What's the standard Imperial rifle given to the everyday solider?

An unloaded bolt-action is provided to 50% of all soldiers.

The other 50% get the ammunition for when the man with the gun drops during the charge.

There is no single standard for the Imperial Army. There are several models of approximate standardization issued to the various billions upon billions of Imperial Army soldiers about the Galaxy. Generally due to shields and risk of feed back they're ballistic or energy weapons which fire a bolt rather than a continuous laser (basically pulse rather than laser).

The Imperial Guard is a bit more standardized (though they're much smaller than the Imperial Army) between a few ballistic, pulse, and gravity based weaponry.

Imperial Marines generally carry similar equipment to the Army except practically everything is tailored for void operations, short term expeditionary forces, orbital drop assaults, or planetoids with little to no atmosphere.

Yeah, I would imagine something like with what's happening in Hyperborea is so far currently the exception, rather than the rule to that in terms of civil unrest and open revolt in the Imperium atm.

yeah I would imagine the Imperium devotes TONS of money to stopping unrest and rebellions, beings the dominant galactic power with no real rivals, it can afford to do this.

well, with no major rivals in the immediate area, there's really nothing that keeps the Imperium's military on their toes since they've been designated into a garrison role.

Rebellion should still be a normal thing they deal with, it's open conventional war where they should have some difficulty due to stagnation, I would imagine. As for insurgency, im sure they have PLENTY of experience.
