on the ground. Tobón was pleased to see Shogun Kojiro waiting outside, and he was already greeting guests. Getting out of the car, he walked up the steps leading to the entrance. Both men smiled, bowed to greet each other and then shook hands. "Kojiro, good to see you again. I appreciate that you agreed to hold this summit." Tobón said.

After a bit of small talk, the President entered the building, took off his coat and began making his way to the conference room. Walking through the various halls and rooms of the magnificent structure, he was deeply impressed by the Nifonese artwork, which was a blend of domestic and foreign styles. A large grin appeared on his face when his eye caught a glimpse of one particular painting, depicting Nifon's first Christian Shogun Chosokame no Yorimoto as he stood with a sword in hand, pointed at a dragon with the face of Karl Marx. Beside him was the famed politician and anti-communist hero Joseph McCarthy, who held a flamethrower and was burning Joseph Stalin alive. After looking at some other displays, he eventually went to the top of the building, entered the conference room and took his seat at the oval table and watched as the other dignataries came in and also took their places.

Palmyrion Presents...
A QUEEN BY TITLE

...But in deeds - a king.


[Here's my name, here's my honour, here's my humble lineage - oh, and here's the list of people I killed by my sword and the swords of my army.]

If there were two words that could describe the Lakambini, seen by the Southern Furukuran Sea region as a peasant upstart who only got to the position of monarch because her husband got yeeted in the back of the head, then it was "manipulative" and "sadistic". Ever since she cracked down on the group responsible for killing her husband, massacring 1,287, and wounding 9,295, other similar groups were not spared the same fate, even those only remotely linked to the now violently suppressed "Christian Revolutionary Crusade"[1]. Being suddenly thrust into such a position straight from being a carefree Royal Consort radically changed the Lakambini, herself of commoner lineage, from a carefree, loving woman to a manipulative, sadistic queen of nearly 324 million Palmyrians.

[Beneath the facade of a queen scorned is a woman in anguish, suffering from a flurry of weeping wounds and a battery of burning scars.]

And her manipulative and sadistic personality was one managed by a close confidant (a commoner, and a former high school lover from the same school she met the now dead Lakán), the Royal family's hired psychiatrist, and her nine most trusted bodyguards, lest it run unabated and bring ruin to the Royal Commonwealth. It was understandable so that she would have such psychopathological tendencies - it was the effect of seeing her husband killed in front of her very eyes, the Royal Household Safeguards escorting her out from the ensuing chaos amidst brutal close quarters combat, and being thrust rudely into the world of politics and statecraft. To quote the 2015 movie "Home" she was "sad-mad", a sullen anguish expressed through such a psychopathic tendency.

Now she was at the helm of the Royal Commonwealth. 324 million souls. An economy with a GDP of almost $3.2 trillion. An army of 1.6 million soldiers spread across the Army, Navy, Air Force, and Constabulary. While her more psychopathic tendencies were being managed, she somehow managed, with minimal (if any) help from her trusted psychiatrist, to channel her psychopathic, manipulative tendencies to channel power from pretty much every single sector of Palmyrian society, including its underworld, and exude a domineering presence that commanded respect from her peers and obedience from her subjects. The game plan now was to develop the historically neglected areas of Palmyrion - but there were hurdles, not the least of which was the COVID-19 pandemic and the CaBI19 STD epidemic, on top of the Islamist insurgency in the Islamic islands, the Communist insurgency in the northern highland federal subjects of the Cagayan, Cordilleran, and Ilocano Federal Republics, and religious gang warfare of all religious stripes - Christian, Islamic, Buddhist, Sindhu, and atheist - on the rise in Palmyrion's cities and towns.

And in the pursuit of such goals - developing Palmyrion's neglected areas whilst keeping such violent groups' heads down - the Lakambini looked for friends outside of the Royal Commonwealth's borders. Now, indeed Palmyrian companies have moved into the said areas to invest in their developmen, but the Royal Commonwealth would need foreign direct investments too. The irony of the situation ran about in her head like a rambunctious child - she was going to market the Royal Commonwealth to the attendees of the Congress of Ishikawa with attracting foreign direct investments and industrial collaboration in mind, at least discreetly, to nations she would likely not see eye-to-eye with when it came to social beliefs. It didn't matter either - the nations of Carloso and Nifon were two nations Palmyrion had normal, if not fruitful, relations with, all with them not meddling in Palmyrion's social policies. Both nations definitely wouldn't like Palmyrion's de jure and de facto acceptance of the LGBT community, recognition and protection of same-sex civil unions and marriages, as well as transgenders able to change their gender (from "Male/Female" to "Trans MTF/FTM" on one's identity certificate), being the tips of the iceberg. Neither would they approve of Palmyrion's legalisation of abortion, restricted though as it was to the most extreme of cases with those seeking one being referred to crisis pregnancy centres and adoption centres (the vast majority keep their kids anyway, and raise them with the help of immediate and extended kin). That didn't matter much in geopolitics - all they smell is money. Money for you, money for me. You scratch my back, I scratch yours. You keep to your yard, I keep to mine.

And she was here to do exactly just that: assert to the world that Palmyrion was ready to assert her destiny not only on this pale blue dot, but in the stars above, at least wittily and subliminally. Now the Congress is obviously not going to result with the Lakambini having on-the-spot heart-to-heart talks with, say, Shogun Kojiro or President Tobon, regarding scientific and economic collaboration, but if she was able to make a good impression for the Royal Commonwealth then such heart-to-heart talks would most likely follow smoothly and in due time - if not in the secret after-Congress meetings that might most likely happen, then in the long run as the Lakambini played the long game.

The VIP plane she was on - Palmyrion's own Air Force One - was slowly descending on an approach to Empress Rei International Airport, carrying its most precious charges onboard: the Lakambini, the newly-elected Chancellor Ricardo Duterte (a retired Palmyrian Army general known for his expertise in Civil-Military Operations), and two 4-man teams of her most trusted bodyguards from the Royal Household Safeguards. The Safeguards were, officially on the books, the Royal Family's close protection and counter-intrusion force, existing to protect the Royal Family and their estates - but they were, officially off the books, also the Lakambini's personal death guard, a direct action and special reconnaissance special forces group answering directly to the Lakambini herself. They were all tired from the trip, one that was marked by several hours and several pit stops across the nations of the Southern Furukuran Sea and the Palmyrian Ocean - first at Sindhustan, followed by a narrow avoidance of Ancorian airspace, then a rest stop at Potomiak followed ultimately by a flight to Ishikawa.

The Chancellor and the Lakambini sat opposite to each other on leather-lined chairs, separated from each other by their finished breakfast, a bottle of wine, a metal bucket full of ice, and two empty wine glasses, having done small talk over breakfast. "First time mong pumunta sa Nifon, Kanselor?" (Is it your first time going to Nifon, Chancellor?) the Lakambini asked, followed by a smirk. "matagal ko nang gustong pumunta dito." (I've long since wanted to go here.) replied the Chancellor.

"Alam mo, Kanselor, the world's gone to shit." the Lakambini remarked. "COVID-19, CaBI19, and the economic devastation that's happening now." she added. "Locally we have our home-brewed brand of rebels, cartels, and gangs, all the while we are looking to develop our neglected regions." the Lakambini said, as she went from a global perspective, to that of a local, Palmyrion-centric one. "Roaring Twenty-Twenties be roaring louder than we expected, Chancellor?" she quipped, afterwards chuckling accompanied by a smirk.

At this point the gravity of the situation was beginning to sink into Duterte's consciousness, and hence why he needed to be dragged all the way to Nifon for this so-called "Congress of Ishikawa". The world was descending into flames, and Palmyrion would go down with it if it doesn't act fast and steel itself.

"I hope you know by now, Chancellor, that the threats we face today are not just military threats. Your skill in civil-military operations, in winning hearts and minds, may be useful in giving you a headstart, but at the end of the day you're still gonna have to start from scratch." the Lakambini said, frankly, of the limitations of her head of government's talents and abilities, one which Duterte internalised non-offensively. This wasn't your typical hearts-and-minds military excursion, this was already playing the mind game that was geopolitics.

"I can say, this is probably the end of history. Or, rather, history putting us in our grave. The world as we know it today is a product of the Red Monsoon. Nifon had bloody rodeos in Dainam and Wenchuan. Carloso literally curb-stomped its way through Acrary and Bourgougia. Palmyrion had a fun time fighting Ancor both on Palmyrian and Sindhustani soil. With gloves off." Duterte remarked. "We're probably one of the few heralds of so-called liberal democracy in this world." he added, gesturing quote-marks with his fingers at the mention of "liberal democracy" "And the irony of being one such herald, Your Majesty..." Duterte said, pausing for a while to add an element of suspense to his next words, "...is that we're a monarchy like our colonisers the Archinians. Think about it -." he added, "-a monarchy, telling itself that it's one of the few heralds of liberal democracy in this rough and tough world, and trying to act like one."

"States such as Nifon and Carloso would laugh at such a thought, Chancellor." the Lakambini remarked. "Sure, Palmyrion shall work to be a beacon of liberty and progress if it wants to be one..." she added, "...but it will be an uphill battle in a game of you-scratch-my-back-I-scratch-yours. If we want liberty and progress, we shall fight for liberty and progress. Time to make friends." she finished.

Lakambini stripped the decorative foil on the wine bottle and de-corked it with a corkscrew, all without asking for assistance from any of the stewards and stewardesses. She was the "I can do it, I'll ask for help if I can't" type of woman, and was so since her childhood. She plucked three ice cubes from the ice bucket using a pair of stainless steel tongs and placed it in her glass, followed by Duterte putting three in his wine glass as well. Both took turns putting red wine into their bottles, the Lakambini going first, and the Lakambini raised her glass to Duterte and said:

"For the Commonwealth." she said, with a tone of sullen patriotism. Duterte clinked his wine with hers, replying with a similarly toned "For the Commonwealth", followed by both drinking their wine in one gulp.

"To all passengers, we are now on the approach run to Empress Rei International Airport. Please fasten seatbelts in preparation for landing." the pilot said over the airplane's PA system. In a moment's notice a flight stewardess came to pick up their used dishes and the wine bottle itself, to be stored for future use. The Lakambini and the Chancellor fastened their seatbelts, and stared at the window to see the metropolis of Ishikawa, complete with a juxtaposition of Nifonese castles of stone and mortar and skyscrapers of concrete, glass, and steel, from above.

Moments later the plane landed on the airport, its landing tires screeching at the tarmac, its body and contents shaking gently as it shakily landed at the tarmac, before coming to a full stop. The plane taxied towards a private terminal, where it halted in front of a waiting entourage. The Lakambini and the Chancellor at once took their seatbelts off and walked for the main entry, whereupon an airplane stair truck provided them with a set of stairs on which they would disembark from the plane and onto the tarmac, where a security detail awaited her and her entourage. The Lakambini and the Chancellor, both wearing a winter parka and a pair of gloves , stepped outside from the plane and onto the airplane stair truck's platform, and from a distance at another private terminal they could see the Carlosian entourage - President Carlos Tobon and whoever he brought with him - engaging in a conversation with a few Nifonese persons before they embarked on their vehicles for the trip to Tosa Castle. The scene in front of them was largely the same: a convoy of cars and armoured vehicles, a sizeable security detail, and a group of Nifonese officers who were there to greet them. Both Lakambini and Chancellor exchanged pleasantries with the Nifonese officers before they embarked on their vehicles and rode to Tosa Castle, driving past the metropolis of Ishikawa and a few curious onlookers. Skyscrapers turned into stout buildings less than ten stories high, followed by two-story residentials, small suburban homes, and a picturesque countryside all in that order, and not before long the imposing figure of the Tosa Castle was visible from a distance.

Tosa Castle, Nifon


The convoy passed through a few security checkpoints before arriving at the castle entrance, at which aides were available to assist and welcome the foreign dignitaries on their arrival to Tosa Castle. Lakambini had a thing for Nifonese architecture, and one example of such was right in front of her eyes: the imposing Tosa Castle, as well as the picturesque landscape within its four walls. Snow covered the castle complex like a delicately applied layer of makeup, everything from the castle's mighty roofs to the various flora on the castle grounds, creating a picturesque winter vignette. One can only wonder how such a structure was built with the technology of the time, but there was easy explanation to it of course.

The Lakambini walked up the steps leading to the castle, seemingly the only female head of state in a meeting filled with men. A queen by title, but in deeds a king - and it wasn't to say that queens were worse than kings anyways, but in the world of politics dominated by men a woman among men was sure to defy convention, especially if she was to gain the respect of her peers. She saw the Shogun outside, greeting guests as they arrived. The Lakambini came after President Tobon, and upon her turn smiled and bowed to the Shogun, who returned the same in favour, and afterwards exchanged pleasantries with him alongside a handshake. "Greetings, Shogun. I appreciate your hosting of this summit, and wish to see that our nations may gain something from the summit." she said, before engaging in some small talk with the Shogun and eventually leaving for the summit room. She took off her parka and had one of her bodyguards hold it for her.

As she walked for the summit room, she took her time to appreciate the interior design. The interior was just as mesmerising - Nifonese rice paper doors interspersed in between walls both plain and adorned with paintings, with Nifonese samurai weapons and armour displayed here and there alongside interior flora. It was an excellent juxtaposition to the modern suits that almost everyone inside was wearing, with the exception of a few who were wearing, among others, traditional Nifonese kimonos. The guards walked with her, stern as they were, holding folding submachine guns cleverly disguised as briefcases, on the lookout for threats here and there.

Entering the meeting room, the room, dominated by an oval table upon which were placed two flatscreen TV screens, was adorned with Nifonese paintings, and on one wall was displayed on racks and stands an assortment of Nifonese samurai armour and weapons. She settled onto one of the seats marked for her, and so did the Chancellor, and waited for everyone to arrive, scanning the faces and body gestures of those coming in and out while maintaining a relaxed but stoic posture.

  1. I am going to revisit the 2019 Pride March massacre in both the KY and GD canons of Palmyrion. My plan for the KY canon is Amihan Russel, or at least one of his friends, having a hand in the massacre, and in the KY canon it is the aforementioned Crusade while the BLP will retain its GD canon name.

Above the Skies of Nifon


Rookanse One flies proudly, carrying the Rook delegation. On board, as the plane got nearer to Nifon, the atmosphere gets quieter and more severe. Many souls on the plane had never stepped foot in that country before, but the stories and reality of it are quite real. Nifon is a reborn nation, forged in the fires of the "Red Moonsoon". An authoritarian state that is more complicated than it initially appears. Beside Nifon as a recognizable power is Carloso. The now leadership who fought through "The Bourgougia Blitz" will also be present. All of these events were crucial, and all of them and more are at the back of the minds of two individuals in particular.

Matthys Breytenbach back home achieved much against the odds. Before him, the Republiek Van Rookanse was stuck in a two party stalemate of Conservative "National Heritage Party" and Labor "Proud Left Party". Clan based, divisive politics ruined Rookanse, in his mind. Serving as previous Minister of the Interior, he broke off from the National Heritage Party and began his own Centrist/Liberal Movement, the Forward Party. Despite being viewed as a political novice, his cries for unity struck a chord with the population. With both leaders floundering in the 2018 Election, Matthys and his party were swept into power following the movement he created. Despite winning the election, his lack of political experience has forced him to take a collaborative effort to ruling. The Forward Party collaborates extensively with those on the left and right sides of the political scale. More specifically, Matthys leans on his cabinet heavily for decision making and other matters. He has a persona of someone young and savvy, sweet talking those with liberal and progressive ideas, wrapped up in a positive outlook. Deeper down, he is still an anxious individual who needs to lean on others, and hasn't suffered any real form of opposition. He surrounds himself with highly qualified individuals, chosen by potential as well as merit.

One such hand-picked cabinet member is that of Ermengarde Valthome. Born from EU parents in Rookanse, the girl grew up in an international household, traveling the world, and gaining experience in the Rookanse Diplomatic Corps. An academic mind, who's studied extensively across Eulabia as a whole, she also is quite comfortable with a number of international countries and situations. Ermengarde had considered leaving Rookanse to achieve more, but Matthys Breytenbach convinced her to stay and help him if he won the election. He won indeed. Thrust into the position of Foreign Minister, she proved her critics wrong, who said she's stuck in the world of higher education and academia. She completely turned upside down the Rookanse Foreign Ministry, and has efficiently transformed it into what it is today. She is a stern woman with a bright mind, having to constantly keep Matthys in check, as he is not as comfortable with foreign affairs. This is her zone, and she needs to keep Rookanse relevant at these discussions.



Ermengarde looks over at the President in his seat. She knows he's nervous. Focusing on internal affairs for much of his administration, the outside world has become increasingly volatile. None of those issues have affected Rookanse until now. There are diseases, a volatile economy, security issues, and more. She knows she can make deals with those across the globe, but she doesn't know if Matthys has the heart to do it. He is sometimes idealistic to a fault. Negotiating with those he considers authoritarians is not something he is pleased with.

She is shocked from her inner thoughts. "Ermengarde, I know you're analyzing me. I'll do fine, believe me, you've lectured me enough."

Ermengarde responds suspiciously "And yet i'm still worried. You do know what kind of meeting this is. It's unprecedented. There are going to be many forces at play here, too many to count."

Matthys sighs. He knows he's out of his comfort zone. The politics of Rookanse are one thing, but this is something entirely different. "I know that, and i'm trying to stay positive... but a small part of me feels like we're walking into a bear's den. Sitting next to us are two countries who have radically changed their attitudes in matters that I hold dear. You told me that liberal democracy was failing, and we're seeing the results of that right in front of us."

She counters. "President Breytenbach, it hasn't withered entirely. This conference speaks to that, even if they're only doing this for practical concerns. Rookanse needs to reach out and parlay with these nations. I can't have you sulking around this conference. If you do, then we truly will be alone in this world."

Matthys nodded. "I won't be sulking. You know me. I know how to put on a show." Ermengarde grimaced. "Okay, yes, I will try my best here."

Ermengarde continued. "You know this, but Nifon and Carloso have leaders who have been shaped by conflict. It has changed them and their generations to come. Where they're coming from is a reaction to those wars and chaos. It is a need for control, when in the past, there wasn't. Out history can't compare to theirs. Rookanse has not been what they've been through, and that's fine. We need to stand next to these figures with the confidence and respect that they deserve. Coming here, and spouting progressive ideas is nonsense to them, and insults their past. We are here to make connections, move past ideologies and find common ground."

Matthys eyes are lighting up and his trademark smile is coming back. She continues. "And that's not to say those two are the only nations we should focus on. Palmyrion has its fair share of issues, but they are our neighbors across the sea, with a host of progressive policies. They are an excellent choice to make acquaintance with. There are also a variety of middle powers, like us, and like Palmyrion who are making their way onto the world stage. We have a lot of opportunities here Mr. President, so chin up, stand tall, and be the man I know who united a nation."

Matthys Breytenbach nods in her direction and looks back out to the window. The altitude is decreasing as shoreline is in sight. It appears the plane is going to land soon. When it does, this atmosphere will dissipate and he will step off the plane as the President of Rookanse, with all the shrewdness he can muster.

The average bystander would have been forgiven for assuming that the plane on approach to the runway was just another civilian flight coming to Nifon. However, a more keen-eyed observer would have noted that Air Mihai did not usually fly into Empress Rei International Airport, let alone Nifon in general.

Onboard the rather unassuming aircraft speeding towards the runway, General Secretary and President Alexei Petrov gripped the armrests of his seat as the wheels came into contact with the ground in a bone-shaking impact. This was his first trip to Nifon. The fact that a invitation had been issued was surprising enough. Svadyetsk's status as a relatively aggressive communist state tended to make the nation an international pariah, though not nearly to the extent of its eastern neighbour Rostovia. Under normal circumstances, the Minister of Foreign Affairs, Viktor Yegorev, would have been dispatched to conduct the arts of diplomacy. Unfortunately, he wasn't available. Hence why Petrov found himself where he was at that moment.

Depending on who you talked to, Petrov was either the fourth, third, second or the most powerful man in the United Soviet States. Some argued that the Minister of State Security held more power than the man who led the country. Others claimed that the most powerful man was the Minister of Defence, Petrov's former commanding officer from the People's Army. Still others asserted that it was not even a government official who reigned supreme in Svadyetsk and that the country was firmly in the grip of the Director of the GUVD, the State Directorate of Internal Affairs, Svadyetsk's dreaded secret police. Still, it had to be said that Petrov was definitely up there.

Despite the awesome power commanded by his position, Petrov couldn't help but feel out of his depth. He was the son of a factory worker and a soldier, who as a young man had volunteered to join the People's Army. After receiving his commission, Petrov had showed a capability for command in the regular war games conducted by the armed forces before being blooded in the abortive invasion of Rostovia. Promoted rapidly, for Yuri Pechekin, the previous General Secretary and President, had been rapidly purging the People's Army of its senior staff, Petrov had found himself with a generalship and orders to invade Kazovia. It was there that he had become a legend in his own country, rapidly defeating his opponents and solidly defending the captured city of Brezen. More promotions, awards, accolades... He had been showered in them.

Of course, it couldn't last. With international aid being delivered to Kazovia, the People's Army offensive had been crushed. Petrov had held Brezen before his forces were outmatched and conducted a retreat back to the border. Pechekin, that madman who had plunged Svadyetsk into a state of constant war, now demanded his head. The war hero was now a traitor in the eyes of his commander-in-chief.

Not that Pechekin had been leader for much longer. With the population rising up against the government, Petrov had found himself marching against the regime as the People's Army leadership threw its lot in with the rebels. At the time, it had seemed the only way to save the nation from total defeat. Pechekin had been deposed by the GUVD after even they had realised how much damage he had caused to the country. The official account was that he had been executed following a trial held in secret. Most people believed that Pechekin had been killed when his own bodyguards turned against him.

The power vacuum had left the People's Army, those members of the Communist Party who hadn't been purged over the years, and the GUVD to thrash out a settlement. Prospective candidates to replace Pechekin had been bandied about. None had been acceptable to all sides until someone had suggested Petrov. A war hero, a respected leader, he had seemed perfect to the factions that divided the country. Without any other option, Petrov had consented, being sworn in as his country's head of state.

A reluctant leader, Petrov had soldiered on, learning how to conduct the business of running a country. His popularity among the civilian population and his relationship with so many men who had fought under him had helped his acceptance as General Secretary and President. Petrov had managed to transition from a world of tanks, supply chains and troop formations to one of administration and bureaucracy. However, this would be his first big test on the international scene. Until now, he would have preferred to delegate this visit to someone more experienced.

"Comrade Leader, we have arrived." The voice of Ivan, his assistant and one of the few civil servants he trusted implicitly, brought Petrov out of his thoughts. "The Nifonese have provided us with a reception committee and transport to the castle where the Congress is being held."

Petrov nodded. "Let's get this over with, then. The whole business makes me uneasy."

"You shouldn't worry." Ivan attempted to set his leader's mind at ease. "This is a time for negotiation, for peacemaking. To reach an accord."

"And every issue will have a hundred different people weighing in with their own interests." Petrov rubbed his eyes. "It was simpler when we were at war."

The plane rolled to a halt. Petrov levered himself out of the uncomfortable seat he'd occupied for the past twelve hours. Heading towards the door of the aircraft, he paused to shake hands with each of the flight attendants as well as the pilots who had exited the cockpit and were standing by the open hatchway. In the army, he'd always made a point of showing his appreciation for his subordinates' work. Briefcase in hand, Petrov strode down the mobile stairs drawn up against the fuselage, the GUVD security detail fanning out around the bottom. The commander of the detail turned and addressed the Nifonese reception party before stepping aside. Petrov stepped forward, one hand extended.

"General Secretary and President Alexei Petrov, representing the United Soviet States of Svadyetsk."

While the airport staff and security were preparing for what seemed like the entire Bolriegian government to board the royal aircraft towards Ishigawa. The Congress was the first diplomatic visit made by Bolrieg in years, the Hegrod IX the High King of Bolrieg was determined to make a good impression abroad. Despite this he insisted on the leadership of Bolrieg's the political parties to attend to make sure they handle foreign affairs as well as domestic ones.

The first of the tree to turn up was Grand Field Marchal Uljen Nulvul and his second in command General Prazarg Gyurtic, both commanders of the army and highest ranking members in the armed forces below the High King of course. They arrived on the scene with as much pomp and ceremony as they could with their guards doing a mini parade before guiding to two leaders aboard.

The second to arrive was the leaders of both the Jalnatzic and the Rexist party alongside running a large business empire in the Kingdom, Julipine Kladnov and Marko Lankuric. While their arrival was relatively peaceful there was a reluctance among the Jalnatzic guards to hand over their weapons to Varangian guard (the High King's personal guard and army). After these protests stopped they too boarded the plane.

Last to arrive was a bunch of rich drunkards, arriving nearly two hours late from the vomiting and loud shouting you could probably tell these were the leaders of the Liberal party, Lord Ambassador Aldeas Dfragre and Deputy Lord Ambassador Franjo Glardovic they and their fellow idiots stumbled around before being shoved on board.

Empress Rei International Airport, Nifon

The skies were bright as the royal aircraft arrived in Ishigawa the monarch was to arrive first off the plane followed by the rest of the delegation after being told to behave themselves probably to varying degrees of success, whether it be the interactions of the other delegates or with eachother.

The cars awaiting the arrivals took them to the castle for the summit.

Tosa Castle, Nifon

As they arrived into the castle the people who could potentially be leading His Grand Majesty's goventmnent fanned out and made themselves more comfortable, in the case of Aldaes Dfragre he did this a little to much as he and his friends made it over to the bar and made a concerted effort to empty it of all it's stock as fast as possible.

The Grand Field Marchal and his staff stood near the entrance and stayed there. Who knows why but they probably wasn't there to try and cause havoc. Kladnov and his Jalnatzic were off trying to find like minded people to hopefully create ties with other countries preparing for when he thought to take office.

As a rather special A380 touched down on the runway, the airport security and staff probably sighed as yet another group of VIPs had to taken care of. The reason for that was that A380 belonged to none other than the rather aged Kaiser of Theedishland, Wilhelm III von Hohenzollern, who promptly disembarked with pomp and ceremony to be greeted by the Nifonese welcome party at a private terminal set aside by the Nifonese for use by foreign delegations.

Accompanying the Kaiser were some of the more notable personages in Theedishland. The first of these to leave the plane was a younger brother of the Kaiser, Prince Heinrich. Prince Heinrich was a career naval officer who formerly served as chief inspector of the Kriegsmarine surface warfare branch, and was nothing like his elder brother, having a more humble and open manner and little interest in politics. Due to these qualities, Wilhelm grew to trust Heinrich, who served as a confidante and unofficial ambassador at times, and thus there is no surprise among the Theedishland elite that Prince Heinrich would accompany the Kaiser to the Congress.

Prince Heinrich was followed by the foreign minister, Hans-Jürgen Graf Schwerin von Krosigk. Count Schwerin von Krosigk was a career Theedische diplomat who dealt in trade issues for the greater part of his career. In Theedische politics, Krosigk was known as the chief representative of the "conservative moment", which was Theedische parlance for a brand of rather ultra-reactionary thought that was not exactly monarchist or fascist in nature, and an advocate of isolationism, believing that Theedishland could not cope with the result of warfare. Other than that, he did not openly participate in domestic intrigue, focusing on running his ministry and making public appearances only when necessary for him to do so.

The final major German delegate to disembark would be the war minister, Generalfeldmarschall Kurt von Seeckt (ret.). An army officer who served as head of the German joint chiefs of staff, the Oberkommando des Wehrmacht (OKW), before his retirement from active service, Seeckt cut a professional and reserved figure, stern in expression and inclined to silence. Seeckt was a staunch monarchist and militarist, and to the innermost circles of the Theedische government, he was renowned for reinforcing the "state-within-the-state" of the Theedische military, which not only serves to buoy the position of the monarchy but also as a cadre around which the Theedische state can rally around in case of a regime change operation or internal coup against the monarchy. More public military reforms carried out by Seeckt include the creation of the cyberwarfare, joint medical and joint support service arms and the creation of skeleton divisions which could be rapidly filled by reservists or new recruits. His political and military achievements have not only resulted in his respite from a brief retirement with an appointment as war minister of Theedishland, but also an invitation to the Kaiser's camarilla of trusted advisors and his presence in the Theedische delegation.

Escorted by bodyguards in suits, ties and concealed armament drawn from the Leader Escort Command and the Gardes du Corps, the official bodyguard unit of Theedishland and of the House of Hohenzollern respectively, the men of the Theedische delegation made their way to the vehicles that would take them to Tosa Castle. On their way, they could see the delegations of many other heads of state.

On the drive to Tosa Castle, Kaiser Wilhelm immersed himself in thought regarding the Congress. The most obvious purpose was to hob-nob with the leaders of other nations and in the process solicit support for retaking Braunstein and the portions of Theedishland held by the Eulabian Union by plebsite. Given the political path walked by Theedishland from most of the nations attending, a good many of these potential agreements will be on a quid pro quo basis. However, there were a decent number of nations in the world with something in common with Theedishland, so perhaps Theedisland would be able to make a couple of friends at the end of the day.

After passing through the security checkpoints and the usual meet-and-greet and small talk with the leader of the host nation at diplomatic summits, in this case Shogun Maki Kojiro of Nifon, the Theedische delegation entered the summit room. It was rather tastefully decorated, with samurai weapons and armors, and traditional Nifonese paintings depicting not only events in classical Nifonese history but the most prominent Marxists being defeated and destroyed.

As such, the leading members of the Theedishland delegation made small talk with other delegates who have arrived. Par for the course, the Kaiser was making the rounds greeting and meeting the leaders of the other delegations and striking up a short conversation before moving on to the next, while the others fanned out. Krosigk was searching for delegates of nations with something in common with Theedishland, which meant other socially conservative nations or nations with Theedische or Theedische-derived culture, as Theedishland managed to build colonies in better days. Meanwhile, Prince Heinrich was on the lookout for the delegations of nations with whom Theedishland would clash on certain issues - he was thinking he can smooth out the creases and obtain a quid pro quo.

Seeckt was the exemption. Not being a particulary chatty person, he preferred to examine the armaments of Nifonese samurai to chatting with the members of other delegations and when he was satisfied, chose to take the seat reserved for him in the meeting room. He did all this while watching the other delegates moving to and fro with an impassive demeanor.

The bird flew across the sky brushing the edge of the stratosphere, a mighty machine that was built for the long haul and it was carrying some of the most important people on the face of the Earth it could be said. Archinia was a power that had endured one one way or the other. They had governed much of Afruika and had taken the sultanates and Kingdoms of Dacea and the South Western Fukuaran Sea under their protection. Now they had only the Kaisongs left. By plebiscite the people had at the close of the Red Monsoon voted to remain as a part of Archinia. It had provided a protection of liberty not seen since the times when the Emperors of Wenchuan in days past had been inclined to let people live. But well times changed. Empires shattered and metamorphized and the people changed as well. Now Nifon was isolationist it would seem but also engaged.

Maki Kojiro was in the market for resources but if intelligence from the Embassy indicated anything it was that Kojiro was one of several ways of looking at the world. Eulabia had gone silent and then there was murmurings. Meetings of the various comittess at odd hours. A man had taken up residence in (Brussels) most exclusive district and was commanding visitations from the members of the Eulabian Unions highest executive and legislative bodies.

To Albert Ephraim Shapter there was a clear problem, something was happening in the EU. And of course he had summoned the foreign relations secretary of the Kaisong Islands over a Carlosian crime ring who had been blackmailing abortion doctors. Or something, The Royal Kaisong Islands Police had duly handled it in short order. The Carlosians would be charged with Human trafficking. The doctors were in Archinian territory and had done nothing wrong. It was also blackmail of women. He looked at the list, mistresses of politicians, local and riding, a priest or two perhaps…the gangsters’ papers was quite thorough. He looked at the Asiatic gentleman who h ad been inclined to provide the data as soon as he had boarded the plane. It had been described as a interesting reading. The PM had been dressed by his butler with the usual fanfare of putting on court dress and preparing his badges. He had been a civil servant before the 2014 coup and had offered to run for the Libertarian party when they had taken charge of the sitituation after the 2014 military government.
That had tipped the fiscal spectrum towards the right, spend heavy on defense or light on defense. Not much in the way of foreign aid would be going out. The rebels had fled across the straits when the jig was up, the Eulabian Union had refused to turn them over and the sitituation had gotten tense. Blackmailing Carlosian politicians and their families was the last option. No real deals existed with Carloso as they had with Nfion in the field of Natural gas. Then again they had better relations with the previous Administration. The one before Tobon and the coup de Etat which had caused the problematic deal of Carlosian NG instead of a Commonwealth product. That would have to be changed. Hence the two governors General in addition to himself.

But pride of place went to two who some could definitely see as the virtuous royal couple a symbol of a nation that had emerged from democratic crisis to something that could be described as a more authoritarian system. The other parties had been declared dangerous so there was the opposition that was conservative. A United Front by any other name and that would no doubt cause problems. But for problems there was soloutions.

Admiral Stephen Francis MacInAmara and his wife Anna Cathrine Calgran-MacInamara were and elegant and dashing pair, the two were young and handsome. The tall and well built flag officer, charming and quite nice to be around but very professionally inclined. His wife of some one year or so or several months at least was with him wearing a formal dress her figure was on display. Rumors of pregnancy of course spread among the court and the Admiral and his wife were mum on the issue. But there was of course duty before family. The King was making things up with his wife and so the rest of the family stepped up and his cousin a Knight took on the duty of representing the country. With the PM there it was a matter of simply smiling and paying your respects to whatever monarch had shown up.

There was quiet as the PM looked over at the Governors general discussing the sitituation. The two men had in one case agriculture and in another had the best mineral reserves and there was speculation about oil between the two of them. They were eager to meet the Shogun. One remembered the Nifonese as a decent ally as Musgorica was a definite hostile zone. And then the Tobon administration had made things rather worse. Archinian dominions had invested in military hardware and they were quite wary of the vast powers to the north. And they would be ready. Now it was two representatives of the Head of State and then a third who was perhaps going to be hier to the legacy of the Dynasty.

Shapter informed everyone that they were landing. The big stretch transport was the finest one could buy when you were a wealthy first world government that was capable of launching advanced missiles from the depts of the ocean> The delegation emerged one after the other with the Royal Couple so to speak emerging last. Shapter was here to negotiate it was hoped with Tobon and Kojiro directly. The two men were described as a threat to Archinian interests but they could also be allies. So the Archinians would come and they would talk, and they would wait and prepare for anything.

Maki Kojiro took a look at a group of dignitaries that led esteemed guests into their places, swarming like bees in a hive. Among them the face of Baishou Gin, purposely sent away from Theedishlander delegation to greet the Carlosians emerged from time. Foreign emissaries were led into their spots, and sat according to rank and importance. The Nifonese considered for a second the parties that he will to negotiate with.

Carlosians. A nation that common ideology and interests with Nifon. Mutual treaties dividing the spheres of interests across the SFS put a risk of potential conflict away, especially with both countries having their economies too tightly connected. But it was not too long ago when the two countries were at each other's throats.

Archinians. Them, of all nations, posed the greatest problem for the Nifonese by threatening Nifon's standing with posession of Kaisongs. Some warhawks within the party opted for taking kaisongs by force. Maki personally hoped for peaceful solution.

Theedishlanders. That nation disgusted Maki the most. But at the same time it was clrear that it was a rising global power and ignoring it was unwise.

The Palmyrion. A nation that was key to regional security, but at the same time, disgusted the Nifonese shogun.

"Esteemed Guests!" said Kojiro to the sat officials "It is my honour to greet you here at Ishikawa. I trust your joruneys went well?"

Princess Rabkanya International Airport, Principality of Simendosa

The rainy season was in full swing as a heavy torrent fell across the city. At a secluded terminal cut off from the rest of the airport the Prince of Simendosa, Andosh III quietly boarded his personal jet flanked by his security detail of Navy Special Service Operatives. As he boarded, Simendosa's Prime Minister, Galisca Seedran sat in her usual window seat looking out toward the Strait of Simendo. "I thought you were going to stay here, Your Majesty." Galisca said, still looking out the window. Normally it would be a major offense to barely register the Prince of Simendosa's presence, however he had allowed it time and again for his personal friend and favorite Prime Minister.

"That was your plan, Prime Minister Seedran, not mine." Andosh sat opposite to her, a table dividing the two. "Besides, its time the world actually recognizes who really wields power here."

The past four years had drastically changed the political landscape in the Principality of Simendosa, Prince Andosh was no figurehead as his father Prince Togares was content to be. Andosh had worked to grant himself tangible power for years before the Simedosan Royalist Party won a supermajority in the Parliamentary Elections of 2016. He and Galisca Seedran shared a private distaste for democratic governance, a distaste born out of the Simendosan Emergency of 1983, in which Andosh and his family were deposed and forced into a 9 month exile in Guadalupador at the behest of an armed group of communists whom had toppled the parliament. He had resolved that his subjects shouldn't be trusted in any way to rule themselves and as long as their basic needs were taken care of, they didn't need to decide anything of national importance. When his father died and he ascended to the Principate in 2012, he had found a kindred spirit in the young backbencher National Party MP Galisca Seedran; she had similar views on the detrimental side of liberal parliamentary democracy and was willing to put an end to the constant factional bickering that she perceived in the chambers of Parliament. The two got to work, with Seedran breaking from the NP in 2013 to form her own political activist group the Sons and Daughters of Simendosa, with the Simendosan Royalist Party being formed as the Parliementary arm of the group. Through grassroots campaigning, social media outreach, friendly media outlets, and a coordinated disinformation campaign against the major parties, Andosh with Seedran as his surrogate and political partner crafted and controlled the national narrative to fit the Royalists' world-view. In Spring of 2016, the time had finally come when a minor political scandal erupted into a full scale crisis for the ruling National Party, inflated by social media and the ongoing disinformation campaign against it. The citizens of Simendosa were whipped up into a nationalist and royalist fervor, within several months Parliament was dissolved and new elections were called. The results were astounding, even better than what Andosh and Seedran had expected, the Royalist Party had gained a supermajority and effectively pushed the National Party out of government. A triumphant Galisca Seedran was chosen by her party to be Prime Minister and enforced a "victor's peace," throwing what remained of the National Party out of government on charges of corruption, and prosecuted the majority of former National Party MPs. An act that earned the condemnation of several of Simendosa's closest allies, including its cultural, ethnic, religious and linguistic sister the Federal Union of Guadalupador, but the pliable citizens of Simendosa didn't care, justice was being served. The next four years would include the solidification of the Royalist Party as the sole power in the Parliament, and the quiet shift of governmental power from the Parliament to the Prince. By 2020, it was apparent to several observers that the Simendosan Parliament was a rubber-stamp for Andosh's policies, however unofficial it was. The meeting in Ishikawa would be the tipping point, Andosh intended to openly tell the world that he was the true power in his country, and that Simendosan Dorian autocracy was there to stay.

The plane took off northward to the Nifonese capital. "Shall we review our intent at the Congress?" Galisca asked Andosh nonchalantly as she took a swig of Topano Whiskey. She usually had just one alcoholic drink when she flew to calm her nerves, she had a mild fear of flight and would be entirely on-edge for the whole flight and afterward if she didn't have her drink. Andosh exhaled as he watched her sip. He had a sense of concern for his friend fearing that she could develop a dependency on alcohol, but he kept it to himself.

He nodded and recited his general intent: "National defense for our realm, clearly. Kesslerstaadt has long been an existential threat to our livelyhood, and with our closest allies in Guadalupador having to deal with that puppet Quardya, we need to reevaluate our priorities and regional ties. However with them on the verge of collapse, we have a chance to enforce a final peace where they will never threaten our people again. Secondly, we're a city-state flush with financial cash, and influence in other countries can ostensibly be bought. Thirdly, it's good to get to know your neighbors, for the longest time, we've really just restricted ourselves to our homelander brothers and sisters and whoever would put money in our banks." Andosh practically recited his reasons, he had come prepared for sure.



Tosa Castle, Ishikawa, Nifon

The Prince, Prime Minister and their security detail slowly took in the sights all around them, the Nifonese art was impressive until the Prime Minister had to stifle a laugh as she saw Chosokame no Yorimoto and Joseph McCarthy versus Stalin and Marx in nonsensical combat. The two passed along to see the rest of the foreign leaders populate the large room. "Ah, and here we are." Andosh whispered to Galisca. He scanned the room and saw some of the most influential people in the Southern Furukuran Sea, representatives from a dying colonial empire in Archinia, a collective of drunks at the bar, resting his view on the bearded King of Bolrieg standing nearby with his seemingly messy advisors. Ah, the Bolriegans. He thought to himself. Andosh relished the Bolriegan's hatred for anything Dorian, so much so that he ended up smirking from a distance at the King of Bolrieg before staring one another down from a distance. Andosh closed the distance, away from Seedran toward Hegrod IX. "It is an honor to finally meet you, Your Majesty. I am Prince Andosh III, of the Principality of Simendosa." Andosh greeted in Dorian, a translator reiterated the Prince's statement in English to the Bolriegan. Andosh could speak English very fluently, but he took pride in speaking his language in front of people that hated its very existence. After the greeting, he leisurely walked through the hall, spying the Lakambini of Palmyrion with her Chancellor, before finally going to meet the Shogun of Nifon himself, Kojiro. He bowed slightly and greeted Kojiro in his native tongue: "I am honored to be invited to such a beautiful country, Honorable Shogun Kojir., I am Andosh, son of Togares, Prince of the Simendosan Realm. May our country's relationship bear considerable fruit." Nifonese-Simendosan relations were on the uptick, as although neither states cared for their collective differences in religion, social norms, culture, etc. they were relatively kindred in their collective dislike for Kesslerstaadt and making money. The rapid warming of relations between the two states came at the cost of cooling relations with Guadalupador, Andosh didn't necessarily care, given the several key instances in which Nifonese and Simendosan interests align, it was all calculated. Andosh had been playing a game of measuring relations between the two for years, and he was a veteran at keeping both on their good side. After the greeting, the Prince found his Prime Minister and sat in their designated seats, waiting for the real game to begin.

Maki looked at the Simendosan prince with careful eyes. For those gathered here it was obvious who senior here. Still, deep within his heart, the Nifonese Shogun felt caution when approaching this man. Ever since becoming a follower of Kirshtoukyo, the Nifonese Shougn had observed tremendous changes happening within him - an growth of idealism, which constantly competed against his dark, brooding, realistic nature. His policy towards Simendosa was a perfect manifestation of this conflict. On outer level, Maki favoured strategic alliance against the "New Sodom". On the inner level, Kojiro was worried about growth of Guadalan fundamentalism within Simdendosa. It concerned the Taikun at what extent the alliance became violation of his faith. But at the same time, Andosh was more moral than some of Maki's ministers or party collogues.


"Andonsh-san!" smiled the Nifonese Shougn gracefully "You need not bow to me. Actually, I wanted you here. You see, Muhammad - san had an offer which should interest you!"

Kojiro turned to small, funny looking man to right. The man, being Sultan of Potomaik, had wide, round face, with his hair hidden under elaborate turban. The sultan had dark reputation in the world of international relations. In his youth, the sultan often made headlines due to his sexual excesses. Today the monarch posed as devoted Muslim, but Maki knew what kind of disgusting creature the Sultan really was.

"Honored sirs!" shouted the Sultan with enthusiasm "I would like to propose a multinational opertaion to stabilize situation in den of iniquity known as New Sodom!"

Tobon was present as was Kojiro, excellent, most excellent. The issue of Kesselerstaadt was on Shapters mind and also the Sciathdeargs had written as the real masters of the Pentopolim and they had issue with Nifon. Namely the payment of the loans of the Red Ocean. There was that but there was another way to get the money back. Not from Nifon but in another way. The issue of Kesselerstaadt. The Prime Minister spoke for the whole delegation. “We are quite happy your excellency.” He said looking at the other members, Theendishland was definitely a problem a nation that was in the shadow of the Eulabian Unions potential and the shadow of the Archinians themselves. So the PM spoke simply at what was the request of his host. The Royals looked at Tobon with approval as he was a soldier as much as Kojiro perhaps an ally. Though their presence was symbolic Stephen was a serving officer. And a flag officer. Though he’d been transferred to the Naval General Staff. It rankled but there was definitely plus sides to a shore posting. Little risk for one thing, he was closer to his ally the Prime Minister for another.

The issue of Kesselerstaadt had come up, he heard from the Sultan about the proposal. He duly turned to the Shogun. Leaving the Royals to speak to the Governor-Generals about the general situation. A debate about the merits of intervention in various situations. Shapter though was content to run things, his party was facing an election. The King remained in his Palace where Shapter could make sure he was handling his marital troubles. The Libertarians had a majority and rumored military backing. But well there had been protests demanding there was a pardon extended. Shapter didn’t know what to make of it, the elections would demand the formalities of Democracy be followed but it would be just expedient to deal with the rebels who had sought refuge in the Eulabian Union but the people were demanding a resolution of the situation. Peaceably. Shapter knew that would require a lot of legal trouble.

The Prime Minister would make his approach. “A fine Evening your Excellency, Your Highness I have had a similar idea your Majesty, the banks of Archinia have put a lot of money into Kesselerstaadt and we are worried that we wont get the money back. Some of my people have decided that a multinational authority to make sure that we get our pound of flesh out of the situation. Would be best.” Left unspoken was Alistair Sciathdearg and his speeches in Peers to get a bill passed to put pressure on the Nifonese in regard to the pre-1983 obligations. The House of Assembly was a very militant place as they were close to the people. Everyone was looking to the election. It would not change anything, with a message of ending the civil war, cutting taxes and strengthening the economy. On foreign policy ending a rouge state would make the Archinian presence in the region all the more palatable to Carloso and Nifon and would perhaps get the region to accept the presence of the Archians as a fact of life. They were not going anywhere.

Kesslerstaadt.

Of all the things they could talk about, it had to be that literal shithole dressed as a paradise.

Palmyrion had its dick too deep in Kesslerstaadt's arse to not care at all if (or when) it pulls out.

On the line was Palmyrian business interests in the region, as many a Palmyrian company, especially the big financial and accounting firms, set up shop in the crime-ridden financial centre of the Southern Furukawan Sea region, and have invested so much on its services sector - banking, accounting, telecommunications - on top of Palmyrion's stake in its burgeoning manufacturing sector. Palmyrion's industrial Big 12 had dipped their fingers too deep in the water to not care about the risks that the Kesslerstaadt crisis brought with it - especially now that the Industrial Big 12 were some of Palmyrion's major defence manufacturers as well. Keystone Materitech, Daza Automobile, Galleno Shipyards, Martelino Aerodynamica, and company - losing their business in Kesslerstaadt would mean losing a good portion of their international presence, even as their biggest foreign customer was neighbouring Sindhustan (which Palmyrion had, at best, lukewarm relations with).

And while Palmyrion had a plan to pull safely out of Kesslerstaadt's rectum, it had to do it safely, surely, and with the least amount of bloodshed - as such, it was at best tentative, and subject to sporadic change, and countries seeking to pull out safely as well only complicated matters.

"You tell them, Chancellor." the Lakambini commanded. The Lakambini, being the sadistic Machiavellian that she was, knew just how to bring a horse to a river and make it drink water - with the least amount of effort possible. The Lakambini held a great amount of sway and power over Palmyrion, and was already beginning to make her power - and by proxy that of Palmyrion's - felt in the room, and by consequence the entire region.

"Your Highness... Chancellor Duterte began, "...Palmyrion has her own plans on how to pull out of Kesslerstaadt safely, or at least stabilise the situation to make a favourable environment for its assets."

He paused, having gained the attention of his peers, then started again. "It interests me to know what are your countries' individual plans on what to do with Kesslerstaadt. Maybe we can form a strategic collaboration over the Kesslerstaadt matter?" he asked.

"Palmyrian companies have set up shop in Kesslerstaadt, and have invested shares in vital Kesslerstaadter sectors both public and private." the Lakambini added. "Healthcare, scientific research...

(Hey, I know this one.) Duterte thought and muttered to himself. As the other person who knew of the Royal Commonwealth's best-kept state secrets (the other one being the Lakambini), he knew that Palmyrion's business dealings with Kesslerstaadt went further than money. It was nothing personal either. They needed a place with a high prevalence of STDs "for science"; more (non-closeted) LGBT people per capita than Palmyrion for conversion therapy experimentation as part of PROJECT MIND KONTROL-OMEGA; a hub for organised crime into which they can dump their worst criminals into; and last but not the least a nexus for Palmyrion's espionage network further east, past Droomstaat and Kisar. It was nothing personal - it was just good business with a lot of strings tied.

"...banking and financing." the Lakambini continued. "And, to much of our chagrin, even defence. Investing on their burgeoning defence industry, of all things." she lamented, with sullen anger.

"We all want our money back, if not a safe way to pull out, don't we all?" the Chancellor remarked. "I believe we can safely do that and have everyone satisfied if we cooperate."

It would be an understatement to say that the Raditian Republic was not completely satisfied with the current world situation. The fall of communism was supposed to lead to a new liberal period, free of tyrants of the past. Of course this was not to happen. Most of the nations that unshackled themselves from the red grasp only to found themselves thrown back into the power vacuum and instability. From this instability... despots rise.

The modern Raditian state was forged through wars against Gadyarian tribes, wars with other Kryvian kingdoms, the Kryvian Jihad, the Revolution of 1896, the Great War, the communist coup d'etat, another revolution, the war against Achkaskovka...

Raditians knew their nation was no superpower. It could no field countless of armies, holds relatively small territory, and is not rich in oil. But it was their country, their liberal republic, one of the few, if not the only one, in the region... and they are determined to keep it.

An airplane descented from the azure sky over the Nifon islands. It was a specially modified Raditian Air Force cargo plane. Onboard? A delegation lead by the Minister of Foregin Affairs, her excellency, Ms. Pecháčeková.

At the table sat an older gentleman, in 80s, with snowy top of white hair and wrinkle covered face. Those initiated knew him as George Kovacs - self proclaimed "philanthropist", in reality a financial speculant who was already making billions on recent crisis.

"Why save something so flawed?" he continued "This is a perfect opportunity for reset of global economy and institutions that would make the world a better place. We could start by making the stabilisation mission in UCK a truly multinational effort, not a venture of great power imperialism to eliminate completion."

He indeed cared little for making the world a better place. C13 had sent him to the congress to establish relations with minor states to form an anti great power alliance led by EU. And from the ruins of the world, like the phonenix from the ashed, a new order will emerge.

Unbeknownst to the monarch the Prince greeted him in his native language simply to spite him, in response he nodded his head and returned the greeting in his native language, his Lord Chamberlain Alberti Yaszeld, however saw what was going on so followed the interpreter and stopped him, whisper yelling at him in English.

"I know what your Prince did back there you little bastards, did you not think I would have noticed? Tell him to act like a monarch, not some spoilt bitch or I will see to it he.." gesturing to Kladnov in the distance ".. wins and will get everything he requires to send you lot back to the stone age." With the rant ending he sped walked back towards the High King, just as he was approaching the Shogun.

"Your Excellency, allow me to introduce His Grand Majesty, High King Hegrod IX, I will act as interpreter between us. Also allow me to apologise for the other guests in the entourage I'm sure they will also be meeting you later on."

The Lord Ambassador was deep into his cups (more than normal at least) as the merchant banker gave his speech, in response Dfragre got up (eventually). "How about everybody does nothing? Absolutely nothing, no government getting involved in anything at all. We should just sell off every single one of our assets off to private investors and they just pay us to drink as it should be." He refilled his glass...

"Here's to... stuff!"

After seeing the shameful display of his political rival as well as the potential damage that can be caused by this financier Kladnov flew into a rage and threw the nearest object to hand at Dfragre's head. "I will not have the country I love dragged through the mud by some drunkard who cares about nothing but the bottle and how much you can make an idiot of yourself." He then pointed his finger towards Kovac. "As for you I will ask the question everyone here is thinking, who the fuck invited you here? What gives you the right, because you bought and sold non existent things on the stock exchange and bankrupting nations? You think yourself a good person because you bought off the politicians who's job it was to protect their people from the likes of you? As a successful businessman myself so I can speak on finance as well as you, however I made my fortune in building and making things, tangible things, employing people. You however have done none of that, you have made your money from starving people to death. You have destroyed thousands of families and left destitution wherever you looked. You do not care for others, you care only for yourself. People need their own nations to fix their problems, either that or request trusted allies to assist them. We don't need you, your little goblin friends who run the EU nor do we need or want your agenda. If the honourable leaders in this room have any heart or sense they will reject your proposal."

He needs no introduction... Andosh thought to himself, "Ahh, I do believe we've met, It's always a pleasure to speak to you, Your Majesty." The Prince greeted him in English as if he were a member of his extended family. In fact he and the Sultan had met many times before, it was an open secret where the jolly Sultan spent his leisure time enjoying the never-ending nightlife of the Principality, free from the sharia law and religious customs of his home country. Simendosa was closer to Potomiak than Kesslerstaadt, and had less of the negative attention and stigma attached to it, so it was a prime location for the entire royal family of Potomiak to unwind and let loose. The Sultan put on airs of a responsible monarch, but Andosh knew that the man's youthful appetites and indulgences continued with age, especially his attraction to Dorian women. The Sultan was indeed a strategic ally, but on personal terms he was a vain, pathetic man and Andosh always hid his inherent disgust for a former teenage friend whom never grew up.

"A multinational operation on Kesslerstaadt would...indeed be beneficial." Andosh started to speak. "But we need to see how events will continue to play out. Kesslerstaadt needs to be reigned in, but how? I mean it will take more than solely financial resets to put these people in line." Andosh already knew how he'd take care of Kesslerstaadt but left the question open to the other leaders and see what their plans would be so he could readjust and adapt his plans accordingly.

The interpreter held a blank expression as Yaszeld berated him and rolled his eyes as the man continued to threaten a war. "Okay." Was the only thing the translator said in response. Prime Minister Seedran stifled a laugh as she saw the ordeal. "Did you have fun?" Galisca asked the translator.

"I believe you told me before we left... something along the lines that 'Bolriegans were like poorly-made fruit pies, all crust no fruit.' I do believe you're right about that, it was certainly an experience." Zomas the Translator shook his head in a sense of disbelief. "He called us 'little bastards' even though I was taller than he was-" He was going to elaborate further before he heard the crash of some object across the room Kladnov was in a rage, and both Zomas and Galisca couldn't shake the sense of second-hand embarassment that they felt from even being in the same room as these rowdy imbeciles.

"Well Zomas, I'm sure the Bolriegans are too busy killing each other rather than even focusing on what we do." The Prime Minister rationalized, before taking a sip of wine.

Tosa Castle, Nifon

The crash of the object thrown by Kladnov as he Svadyetskan delegation entered caused two of the GUVD officers acting as security detail to reach for their sidearms, a move that would have been more threatening had the pistols not been handed over to the castle's security force. Petrov glanced around from where he stood in the doorway as the two men in uniform turned red with embarrassment. The General Secretary and President tutted softly and went to examine some of the traditional Nifonese weapons and armour on display. Pausing only to button their highly polished holsters, the security men followed him.

"The man shouting over there is from Bolrieg, judging by his accent. The Bolriegan monarch is over there." Ivan indicated the king with a nod of his head as Petrov displayed a keen interest in a Nifonese sword. His aide continued to point out various groupings around the room. "Those ones there are the Palmyrians, that's the Simendosan party and over there you can see the Theedishlanders."

"Interesting how different their weapons are and yet how there are certain similarities," Petrov mused, pondering the obvious parallels between the Nifonese blade in front of him and the sabres that had armed Svadyetsk's soldiers in the medieval period. Similar weapons had been wielded by the Kazovians in the many wars between the two medieval kingdoms. The curved blades had proven effective in the hands of the predominantly mounted forces of the Kazovians, who had executed rapid cuts onto their opponents from above, while the sabres had also been equally effective against the light leather and padded cloth that made up the armour of the horsemen. The effectiveness of the weapons had been curbed in the reign of King Stanislav the Conqueror who had reorganised the Svadyetskan armies, with the infantry being issued heavier plate and chainmail that resisted the slashing of sabres, and with the creation of heavy cavalry squadrons that had proven capable of running down the smaller Kazovian ponies on the open field. The cost of Stanislav's military reform had forced Svadyetsk into debt, leading to the eventual annexation of the kingdom by the Romalian Empire after his grandson defaulted on the repayments.

Turning his attention away from the military paraphernalia, Petrov spotted the Nifonese Shogun. "I suppose we'd better greet our host." He headed over, Ivan following in his wake. There were a few other world leaders between them so Petrov waited patiently. Eventually, when there was an opportunity, he introduced himself.

"Comrade Shogun." Petrov gave a slight bow as he had been told was customary. He spoke English, probably the only language he had in common with his host. At the same time, Ivan translated his leader's words into Kojiro's own tongue. "It is an honour to meet you. I hope that this will be a most beneficial congress. I must say, I am truly impressed with this castle. Such a picturesque structure."
