depends, why do you think the biggest or most prosperous cities are on the coast because places like NY and LA as well as Beijing, Shang Hai or Rotterdam have access to deep water ports and transportation hubs.
For me places like my home town Bryan College Station are in a prime spot no more then 2 hours from places like Dallas and Houston which has major oil and gas business as well as a major container port were not near Earthquake areas, or are in a fire prone area too far for hurricanes or tidal waves and such. plus with a major university in Texas A&M we have a thriving bio-medical industry.

But I know many cities are pretty safe, such as New York, Dubai, most cities in the UK and Scandinavia, but they are still not really safe. There probably isn't a perfect place, but what would be the closest?

By "best", do you mean "most likely to become prosperous" or "safest"?

That is a good point actually.
Perhaps maybe slightly further inland. There's a certain point it which it might become a bit too isolated, so that's something to bear in mind. It all depends on how capable you are of tackling this sort of thing - Netherlands, which you mentioned, seem to be fighting back well.
