[DRAFT] Safeguarding Mental Health

When I say draft I mean DRAFT. Got this idea and decided to run with it. Let me know your thoughts!

Safeguarding Mental Health
Category: Health


Whereas member nations within the World Assembly are committed to ensuring the public health and safety of its citizens

Whereas the improved individual health of citizens is critical to public health initiatives

And whereas it is established that improved mental health is a significant contributing factor to improved individual health:


Hereby:

1. Affirms that any individual right to healthcare includes a right to mental healthcare

2. Requires member nations to provide additional funding to the World Health Authority (WHA) under a mandate to:

A. Monitor the condition of mental health in member nations
B. Research mental health treatments
C. Advise member governments on mental health matters
D. Coordinate with or supporting local healthcare providers and professionals on mental health

3. Requires member nations to pursue government policy measures aimed at improving individual mental health among their citizens

4. Recommends member nations implement measures to increase educational and professional awareness of mental health problems and treatments among their respective healthcare providers and entities

5. Permits member nations to pass further legislation targeting novel efforts to address mental healthcare unique to that member nation’s demographics or living conditions

6. Notes that this resolution shall not be construed to promote or restrict mental health treatments that fall under the umbrella of holistic or alternative medicine

This proposal looks okay. The one question I have, is where would the funding for this come from? Really, the only options are 1) raising taxes, 2) cutting funding from something else, or 3) cutting funding from other types of healthcare, all of which I don't support unless it's for necessary reasons.

Member states are trusted to spend their own money on mental health services. This resolution merely increases that amount, and uses the funds for all WA member nations.

If the funding issue is the biggest issue then we can just clarify Clause 2 to have funding come "at the discretion of member nations"?

"Ambassador, it is our opinion that the functions of clause 2 should be the responsibility of the member states themselves. Instead, if a member states is financially ubable to carry them out, the WHA can help them."

"Perhaps it's just too early in the morning for me, but the wording of clause two seems to imply that the WHA is mandated to the following. Perhaps tighten up the diction. I echo the ambassador of Tinhampton's concerns and push them forward, why should the WHA be involved at all? I would, additionally, like to see an expanded definition of mental health and what treatment involves. If member nations are in a state in which they need to be advised and educated on what exactly mental illness is, I find it hard to believe that they're in a position to treat patients."

I like the proposal, I think we need to worry about physical health but what about mental health?

OOC: General support. I suggest you take off all responsibilities you’ve laid out for the WHA. I don’t see why it’s necessary to require member nations to provide additional funds to the WHA, which will also be used for member nations.

"Ambassador. While this proposal is no doubt drafted with good intentions in mind, there are a few issues which I can not, in good faith, overlook.

I would like to point to clause 2; 'Requires member nations to provide additional funding to the World Health Authority (WHA)'. What if a nation can not afford to spend more expenditure to help fund the WHA? Granted, while funding is mandatory to the WHA, you can not expect poorer and worse-off nations to help fund an agency if they do not have the means to.

Secondarily, a problem has arisen with clause 2a; 'Monitor the condition of mental health in member nations'. How would a nation do this without overreaching into the privacy of its citizens? This could be used as an excuse for blatant governmental overreach. As the bill stands right now, the USSR will be against any vote put forward for the bill."

OOC: Against, but if you tidy up the things I mentioned above I'll likely change my mind.
