Novakia looking to procure new equipment for it's Military.

The National Defense Ministry of the Imperial State of Novakia has announced a new procurement program, wishing to improve the modernity of the Imperial Novakian Armed Forces by replacing some of it's increasingly outdated equipment, recognising that Novakia's military is in a state of condition where it could potentially be outclassed by more advanced nations in a contest of arms.

As part of the National Defense Ministry's "Wish-list", the military has declared it's intentions to procure, if possible, the following.
1: Designated Marksman Rifle capable of, if required, engaging effectively at a short distance.
2: Bolt-Action Sniper Rifle with a maximum effective range of, at minimum, 800 metres. Also, preferably one possessing Anti-Materiel capabilities, or otherwise an additional Anti-Materiel rifle in a package deal.
3: Sub-Machine Gun, with similar attributes to the H&K MP7, but better capacity for armour penetration.
4: Infantry Support Weapon similar to the M249, with enhanced durability, reduced weight, and easier maintenance, especially with regard to the small components.
5: Infantry-operated Surface-to-Air Missile Launcher capable of consistently and accurately targeting & effectively rendering damage to modern aircraft, when confronted with reasonably overcome countermeasures such as decoy flares, and et cetera.
6: Infantry-operated Grenade Launcher, capable of mid-range engagement and usage of "Smart" Airburst grenades. May consider a Dual-Barrel option.
7: A Mine-Resistant & Ambush Protected vehicle with similar specifications to that of the Oshkosh L-ATV.
8: Infantry Fighting Vehicle with ATGM projection capabilities and machine-operated guided mortar gun.
9: Reliable, easily-maintained and durable logistical vehicles capable of offroad travel in rough terrain.

The main focus for the National Defense Ministry for all of these requests is quality, however, if competing products are of similar enough quality to make either choice arbitrary, price will be a factor.
Also, the National Defense Ministry has a special interest in procuring licences for Domestic Production of products offered for procurement, in the government's own Royal Equipment Manufactories. Alternatively, the bidding companies could construct their own factories within Novakia to produce them locally.
There is some interest in procuring Aircraft, too, but the INAF's needs are met enough to where actively seeking procurement of new models is not strictly nessecitated.

Your offer has been brought under consideration. We have an interest in a majority of the products offered, though other competing offers will be considered and tested. However, with regards to the FIM-192A Scorpion, M96 Mk. 2, and G430A2, these products fulfill our stated needs effectively enough to where, barring failure in testing trials, they are likely to be accepted as part of the Rearmament Program. We also have some interest in the M344 Wolverine family, but no single variant design meets our needs; To be clear, we wish for a vehicle that can operate in multiple different capacities, those being carrying of Infantry, support of said Infantry (whether that be in a direct manner by providing fire support with an autocannon, or indirect support by mortar fire) and destruction of other armoured vehicles using ATGM systems. The M344 family meets these needs, but with a variety of different vehicles that have different functions; not one that has all. Obviously, no such "Combination Vehicle" exists at this point in time, so any discussion of possible commission of a design that could meet our requirements is open. If such a concept is found to be unfeasible, we may revisit the concept of procuring different Variants to meet our individual needs.

Trials for all products on offer will begin by the end of the month, so deliveries of any goods you wish to be considered for inclusion in our Rearmament Program should be completed by the twenty-fifth. We would be willing, however, to suspend trials for certain products if the choice to offer a custom design is made, as we understand that development of designs for entirely new arms and/or vehicles can be time-consuming.

My name is Eoghan Malv, I represent the ACC Defence Division's international sales department. We are once again expanding into international export after a period of focusing on domestic projects. Your tender for new defence products to replace existing systems has been brought to my attention. I feel ACC Defence has many products which may suit your requirements, and I am excited to present them for your consideration.

1.) Designated Marskman Rifle
ACC Defence has several designated marksman rifle platforms capable of engaging targets at close and long range. I would personally recommend the AMW-DMR for its rapid target acquisition and multi-hit potential, made possible thanks to the low recoil of its .280 ACC intermediate cartridge. If you were to require a firearm with more common cartridges such as 7.62x51mm, we heartily recommend the MAR-12 MR. Its two stage trigger allows for precise shots at ranges of up to 600 metres, and its low weight and ergonomics allow it to be utilized at close range and a distance.

2.) Bolt-Action Sniper Rifle
We also have several offerings for a precision bolt-action sniper rifle we feel would be suitable for your Armed Forces' needs. The PG-093 Mamba is a precision sniper rifle chambered in 7.62x51mm, and is the latest in a long lineage of precision rifles. Through over fifty years of service, this design has been updated from a simple hunting rifle up to a modern combat sniper rifle. A chrome-lined, cold hammer forge steel barrel provides excellent accuracy and durability, with a maximum range of up to 1,000 metres. Its 10-round detachable box magazine allows for multiple follow up shots and quick reloading. The Mamba is designed for precision, but thanks to its rugged construction with reinforced fiberglass stock and milled steel bolt, it is extremely durable in either searing heat or freezing cold.

For a more modular and versatile weapons platform, we are also excited to present the TPS R-30. This precision sniper rifle utilizes the latest in multi-caliber technology to allow for the shooter to utilize a variety of ammunition, from standard 7.62x51mm loads all the way up to .338 Lapua Magnum. This allows for a variety of engagement distances, including all the way up to 1,600 metres. It weighs only 6 kilograms, and is quick to disassemble. A quick change barrel assembly allows the user to switch between ammunition types rapidly. The barrels themselves are constructed for precision. They are treated with a Melonite finish, which ensures durability without sacrificing accuracy. They are also carbon fiber wrapped to increase accuracy and durability even further.

2b.) Anti-material rifle
In addition to the precision rifles listed, we also saw your requirement for an anti-material rifle. While the R-30's .338 round offers excellent penetration, we feel a dedicated anti-material platform would be more suited to offer as a combined package with a precision rifle. With that in mind, we'd like to offer the LMK-9 bolt-action 12.7mm anti material rifle for your consideration.

The LMK-9 features a straight-bull bolt and 5-round detachable box magazine. Its picatinny rail is capable of mounting a variety of optics. Its 12.7x100mm round is capable of penetrating all manner of personal body armour, soft and hard cover. The use of an existing barrel from the TMG-99 heavy machine gun reduces manufacturing costs considerably. The barrel has a reduced length and has been accurized from its HMG brother to fit the precision rifle role. The LMK-9 is accurate to ranges of 950 metres. Its adjustable stock allows for comfortable shooting and can deploy a monopod alongside its bipod. The LMK-10 is a special integrally suppressed variant, that uses special necked-down subsonic ammunition, making it especially suited for counter-terror and counter-sniper operations.

3.) Sub-machine gun
ACC Defence produces several modern sub-machine guns, which have proven themselves to be reliable and effective. However, to meet the specifications of your Armed Forces' armour penetration requirement, we are excited to present one personal defence weapon in particular. The KP-280 is a bullpup PDW chambered in 6.25x45mm, a necked down rifle cartridge designed to give more velocity and stopping power, while still retaining low recoil and weight. The 6.25x45mm API round is able to defeat ballistic armour designed to withstand up to 7.62x51mm, punching well above its weight class when compared to other PDWs such as the MP7. Its 800 m/s muzzle velocity is faster than other conventional armour piercing rounds of its class, such as the FN 5.7×28mm and HK 4.6×30mm, allowing for better penetration and armour defeating capabilities. In addition to this, the KP-280's bullpup design allows for a longer 317.5mm barrel in a compact package. This gives it superior range to other PDWs such as the MP7 and P90, effective up to 300 metres, with a max range of up to 500 metres. The weapon is fully ambidextrous and highly controllable, thanks to its 550 rounds/min rate of fire.

4.) Infantry Support Weapon
Astronean Armed Forces tend to use magazine-fed automatic rifles in the Squad Automatic Weapon role. However, this has not stopped ACC Defence from offering this light machine gun from Obera Small Arms, the KN-4.. The KN-4 can be chambered in several cartridges, but we would like to offer it to you in the .280 ACC cartridge, which is more suitable for a light machine gun than 7.62x51/54. The KN-4 use a variety of weight lightening methods in its manufacture, including a liberal use of durable polymers in constructing the furniture of the weapon, including the handguard, pistol grip, lower assembly and stock. All of this combined brings the total weight of the KN-4 down to 6 kg, a kilogram lighter than the M249. Thanks to its recoil operated, roller locked system, it is also considerably more reliable. Its blistering rate of fire of over 1,000 rounds/min makes the KN-4 excellent for suppressive fire and area denial, an excellent force multiplier for any fire team.

5.) Infantry-operated Surface-to-Air Missile Launcher
Arlogh Ballistics are pioneers in missile technology and Man-portable air defence systems are no exception. In order to counter the growing threat of attack helicopters and low flying attack aircraft, Arlogh Ballistics designed a missile system that was resistant to both automated countermeasures and evasive pilot maneuvers. The PGAAM Ollnóva is a man-portable missile system with a velocity 1,372 m/s, or Mach 4, making it one of the fastest surface-to-air missiles in production.

The PGAAM utilizes laser-beam riding tracking instead of traditional IR technologies, meaning the system is much more difficult to jam, and much more resistant to countermeasures such as IR flares. Its guidance laser is low signature, making it almost impossible for laser-warning receivers to detect. The missile utilizes a three-prong submunition system, that when in proximity to the target, will fire off into three independently guided darts towards the target, increasing hit potential. Due to requiring no IR lock, the user can optically guide the missile to the target as soon as they see the threat. This, combined with the speed of the munitions, decreases the enemy's response time before impact, making it a useful deterrent against pop-up tactics utilized by many attack helicopters.

6.) Infantry-Operated Grenade Launcher
ACC Defence Division's ALA Corporation has been a producer of several infantry grenade launchers for over a decade, producing the AG-43 Hallstrim pump-action grenade launcher in the 1990s, and our latest offerings, which we would like to present to you today, the AG-11 and AG-6 launchers.

The AG-11 is a standalone and underslung single-shot 40mm grenade launcher. Its lightweight and durable design allow for accurate and consistent firing of a variety of 40mm munitions. Its standalone version features a full picatinny rail, allowing for the mounting of targeting optics such as laser rangefinders, increasing its suitability to fire programmable "smart" munitions. Its breech-loading, tilting barrel system is accurate up to a range of 400 metres.

The AG-6 is a true force multiplier. This six-shot revolver-style grenade launcher fires 6 40mm grenade launchers up to a range of 400 metres, with a rate of fire of 18 rounds/min. With airburst munitions, this weapon is especially effective at dealing with targets in defalade, such as trenches, foliage and behind walls. Its relative light weight allow the weapon to be carried by a single grenadier, and increases the firepower of any fire team or squad exponentially.

7.) Mine-Resistant Ambush Protected vehicle
The Viiltäjä A-IMV is ACC Defence's premier mine-resistant infantry mobility vehicle. Its small but protected design is intended for modularity and mobility. Housing up to six troops, the A-IMV is capable of travelling distances of up to 320 km at speeds of over 100 km/h. It is fitted with a suite of cameras to give the driver enhanced visibility in any weather conditions, while advanced anti-IED defence systems such as cell and radio jammers protect the crew from ambush.

Its composite armour is resistant against up to 12.7mm rounds all around, and its bullet-proof glass is anti-shatter to protect troops from small arms and glass shards. The V-shaped hull, energy absorbing floor and seats, extended wheel base and blast deflectors all work to keep crews protected against mines and IEDs. The A-IMV can be outfitted for a variety of missions with its RiWP (remote integrated weapon platform) able to outfit the vehicle with a variety of armaments, including an ATGM platform. Its 4x4 independent suspension system retains crew comfort even in the most uneven terrain, while an automatic fire suppression system keeps the crew safe under risk of fire.

8.) Infantry Fighting Vehicle
When creating an Infantry Fighting Vehicle, ACC Defence prioritized modularity and adaptability above all else. With this in mind, we believe the Búraló PMV is able to be customized and adapted to your Armed Forces' mission requirements. The 8x8 wheeled Protected Mobility Vehicle is designed with troop carrying as its focus, and as such it prioritizes crew comfort and ease of access with a loading ramp to load and unload troops.

It can carry 8 fully equipped passengers, or 12 lightly equipped passengers in an emergency. It is fully amphibious with a range of up to 850 km, depending on the variant. We say this because due to the PMV's modular design, we have implemented an entire program of customization, which allows clients to design their own PMV from a variety of available specifications, to meet their own needs. This "Design your own IFV" program is a comprehensive list of all available modifications that ACC Defence offers with our PMV. As per your specific requests, we have formulated a specific design that we believe fits all of your needs:

This variant comes equipped with the AKT-30/ES airburst autocannon for direct fire, coaxially mounted aside the JLR-82 automatic breech-loading morar for indirect fire support. This is equipped to a modified DRT Bavra 2-man turret. The ammunition stored is 300 30mm rounds and 15 82mm mortar rounds. Additionally, we have mounted the VS-92 Snáthaid ATGM on two launchers, one on each side of the turret, with six missiles stowed in total.

In order to accommodate the extra weight of the substantial armament while retaining crew carrying abilities, we have installed the TE100 Lura Diesel power pack, a 530 kW (711 hp) supercharged diesel engine. It has a slower top speed, but with a higher power/weight ratio, is capable of moving heavier chassis over longer distance. We have retained the standard protection systems of the PMV, which includes NBC protection, air conditioning, mine protection against up to 6kg of TNT and all-round protection against up to 30mm cannon rounds.

To fully utilize the multiple weapon systems of this multi-mission PMV, we have installed the IRIS-III panoramic sight, with third generation IRNV/FLIR imaging and hunter-killer integration with the gunner's camera. With a detection range of up to 10 km, its integrated rangefinder is capable of painting targets up to even 20km away. Due to the increased weight and space taken up by the integration of both a remote operated mortar and autocannon, the total passenger capacity is reduced to 6 fully equipped troops of 8 lightly equipped troops in an emergency.

9.) Logistics Vehicle
Finally, we assessed your need for a durable logistics vehicle and we believe the RKA family fits your requirements well. The RKA family comes in 10x10, 8x8, 6x6 and 4x4 variants to meet different mission requirements. Its design has been adapted for use as a troop transport, supply truck, fuel tanker and recovery vehicle, to name a few. Its engine is placed conventionally across all vehicles, however the the cooling system is located behind the driver cabin. This protects the engine system from damage and blockage from mud or debris when driving offroad.

The RKA can be equipped with a 12 forward 2 reverse manual or automatic gear system. Leaf springs on the front axles and shock absorbers on all models keep the RKA driving through rough terrain. While the 6x6 and 8x8 series have rear bogie set ups, the 10x10 uses a hydropneumatic suspension on its rear three axles. A central-tire inflation system can be installed, that allows punctured tyres to be reinflated, or run-flats can also be installed. All models are capable of climbing 60% gradiants, traversing a 40% sideslope, have an approach angle of 40 degrees, and ford 750 mm of water without preparation, or 1.5 m with preparation. All of these factors combined allow the RKA to operate in numerous environments, on poor road conditions or offroad conditions.

We hope you will consider these products for evaluation and adoption by your Armed Forces, we believe many of their facets lend themselves well to your desired specifications. In regards to obtaining manufacturing licences, this is a possibility we are very open to exploring with your government. We are very pleased to hear that our offerings have been accepted for trials with the Novakian Armed Forces. We have arranged for the shipping of all of the specified products, and will provide all relevant munitions, training materials and technical advisors from ACC Defence Division's advisory academy. In regards to your concerns surrounding the KP-280's warm weather performance, the KP-280 is designed to be gas sealed where possible to prevent debris fouling up the action. As such, the main points of heat dissipation are through the ejection port and muzzle device at the front of the barrel. The barrel, being of a cold hammer forged construction, has not shown signs of overheating in warm weather environments through extensive testing and service, and is certified for firing up to 20,000 rounds before needing to be replaced.

However, we recognize our customer's specific needs depending on operational environments. As such, we are more than willing to adapt the KP-280 to a specific hot climate variant, with two sets of cooling cuts made on both sides of the receiver in line with the barrel. This will improve heat dissipation, and negate any potential performance issues caused by extensive firing in a hot climate. We are preparing a batch of initial KP-280s for shipping to Novakia, but will work on the modifications to additional KP-280s currently in manufacture, to be shipped for testing in a second batch. These variants will be dubbed KP-280T, for Tropical, to distinguish from existing models.

In regards to your proposed additions to the PMV, we believe we can accommodate these modifications easily. However, some sacrifice may be advisable in the armament department. As such, we would recommend replacing the PMV's 30mm AKT-30/ES airburst cannon with a 25mm Kreach 25 autocannon, for a weight saved of 43 kilograms. In addition to the weapon's reduced weight and size, the smaller ammunition will further save on weight and space. It is also worth noting that the weight of the additional Active Protection Systems will reduce the power/weight ratio from the advertised 24.3 PS/t to 23.5 PS/t, and the range will be negatively affected, closer to the 950 km mark, rather than 1,100 km. If you are satisfied with this compromise, we will arrange the installation of your specified configuration to a batch of PMVs ready to ship, and dispatch them to you for testing.

As for the KP-280, after your explanation, the current heat management systems appear satisfactory. We have no pressing need for special hot-weather equipment at the moment, but, considering the possibility of future foreign engagement, will accept the KP-280T batch for testing, and, if it passes trials, procure some and hold them in reserve so if the need arises we will be well-prepared to deploy troops to areas with adverse conditions.

As for the modifications to the custom Búraló design, the compromise you have offered is satisfactory. Deliver the modified batch for trials, and we will get back to your company on whether or not we have made the decision to adopt it as part of our Rearmament Program, along with all the other products on offer, after testing.
