Are those suspected of corruption-related crimes stood down from office while the investigation takes place? This depends on their position. Regular government employees are suspended with pay while an investigation takes place; a member of parliament, cabinet minister, or executive position must be voted to be suspended. Other organisations such as the Police Force, Healthcare, or others may have their own processes, but overall, most likely, yes.

Your nation's full name (including pretitle) People's State of Feyrisshire
Your nation's full population 160,716,234 (2019 estimate)
Would you like to receive a TG updating you when your nation has been scored? Yes

Corruption Prevalence
How many corruption-related arrests are made every year? No Feyris government agency publishes a list, whether exact or an estimation of "how many corruption-related arrests are made every year". Official state media has reported that 4,000+ people have been arrested by Amaryllis Chrysantemum's Anti-Corruption Campaign from 2015-2020. In 2019, the Feyris Faerie Workers' News, the official newspaper of the Communist Party of Feyrisshire reported that 236 officials were arrested in a sack in Aenscheingeinrow City. An anarchist activist group - the New Shadow Halls and Councils reports that the numbers are probably much higher than reported.
How many acts of corruption are estimated to go unchecked every year? Again, there is no reliable estimation made of "how many acts of corruption go unchecked every year". Feyrisshire ranked 44th in the 2019 Corruption Perceptions Index.
Do citizens complain about corruption via social media or other channels? Two Harvard University peer-reviewed papers cite that complaints of citizens about corruption via social media and other channels are generally not censored.
Have you (the official participating in this survey) seen corruption in the past year? Karen Hussmann, Board Committee of Transparency International NGO: "Our investigations along with other trusted and partnered NGOs has come to a conclusion that there is a severe problem of corruption endemic to Feyrisshire, Bribes and gifts among officials seem to be common. Nonetheless, Amaryllis Chrysantemum's Anti-Corruption Campaign's scope and extent has surprised even the most seasoned political observers."
Did your leader come to power via transparent, trusted and legal means? The Chief Secretary of the Communist Party of Feyrisshire is nominated by workers' and peasants' councils and is elected by representatives in workers' councils which are then elected from lower workers' organizations.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts? Yes. The Revised Code of Openness and Righteousness of the Halls (RCORH) delineates ethics and appropriate acts for government officials and outlines administrative and criminal punishments.
Are elections for national, state and local government free, fair, open and subject to inspection? Freedom in the World NGO has concluded that democratic elections in Feyrisshire are almost always free and have no instances of election fraud.
Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption? No specific "oath" or "agreement" is made, but nonetheless the RCORH outlines conduct and ethical standards for government officials.
Is there a framework for preventing corruption in all public sectors, including health, education, police and military? The RCORH is a juridical and legal code in the Feyris Codes of Laws for delineating acts of corruption. The Council of Transparency, Appointments and Anti-Corruption (CTAA) also has Implementing Protocols for the enforcement of ethical standards in government offices. Amaryllis Chrysantemum's recent Anti-Corruption Campaign has also strengthened and reaffirmed anti-corruption governmental institutions.
Is reporting of corruption able to be done anonymously and discretely? Political analysts note that Feyris citizens can send "anonymous petitions" to the Dakeire Byirischeim or local governmental bodies. Presumably, such "anonymous petitions" can also be used to complain and report against corruption.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption? The Council of Transparency, Appointments and Anti-Corruption (CTAA) is the official government body in place to monitor and report instances of corruption.
If so, how much authority does this body have? Can it make arrests? While arrests made by the Chief Counciloress and Deputy Counciloresses of the CTAA has been the de facto standard for some time, Amaryllis Chrysantemum's Anti-Corruption Campaign has "clarified" that such acts are indeed the legal standard.
Are there non-government bodies who investigate and report corruption? There are "Shadow Councils and Halls", namely NGOs by anarchist and socialist activists which sometimes reports on acts of corruption outside of the purview of the government.
If so, are they given freedom to report on confirmed and possible cases of corruption? Political analysts report that as long as a non-governmental body follows a leftist stance and is not viewed by the Feyris government as "reactionary", they are given a relatively high amount of freedom to operate.
Are journalists and members of the public free to express their concerns regarding corruption in your nation? Political analysts report that corruption is a common topic in both state-owned and privately owned news outlets and there seems to be no censorship regarding the topic. However, both state-owned and privately owned news outlets seem to push a narrative that cases of corruption are isolated acts of some officials or bureaucrats and are not related to systemic faults in the economic system nor with the Communist Party.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means? Financial fraud via government means seems to be classified under "Corruption" in RCORH. Default practice seems to be a severe monetary fine along with dismissal from government duties and in severe cases, 6 months-1 year in a re-education camp.
What is the maximum sentence for committing electoral fraud? Default practice seems to be a permanent dismissal from government office plus more than 1 year in a re-education camp.
What is the maximum sentence for misleading voters in an election? No specific crime seems written in the RCORH, but it is possible that such case will simply fall under "Electoral Fraud".
What is the maximum sentence for committing a conflict of interest crime? Again, no specific crime seems written in the RCORH, but state outlets and Chrysantemum's Anti-Corruption Campaign are replete with mentions of "conflict of interest" as adequate grounds for dismissal. Perhaps, it is not a crime in the RCORH but is nonetheless treated as a valid legal reason for dismissal.
Are those suspected of corruption-related crimes stood down from office while the investigation takes place? Common practice seems to be not making officials suspected of corruption stand down from office, but are nonetheless barred from making any actions that can possibly interfere with the investigation or are severely limited in their regular duties.

END
Are you satisfied with this index? Yes.
Any suggestions or comments on how to improve? No.

Your nation's full name (including pretitle)
The Incorporated Colonial Tribes of Scinan
Your nation's full population
Approx. 22.8 Billion Sophonts
Would you like to receive a TG updating you when your nation has been scored?
Yes, thank you.

Corruption Prevalence
How many corruption-related arrests are made every year?
Zero. Scinan does not utilize an incarceratory system of social conflict resolution.

How many acts of corruption are estimated to go unchecked every year?
Between zero and eight thousand estimated incidents of non-regulated transactions occur without incident yearly, averaging approximately four-thousand recorded incidents per year.

Do citizens complain about corruption via social media or other channels?
It's not the most popular subject, but it does come up in the discourse. With the incident rate as low as it is, it tends to be seen as a local issue rather than a matter of general interest.

Have you (the official participating in this survey) seen corruption in the past year?
Yes. As a matter of necessity Government Services is exposed to and participate in the processing of all such issues as they arise.

Did your leader come to power via transparent, trusted and legal means?
Yes.

Corruption Prevention
Are there specific laws prohibiting individuals from participating in corrupt acts?
No.

Are elections for national, state and local government free, fair, open and subject to inspection?
Yes.

Are individuals standing for public office required to adhere to an oath or other agreement regarding corruption?
Yes.

Is there a framework for preventing corruption in all public sectors, including health, education, police and military?
Yes.

Is reporting of corruption able to be done anonymously and discretely?
No. With our framework we've found that an excess of anonymity in this regard leads to abusive reporting by corrupt actors themselves seeking to sow further distraction and resulting in further disruption. Individuals making such claims and reports are protected from reprisal, though they may be held accountable if it is found they are attempting to wield such infrastructure for libelous purposes.

Corruption Monitoring and Reporting
Is there a government body in place to monitor and report incidences of corruption?
Yes.

If so, how much authority does this body have? Can it make arrests?
As indicated previously, the ICTS does not employ arresting authority per se in any milieu. That said, the Department of Human Resources is essentially the most sociopolitically influential office throughout the ICTS and works to ensure that all employees are well tended. This includes loss prevention and mitigation of fraud, waste and abuse including acts of disruptive corruption.

Are there non-government bodies who investigate and report corruption?
The structure of the ICTS is such that, strictly speaking, any and all such organizations fall under the umbrella of the Government Services brand and office. As such, it cannot be said that there exist non-government bodies of any type apart from those who are, by definition, corrupt by virtue of engaging in unregulated and unlicensed economic activity for personal gain at the expense of society at large and individual actors in particular.

It can also be said that the overwhelming majority of agencies within the ICTSGS family operate largely independently and without direct oversight from or reference to Government Services save where it is necessary for them to do so. If any subsidiary agency or agent has concerns about their employment chain they are free to conduct such investigations and reports as they see fit.

If so, are they given freedom to report on confirmed and possible cases of corruption?
As noted above, any agency or agent within the ICTS is free (and indeed encouraged) to do so.

Are journalists and members of the public free to express their concerns regarding corruption in your nation?
Yes.

Corruption Punishment
What is the maximum sentence for committing financial fraud via government means?
There is no strict maximum penalty which may be leveraged against such individuals. Incidents of corruption are taken as they come and evaluated according to their merits, the damages done, et cetera. The resulting agreements typically seek to maximize general economic wellness for all involved and affected parties, including the individual deemed errant.

What is the maximum sentence for committing electoral fraud?
See above.

What is the maximum sentence for misleading voters in an election?
See above.

What is the maximum sentence for committing a conflict of interest crime?
See above.

Are those suspected of corruption-related crimes stood down from office while the investigation takes place?
That is typically a matter left to local infrastructure as less developed Tribes may not have sufficient population bases to replace wayward personnel. At minimum, such individuals will be monitored more extensively by their reporting agencies and billed appropriately for the enhanced quality control services required.

END
Are you satisfied with this index?
For the most part.
Any suggestions or comments on how to improve?
It might be wise to more clearly define corruption according to your desired standard of evaluation.
