Yusuf Loraal, the Horrible Holidays Of #1

"rrgh, I hate this time of year."

"You're just jealous. When are you going to get off your ass and actually try _talking_ to the next pretty girl you see?"

"Oh, shove off, Derin. Do you even remember the name of this one?"

"Who?"

"You're horrible."

Derin stifles a chuckle. "Come on, you're always like this. Cheer up a bit. Listen, I gotta go, but if you're still sitting there when I get back, I will drag you out to a bar. Make ya mope with company."

"Ha. Seeya."

Yusuf slouched back a bit as the door slid shut. It was a little annoying, sometimes, not being able to talk about where you'd been for the past year or so, but at least no one bothered him about _that_. Few people signed on with the Combined Federal Services and wound up at TYCS Camp R.

Most people managed to stay in one place for longer than a few months before bouncing out of CFS Office of Research and Design, though. Yusuf had been through basic training and had some experience in the Ground Services - such was required for anyone signing on with the CFS - but his 'wishlist' was largely research assignments. He'd gotten on with a Dr. Lesaan, for a while, which wasn't exactly his top choice, but it paid alright and the travel was interesting, at least until Lesaan's little operation found itself assigned to Camp R, and he followed.

Camp R itself had something of a reputation as a prestige assignment, and most people assumed Yusuf was downright bitter over getting booted from it. In reality, with Lesaan's shady disappearance, they'd needed to assign a new researcher to the projects underway there, and after a brief period of sorting through what was and wasn't good, the old assistants were let go, which, of course, meant that Yusuf's pay had evaporated, and all before anything remotely attributable had been created.

Out of all the crap that'd recently screwed up his career, though, that wasn't what was bothering Yusuf. No, instead it was the anniversary of his enlistment with the Combined Federal Services, and that meant yet another long and emotionally manipulative message would be waiting on his outside comm unit come morning. When he'd enlisted, his mother had been apoplectic, proclaiming that the act of enlisting meant he'd never cared for her, or would be disintegrated, or that some other grim fate would befall him, leaving her all alone in the world. Yusuf had tried to explain that it was a good move, since they'd pay for his tuition and even help with job placement after school. He'd always been a smart kid, his instructors said, and real interested in how things worked, and how they fit together into a larger whole.

He was a little naive, perhaps. Certainly hadn't expected all the tears. She yelled at him for what seemed like forever about how he was throwing his life away, how the CFS would just suck him up and he'd disappear into the military machine never to be seen again. Ironically, being assigned to Camp R had done exactly that, when seen from the outside.

While most of her scenarios were patently absurd, she also wasn't entirely wrong. The first place they'd sent him was Mars. He'd gone through Basic at a small training base outside of Kitharmani, where he wasn't particularly exceptional. He didn't wash out, at least, and he'd basically done guard duty for twelve months out on Mars, usually rotating to a new zone of the Qaaol protectorate every two. That region was now various combinations of Midlonian, Kajali, and underwater, what with the slow progress of greening Mars, but still. Actually sticking with it for a year had brought with it a promotion to Private First Class.

At least, for now, he was on leave, even if he was still stuck on Titan. He'd been trying to figure out why, exactly, but he'd been stonewalled in his inquiries and his 'leave' was a little odd. The powers that be hadn't exactly decided what to do with him, it seemed.

Oh well. Not a lot he could do about that at the moment.

The voice belonged to the person on the other side of the desk (who else would it belong to?). Generally stout, and of southeast asian descent, the Major on the other side of the desk was unnervingly intimidating. Despite the fact that Yusaf was almost a foot taller then him, he felt like an insect underneath a magnifying glass.

The room was small, with only the one point of entry and a small window inset in the door. The desk was... anachronistic, at least to Yusaf; slab sided and heavy, it was a desk that would be suitable for a General to command a war from - huge, solid, and steel. Nearly everything in the room matched it, with exception of what few display devices were present, though those were not particularly far off either. Even the lighting of the room seemed oppressive, bathing the room in a sterile blue glow that was doubtlessly "standard" and most certainly efficient.

Yusaf gulped. "Sorry, sir."

The Major glared, but continued. "Your case is... interesting. Your record, although brief, is satisfactory; You enlisted with the Combined Federal Services to "Make things better". After completing training on Kajal you were deployed on Mars for two tours in Qaaolchourav, peacekeeping. After that, your file is somewhat more colorful. Transferred to the Science Directorate under the Combined Federal Services; assigned as assistant under a Dr. Ierenn Lesaan, serving in that position for one year. After Lesaan went missing you were temporarily relieved of your duties for mental reasons, followed by transfer to the Federal Naval Services and reassignment to Scientific Division. This is all correct, yes?"

Yusaaf was sweating. "Yes, sir..."

"I have two questions. First, why, when asked, do both the Combined Federal Services and the Triumvirate of Yut Combined Services refuse to provide any information, except for that I have outlined here, regarding your assignment under Dr. Lesaan? Second, why have you requested to transfer from the Combined Federal Services to the TYCS? For all intents and purposes you have laid the groundwork for a successful career in the sciences with the CFS."

"Ah, I apologize, sir, but... regarding my assignment to Dr. Lesaan's team, I can't reveal any details under pain of prosecution."

"Yes, that is what I have heard from both chains of command."

"It's, ah... Restricted, sir."

There was a brief pause, and a moment of understanding. "So, why do you want to join the TYCS?"

"Uh..."

For those 'in the know', "Uh..." is the last way one wants to start answering such a question.
"Wait, what?"

Yusuf Loraal, the Horrible Life Of.

At one time, Mars was, frankly, an unstable place. The most trivial of issues would blow up into all-out war and terrorism, and one could cut the tension in orbit with a knife. Opposing nations were constantly attempting to one-up each other in all sorts of arms races, and the resulting gigantic craft and weapons were still around in certain places to remind people of it.

The Kajali had not been innocent in this, no. They had started construction of a series of vessels very much larger than feasibly required. With original plans to build at least twelve, the project was essentially abandoned after the completion of two, and the remains of the third scrapped after a particularly odd terrorist attack.

The Admiralty and certain members of Government had been _very_ vocal in their belief that the third ship should be repaired and completed, insisting that a terrorist attack shouldn't end such a glorious and "much needed" shipbuilding program for the navy. The program itself had been several trillion galacs on the side of uncomfortable with only two vessels completed, and it had been obvious to many that the designs themselves were, quite frankly, vastly inefficient.

The two completed vessels - CFSNVs /TITAN/ and /ARASUR/ - had certain uses, to be certain, but represented too large an investment of resources to simply fling around the galaxy as originally intended. A new program was instead authorized, intended to produce a vessel that would match the carrying capacity and armament of the much larger Titans at a fraction of the cost, and a much smaller turnaround time for construction.

These craft found a basis more in certain technologies shared through the Triumvirate than anything else. It was largely believed that the designers went about the Titan project backwards, in that they first created a massive carrier and then attempted to arm it to rival a Supreme Emperor.

The Mars Class battlecarrier came into being first as a battleship, and only after initial trials was carrier capability added. This came about in a way not previously considered, as prior Kajali carriers often opted to attempt to protect the flight decks from attack at all costs through burying them deep within the superstructure. Such a philosophy instead lead to vessels that, while capable in a carrier role, had little space or manpower to mount an effective battery of weapons. The use of podded flight decks, a design feature first noted by the Kajali in Kaeneian designs, simplified the logistics of such a craft vastly compared to older carrier designs, at the tradeoff of decreased protection of the
flight decks. The inevitable Ares class refit had then up-rated the flight decks to be more durable and more suitable for mounting additional guns, surprising none. Even after such modifications, the use of such flight pods more than doubled carrying capacity over older carriers, with only modest increases in crew requirements.

Several dozen had been produced, of course, and for each, a standard training and shakedown cruise was made. Such cruises always started over Mars, but after the initial run, the ship could proceed to any number of facilities.

This latest one was one of the recent refits, still shiny and new after being modified to bring it in line with the ARES Block 2 specification, and fresh off of two CFS shakedown cruises. As such, CFSNV /MIYANNA/ was now route to Titan, where she would essentially be handed over to the TYCS. A small contingent of her Kajali crew would remain onboard, but the rest would be transferred to TYCS vessels for the now-standard Allied Operations training cruises. The flipside, of course, was that /MIYANNA/ would take on an equivalent number of TYCS crew for the same.

Notifications to those personnel to be transfered, both currently deployed on Titan or aboard the /MIYANNA/ were sent about six hours before the expected arrival of the aforementioned battlecarrier. One such notification plonked audibly (or, at least, "plonked" was the best descriptor of the sound the comms made) into Private, First Class Yusuf Loraal's inbox, notifying him exactly of how he'd been transferred from the Federal Ground Services to the Naval Services, granted the field rank of, Specialist, and attached to Ship's Operations, Scientific.

This was not exactly something he had been expecting.

The battlecarrier's sleek form glided into dock under escort by two smaller TYCS craft. She was something of a behemoth, though not in the same way that the older Kajali Titans were; where they were so large and ungainly they ere treated as stations in their own right, the ARES class refits were more compact. Docking was less a manner of attaching clamps and lines, and more a matter of placing the entire craft in a purpose-built repulsor cradle, which would lock her in place by means of invisible but very real force. Once secured, she would begin flight deck transfer ops.

Crew transfer, on the other hand, would begin once major equipment transfer had completed. For anyone watching, the ship arrived looking every bit as new as possible, the paint of the insignias that adorned her hull looking as pristine as if still wet. Each of the Dakar II fighters transferred to the TYCS-side docks was just as pristine, having been delivered mere weeks prior.
Their TYCS counterparts waiting to be moved onto the /MIYANNA/ were no different, though somewhat more colorful, bearing shark's mouthes amongst other decorations that were conspicuously absent from the smaller Kajali craft.

Yusuf boggled at it all from the lounge overlooking the dock. He had maybe an hour before crew transfer would begin, and he had no idea where aboard he was expected to report...

Towards the Galactic Core, and, by extension, the Radiant Empire - CFSNV Shalbatana

While most Kajali hadn't paid too much attention to the Tonh Prefecture (though most that did still called it Thanh-Tonh) in a while, it didn't take long for it to become a popular topic on SYSNET after Tanya Zaldano's story broke. News in Sunset was news in Kajal as quickly as it could be transmitted, and while there wasn't much to go on just yet, that only meant that as soon as any real news surfaced, there would be some sort of furor.

Of course, audiences being what they were, if there wasn't anything in a timely manner, the audience would largely forget about it in favor of the next big incident. Such an outcome would hinder certain initiatives more than anything, given that public pressure could often be quite useful when applied in the right manner.

To even have a hope of applying such an instrument, though, they needed news of some sort, and there certainly wasn't anything coming out of the Tonh Prefecture. Changing that would require a certain reckless precision, something which could also all too easily blow up in the faces of those involved.

Still, a directive had been issued, and, surprising as it was to Fleet Intelligence that the "mainstream" Federal Services had issued it, they'd deployed a cruiser as requested. It would take time, of course, given the distances involved, and it would be plain as day to anyone with the right sort of eyes, but when all indications were that only one's allies would even be able to see it, well...

With any luck, the cruiser would get there early enough to see if there were still any smoking guns. The mission was fairly standard in that regard, in that the ship would drop out of transit in the target system's oort cloud, well above the plane of the ecliptic, and release two similarly configured drone craft, each of which carrying their own sub-drones based off the TRIPWIRE designs and equipped with rudimentary low power subspace drives themselves. Given their size and the speed of their construction, they weren't as devilishly precise as the actual TRIPWIRE buoys, but having some eyes was better than none, or so they thought. The FTL unit wouldn't be capable of much more than in-system maneuvering before running out of power, and as such it also served as a self-destruct system. In situations where a drone would not have sufficient power to perform another intrasystem jump, it could open a jump point and pulse the realspace gravity drive, the interactions of which would turn the device into a carbonized lump not all that dissimilar from actual oort cloud contents.

The more audacious mission parameter was somewhat simpler, but vastly more overt. Once deploying the monitoring drones, one of the ramships would attempt to "buzz" the planet at well above local solar escape velocity. The ship wasn't much more than a drive vane with high power imaging devices, and while eminently expendable, it wasn't exactly hard to pin down where it came from, hence the riskiness of that mission segment.

It was, perhaps, why Colonel Ilenn was so uneasy when his ship made the scheduled insertion into the Oort cloud at the edge of the system. The cruiser's part of the mission could be accomplished relatively simply... but it was almost certain that the Roanians would know the Kajali government was spying on them. A few hours later, Shalbatana's TRIPWIRES had been deployed, giving a fuzzy picture of the situation in the system. Shortly after that, a burst from the ramship tasked with doing a planetary pass arrived, providing a number of images, LIDAR, and other surveillance data corroborating what the array had seen.

There would be no other data from that ramship, as it had self-destructed as planned upon being fired at. Everything gathered was neatly forwarded through YutLink, though it would only be a matter of time before the remaining eyes in system were discovered...

Somewhere distinctly uncomfortable, at least for Dr. Lesaan

"So, this is what, exactly?"

In front of the good doctor, and thusly between him and the party doing the questioning, a holo flickered. The ship in the holo looked reasonably conventional in the standard builder's wireframe, of course. In person it was somewhat less so, given the various materials and technological trickery it relied upon to do its job; in the holo, though, none of that was really apparent. It had the typically smooth lines and slightly brick-lime silhuoette of most Kajali spacecraft, with a few interesting bits and bobs here and there that had not been on the previous revision. Such was he nature of progress, of course.

The holo flickered, and Lesaan's "company" started to get impatient.

"Would you care to explain?"

"Ear..." He started, "well, it appears to be a Valles-type long range reconnaissance cruiser."

"Yes, we know that. We build parts of it. We however specifically did not build these two items here..." The other party pointed to the two auxiliary craft docked to the underside of the ship in the holo... "Care to explain how those came to be?"

"In a shipyard?"

The interrogator sighed. "No, explain to me how your government found capacity to... Eugh. Where did you even find the time and capacity to retrofit two whatever-class ramships to carry modified and weaponized TRIPWIRE probes."

"Well, I'm just assuming here, but I'd say that the CFS was not completely honest as to how much capacity they had. That, and they probably took a hit on fidelity so they could push them out the door in time..."

"Wait, you mean...?

"They're probably useless at galactic scales? Sure. But if all you're looking at is one star system..."

"That does not completely explain why said platforms now also come in 'missile'."

"They're not actually missiles...well, I mean, they would be if commanded to fly into something at high distort... But they needed some way of quickly repositioning to expand or contract an array as needed..."

The Upper House of the Federal Parliament in Hir-Kajurmani today approved and returned the instruments of ratification of membership in the Martian Forum to Ambassador Derin Lume for conveyance to the body of the Forum later this week. This represents something of a shift for the Federated Imperium as of late, as since the substantial devolution of government to local concerns throughout the periphery and beyond, the central government had been happy to allow most concerns to govern themselves as they saw fit, recalling members of the Federal Assembly only for the traditional Autumn sittings, which have historically marked the yearly renewal of the Arakam i Shiyar Da Rin (Riikan; Charter of Rights and Freedoms), which itself also sets out the legislative goals of the upcoming session.

Notably, renewed diplomatic interest and integration in the Martian sphere was not among the topics of the most recent orations, and the government has been quick to point out that, in this case, breaking with tradition in this manner is perfectly acceptable given that the Federated Imperium was invited by signatories of the now-defunct Mangalan Accords. Opposition parties within the Parliament have been quick to seize upon the narrative that the Government had simply been ignoring Martian affairs and had they chosen to pay attention, that they would have been party to the original signing of the treaty establishing the Martian Forum itself, and that being asked to join represents one of the most significant failings of the Government in recent years.

In light of the ratification and "replacement" of the Mangalan Accords, most analysts have notes that membership in the Martian Forum will not produce any particularly meaningful change in terms of Kajali involvement on Sol's Red Planet. As the Federated Imperium has continued to abide by the terms of the Mangalan Accords, it will however formalize what had become unofficial arrangements concerning tourism, trade, and transit through Kajur-Barol ("Kajal Mars" for our Solar readers) for the citizenry of the planet in general. Analysts expect that updated door and name tags will be fabricated and shipped shortly. Ambassadorial appointments are expected in the next months for those polities with presences on Mars without current representation with Kajal.

"Tell me again, what is it you think you've discovered?"

"It's not what I think I've discovered. The sensors don't lie. There is a station hanging in a stationary orbit over the planetoid at exactly 20,000 kilometers altitude, right in the densest part of the debris ring, and the local TRIPWIRE array says there are five more spread through the ring, all equidistant from each other."

"And why couldn't we see these before? Six objects in an obviously artificial orbit? They should have stuck out like sore thumbs."

"Yes, they should have. But that's the thing. It's like they were able to hide their mass. They didn't show up on TRIPWIRE until now, and they're not particularly large. From a distance they just look like any other of the agglomerations of junk in the ring."

"But."

"Yes, but. Now that we can see one of them, it's obviously not junk. The station we can see is a perfect sphere made out of the same material as the planetoid."

"That reminds me, about the planetoid..."

"Right. So the team we had down there found some sort of installation. Unlucky for them. You remember that academic who turned on the first contragravity generator we found? Just wandered over and smacked it without a care in the world? One of the members of the ground team did something similar, and the surface gravity on the planetoid jumped from Mars standard to 32 gees in a fraction of a second."

"I remember that part. I'm still working on the paperwork to replace them. As you might imagine, the ground team is a bit anxious now that they don't have bodies anymore."

"Anyways. So since they're stuck in GLONET or SYSNET or wherever they actually keep their brains, they started poking around in the TRIPWIRE array and found the station. It's directly overtop of the installation that smushed them."

"Don't say 'smushed'. It's unprofessional."

"Fine. But. We know that this planetoid was constructed. We knew that it was artificially dense before, because you just don't get 0.37 gees surface gravity on a rock 900km across. And now we know where the controls are."

"Get to the point. What do you think this planetoid was built for?"

"Excuse me?"

"Specifically we think that Arasur has a black hole in it. It's definitely spinning, since now that whatever was masking it is off, we're seeing frame dragging on TRIPWIRE. There's an ergosphere, and it's spinning pretty fast, and the planetary shell seems to be sized just right to avoid getting shredded by it."

"And how does that go to 'black hole generator'?"

"It's a theory from Sol, 20th century Earth in particular. They called it the Penrose Process. The theory is that if you could fire something into the ergosphere and detonate it at the correct point, you could extract energy from a spinning black hole. This object gets fired into the ergosphere opposite the direction of rotation, and splits in two such that part of it is thrown back out again faster than it went in."

"...is this happening now?"

"Well... maybe. TRIPWIRE always showed this stupid planetoid like a fireball in a cup or whatever metaphor you want to use. Probably the energy expenditure from hiding a black hole just under two Sol masses did that. Now, it looks more 'regular', at least in terms of what black holes usually look like to TRIPWIRE."

"But?"

"But there are six little fires in orbit now, and one of them is our newly discovered station."

Probeship Vaskas, Undisclosed Location, 18 Solaan 252 DE

The Vaskas was not a particularly interesting ship to look at, like most members of the Block 12 Alar probeships. She resembled, more than anything else, a matte black nail. This end towards enemy only strictly applied to the Block 16 Lantas variant, which had returned to the Alar's origins as ramships, or alternatively as very, very expensive missiles. Vaskas was designed for intelligence gathering, and was very good at that job and not particularly well suited to any others.

In a brightly lit room, her features would be fairly easy to make out. Most of the forward section of the ship was devoted to listening and communications equipment, hidden behind panels of composite designed to get as close to a perfect black-body as was possible, and for the most part invisible to the arrayed antennae safely ensconced in those forward sixty meters of fuselage. The rear forty meters of the craft was the more-or-less standard issue drive and radiator element assembly, and during cruise would normally be more interesting to look at. Drifting without thrust as Vaskas was now, it wasn't much more than a shrouded black drive vane, and mostly-retracted radiators angled to keep themselves out of the light. The Block 12 ships had added attachment points along the exterior length of the craft for 96 VDA or TRIPWIRE elements, representing a dramatic increase in capability compared to the Block 1 craft that had to make do with four much larger first-generation TRIPWIRE buoys. Those first-generation buoys were now in the process of being retired, though naturally it took quite a while to do so given that they had been produced in sufficient numbers to blanket Kajali space with them.

Vaskas' complement were several generations newer and several times smaller in practically all measurements, and offered more or less the same accuracy as the first-generation versions that had been deployed within Roanian space during the Thanh-Tonh affair, but had much greater resolution when deployed in number. By now, Vaskas had deployed her complement at the designated insertion points, and each had positioned itself as per their programming, moving only when planetary occultations or similar events were available to hide their motion from any eyes sharp enough to see them.

Vaskas's three sisters had been busy doing the same, and like her, each now hid within the system's Oort cloud. Their payload had been undisturbed so far, but in the event anyone came looking, they would pulse their drives with enough force to crush themselves beyond any recognition. For now, they watched, and sent their observations back to their parents, which then relayed the findings back to Kajal, and by extension, Yut...

It had been just under two weeks since Arasur had revealed its true gravity well, and only one week since the groundside team had been reincarnated, so to speak. Most of the delay on that front was thanks to system security and access control in general; normally, a major station such as Station Gamma would have been equipped with facilities suitable for handling reincarnation for individuals equipped with the Nimatojin ExoCortex and some more esoteric varieties of similar technologies. The remainder of the delay had been legal as the groundside expedition leader, Vierun al'Tevas, had been equipped with an early model cortical stack by comparison, and while the device physically survived the gravity event (and would have even up to an impact in excess of a thousand gees), the accompanying radiation flux had thoroughly fried it. As such, he was in fact legally dead, and his new instance had to both probate the will and recertify with the Combined Federal Services to assume the role of his prior instance.

With provisional approvals due to the nature of the assignment, he and six others were standing now in environment suits aboard the spherical station that had apparently killed them. Accessing it had not been simple, as the station appeared to have been powerless for a time period on the order of ten to the fifth, given that any energy Arasur had been generating was apparently consumed to generate the illusion of a mere planetoid for most of that time. Now that was not the case, and power had started beaming up to the stations in orbit after boiling off the detritus that had overlaid the emitters. So far the team had found nothing functional beyond light panels in otherwise featureless corridors; occasionally they had come across glossy black panels of what appeared to be armorplas, but if they were controls there was no indication they were functional. As such, they had been directed to try to locate a processing centre of any sort, and report back. Some on the extended research team had suggested they simply place their own station in orbit with suitably sized receivers to intercept the beamed power from Arasur, but the fact that the internal lighting in the native station had come back on was a strong indication that the station was not remotely close to dead.

Outside, the usual research fleet had been joined by one of the Home Defense fleets, escorting what appeared to be several transit station construction yards and industrial transports. The Combined Federal Services had apparently looked upon the recent developments favorably, given the amount of resources that had been sent to Arasur. The point had not been lost on the expedition team.

"So, they believed us, and now, what, just two weeks and they'll send in as many ships as the average periphery system sees in a week?"

"Yes and no, Yusuf." Vierun answered. "For starters, your average colonial authority only gets one transit construction team. They sent five here."

"Ok. Why five? Even if this place is what we think it is?" Yusuf asked in response.

"Yusuf, Yusuf... you forget. While we were busy rebuilding ourselves after the attack*, everyone else kept going."

"So what, this is a vanity project? Your antecedent was killed and we still don't know what..."

"Oh, no, I think we know what... Look, I think we're here. See these glyphs?" Vierun pointed towards slight indentations on the wall of the corridor. "They're in the databanks." Vierun held a finger to one ear. "Expedition team, converge on these coordinates. I've got a glyph match for a possible control room."

Elsewhere in orbit, the construction fleet was falling into position opposite the station the expedition was aboard. The goal was relatively simple; construct and then place their own receiver in an orbit a few hundred kilometers below the existing station, and catch the beam of energy that Arasur was directing towards the six stations. Combined with that receiver station would be a small-scale copy of a Nimatojin VLEMA, at least for the first week. The receiver station wouldn't completely occlude the station above it, and for the first few stages of the project, the native stations would be examined and hopefully used to manage the energy output of Arasur. That output would directly determine how long it would take for the small-scale VLEMA to scale itself up to a size encompassing the entire planetoid, thus gradutating to "baby" size. It would be limited in what could be produced, but if the calculated energy output of Arasur was correct, the logistics of shipping product out would be the limiting factor.

Once Vierun's team had assembled in the corridor, and the appropriate recording devices had been initialized, he tapped the glyph once, and stepped away, as the outline of a doorway appeared in what had appeared to be a solid bulkhead...

Proposal to Enact Non-Aggression Pact between the Federated Imperium of Kajal and the United Imperial Kingdoms of Macisikan

In the spirit of promoting stability, cooperation, and friendship, the Federated Imperium of Kajal proposes to establish a pact of non-aggression between itself and the United Imperial Kingdoms of Macisikan. The Federated Imperium thusly proposes the following agreement:

Article 1: Parties to Refrain from Violent Acts
  1. The polities of the Federated Imperium of Kajal (FIK) and the United Imperial Kingdoms of Macisikan (UIK), jointly referred to henceforth as the States Party, hereby agree that they shall undertake to refrain from any warlike act, wherein such acts are defined but not limited to any act of violence, aggressive action, or any attack against one another, whether individually or jointly with other powers.
  2. The stipulation of this Article against any aggressive action explicitly includes mutual respect of territorial integrity; the States Party shall extend full faith to, and to respect each other's territorial integrity, extending to but not limited to on land, on and under sea, in air, in space, and in digital realms, including Diplomatic Missions, at all times insofar as is possible.

Article 2: Parties to Refrain from Assisting an Antagonistic Third Party
  1. In the event that any of the States Party should become the object of warlike or aggressive acts on the part of a third power, the other party shall not support that third power in any form.
  2. The previous stipulation of this Article shall not be applied to prohibit the rendering of humanitarian aid to civilians and non-combatants, so long as the rendering of such aid does not:
    1. Knowingly harbor, aid, support or provide for the third power, nor its forces nor military allies, nor any extra-national combatant force or militia aligned with the third power, including but not limited to forces operating by land, air, sea, space, or digital realms, agents operating in any of the aforementioned realms, or those undertaking to procure the goods and supplies of war;
    2. Actively or covertly assist any force or agents of the third power, nor the militarily allied force of the third power, nor any extra-national combatant force or militia aligned with or assisting the third power, through either force of arms or other support, or;
    3. Conspire or support a conspiracy to influence the outcome of armed combat through overt or covert means, excepting efforts to mediate or negotiate a truce or end to the conflict.

Article 3: Diplomatic Relations, Dispute Resolution, and Mutual Concerns
  1. The Governments of the States Party will in future remain in contact with each other through the duly designated representatives of each party for the purposes of Diplomatic Exchange. The communication medium for such exchange is left to the discretion of the States Party, and shall at minimum provide a secure, bidirectional channel between the States Party.
  2. Should disputes or conflicts arise between the States Party, including but not limited to obligations under this treaty, the States Party shall address such disputes or conflicts by any of the following means:
    1. Friendly exchange of views between the duly designated representatives of the States Party.
    2. Arbitration commissions involving neutral and impartial third parties under the auspices of either:
      1. The Martian Forum, or;
      2. The Second Triumvirate of Yut, or;
      3. other such international organizations the States Party deem mutually acceptable for this purpose.

Article 4: Duration
  1. This treaty shall remain in effect until explicitly cancelled. The States Party to this treaty may cancel the treaty under the following circumstances:
    1. In the absence of any breaches of the Articles of this treaty, by formal renunciation in writing no less than 90 days prior to the effective date of renunciation, or;
    2. In the event of a failure under the Dispute Resolution mechanisms described in Article 3, by formal renunciation in writing, no less than 30 days prior to the effective date of renunciation, or;
    3. In the event of a breach of Articles 1 or 2, by formal renunciation in writing with immediate effect.
  2. Any renunciations made under the previous section shall be communicated to the other party with as much haste and speed as possible, and excepting subsection (c) of the previous section, shall not be considered proof of hostile intent.

Article 5: Miscellaneous Provisions
  1. This treaty may be revised at any time while it is in effect at the request of either of the States Party, but such revision shall not alter the treaty beyond the original design, being to secure and enshrine peacable relations between the States Party.
  2. Any revisions to this treaty must be ratified in accordance with Article 6 of the original treaty, and are subject to agreement by both parties; should any revision be rejected by either party, the unrevised treaty shall remain in effect.

Article 6: Ratification and Effect
  1. This treaty shall come into effect upon ratification by both parties, in full accordance with each party's representative constitutional and/or legislative requirements.
  2. In the event that the States Party are subject to a multilateral treaty of substantially similar or identical intent, this treaty shall be agreed to be in abeyance until such a time that the membership of one or both of the States Party in such a multilateral treaty ceases.
  3. The instruments of ratification are to be exchanged by the delegates of the States Party, via a method mutually agreed upon by the States Party, such as but not limited to digital or physical methods of exchange.
  4. A copy of this treaty as ratified shall be deposited with the Martian Forum and the Second Triumvirate of Yut.
  5. Pursuant to section (3) above, the States Party may deposit copies of this treaty with any other organization within which they hold membership.

"So you're telling me that the Federated Imperium just stuck its head in the sand for a decade rather than do anything?"

Yusuf's question wasn't entirely accurate. For starters, it had actually been 184 years and 23 days since the discovery of Arasur if one insisted on being technically correct, but the research community had only really struck upon the truth of what Arasur was some 12 years prior, and no one had really been able to prove what it was until the exploration team's mishap six months ago. Yusuf wasn't just asking about Arasur however, even if the Penrose engine that sat menacingly "below" him now was part of the flurry of recent activity.

"Well, yes and no. You could probably argue that the government's had its head in the sand for centuries, not just the last decade, but you gotta remember that these things have inertia. 'Good Enough' can stick around for a long time."

'Good Enough' in this case may as well have referred to the internal combustion engine and Earth's early 21st century. In some ways, the comparison fit. The core problem that the Federated Imperium faced was fairly simple: the 'old' way of doing things didn't work anymore, and they'd gone from a 'have' to 'have-not' in comparison to their allies in the Triumvirate. Arasur and a number of other initiatives were intended to narrow the gulf that had sprung up between Kajal and its friends and neighbors.

"That seems a lot worse than just a decade. It sounds downright criminal."

"Hey, sure, but think about it. 'We' - and I mean the Royal We - built the entire Imperium on what the nimatojin have jokingly called 'Space Oil', and it worked for a long time."

Yusuf chuckled at 'Space Oil'. It wasn't completely wrong, given that the Federated Imperium's standard form of power generation had effectively been born out of discovering that it was possible to punch holes in the universe and pump something through them. For anyone who wasn't a high energy physicist with a concentration in subspace theory, it was close enough. Rather than put the reality-breaking FTL drive in a ship and use it to send something through, the drive just kept a hole open and some additional gadgetry was tacked on to manage the flow rate and keep the resulting energy fountain from incinerating everything for kilometers around. As the capabilities of drives increased, they could make deeper, wider holes, limited in size basically by the amount of power that could be provided by "conventional" methods, and by a hard power limit above which the synthetic element that made the entire thing work was slagged if you were lucky and went thermonuclear if you weren't.

The Federated Imperium had hit that limit some 50 years before the present, and had known about it basically since shortly after discovering the synthetic element and building their first FTL drives with it. The power solution derived from both had been 'Good Enough' right up until the naval planners caught wind of the Menelmacari Braggolach classes, tried to build a copy, and couldn't get the power density figures near close to requirements. Kajur Sor became an expensive one-off that wasn't even close to matching the Federated Imperium's peers as a result.

"So, 'Space Oil'. It was good enough for when we were busy shooting ourselves. It was good enough for a while when we were shooting other people, even. But it's not good enough now, and the largest rigs we ever built were barely enough to turn this station on."

"Yep, and we needed to do that because no one could find a light switch downstairs."

"Maybe I'm missing the point." Yusuf started. "How does turning on the lights downstairs help us get off of 'Space Oil'?"

Vierun chuckled. "Forgetting about our friends so soon? They've told us about all sorts of ways to get off of the Space Oil. But, being stubborn, cheap bastards, we didn't want to pay for it. More likely we couldn't pay for it while Space Oil was still The Thing."

"Couldn't?"

"Oh yeah. How much time and energy do you think went into getting us to where we are now? It's a lot, for sure, but it was never even close to enough to start up production of one of the alternatives. Space Oil was, and is still cheap, but it can't do any of the fancy shit with gravity that you'd need to move up to the same level as the Menelmacari or Nimatojin."

"I think I get it. That thing downstairs - it might just be enough to start up one of those, what do they call em?"

"Annie plants. And no, not quite. It'll help us a lot to build our first one, though..."

It was one thing to read about and "understand" the progression of exponential functions, but another thing to see the results of such unfold in real time. Such events remained deeply unnerving to Vierun, especially when one contemplated the scale of energy expenditure behind such processes. The changes at Arasur were no exception.

In exactly a day less than two months by the Kajali calendar, the facility at Arasur had gone from a quiet if heavily classified research outpost to a foundry system matching the capacity of any other foundry in the Federated Imperium. The construction teams had noted early on that the VLEMA, once established, would be able to build more of itself and expand as energy budgets allowed. Initial progress was slow as expected, and had then very quickly skyrocketed. The new VLEMA had already produced three generations of power receivers to keep up with the output that Arasur was capable of generating, and with talk of recent incidents in the Gamma quadrant of the galaxy, it seemed that everyone had plans for that output.

The first "project" had been the CFNSV Galat Vaal, which was not quite like either its antecedents. Best described as a harbour ship, Galat Vaal was obviously based on the monolithic spaceframe of the Kajur Sor, but left open. Kajur Sor had offered a limited capacity to bring a fleet with it, but the energy requirements for FTL transit with the full task group embarked had been prohibitive; Galat Vaal's key difference was a triad of three Menelmacari-spec annihilation plants measuring 500 meters in diameter each. The new VLEMA was theoretically capable of replicating the exact plants used on the Bragollach classes, but only with a fuller understanding of their construction than was currently available to the operators of the foundry. Even at half the diameter, these three plants had so far proven to be far more effective than what Vierun had colloquially called "Space Oil".

The second project was, of course, to scale up. Reliable operation for powerplants beyond 500 meters diameter was not a "nice-to-have", but a hard requirement that would soon reshape the Combined Federal Services completely. But, time constraints as they were, the second project would have to wait until after versions 1.1 to 1.9. Galat Vaal was expected to be poorly suited to battlefield engagements without the traditional superstructure of the Kajur Sor, and it was slated to receive such as soon as possible. At the same time, the VLEMA would continue to grow. The research outpost had been devoted to attempting to model the energy output capabilities of Arasur the entire time, and based on observations of the VLEMA over its construction, the consensus so far was that there was a higher risk of the total collapse of the Federated Imperium than Arasur's output decreasing more than a few percent.

That thought unnerved Vierun more than anything else.

Combined Federal Naval Service deployments under scrutiny

The Combined Federal Services has come under fire recently for refusing to disclose the reasons for the redeployment of several groups of starships within Sol system to Mars, Venus, and Earth. Many military pundits and ship-spotters raised concern as the redeployment introduced at least two new examples of what pundits call "Battleplates" to Sol, which had previously not been observed by amateur ship-spotters in system.

Discussion on why these starships have been redeployed to Sol has been heated throughout SYSNET and other networks, and those discussions dominated the most recent Question Period in the National Assembly. The UEI conservative-economic bloc was particularly critical of the CFS for deploying such assets "for all to see", and has called upon the Sera Nujuraan to sack the current admiralty and replace them from a list of "trustworthy" military leaders.

Neither the Sera Nujuraan or Prime Minister have replied to requests for comment. The Combined Federal Services issued a terse statement that it does not comment on ongoing operations. In the meantime, the amateur ship-spotting community has been rife with speculation as to the nature of the starships deployed, as while they have been able to identify at least two new hull forms, many have lamented that it has been impossible to acquire any clear or detailed imagery thus far. Current rumours and best-guesses suggest that the deployments are intended to deny access to Kajali holdings throughout Sol, but it is unclear why or which nation the CFS wants to keep away.

National Assembly passes Expulsion Order, fast-tracking deportation of all Hypatian nationals

After an extraordinary closed session of the National Assembly, the Federated Imperium of Kajal has now adopted a broad exclusion policy targeting the Hypatian Commonwealth. The Hypatian Expulsion order, otherwise known as Bill NA-05-254, explicitly revokes any prior visas issued to Hypatian nationals and enables the Border Services to begin expedited removal of Hypatian nationals immediately.

Several groups have expressed concern that the bill represents a significant authoritarian overreach by the sitting government, and that it has the potential for serious abuse. Proponents of the bill have discussed at length how any removals undertaken under the authority of the bill are strictly to be "without prejudice", leaving the door open for affected persons to return to Kajal should relations between Kajal and the Hypatian Commonwealth become productive in the future. Few however believe that such circumstances will be seen in their lifetimes.

There is also heightened concern that Kajal is using the bill as a way to shirk international law and obligations under such regarding claims of asylum and the treatment of refugees. The bill specifically denies Hypatian nationals from seeking asylum in Kajal through standard channels, instead specifying that any such claimants will be detained until such a time that the Border Services are satisfied that they do not present a threat to the security of the Federated Imperium.

Update on Combined Federal Naval Service deployments

Following the passage of the Expulsion Order in the National Assembly, the Combined Federal Services has issued a brief statement regarding recent naval deployments in Sol and abroad. These deployments are allegedly required to support the expanded Border Services powers granted under the Expulsion Order, and can be expected to be bolstered in the coming days. When asked for further comment, Shalbatana Daily News received only a brief statement that "this is a simple matter of maintaining the security of the Federated Imperium against those who would do us harm. It is up to the Hypatians to convince us that these measures are unnecessary."

Speculation persists as to why such extraordinary steps have been taken by the Combined Federal Services and the National Assembly in the past days. Most are agreed that what has been described as the "Delta Crisis" - a coordinated strike by the Hypatian Commonwealth against the Eridani Imperium in the Delta Quadrant of the galaxy - provided the impetus to take such actions. While current treaties between the Eridani Imperium and Federated Imperium do not specifically require such responses, the Combined Federal Services and the National Assembly seem determined to cover all possible obligations under both the Treaty of Farshore and the Eridani's status as associate members to the Triumvirate of Yut.

It had not taken long at all from Ambassador Derin Lume’s remarks in the Martian Forum to translate to action at the Kitharmani fleethold at the end of the the space elevator anchored in the city of the same name. In times past, the fleets that had gathered had primarily been composed to project a great and unyielding force against many different aggressors, but this was not always so. Then, like now, what craft had massed there were large in number but relatively small by all accounts; transports of various make, all painted in the same bright orange and yellow livery of the nominally-civilian Emergency Response Service.

There would be few surprises for any observers. The majority of the brightly coloured craft were versions of the Loki drop ship ubiquitous throughout Triumvirate nations thanks to the versatility afforded by the many mission pods that could be affixed to them. Of the group massed at Kitharmani fleethold, three or four types of these modules appeared to be present to the exclusion of all others. Some were essentially small hospitals, and would be operable in attached or detached states. Many more were large passenger cabins, which would be useful not only for transporting teams to the surface but also any who asked to another locale. The remainder were logistics modules - either cargo, or the equipment and working spaces (including offices!) to handle such. While ostensibly all operating under the aegis of the Combined Federal Services, military hardware and personnel were limited as any other deployment of force was both inappropriate and unnecessary given the general disposition and border situation of Terra Sabaea.

Some scant hours later in the early hours before dawn on the next day, the orange and yellow craft descended, transponders proudly squawking their mission, credentials, and invitation to all the neighbours, and set about deploying mission pods and establishing an operating base from which to launch the efforts to canvas, secure, and - if there were locals who wished or required it - evacuate the territory.

Derin sighed, as Ilaan Soryaan, Mira Laedaan, effective head of state of the Kajali territory on Mars, lounged on a chaise across the room.

"It's about as obvious as it could get. About as bad too, given the recent election."

"Yes. Yut-Two's..." - Derin spoke the shorthand for the Second Triumvirate of Yut out loud exactly as it was often written - "...first constitutional crisis."

"Given that you cannot do anything about that while Sera Nujuraan is stick-handling it themselves, what will you do?"

"An excellent question. There is little to be done that, really, that others have not already informed me they shall be doing. We received the Domain's statement from Ms. Otani of the Galactic Republic of Arkasia, along with inquiries on how we might coordinate our efforts in Terra Sabaea - Ilenn Ataani is handling that, and I'm sure he's just as amused that they share similar phonemes - but there is little we can send to them in response other than the current status of the SAR assets that touched down in Terra Sabaea yesterday."

"Meanwhile, the Lord Sekharta Usar of the UIK has provided us, let's say... advance warning in regards to the UIK's official response."

"Advance warning is right. The Domain's departure from the Martian Forum and the current... delay in responding to the Taraskovyan inquiry in Yut-Two has, if I put it politely, enraged the entirety of the UIK's diplomatic corps."

"Naught to be done about that."

"Yes... naught to be done..."

A short time later, Advisor Otani would receive a short message of thanks from her counterpart in the Federated Imperium, one Seren Ilenn Ataani, along with practically all the information about the current SAR deployment and the state of Terra Sabaea that could be reasonably passed along. It was incomplete by most accounts, but the relevant details - that the effort had landed unopposed, was cooperating with joint forces, and so far had found practically nothing of note thus far - were present. It was an open question whether or not information had been redacted or was simply missing, having never been shared with the Federated Imperium in the first place. Whichever was true, Ilenn's apologies for such were passed along as well, unhelpful as those were. It seemed that, despite the placement of names on particular papers, that the GRA knew more about the withdrawal than Kajal did.

The flurry of activity was over almost as quickly as it began, and some in the Federal Naval Service wondered what all the fuss was about.

Still, the first Contingency alert in recent memory was not something to be scoffed at. There had been a fractal incident of some sort, and Sol - it was always Sol - had been affected in myriad wide-ranging ways, which meant the potential for serious and unexpected divergences within the core of the Federated Imperium as well. Kajal’s core region - that area of space from which they had slowly climbed out of the gravity well of Kajur first and the parent star Nujun second - was practically synonymous with the epithet Solarian Reaches. That name did not accurately convey the fact that the area named such contained a volume of over 120,000 megaparsecs cubed; as such, “containment actions” as defined under the Contingency alert were a matter of identifying areas of high risk and acting accordingly. This almost certainly took the form of checking on known settlements first and dealing with anomalous readings at distance second.

For the Kajali Core Region, that meant a lot of ships in the skies, sometimes deploying additional orbital hardware designed to ensure that divergences from the known “Prime” were kept to a minimum. The work was necessarily complicated by a fleeting feeling that something was missing, but what that was was indescribable by the end of the work. It was known that the work was necessary, that it was required, and thinking too hard on the why lead to frequent nosebleeds, “brainslide”, and in some cases psychosis requiring months of treatment. It was for these reasons that the old Kajali home world had not been resettled in a meaningful way after the LSA-1 incident almost one hundred and fifty years prior, though plans to do so resurfaced every few years as reality anchor technologies improved and strengthened the walls between what was and what could be. These technologies cared not for what could or would be otherwise; they simply made sure that what was, now, stayed that way.

In time, the records of the Contingency would be forgotten even amongst those few who had clearance to ask of it. Until then it would simply take time for a generalized feeling of change to dissipate as the Combined Federal Services were stood-down from Contingency alert.

An Act to ratify the Treaty of Pathfinder Centre, specifying the particulars and commencement thereof


Be it enacted, by the authority of Lirella Meraia Alsuun Visenna Keral, 1st Sera Nujuraan Himiro Keral, and by and with the consent of the Himiro Murana, and by the authority of the same, as follows:-

  1. This instrument may be referred to as An Act to ratify the Treaty of Pathfinder Centre, specifying the particulars and commencement thereof, or as Act to Ratify the Martian Anti-Piracy Convention, and shall be indexed in the legislative record of the National Assembly as Bill HM-11-254.
  2. This Act comes into effect, in whole, on 19 Celay 254 DE.
  3. This Act specifies the particulars and of implementation of Optional Protocol I: The Kadrian Exception.
Be it resolved that the National Assembly of Kajal hereby ratifies the Treaty of Pathfinder Centre in full, & Optional Protocol I of the Treaty of Pathfinder Centre with the following requirements:

OP I 2(3)(c)Under no circumstances shall any ship, craft, station, or other entity marked with the insignia of the Triumvirate of Yut be marked or identified in a manner signifying participation in the proving within the territories of the Federated Imperium of Kajal.
