The puppets include longstanding R/D and card puppets as well as those created for previous N/Z-days. Perhaps the biggest example is Horsemen, but ATOMIC, AA, Potato and others also have their share. Of course, this is also exacerbated by the availability of easy puppet management tools for N-day, used in various factions.
Really the only way to prevent the use of puppets would be to restrict the events to only WA nations, but that would instead give an advantage to the GCRs and large regions rather than those with many puppets.

I am recommending that players should be limited to around one to five nations per faction at any time, regardless of WA membership: destroyed nations should not count towards the limit.
For N-Day5, there needs to be an inquiry as to how the captcha check fell apart so quickly. I thought the challenges were supposed to be extremely intense after 100 nations.

Here's the thing: it's not botting, but the absurd amount of puppets people are using.

Dont care buddy, you cant just change the META to your liking.
Playing with lots of puppets are way more painful than you can ever imagine especially taking 500 of them into the N-DAY

Not everyone has the ability to recruit that many puppets into a single faction. Unlike trading cards, this has a massive knock-on effect on the balance of the mini-game.
