Members of an ethnic group in eastern @@nation@@ have been blamed for a string of fatal terrorist attacks that have occurred across the country in recent weeks, with many calling for increased autonomy and more radically, for independence. Unfortunately for the local inhabitants, their lands sit on sizable resource deposits that make up some of the largest in @@nation@@. Members of your cabinet have come to your office to offer their solutions.

If we stop them from speaking their native tongue, take away their freedoms, put up a few checkpoints and move some of our more, loyal, citizens into their lands, we’ll have the whole province pacified in a few short generations!”

“I'm not convinced that such a heavy-handed approach would give us the results we want, and it certainly wouldn’t look very good internationally…”, your Secretary of State, @@randomname@@, says sitting collectedly across from you. “Why don’t we use some of the revenue from resource exports in the region to fund schools and local infrastructure projects. How are either of those plans going to work when its the government that made them frustrated, to begin with? If we want to solve the problems in the region we have to give concessions. We should start by granting more autonomy to the locals to make their laws and give them control over resource export revenues. I mean why should the federal government have anything to say about what they do with their own resources?
