Nations can announce their intent to signup in this thread, and one puppet will be allowed per user. In addition, host bidding is OPEN for the right to host the tournament. To be eligible for the tournament, all players must be under the age of 20.

WJHC 15 - FLUVANNIAN BID

Hosting Experience
Fluvannia developed their own hockey tournament (the Conservative Hockey Cup) open to nations from several embassy regions in order to foster good relations via sport. They’ve also overseen the scorination of a domestic hockey league, which is currently one game from finishing its inaugural season.

In the far northwest — or is it northeast? — of the continent of Straegos, on the western shore of the Thessian Ocean, lies the Federated Principality of Fluvannia. A federal constitutional monarchy of roughly 19.4 million people, Fluvannia plays home to an impressive display of global manufacturing and industrial enterprises, and as a result the standard of living is relatively high. More on-topic, hockey is the national sport and represents the most popular in terms of spectators and revenue, though its less-expensive derivatives of broomball and inline hockey see larger participation numbers. During warmer months, Fluvannians are also keen participants in the national summer sport of hurling, along with more regionally popular sports such as soccer and baseball. Motor sports, especially rally driving, are popular year-round.

On the ice, the Fluvannia Hockey League represents the top level of domestic competition. Ten teams compete for the Union Cup. The Fluvannia Intercollegiate Athletic Association also draws high viewership for its championship tournament each March; most members of the Fluvannia U20 team currently play in the FIAA.

Scorination

Scorination will be done using xkoranate, using the SQIS Modifiers and no shootouts. In the group stage, wins will be worth 2 points, ties 1 point, and losses 0. Single-elimination games will be played using overtime. Style modifiers may range from -5 to +5. Team skill levels will be determined using a combination of WCoH ranking and WJHC 14 performance. RP posts and rosters will be graded qualitatively, mainly on the basis of creativity. RP bonuses will be cumulative. Home ice advantage will be turned off to represent the tournament being played at a neutral site (even for the hosts).

Scheduling

The everything thread will essentially go up once the host is determined. Looking at past signup periods, I would expect MD1 to be Monday, October 12, with groups decided either the Friday or Saturday before. RP cutoffs would be around 10 PM Central Daylight Time (UTC - 5:00) on match days.

Format

Based on the number of participants in WJHC 14, I would expect to have somewhere in the mid-20s in terms of participants. For the sake of discussion we will assume a cutoff/cap of 32, though the format can be adjusted as necessary.

These 32 teams would be separated into eight pots of four, which will in turn be used to draw four groups of eight. One idea I would like to explore is the possibility of weighting groups slightly (for example, two Pot A teams in Group 1, and none in Group 4, and two Pot H teams in Group 4, with none in Group 1). I believe this would still keep each group reasonably fair to both returning participants and newcomers, while also preventing new participants from being completely squashed by their competition and losing interest in future tournaments as a result. If this idea is unpopular I can scrap it, but I thought it worth suggesting.

With 32 teams, group play would be done in a single round-robin stage. Using the tiebreakers below where necessary, the top two teams from each group will advance to the quarterfinal, where they will be seeded using those same tiebreakers (all group winners as the top-four seeds, all group runners-up as seeds 5-8). Teams will be reseeded following the quarterfinal.

Since Hockey isn't the biggest thing in the principality, add Lisander to Waitlist, as a number puppet or something like this.
