The legislation requires the government to make sure the means of fighting fires are always readily available, it's not counterintuitive, technology can help the environment, letting half of your forests take fire because you don't want to create a far smaller footprint is counterintuitive.

Dear Sir/Madam,

It is our intention to respond to your public tender for a fire-fighting aircraft by proposing the WB-21A Cirrus, a Type 1 Air Tanker equipped with a 4,000 US gal (15,142 L) capacity Airborne Fire Fighting System (AFFS) for dispensing water, foam or retardent to combat wildfires. The airframe is based on the P-21A Coriolis maritime patrol aircraft with civilianised avionics and engines. Our company is prepared to offer one or more aircraft to the Government of Pheu through a competive bid process or financed by a public-private partnership. Such arrangements can be negotiated through Consortia who market all of our products.
