Through his inaction, he set in motion every major event in world history past 1915. This is not hyperbole.
What the heck could he have done to prevent any of that?

Did Congress approve though?
They probably would've. After the Lusitania was sunk, US public and governmental opinion became heavily anti-German and this would've been fueled by Teddy Roosevelt if he won the Republican nomination and subsequently the Presidency (which he totally would've if he won the Republican nomination in 1912).

It would happen either way, I think. Also, if I am not wrong, it was he who wanted to have the US have less harsh terms on Treaty of Versailles.

The party denied him the nomination at the convention. He ran third party in 1912 to defeat Taft because he was so angry at this treatment at the convention. Though if Roosevelt hadn't ran Taft would have probably still lost as he was quite unpopular.

I think it was even put to Congress and they rejected it.

Morally he may be the worst.
But if you look at his actual impact, I think it will be a lot less negative and shorter lasting than other president's.
Again, it's not about what he or others have done - it's the fact that nothing he's done has been a net positive for the country, nor was intended to be. He will be remembered as a failure, yes, as he deserves to be.
