The ones close to my area (Jefferson Parish)have been completed along with many others and on the other side of the river. I'm sure it's an ongoing project.
One thing to note I did hear earlier today that in Orleans Parish they are down a pump.

They’re down one pump? Oh dear.
How’s the rainfall?

If it's right over you and one panel went down, you can probably expect to have to reinstall the entire fence when it's over. At least that's what happened to my neighbors when Irma came through. All solid panels that were "against the wind" were flattened, while the fence row going the other way was fine.
Good luck and try to enjoy the Fun Weather. There's nothing as exciting as a good hurricane! I'm actually a bit jealous because Florida hasn't had anything exciting this year. Usually we at least get a tropical storm or two to spice things up.

Another section of fence on the other side of the yard has now come apart. This section that blew down is resting on the ground and seems to be safe from the wind picking it up and flinging. fingers crossed.

Eye of the storm is over us now. Went out and picked up the fence slats and secured them, also picked up the branches to keep them from flying.
Noticed the neighbors big gate got blown off, secured that as well even though it wouldn't have caused us any harm.
