Allied & Neutral Export Program
(ANEP)


Introduction: The Creation of ANEP


The Confederate States Military traditionally deferred exporting of military-grade equipment and assets through the various private industries that exist within the nation. The military also outsourced its needs to various international corporations and constructed assets off Domestic Production Rights purchased from those foreign entities, taking away precious Denars from a booming domestic economy. Eventually a growing call from within the nation and its various domestic corporations and political figureheads called into question the security of this ancient practice, spurring on the organization of an inquiry to explore better methods of supplementing the Anagonian armed forces. Within a few short years, the military began to reorganize its methods and began to work with domestic corporations to create Anagonian-made military products and assets. The primary private industry figureheads of this new initiative was Anagonian Electronics and Anagonian Motors, both quickly taking the lead to provide all necessary services.

The Confederate States Navy took the lead in utilizing home-grown resources to restructure its assets. As these ships and submarines quickly hit the waters, regional allies took note and began to inquire about export possibilities. With no true experience on providing export products to other countries, the Confederate Navy organized a new program that would gather the experience of private industry to assist the military in providing quality export products and services. This new initiative was named the Allied & Neutral Export program, or ANEP for short.

Being the first branch of the military to take the lead on the new export initiative, the military deferred all future export programs through the Confederate States Navy. To better accommodate the future needs of the program, the navy sat down with multiple private industry partners who had traditionally been in close relations with the military since the founding of the Confederacy. Several months of interviews and negotiations went by until the navy settled on the two best candidates to assist with the creation of ANEP; Anagonian Motors and Anagonian Electronics. Several limitations were placed on the design practices for the new export initiatives, specifically rules governing the sell of any equipment that would strategically compromise current military power. With these practices firmly in place, ANEP was quick to work with the navy to create new export prototypes for international sale.


ANEP Organization


The Allied & Neutral Export Program is governed by a board of directors, whose lead seat is at all times taken by a representative of the Confederate States Navy. All designs requested through or provided by this representative are first carefully examined for probable violations of ANEP practices, then either approved for finalization or sent back to the drawing board. All internal subsystems and weapons platforms are provided through the private industry partners of Anagonian Motors and Anagonian Electronics. When a sale is conducted of an approved export product, ANEP representatives are sent out to personally oversee the process and ensure ultimate satisfaction.

ANEP Headquarters are located in Fort Rufall, the Capital City of the Commonwealth of Lexington, a state within the Confederate States of Anagonia. One Confederate Navy drydock and construction facility is dedicated to ANEP while four drydocks and construction facilities are dedicated by ANEP private industry partners. The storage location for ANEP assets is kept in West Island, an island to the direct northwest of the Anagonian Mainland, and within the West Island Military Complex where personnel from both private industry and the Confederate Navy work diligently to maintain and secure export assets.


Terms and Conditions of Sale(IC)
The primary function of ANEP is to provide the military with a resource to sell products that would not jeopardize the safety of the nation or economic prosperity. As is stated in the programs name, all sales are to be toward Allied or Neutral parties and not to recognized enemies or probable threats to Anagonian security. Additionally, ANEP may refuse an order at any time for any reason without granting an excuse. All sales are considered final. Customers may, once a product is purchased, alter the design so long as all credits to ANEP and original designers are maintained.

Terms and Conditions of Sale(OOC)
Once you have IC purchased a design, you have my approval to save both the specifications and design image to any factbook or offsite used for storage. Designs may not be altered in such a way as to delete or overwrite provided credit to authors and artists. Designs may be altered to suit your nation SO LONG AS you maintain original credits to original artists and authors. If an image lacks original credit, at no time is said image allowed nor permitted to be sold as a nation/players own regardless of modifications. If an image has proper credit, it is permissible and allowed to be sold as the nation/players own regardless of modifications.

Just keep the credits intact and I'm pretty chill with everything.

Nations/Players may not alter or resell or store images of products sold for ANEP export that DO NOT have an (Anagonia) credit somewhere within them, as these are not my designs and are simply approved by the original authors/artists for sale here.

A proper way to display the credit of my designs and include your own credit is in this format:

It doesn't have to be this format, it can be in any unique or standard format. Just so long as proper credit is given these terms and conditions (and myself) will be satisfied.


TL;DR You may post my images to any factbook and have my blessing to store for as long as you want so long as proper credit is given back to myself and anyone else credited in the original image. You may edit my images to suit any future designs so long as credit is kept to original creators(myself and anyone else credited). You may resell your altered designs so long as my credit is within the image to reference original artist, as well as anyone else originally referenced for credit. Just don't be a prude and steal the artwork as your own, kthx.

ANEP Overview
With the era of the Strike Carrier coming to a close, the Allied & Neutral Export Program was able to ascertain full rights to the production and export of this legendary Anagonian carrier. Based similarily on the design of the Forrestal-class Aircraft Carrier, the designers under the United Republic of Anagonia strived to create a purely Anagonian design out of the frame of something tried and true. They succeeded and for over one-hundred and fifty years the design has served the Anagonian Navy faithfully, through two governments, and maintained the security and sanctity of its people. In recent years, the Confederacy has favored using the Strike Carrier to enforce trade protection and prevent piracy along critical trade routes. While this is not the primary purpose of the Anagonia-class, it will faithfully serve in whatever role is placed upon it by any Navy that purchases it.

Due to the complexity of this large carrier, only two may be ordered at a time. Customers can order an indefinite amount in pairs after construction or delivery of their purchase is completed.

The Confederacy-class Fast Battleship was designed and manufactured in the Confederate States of Anagonia to replace the aging fleet of Iowa-class battleships. Over their service life, the Confederacy-class Battleships have participated in several wars and peacekeeping operations, demonstrating each time the Confederate Navy's need for a capable artillery naval platform. In recent years, the Confederacy-class has become outdated due to the completion of the Gothica-class Super Battleship. Description:
Compassion class Fast Hospital ships are large, ocean-going vessels commissioned by the Confederate Navy at Papeete Steelworks, LTD. in Saval'i, Coevity Prefecture, Marquesan Shogunate. Compassion class Hospital Ships are 8.46 times longer than they are wide, with a deep (11 meter) draft and a slender waterline profile designed to minimize pitching and rolling action even in high Gothic seas. The final accepted design is designed to maintain a 51 Km/H cruising speed over almost 25,000 kilometers unrefueled, and is capable of making faster 14,000 kilometer transits at just over 63 Km/H. This exceptional range and speed permits the Compassion class to respond swiftly to far-away emergencies, often one of the first ships to arrive on scene when disaster strikes anywhere in Gholgoth. Compassion's hull is constructed from HY-180 steel, typically reserved for Marquesan warships and submarines; the use of all-welded high alloy steel permits structures to be stronger and thinner than higher iron steels which show far more predisposition to rust than Compassion's hull. The ship is built upon a true double keel running its full length, with a true double hull intersected by weight-bearing transverse bulkheads. The hollow interstitial space between hulls and bulkheads is where the ship's 7,500 tons of Jet-A fuel bunkers are located. Each separated, anti-puncture fuel cell has a maximum capacity of 210 tons, allowing for some fuel expansion due to heat. If one cell is ruptured, foaming agents in the cell work to seal the puncture; even in a catastrophic puncture of multiple outer hull sections, the ship is likely to only lose a small portion of its fuel. The aft sections of the ship are comprised of the helipad, with the aft motor gallery below, and an enclosed hangar for a pair of medium-lift transport helicopters. Forward of this space is the engine room, containing four Confederate Electric 45-megawatt naval gas turbines. Intakes are located along the sides of the thermal structure containing an exhaust gas scrubber and cooler, which lowers the ship's thermal signature to help it lower its chance of being accidentally targeted in active warzones by heat-seeking munitions. The four turbines generate up to 180 megawatts of electrical power, powering all ship systems indirectly through a lithium ion battery array. Compassion's turbo-electric layout (COGAG-IEP) permits ship systems to run on battery power at port with all engines shut down, and for all props to turn with one or more engines shut down. The ship features two propulsion shafts driven by Permanent Magnet electric motors, one on either side of a large, central rudder. Propulsion shafts are hollow; outer shafts rotate clockwise, with inner shafts rotating counterclockwise, driving separate three-blade screws. This propulsion arrangement is capable of tremendous thrust, producing more than 220,000 horsepower at flank speed in a compact arrangement.

Forward of engine spaces, the ship's hospital is 10 decks high, with two lowermost decks occupied by generous accommodations for medical staff and ship's crew; in an emergency, ships of this class may double their medical compliment from 1,050 normal to 2,100, with nurses, doctors and specialists comfortably berthed. The hospital itself has 2,350 beds, divided between intensive care, trauma, burn and surgery units. The ship carries supplies for 90 days continuous operations, and is capable of refueling at sea to extend its 20-day cruising fuel supply. Compassion's very high cruising and flank speeds afford it extraordinary mobility to cross vast distances swiftly. Once in an active disaster zone, Compassion-class hospital ships carry four high-speed catamaran water ambulances and two medium-lift transport helicopters, allowing casualties to be ferried quickly from casualty collection points to the hospital ship still at sea. While unarmed, the clearly-marked Compassion class hospital ships are fully fitted out with no wood used in the ship's framing, accessories, decorations, or interior surfaces, though the galley does have a wooden butcher's block. Fittings, including all furniture and fabrics are custom-made in glass, metal, and spun glass fiber, to ensure compliance with fireproofing guidelines. 3D-printed basalt fiber panels are used extensively in interior structures; clothes hangars are aluminum, and the grand piano in the ship's main dining hall was cast and milled from a monolithic piece of aluminum.

Description:
The Gavin Ambrose class is a high-speed water ambulance conceived and designed in The Marquesan Shogunate for the Confederate Anagonian Navy. The ship is built on an aerogel-filled aluminum honeycomb and carbon fiber composite frame which affords the class astoundingly light weight and strength while mitigating shocks and vibrations. Kevlar armor panels rated to stop 12.7mm AP ammunition cover the crew area from all angles, and windows are 30mm thickness ballistic laminate, also rated against 12.7mm AP. The ships are powered by two compact turboshaft engines, producing 3,500 kW each; a pair of ducted waterjets with thrust-vectoring nozzles are assisted by a large external rudder and reversing buckets, affording Gavin Ambrose shocking maneuverability, able to come a full stop in only one ship length from top speed, and to turn extremely tight circles at low speeds and high speeds. An available 49 knot flank speed can be maintained for nearly six hours on internal fuel, giving a 510 kilometer emergency sprint range. Gavin Ambrose can maintain 37.8 knots for more than 1,050 kilometers, and in 2.5 meter seas. In a storm of 4.5 meter wave heights, the water ambulances can still run at 25.4 knots, permitting the hospital ship to stay safely at sea while still moving casualties. In an evacuation capacity, the water ambulance can carry 76 people; 32 "walking wounded" class casualties can be cared for by the crew of 16 medics, or 10 critical casualties can be transported simultaneously, receiving a high level of emergency trauma care while en-route to the advanced facilities aboard Compassion class hospital ships. The same Gavin Ambrose class ships are configured as general purpose transports for use on other ships, such as the Wyatt Alexander class, which carries them as long-range, high-speed transports, a role common throughout the Confederate Navy.

The M-1985 Light Tank (Pre-104 Refit) is the original Anagonian Stingray II modification that went into service in the Confederate States Military during the early decades of the history of the Confederate States. Originally purchased from the Imperial Army of Drakonia, the M-1985 served with distinction in the Confederate Military through several conflicts across the globe. The M-1985 excels at being an easy-to-transport tank that is capable of being air-dropped into battlezones. It is a simplistic tank, with a well-defined mission and direction intended to support infantry in hotzones not well suited to larger mechanized units. With so many Pre-104 Refit M-1985's in storage, the Confederate States Military has made the decision to start exporting the unit to international customers.

Description:
The IAV-56 program was undertaken as a collaborative effort between Marquesan and Anagonian engineers in 85 AUR to develop a heavy infantry fighting vehicle for the Confederate Army capable of engaging numerous tracked and wheeled fighting vehicles of increasing weight and power. The vehicle designed uses an all-welded construction from forged HY-180 steel, which is annealed in a high-temperature oil bath after welding. A narrow-angle V-8 was designed for this application, designed from a 16-cylinder submarine engine which was cut down and lightened, generating 1,350 horsepower through a 32-speed twin-clutch DSG automatic transmission. The vehicle has a thrust to weight ratio of 24.1 horsepower per ton fully-loaded, and is capable of 76.2 Km/H on roads, with a maximum range of 520 kilometers, or just under 7 hours endurance. IAV-56 is propelled by its tracks in water, driven from the front sprockets. The weight of the vehicle is distributed over 12 road wheels, 6 per side, each wheel being carried independently by dual 2.5-ton coil-over-shock hydropneumatic suspension assemblies, which produce outstanding ride quality with minimal vibrations transferred to the interior. Codenamed "Onikuma" during its development after a demonic bear, the Infantry Assault Vehicle is designed to transport a squad of 10 into and out of combat, who protect the vehicle from antitank missile teams, while the Marquesan-designed heavy autocannon and hypersonic wire-guided antitank missiles ensure that even the heaviest armored vehicles are quickly destroyed, and that infantry fighting positions are eliminated, even when behind cover, or in buildings. IAV-56's are impervious to small arms fire from all angles, resist 35mm cannonfire from all angles, and 45mm cannonfire along the frontal arc. The crew positions, to the rear of the engine and transmission, have individual hatches for the Vehicle Commander and Driver, the gunner enters and exits the vehicle through the commander's hatch. The driver, gunner and commander are all equipped with the latest dual-band thermal sensors, which use mid-wave and long-wave infrared to see through battlefield obscurants like smoke, dust, haze, rain, etc. The color-corrected "Daylight HD" sensors are 4K-resolution sensors which give the user the impression of daylight, automatically correcting colors in the scope to how they would appear during the day, augmented with thermal blooms. The driver's scope is unmagnified, while the gunner and commander's sights both have 1-8x telephoto zoom lenses. The commander's periscope is of the ball-design, with a telescoping base which extends upward to allow the IAV's commander to observe over battlefield obstructions without exposing the vehicle.

Without a crew-served machine gun, IAV-56 relies on its infantry to protect it from antitank squads along its flanks and rear. IAV-56 is equipped instead with a specially-developed 48mm autocannon designed for this application by Marquesan engineers. The CSIA-48/47 autocannon is a short-barreled autoloading rifle which fires from a revolving ammunition cylinder, loaded from a select-feed mechanism with two 150-round drums. The gun uses roller-locked blowback operation, with a vertical sliding wedge breech, with the bolt and barrel recoiling together until pressure equalizes and the gun cycles a new round, which occurs at a steady 230 RPM, or just under four rounds per second (cyclic rate of fire) as long as the firing trigger is depressed. The gun fires two ammunition types, a high-explosive/incendiary round weighing roughly 10.5 pounds intended for destruction of buildings, walls, and other obstructions, infantry fighting positions, pillbox bunkers and most light-skinned armor vehicles, at distances up to 8.2 miles from the vehicle, despite its intended direct-fire role. Type-A leaves the muzzle at just over Mach 2; its low muzzle velocity is due to the heavy shell weight, containing a large Metal-Augmented Charge of CL-20 high explosive, mixed with Zirconium, which creates an intense incendiary effect with the blast. Type-B ammunition is an Armor Piercing, Spin-Stabilized Discarding Sabot type, carrying a depleted uranium rod of 2.5 pounds weight in a nylon sabot. The round leaves the 47mm barrel at Mach 3.26, and has an effective distance of over two miles against armored vehicles, rated to penetrate 10 inches of steel armor at over a half mile range. Because of the short, 47-caliber barrel, the muzzle device is designed as a muzzle shroud or linear compensator, directing the sonic blast of firing, and all firing gases directly forward, which protects the hearing of the infantry fighting near the vehicle. To counter the threat of main battle tanks, four Marquesan "Partizan" missiles are mounted to a compact launcher on the side of the turret. The ATW.130R3A is a wire-guided weapon, carrying a 36.6" long, 8.8 pound depleted uranium rod, guidance fins directed by fiber-optic filament from the stabilized optics on the IFV, and a smokeless, high-impulse rocket motor. The motor uses an aerospike nozzle, which is gimballed at its base to help the missile maneuver quickly with vectored thrust. When fired, the Partizan briefly climbs to clear the field of view for the vehicle's thermal optics. The powerful thrust of the Partizan missile accelerates the missile to its burnout velocity of Mach 6.56 in just over half a mile, attacking moving targets at distances as great as 3.9 miles and fixed targets out to 7 miles. The depleted uranium rod, striking the thinner top armor of a hostile tank, strikes at hypersonic velocity with lethal effect on all known battle tanks, rated to penetrate nearly 50 inches of steel at the fixed target distance, to which the missile takes only 5.5 seconds to reach. Because the weapon is wire-guided from the tank, it is extremely precise, striking in combat conditions within an 8 inch Circular Error Probable. In practice, the weapon is extremely lethal to even the most modern MBT's; its kinetic warhead is impervious to soft-kill systems, with jamming or dazzling of the launcher extremely unlikely in the very short engagement time of the Partizan missile.

In 107 AUR, the Confederate States Army approved the IAV-56 for sale internationally. The Allied & Neutral Export Program was approached for this right, granting ANEP several hundred units with a promissory of more units as required for orders.

Description & Specifications:

The Confederate Electric Heavy Fighter - 37 Alpha 3 (HF-37A3) Voodoo Child is a carrier capable, supersonic, twin seat, variable swept wing, single tail-fin, twin engine, multi-role, heavy fighter designed for use by the Confederate States Navy to provide ground forces with a reliable and dedicated air support platform. The original HF-37 design was submitted to the Confederate States Air Force for approval and testing by Confederate Electric in 75 AUR as an experimental air support platform, but was quietly rejected as the Air Force already had dedicated ground and air support aircraft such as the A-10C Thunderbolt II and the F-21A Drekafighter. Confederate Electric went back to the drawing board and mixed together two air platforms for its second iteration of the Voodoo Child; the F-4 Phantom II and the F-14D Tomcat, utilizing twin engines and asw electronic assets from both models to create a Frankenstein of an aircraft. After extensive testing, the HF-37A1 was dropped for consideration as further improvements were designed into the airframe after several failed test flights.

In 85 AUR, Confederate Electric produced the HF-37A2 Voodoo Child which included various improvements over the A1 testbed. Comparable to the A1 variant, the A2 variant experienced far less issues in testing and as a result Confederate Electric produced five fully functional test models. Once again the Confederate States Air Force refused the offer of consideration, however the Confederate States Navy sent a letter of interest in the Voodoo Child as it desperately required a dedicated heavy fighter/ground support asset for Marines and assets on the ground during land-based operations. Under Confederate Electric supervision, the five test models were gifted to the Confederate Navy for testing. By the end of 87 AUR, the Confederate Navy had conducted over two-thousand hours of flight testing and returned all four models back to Confederate Electric with one model having crashed during testing. Along with the return of the A2 flight test models, suggestions for improvements were made that would greatly improve its possibility for consideration by the Confederate Navy.

The Director of the HF-37 Program approached Netane Kinetics, LTD, in Marquesa for assistance as the Meritocratic Union of Marquesan had already demonstrated its eagerness and willingness to assist the Confederate Military with multiple projects spanning several decades. Through their joint efforts and close collaboration, the HF-37A3 was produced in 92 AUR. It incorporated engines, guns, missiles, equipment, and electronics all procured from Netane Kinetics by Royal Warrant through RME through negotiations by Confederate Electric, Netane Kinetics, and the Confederate States Military. With vastly upgraded systems and capabilities, including an upgraded main gun for additional fire support operations, ten test models of the A3 variant were produced and sent to the Confederate Navy for consideration. By 93 AUR, the Confederate Navy expressed extreme interests and began ordering the A3 variant to supply its needs. In late 93 AUR, the Confederate States Air Force procured fifty A3 variants from Confederate Electric to utilize for Heavy Fighter operations.

In 107 AUR, the Confederate States Military approached the Allied & Neutral Export Program with approval to begin exporting the HF-37A3 Voodoo Child with no restrictions. The surplus of A3 variants in storage mixed with the limited number of aircraft carriers available to hold them meant that there was an extreme excess of fighters that could potentially be sold for international buyers.

First off, thank you very much for reaching out to the Allied & Neutral Export Program. We here at ANEP are just starting out on the international stage and we're very happy to have a public/private/government cooperation going that is assisting us in interacting with potential customers. Normally under these conditions, a representative from the Big Two - the two big corporations as we here in the military like to refer to them as - would have been the prime candidate to answer your questions and concerns. However, due to the nature of the question, who has asked, and the potential for misinformation, I've taken the initiative to make this reply. I hope you don't mind!

I'd like to briefly introduce myself. I'm Johnathan Thursday, Vice Admiral in the Confederate States Navy. I started my career in the navy under the Iowa-class Refurbishing Program which introduced the Confederacy-class fast battleship to our fleet, serving under the acclaimed Commodore Wilbert Johnson as he instructed me on naval design and procedures during my duty there. I then was assigned to overseeing the Carrier Replacement Initiative which oversaw the construction of our Boxer-class light carriers to replace our old Anagonia-class Strike Carriers. I finally ended up in a new department with the responsibility of assisting the navy in designing new assets, and introduced our successful Thursday-class Nuclear Attack Submarine to the fleet to replace our Voleur SSN's. I was also responsible for introducing the Peacekeeper-class Ballistic Missile Nuclear Submarines that went on to replace our aged Ohio-class SSBN's. As you can tell from this reply, I now oversee the relations between ANEP and the CSN.

To appropriately answer your question I have to first explain the Confederate Navy's perspective on the export process. The CSN is not out to make an outrageous profit, instead they're looking to supplement and provide an alternative for allied nations who have been requesting designs similar to the ones we've introduced in our fleet. Close allies of the Confederate States are allowed only a few vanilla designs, with the rest restricted to our designated export products. This is because the CSN is extremely concerned about offering out strategic advantages to possible enemies of future engagements. If they sell something, they don't want it to detract from an advantage a design is based off of. I suspect you observed this in ANEP's export designs, with the limitations placed on power plants and weapons systems. It is something that I myself take objection to, however I also understand that unlike the Big Two, the CSN is not a corporation looking for profits as previously stated.

With this understanding, I have done my best to work with ANEP in designing moderately competitive models that can provide adequate services to foreign fleets. I've additionally gained the blessing of the CSN to allow customers to add their own equipment to the designs once in their home waters, should they purchase a DPR or multitude of single units. The Export C1115-class Coastal Patrol Corvette is a good example of these restrictions in action. The design it is based off of the Spartan-class Coastal Patrol Gunboat, is a highly advanced gunboat we designed to counter a rather problematic pirate presence some decades ago. It was a personal project to me considering who originally designed it prior, the former Commodore Wilbert Johnson. I took inspiration from one of his earlier drafts of the design and helped produce the Export C1115 from that. According to Commodore Johnsons journal on the project, he took inspiration from the Espora-class corvette of the Argentine Navy.

When we worked on the project for the Export C1115, we additionally went back to the drawing board to take further ideas from the source of Commodore Johnsons inspiration. In relation to an "American" counterpart, of which I believe you mean the North American naval powers, the closest equivalent would be the United States Coast Guard Hamilton-class Cutter. Since the Spartan-class was originally and is fully intended to be a coastal craft, this makes sense.

The Export 1106-class Coastal Patrol Craft was designed from the P100-class Coastal Patrol Craf. The P100 took direct inspiration from the United States Cyclone-class patrol ship and does, in my opinion, an adequate job of living up to its inspirations capabilities. The Export 1106, on the other hand, is a slightly less effective platform but nonetheless provides the same capabilities.

I won't go into extended detail on the auxiliary ships offered for Export, but the majority of their systems are of a vanilla variety and remain unchanged from their counterparts in service in the Confederate States Navy. The only changes were power plants in these models, which while slightly detracting from speed do not detract from their capabilities. They were all designed from international variants of tenders, and took inspiration from the capabilities thereof.

Finally, the Export 1110-class Nuclear Attack Submarine was a personal project of my own considering it is intended to be the export variant of the Thursday-class Nuclear Attack Submarine. The Thursday-class SSN took inspiration from both the Akula-class SSN from the Russian Federation and the September-class Guided Missile Submarine of our own navy. The Thursday-class SSN is designed to be a competitive platform for enemy deterrent and provide excellent patrol capabilities, while the Export 1110-class is designed primarily as a fleet SSN platform. The effectiveness of the Export 1110 is somewhat equivalent if not superior to the Sturgeon-class SSN if only because of the intention for it to be a workhorse of a customers fleet and provide adequate protection for fleet maneuvers and, possibly, long-range patrols.

In conclusion, I hope this detailed reply helps assist you in coming to a decision concerning your purchases. I am very happy to recommend superior storefronts which even the Confederate States Navy takes pride in purchasing from. Speaking as one of the two main heads of state for the two central foundations for the Coalition of Human Rights and Ethics, pronounced "CoRE", I want to provide some personal insight into the foundations of "Pentagonal Armaments".

Pentagonal Armaments is a consolidate of various factories, warehouses, docks, airports, shooting ranges, R&D labs, and other various locations. According to legal paperwork, Pentagonal Armaments is allowed to maintain "profits" to protect against future shortfalls, growth, or research. Despite this, past a certain point Pentagonal Armaments has to do as all government cooperatives do and put money back in the government budget. Pentagonal Armaments currently is a meager of Defense Logistical Resources and Military Surplus Export Corporations. To be simple, PA is part of the military and the bulk of it's focus is either providing weapons to the military at cost, or providing paramilitary grade small arms to the civilian population at cost plus profit. In the past, we had three separate export corporations with rights to send out military hardware to nations or groups that pass a very strict background check, PA was simply a buyout of the corporations by the State.

Now that I have made all of that clear and provided context, I am able to get into the true nature of this message/letter, which is giving you an increased understanding of the strategic and humanitarian concerns of weapons/vehicles/armor exportation.

A naval vessel could indeed be accidentally sold to the wrong nation, or there could be a coup or revolution that makes a "good" nation, a "bad" nation. The careful export of small arms, munitions, and vehicles however, can be a lot more taxing. Many nations can't even properly maintain a navy and some vessels aren't designed to last more then 15 years. A tank can easily last over 70 years and many of the Kalashnikovs we export can last 80+ years, with the main concern being barrel wear. Just today a friendly nation failed a background check during their third or fourth order, due to recent regressions in their political process.

This is part of the reason why we have a tier structure what we sell to who, and why nations/groups we are iffy about can only be sold rations.

Despite this I am somewhat troubled that your nation is offering a "downgrade" what appear to be designs from the 80s or even older, or at least are based on such designs with such age. Our navy, as far as I know, operates a mixture of "American style" vessels that are 40 years or younger in design process, along with a bulk of older designs with more modern hardware, electronics, and weapon systems. Due to a lack of naval conflicts, we are not certain if older vessels or designs are truly more durable or able to "take a hit", or just a massive waste of maintenance.

In my own experience, if you are selling lower or moderate cost systems, then that is your customer base. With the corruption and stagnation that comes with a shift to oppression, comes decreased ability to afford systems and maintain them. If friendly nations can't afford newer models, but they can afford the same models your nation uses, is it responsible to say no to them? Considering that "A" vessels exist, why not sell "B" vessels instead of "C" vessels? If a nation goes rogue or has a shift in agenda, they'll either buy A vessels or lose the ability to maintain B vessels. As for C vessels, you're already selling those, the damage is done.

I make no accusations of you, any corporations you are aligned with, or your nation, or your people. I am fully prepared to pay, up front, in hard cash and raw materials for a brand new production line of vessels right now. Some of our vessels need to be retired, while others will be passed down to allied nations with less resources.

Not only that, but I am prepared to pull strings and provide a triple endorsement of the Allied & Neutral Export Program, with free "advertising" upon our own Pentagonal Armament, along with diplomatic pages and channels.

I personally am very interested in vessels capable of supporting our wide range of special forces and anti-smuggling operators around the globe.

Mr. President,

I appreciate your candor and explanation concerning your business and your viewpoint. The Confederate States Navy dictates what policies ANEP will follow when constructing units and exporting them. It is the viewpoint of the navy that such designs are relevant and cost effective to start up the export process, and already new units are being produced as we speak to cater to such requests as you've had. We already have multiple export products that are specifically designed to deter pirate threats and provide excellent patrol capabilities. I recommend you to our Export C1115-class for such operations capabilities, as not only does it have room for special forces, but it additionally carries two Rigid-hulled inflatable boats that are excellent for such operations or interdiction of pirate vessels.

As far as I am aware, my higher ups are not concerned with whom buys the exports so long as: a) They're either allied or neutral, b) Do not have access to our strategic technologies, and c) Will be adequately satisfied with the export product upon purchase. All of our export products are constructed in or around the Lexington National Shipyards, a privately owned shipyard that specifically produces ships for the Confederate States Navy. All best possible materials are used in the construction, the only cost-cutting is down by the downgrade of systems already mentioned in the products. The sale is done in such a fashion as to produce a meager few million in profit to cover the expenses.

In my mind once your IC purchase the image, it's yours. Only thing I'm asking is that for this courtesy you give credit to my original image. So long as my tag is there somewhere, I'm pretty chill with whatever you do. Just make sure to add your tag beside it to imply your edit.

To keep an open and diplomatic business model, the Allied & Neutral Export Program would like to announce recent changes to Domestic Production Rights charges for all export models. The reason for this is diminishing supply stock for our most popular export models, which specifically include all auxiliary export models. The raise in prices is hoped to compensate production efforts to restock our supplies so we may be able to quickly and swiftly provide product to our customers. Below is a listing of the price changes.

Export C1115 model
DPR price raised from $550 Million to $1.5 Billion
Export 1106 model
DPR price raised from $80 Million to $520 Million
Export 1107 model
DPR price raised from $1.5 Billion to $5.5 Billion
Export 1108 model
DPR price raised from $1.3 Billion to $5.3 Billion
Export 1109 model
DPR price raised from $1.1 Billion to $5.1 Billion
Export 1110 model
DPR price raised from $3.5 Billion to $8.5 Billion
Export 1111 model
DPR price raised from $700 Million to $3.7 Billion
Export 1112 model
DPR Price raised from $4.0 Billion to $9.5 Billion

At this time the Allied & Neutral Export Program does not feel it is necessary to raise the Non-DPR prices of our export models. While we continue to deliberate with the Confederate States Navy over future price changes for Non-DPR prices, these changes to DPR prices are not expected to raise again for some time soon. Any further changes made to prices, models made available for sale, models taken from sale, or any further changes, shall be announced after the changes have taken effect. We apologize to our customer base if these changes have inconvenienced you and sincerely hope to look forward to your continued patronage.
