INTRODUCTION

"Through the authority vested in me as Secretary of the Organisation of Strategically and Economically Allied Nations, I declare this parliamentary session open.
The General Conference is now convened. Please all rise for the anthem of OSEAN."

The Organisation of Strategically and Economically Aligned Nations (OSEAN) is an economic, political, and military alliance of 25 nation states located across Strangereal. OSEAN seeks to bring about a monetary union in which OSEAN nations use one commonly traded currency—the OSEAN Standard Unit (OSU; ₴). This common market and the economic region it and its associated partner nations form is known as the OSEAN Standard Cooperation Area (OSCA). The alliance also constitutes a system of collective defense whereby its independent member states agree to mutual defense in response to an attack by any external party. Unique among the alliances of Strangereal, OSEAN maintains its own professional military force recruited from citizens of member nations and funded for in whole by tariffs levied on trade with the OSEAN economic bloc. The alliance's headquarters are located in the city of Port Aramis; within its founding member the Republic of Antiyard.

The OSEAN General Conference is one of two principal organs of OSEAN, alongside the Board of Directors. Unlike the Board, which is an executive organ, the General Conference is a deliberative assembly of all OSEAN member nation delegations which wields legislative power through democratic process. The legislations passed by the General Conference are collectively known as OSEAN Resolutions and serve to define broad policy within OSEAN, as well supplement the OSEAN Charter in acting as binding law. The General Conference also serves as a forum for members to voice their concerns and grievances with the Board of Directors and fellow members, and for such grievances to be resolved in.

ADMINISTRATIVE FACILITIES

The debating chamber of the OSEAN General Conference's heavy use of wooden paneling and glass
is intended to complement its open design.

The OSEAN General Conference Chambers

The OSEAN General Conference Chamber is located in the podium of the Ping An Tower, adjacent to the offices of the OSEAN central administration. The 200-seat chamber—able to host the delegations of up to 40 nations—host all sessions of the Organisation's parliament, and is arranged in a hemicycle so as to promote involved discussion rather than adversarial debate. The room itself is decorated in a postmodernist style, featuring heavy use of light recycled woods and glass to create an airy and modern atmosphere. The ceiling is fitted with acoustic paneling to enable the room to better serve as a debate chamber, and clerestory windows illuminate the area around the Secretary's podium. The chamber is also discreetly fitted with modern technology to help facilitate sessions; such as an electronic voting system, large television screens hidden behind the panels on the wall behind the Secretary's podium, and a microphone and speaker system to further enable delegates to make their voices heard. A 1.8 million OSU LED lighting system designed by famous aesthetician Raymond Le Carré serves as the chamber's crown jewel and tastefully illuminates the chamber at night, turning it into a literal beacon of hope from the outside.

In order to ensure the safety of delegates, a considerable amount of security features have been installed in the General Conference building. These include metal detectors at all entrances to the chambers, motion detectors & security cameras in all surrounding areas, and reinforced windows & walls. For the same reason, members of the public that wish to observe the General Conference during sessions must undergo thorough screening, similar to that of airport security, prior to being admitted to the public viewing gallery above the chambers.

The Headquarters of the Organisation of Strategically & Economically Aligned Nations

The Organisation of Strategically and Economically Aligned Nations is headquartered in an extraterritorial building complex located in a city within its sole remaining founding member—the Republic of Antiyard. The site on which the complex sits is a truncated trapezoidal block on the shorefront of Port Aramis measuring approximately 92,000 sq m; and which overlooks the Bay of Saldanha.

The primary attraction of the complex is the 556 metre tall Pihng On Tower, meaning Peace in Chilokveri, and its surrounding commercial district at the block's north-western corner. Its 123 floors include office spaces, residential areas for OSEAN delegations, a 300 room hotel, and a 4-floor observation lounge, bar and restaurant at its top. Other notable buildings in the complex include the OSEAN Directorate of War's headquarters, located at the southern end of the complex, the centrally positioned OSEAN General Conference Chambers, and the Memorial Archives which house a complete collection of all OSEAN related documents and publications.

Although the headquarters abandon the traditional heavy architecture of governmental buildings in favour of a modern glass design which symbolises hope and prosperity moreso than it does raw power, the entire complex is built to stringent safety standards. These include the resistance of earthquakes up Richter 9.0 and wind speeds of up to 80 km/h, as well measures designed to thwart terrorist attacks such as a reinforced structure and chemical & biological filters throughout the ventilation systems.

RULES OF CONDUCT

OOC RULES FOR THE THREAD

1. Do not post if you are not a member of the OSEAN alliance on The North Pacific's Strangereal roleplay map unless otherwise given permission to. Any posts by unauthorised nations will be removed.

2. This thread is an in-character RP—if you have any OOC questions or clarifications for any of your fellow OSEAN members, please ping them on the TNP RMB or TNP RP Discord server instead of asking here.

3. Try to keep your post length between a few sentences and paragraphs long. This RP is meant to promote activity and not require much time or effort to keep going, so walls of text that break the flow of the RP and prevent other delegates from replying easily will be heavily frowned upon.

4. You're RPing as a delegation from your nation at an international conference of representatives, so this is a diplomatic rather than military type RP. If your delegation acts in a way unbecoming of a diplomatic representative, you can expect them to be removed from the conference by the Secretary. There will not be any weapons being brought into the chambers, and there will not be a terrorist attack on the General Conference.

5. Please post the link to any posts you make in this thread on the TNP RMB as well so that they can be considered canon in SR.

6. Any member may post a proposal using the template posted above, but all proposals must be debated for a minimum of 48 hours and be approved by the Secretary before being voted on. Other members may continue to edit and build upon a proposed resolution, but it is up to the original author on whether or not to accept these coauthors and edits. Do not post a proposal if a bill has already been proposed, if a vote is currently being held, or if a hearing or special session is currently being held. Once the Secretary has called for a vote to be held by posting a notice on the RMB, nations may vote for, vote against, or abstain from voting on a resolution for the next 24 hours. Each delegation has one vote, which may be changed as many times as they see fit within the voting period. Please use the codes in the post above for easier vote counting. A resolution that receives twice as many Aye votes as Nays will be considered ratified. Ratified resolutions are then added to the archive and considered binding OSEAN law unless repealed.

7. Bills can be used to repeal and amend existing Resolutions as well as attempt to create new OSEAN law. For a repeal bill, the procedure is exactly the same as a normal bill except the preamble would talk about why the Resolution should be scrapped. For amendments, a member would submit a repeal bill with the preamble stating why the Resolution should be updated and replaced, and state that they're seeking to repeal a Resolution in their post. If passed as per normal procedure, that member would have first priority to then immediately propose a new bill with the intention of replacing the Resolution that was just repealed.

8. Any member/s may begin a General Conference hearing to voice their dissatisfaction with any of the Board of Directors' decisions by posting a petition in this thread. If the Secretary finds their concerns reasonable, they will commence a hearing for the member/s and Board of Directors to present their arguments to the General Conference after any current hearings or special sessions are finished. After the hearing, members other the ones involved in the dispute have 24 hours to vote using the codes in the post above. If the General Conference decides that the complaints are justified by casting more Ayes than Nays, the Secretary will determine an appropriate penalty in response to the petition.

9. Members may request a review of any expulsions made by the Board of Directors by submitting a petition with 1/3rd of the alliance's membership's signatures. The Secretary will then commence a special session of the General Conference for members to question the Board of Directors over the reasoning behind an expulsion after any current hearings or special sessions are finished. At the end of the session, there will be a 24 hour voting period during which members can use the codes in the post above to show their approval or disapproval behind the Board's decision. If more Nays are casted than Ayes, the expelled member will be let back into OSEAN if they want to rejoin.

10. Any member may call for a Vote of No Confidence in the Secretary or a member of the Board of Directors at any time, after which a 24 hour voting period will immediately begin. Members may vote Aye if they believe the official being voted on is no longer fit for office, or otherwise Nay, using the codes in the post above. If 2/3rds or more of the General Conference votes Aye, the official will be removed and replaced following the procedure for the office in question.

Jason Faulkner walked through the GC Chamber towards the Secretary's section. Sitting on the middle chair, he took a moment to look around the chamber. A fellow delegate accompanying him opened a black briefcase with a click and handed over a sheet to him. Faulkner took the paper and adjusted the microphone.

He began speaking, "Welcome Delegates."

The press began taking photographs as the first words were spoken in the Chamber.

"Two whole years and a couple of months before today, our Foreign Ministry received a telegram from the Hong Kong Empire asking whether Antiyard would be interested in participating in an international organization to ensure peace in the volatile continent of Osea. After various sittings of the Cabinet Committees and Parliamentary Committees that deal with security and foreign policy, it was decided that Antiyard participation in such a noble venture was nothing less than logical" he reminisced.

"It was then after a few days that Antiyard, Hong Kong Empire, and Toshavo formed the Union of Federative States. A few months later, UFS was merged with another organization that was being set-up under the name Osean League. The Osean League again merged with several entities, a major one being IOUN. With time our governing also has adapted to changing conditions. In UFS, all members had a veto. We did away with the veto when we changed to OL. It was in OL that we wrote down our laws. Many of you knew Barry Mann who championed and was instrumental in authoring the OL Charter."

Jason Faulkner paused for a moment as delegates talked among themselves. As the noise ceased, he continued.

"We became OSEAN about a year ago, which was followed by the Whiteway Committee, which produced our current Charter. It was in that charter that mandated the formation of the General Conference. After temporarily staying in several places, we have finally settled on the permanent residence of the OSEAN GC."

"As Secretary, I'd like to thank my partner delegates for their work and support in this endeavor. While there are many, forgive me, for I can take only a few names who were one of the most involved: Ambassador Nicholas Chung, His Excellency Wei Zhongxun, and Representative Sione Fuifui. Without their efforts, this project would probably remain incomplete."

Everyone in the Chamber began applauding. Jason Faulkner waited for the applause to die down before continuing.

"With that, I think it is the time for which everyone was waiting for."

The press began taking photographs, as they expected the expected to happen.

"It is with great pleasure, that I announce the General Conference open."

Mr Armstrong had landed the week before, he had been held up in a local hotel. At last with the grand opening he could finally get a proper look at the inside of the building there was one problem.
In a little side room away from the public eye and the press a argument was going on. "Please hand over what ever metal items you still have on you person please." The security guard said his voice lacking all emotion, armstrong sighed "like I said earlier to your colleague that's not possible because..." Armstorng was cut off by the security guard, "this is not optional sir, these security checks are for you safety." Armstong face tensed up with rage he had been stuck here for 2 hours going round in circles. "Alright let me say this again!" Armstong spoke with the anger his voice bubbling to the surface. "I am missing my left foot, everything below knee cap isn't actual my...." The new security guard looked confused and cut off Armstrong "but it's so life like?" Armstong gritted his teeth "I KNOW, it wasnt cheap! And no i cant remove it." The new security guard look to his two colleagues who where looking through documents of all the delegations. He then turned back to armstong and said "well we havent been able to find your err.." he looked once more behind him to his colleagues who shrugged. "Documets but we do know you are a valid member so we can just let you through if you let me do a pat down." Armstong was on the verge of screaming as he gave a accepting grunt and removed his suit jacket.
After another half an hour of invasion of privacy Armstrong was finally allowed into the building proper, he on his way passed a no smoking sign. He simply laughed at it while he shoved a cigar into his mouth and lit it. It was true that his left leg wasnt his own and that it would always cause issues setting off every security systems this side of good old blighty. However the upside was he could smuggle in items... like a pack of cigars. He also knew he would have to return his medical documents eventually, but then they would know his for was easy to detach then, maybe he could get the lads to make up a fake medical report for him. Yes he thought that may just work.
Armstong took his seat put out his cigar and then hid it with the rest. He was ready for the main event, talking to the other members about policy.

Prime Minister Rusty had landed. After a long flight aboard the uncomfortable C-17. He brought with him a female border collie who was Director of Foreign Affairs and a Hellhound Canine Guard officer equipped with a glock both of whom where to stay in the hotel rooms and only there for extra security despite the thought that no one could attack him. He walked the train station at the airport and got on board a train to central. He looked left and right to see everyone on board staring at him. That's what happens when a Canine visits a foreign country. "What you never saw a dog before? Quit the staring". Once he said that everyone looked away but still through quick stares.

Once he arrived at the Ping An building he ordered the collie and Hellhound to go to the hotel and told them to get a taxi or the bus and go take his bag with them. They did as they were told and walked away into the crowd. Rusty looked up at the building and surrounding area. "Fort Canine could not top this". The Kelpie walked on into the building. He performed the standard metal detector test and continued to wonder around the building amazed by how beautiful everything in it was.

"This is gonna be a fun few hours"

President Ray Neal (who is the delegate of Waupun Island to the General Conference) sits in his seat on his personal luxury private jet with a few other people also being on the plane. This plane was on approach to Chengde International Airport in the Hong Kong Empire. He tensed up because his cat instincts hate flying, as he feels helpless and at the mercy of something other than himself. The end of his tail started flicking back and forth quickly, making a small thumping noise on his padded tan leather seat. He quickly became aware of this and moved his tail so that the end would be resting on his right thigh. It continued to flick there, but this time not making as much noise. His black polyester suit and gloves contrasted well with his black hair and tail. A voice came over the intercom.

“Attention all passengers, we are preparing to land at Chengde International Airport in the great nation of Hong Kong Empire. Please make sure your seat is in an upright position and all trays are cleared and folded up against the seat.”

He stares off into space and thinks. The edibles that he had taken before the trip to calm himself down during the flight were starting to wear off at this point. He hopes he won’t be too high while traveling to the Ping An Tower. Before he knew it, the plane landed. The bump of it doing so snapped him back to reality. The jet taxis to a private hanger and stops. Ray unbuckles and stands up, putting on a black flat cap to hide his cat ears and tucking his tail into his pants. He then takes out his phone and opens the camera app to selfie mode to fix any imperfections with his hair/face. Finding none, he puts his phone away and steps out into the isle. There, he opens the overhead compartment to retrieve a black shoulder bag. The 2 bodyguards and 1 translator also got up and grabbed there things. They all filed out of the plane and into the hanger where a blacked out SUV is waiting to take the 4 men to the airport building itself. All 4 men were wearing matching black suits, but Ray was wearing a black bow tie and fitted black gloves, while the other men were wearing normal ties and no gloves. They all get into the SUV, which drives them to the rear entrance of the airport. They all get out and enter the airport. Ray looked around. He felt out of place being that he is 6’5” and white with fiery orange eyes. He tried to ignore this while moving through the airport to the train station on the other side of it. He noticed the extreme cleanliness of it and pondered whether it’s always like this, or was just like that because of this event. Even though the weed had basically worn off at this point, he was starting to get the munchies. He turned to the translator and said “I’m a bit hungry, can we stop at a snack shop or something?”

“Sure!” He replied.

They found a snack shop and walked inside. He asked the translator to help find him some pretzels. After a few minutes, they eventually found some pretzels and bought them. They walked out of the shop and headed to the train station, Ray eating the pretzels along the way. He eventually finished them once they reached the trains stations, and he threw away the bag in a nearby trash can. They bypassed any security that might be stationed there (because they all were armed with handguns) and boarded the train.

An hour later, they arrived at the station nearest the tower. They got off the train and walked to the Ping An Tower, which was only about 100 feet away. Once they got there, they were cleared by security to go in. They got in the elevator and went up to the residential section near the top of the tower. They got off the elevator and went into the hallway. They found 2 rooms reserved for them. Ray went into one of them and unpacked his bag. The others went into the other room and unpacked their bags. Ray took off his hat, setting it on the desk. He then untucked his tail, putting it back through the hole in the backside of his pants where it is supposed to normally go out of. He took off his bow tie, belt, gloves, and suit jacket and threw them on the foot of the bed. He then lays down on the bed and changes into his cat form, falling asleep. A few hours later, he awakes to the sound of 2 carts with the rest of their things that they couldn’t personally carry with them (clothing, paperwork, Ray’s special office chair, etc) coming down the hallway. He quickly changed back into human form and got up off the bed and stretched. He heard a knock on the door. He walks to the door and opens it. The people pushing the cart with Ray’s things on it were a bit surprised by his cat-like ears and tail, and mechanical right arm, but they kept their composure and push the cart into the room. They then unload the cart and push it back out of the room, closing the door behind them. As it was now close to night time, he’d deal with the stuff in the morning. Luckily the edibles he snuck in don’t smell of weed, so he doesn’t have to worry about that. He laid back down on the bed and changed into cat form. He curled up, resting his head on his paws and falls asleep.

Mr. Harvid Morrison walked out of the Airliner, to his left a large cargo door opened from the plane, and out came a singular forklift with a large boxed package with a diplomat warning tape plastered all over it. He smilled brightly, today was gonna be a good day.

He began walking down to the limousine as the Forklift gently placed the package on an open-back truck just behind the limo. He got into the back seat, and the convoy began making its way down to the General Conference, with an additional van filled with essential staff adding to the convoy.

The trip was welcoming, residents lined the streets to greet the arriving delegates. Police lines the streets maintaining order amongst the crowds.

Within several minutes, he had finally arrived at the base of the Ping An tower, with his entourage behind him. Together it was him, four bodyguards, and one translater. The bodyguards began slowly carrying the large diplomatic box into the lower floors of the Ping An tower, whilst he and his translator made their way up to the General Assembly. He was told only what he needed to know, they had the papers already lined out, they knew exactly what they were going to propose, they just needed to write it. It was completely obsurd of course, but it wouldn't be such in a few minutes. Harvid entered the room, amidst the glare of those already there, and found his seat rather easily by looking for the incredibly long title of Minuda on one of the desks. He sat down, and then it hit him.

The smell of something akin to skunk... But off... it was disgusting... But it felt good... Then he realized it. It had happened. While he and his translator went up. His bodyguards went down with the large crate... And happened to stumble into the ventilation room... And happened to set the package on fire... So for the unfortunate residents within the Ping An tower, the entire place had now been decently ventilated with the effects of at least a ton of weed. He sat back in his chair and let the pleasure take over him, today was going to be a good day.

At branch 5 (8:00 AM), His Excellency, Wei Zhongxun, JD, Permanent Representative to the OSEAN General Conference from the government of the Empire of the Great Song, stepped out of a long black limousine onto the curb beside the driveway at the entrance of the newly constructed Ping An Building. Followed by two more junior officials, he walked up to entrance of the building and through the doors into the lobby, frowning slightly as he noticed the guards were not paying proper deference to his rank.

In his right hand, he held a large tablet computer, one of the devices that controlled the sound system of the meeting chamber. He had earlier been asked by another official from another department of the Ministry of Rites to return the tablet to the building management after they had tested the sound system and neglected to return it the week prior. He decided that before returning it he would use it to play some light welcoming music for the other delegates, as he noticed that the silence of the building felt rather oppressive.

Instructing one of the junior officials to wait at that spot, he opened a small door next to the main entrance to the assembly chamber and climbed a short flight of stairs to the control room for the audiovisual system. Looking through the tinted windows into the chamber, he could see that some of the other deputies had already arrived.

He pressed the home button of the tablet to turn it on, and then selected the special app that allowed the tablet to access the sound system and to his dismay found that the app not only had text reading from left to right, it also scrolled up and down, instead of the normal sideways scrolling. He tapped on the search box and an annoyingly tiny keyboard (thankfully for chinese input) popped up. He tried to type in 'elevator music' but to his dismay the romanization system on this tablet differed from the one typically used and instead the characters for 'pavilion body heroic moon' showed up. At this point, he began to lose patience and repeatedly tried tapping on the small x next to the search bar.

The tablet somehow interpreted his repeated taps as an instruction to play a random song in the conference chamber on a permanent loop at the maximum possible volume of one hundred and thirty six decibels.

Students from the Emerald School, an international school in Aomen, were at the international terminal of Macau International Airport. They were comprised of fifteen students, one chaperone, and a teacher. A teacher going by the name of Mr. Shulman waited at the terminal with his students that he was taking to the OSEAN General Conference. They had each checked in their bags for the flight to Chengde, the capital of the Empire of the Song. They had their backpacks on and they were ready to board the airliner first. Mr. Shulman led the charge to board the plane and they all followed suit. Carson looked at the tunnel that seemed so familiar to him. Boarding the Cathay Osean Airliner felt so normal, but this time was different. He was not on vacation this time.

They found their rows of seats in the middle of the plane and the delegation took their seats. Mr. Shulman stood up from his seat and went around the two rows the delegation was in to collect everyone's passport. They waited around their seats as they turned on the screens in front of them. Carson looked at Evan before turning back. Then, he turned towards Eshi. He turned back to his screen as he waited for the PA to go on.

"Welcome to Cathay Athena flight 2179 to Chengde. The flight duration will be around 5 hours, so get comfortable. Anyway, this is a Boeing 767-400. We are equipped with 6 flight attendants. The pilot and co-pilot for today are Lin Kun, and Xia Ning. The 6 flight attendants for today are Pan Zemin, Gao Jiang, Feng Xinyi, Liu Yating, Gong Shuren, and Lian Guanyu. In the unlikely event of a water or emergency landing, please locate the nearest exits that the flight attendants are pointing out, and no, they aren't trying to make you tell them how good-looking they are. Please note that it may be behind you. Now, let's buckle those belts unless you are my ex-wife and her divorce attorney. If you are traveling with small children, we're sorry. If you are traveling with 2, pick the one that you think will have a more bright future. Remember to help yourself before anyone else in this unlikely event because we can be very selfish here. The lavatories are equipped with smoke detectors, so don’t smoke. Any tampering with the detectors will result in a fine adding on to your AirFare. Basically, do what we say and nobody gets hurt. The rest of the passengers bound for Chengde boarded the plane shortly after. The safety video played while the plane taxied out of Gate A7. Before anyone knew it, the plane was off the ground and into the air. The beverage and foodservice started going around as soon as the plane reached around an altitude of 10,000 feet. The crew all fell asleep as the cabin lights dimmed.

The plane flew for hours. The flight seemed endless for Carson who just seemed eager to play music. However, on the PA, the pilot announced that they were now in Chengde area and they were about to land shortly. The boy smiled and laughed. He shook awake his neighbor and shouted softly, “We’re in Chengde!” The plane landed around fifteen minutes later. Music played as they taxied to the gate. The second part of "秋冬之美第 (Beauty of Autumn and Winter)" started playing from the plane. When the plane came to a complete stop, the student delegation got off the plane first to find the baggage claim,.

They grabbed their personal belongings and made their way to Customs. It was really easy. They just walked from the gate, up an escalator, and down a hall, and there was a Visa scanner. They scanned and walked to the baggage claim where they picked up bags. They made their way out to their bus that would take them to their hotel right away. The bus picked them up in a parking lot across the street that they crossed as a group. Their baggage were unloaded under the bus, and they made their way to the hotel where the other delegations would be.

Steven Connors-O’Malley drove, in a Montarcian way, through the streets of... he couldn’t remember the name of the city. All he remembered was his hotel room and the address to the OSEAN important-something-or-other building he was supposed to go to.

Arriving at the building, he stepped out, looking rather Montarcian, which to most, was looking like a rebel in some far way country. Cargo pants, a long sleeved shirt, and a trench coat of a dark beige color, he locked his car, and pulled out his flask, drinking from the strong odorous smelling alcohol within.

Passing through the security, he made his way into the chamber for everyone to gather. Opening the door, and hearing the music, he looked around and found his seat, next to the Minudians. Pulling out a gun-shaped lighter, he pulled out a cigar and began to light it, puffing smoke into the Minudians area.

Ray Neal wakes up to the strong smell of weed. He quickly switches to his human form to see if if that helps. It does, but only a little. He looks at his phone for the time. It says 6:32 am. “F*ck.” He pauses. “Welp, it’s as good of time as any to get up. I don’t know where the f*ck that weed smell is coming from, but it sure as hell ain’t from my edibles.” He gets up and stretches. “The General Conference starts in 2 hours. I have enough time to shower.”

He then spends the next hour getting ready for the GC. When he is done, he is met by his translator who says that she put his chair in the conference room earlier. Ray thanked her and he walked to the elevator. He got in and pushed the button labeled “Lobby”. The elevator took him down to the lobby and he got off, noting how he had to duck to get in and out of the doorway. He then walked to the conference room and opened the door. He was wearing a fitted grey suit jacket and pants, black button-up undershirt, black leather loafers, black socks, and a black bow tie. He walked scanned the room, looking for his seat. He also made a note of how many people were smoking in this non smoking area. He shrugged it off and walked towards his seat. He noticed that he and his seat were taller than most. He smiled at this and pulled out his phone. He then started to feel slightly high. He knew he wouldn’t be affected too much by whatever they had done to make the weed smell.

A long day is ahead of Nisi Cholpan, and his hangover is still lingering from the long week of partying, and fooling around, he has arrived at Chengde a week before the grand-opening of the new OSEAN Headquarters and spent most of his time mingling with the Chengde elite and partying, but now fun time is over, and he most get ready for conference.

It's 8:32am and he's almost late, he takes a quick shower, and hastily puts on his favourite kaftan and fur hat. Before he exists his luxurious hotel room, he remembers "oh, one more thing" he quickly walks to the fridge and grabs a bottle of 40% alcoholic kumis "I'll need this for the road" he smirks.

He finally arrives at the GC, stumbling out of his car as he walks into the building, on his way to the conference room he is met with a couple of elites and dignitaries who insisted on taking photoshoots with him, and his hangover didn't help, what was 10 minutes of photoshoots felt like an hour. He finally arrives at the chamber, it took him a couple of minutes to finally find his seat with the help of some of the guests. Upon sitting down he takes a big sip of his kumis bottle, and finally lays his head on the table.

Rep. Sione Fuifui walked up the air stairs into the massive MMT-887 (777) Royal Tongan Parliamentary Edition for the flight to Chengde International Airport from Kava Lund International Airport. As he got on the Tongan Delegation to OSEAN was already seated waiting for Rep. Srione Fuifui to get onto the plane. The plane was more luxorious than the normal airlines. (a few hours later) A the Plane approched the international airport there were not crowds as they had to keep it a secret. The Delegation also tol the rep that the Queen would join the OSEAN meeting later in the week and would sit right next to him.
As the plane came to a stop at the air stairs he walked down and walked into the Parliamentary vehicle that came out of the back of the plane. As he went in the delegation followed and joined in the other cars that came by for the rest of the delegation.
As they came came to the hotel rooms for the representitives of OSEAN they dumped their things in the rooms ald got ready to head into the Delegation room of OSEAN. Sione got into traditional Tongan outfit and the delegation also got into the attire and went back into the cars. As they came into the delegation chamber of OSEAN. The delegation and the Rep sat down in their seats. But as Tonga was the chairman he sat up on the chairman seat.

The bus hauled into the parking lot of the hotel. Onboard, the delegation waited with their stuff in the overhead lockers. The bus was quiet as students were all either on their phones or resting up for the summit itself. The downtown area was a beautiful sight. Mr. Shulman looked at the students on the bus among a few other diplomats. He made sure he had everyone's passport in hand and he turned his attention back to his computer. Then, the bus pulled into the parking lot of the hotel. Across the circle that the hotels lied on was another hotel. The two hotels were around the same size and each had corresponding parking lots and storefronts. The bus parked and the diplomats, as well as the student delegation, departed the bus. The delegation lined up in front of Mr. Shulman.

"So, here is our plan," he said, "We plan on arriving into the hotel of the summit in around fifteen minutes, but it is your job to decipher the room arrangements." The group nodded as they entered their hotel. Carson looked straight at his good friend, Evan. They each agreed towards each other's roommate requests and got their keys. Each pair made their way to the elevator and went up to the fifteenth floor where their rooms were located and dropped off their luggage. They each grabbed hold of their keys once more and went back down the elevator to the first floor and exited their hotel and made their way to the hotel where the OSEAN Summit would be held.

They went through the doors and went up the escalator and into the reception corridor where there were food and drinks. They went to a table and received their nametags that had their name, grade, and the school they were representing. Then, they walked along the corridor. Evan, Carson, and Nano walked in front of the sign that said "OSEAN General Conference" and took numerous pictures of the sign alone before going to the balcony where the tables were. They also checked out the restroom before meeting back up with Mr. Shulman. They gathered around the sign to take a few group pictures. "Remember, if you can't see the camera..." Mr. Shulman began, the class smiled and finished the sentence, "The camera can't see you," they each said. They took many pictures before they lined up to the door to the debate hall. When they were given the authorization to go inside, they found the seats in the back where they would sit. A few of the tenth graders went around each table plundering candy from the crates that were laid out. Then, they stuck their prize in Nano's backpack before retreating to their seats waiting for the summit to begin.

Trent hastily made his way out of the airport and into his transport car, an armored Tietê SUV, and told the driver to rush off out to the OSEAN headquarters. He was late. This seemed to be one of the only things he shared with his father, the late Emperor Arthur IV, a nasty habit of never showing up on time. Civilians passing by on sidewalks gazed upon this medium sized luxurious black car, which waved the flag of Greater Saint-Paul over one headlight and the flag of the Soviet-Paulistian Union over the other. Trent called delegate Harvid Morrison from Minuda to make sure he wasn’t missing the assembly. Fortunately, it seemed as if the other delegates were still arriving and settling down, so discussion had not yet begun. As they neared their destination, the imposing sight of Ping An Tower grew ever more present over the city’s buildings. After about dashing across the city as fast as possible for about 15 minutes, crown prince and OSEAN delegate Trent de Freitas disembarks from his SUV and hastily makes his way to the General Conference chambers in the Ping An Tower.

on getting the official invitation for nominating a delegate for the GC parliament, the Heloonian congress voted Melissa the Mayor of Coldelf city authority to officially represent Heloonia.
Melissa would be assisted by her team of 5 who will be deputed in HKE along with her to help her with day to day office work, she will be entitled for business class air travel in osean airlines and her staff would be entitled for economy travel.

While departing Coldelf City airport her eyes were moist but she knew she's serving a bigger role for her nation, soon she got in the plane and with heavy heart and watery eyes felt asleep to only wake up in HKE land.
She took the cab and her staff took two cabs to the heloonia house located a few hours far from the airport. They rested for a day and next day Melissa entered the osean HQ and after greeting everyone she occupied her seat in the GC.

[OSEAN Resolution #: 1]

CONSIDERING the present state of lawlessness in many nations within OSEAN

BELIEVING that a common extradition agreement will compel all nations within OSEAN to refrain from providing refuge to criminal elements of society

Hereby seeks to establish a common extradition agreement between all of OSEAN.

Section I: Terms

Section IA) All OSEAN nations shall be compelled to immediately honor a request for the extradition of a person who has committed a crime filed by the government of the nation in which they hold citizenship.
Section IB) If the request for extradition is from a nation that they do not hold citizenship in, then the nation in which the person is at the time of the request shall be compelled to extradite the criminal to the nation requesting. If the person is actively serving a sentence for a crime, then they shall be extradited once the sentence has been served.
Section IC) If a person is held to have committed crimes in multiple nations, then priority for extradition shall first go to the nation in which they hold citizenship, then all other nations in which they have committed crimes in reverse order of the severity of the crimes committed.
Section ID) If a person is held to have committed crimes in multiple nations, then once their sentence in one nation has been served, they must be immediately extradited to the next nation in the order of precedence listed in Section IC, and so on.
Section IE) This extradition agreement shall be valid for all offenses under all the criminal codes of all OSEAN nations.
Section IF) This extradition agreement shall be extended to obligate all OSEAN nations to extradite criminals to the UTC after the above order of precedence established in Section IC has been exhausted if they file a request for such.
Section IG) If the extradition of a person charged with a crime in an OSEAN nation is not possible by the OSEAN nation in which they are currently residing, then the nation in which they are residing shall be compelled to carry out the sentence that the government of the nation in which the person has committed the crime/s has ordered.
Section IH) Application of Section IH shall additionally follow the order established in Section IC.
Section II) If a person is held to have committed capital crimes in more than one OSEAN nation, then the sentence of execution that is more severe shall be upheld.
Section IJ) Governments of OSEAN nations shall be prohibited from harboring or otherwise giving shelter persons who have committed crimes in OSEAN nations. This shall be held to include welfare, public transportation, citizenship or resident status, passports, medical care, and any forms of ID valid in the nation that have not been issued by the nation that they are a citizen of. The Directorate of Public Relations shall additionally have the power to prohibit various other government services to criminals seeking refuge.

Section II: Enforcement

Section IIA) The Directorate of Internal Security shall be empowered to enforce this resolution and aid all nations in compliance with this resolution.

"I must object to the proposal on the basis of article IF. If the matter in this case was being conducted as if the two alliances were merged or had a deeper level of relationship. But the only thing that UTC and Osean are relations wise are strategic allies against Pax Havenica. Our interests do not always meet up, and on a national level, I believe extradition treaties are best served between the individual nations, rather than being imposed on by the wider alliance."

Minuda, seeing the current proposal, stand's against the idea of a common extradition agreement. Notably, the idea goes that a crime committed by any person can have the Government extradite them to the nation in which they have broken the law in at request. This proposal itself also seems to support the notion that any nation in OSEAN can claim that a law was broken in their nation, even if it wasn't done in their nation. Notably Section IE states that "This extradition agreement shall be valid for all offenses under all the criminal codes of all OSEAN nations." If somebody were to carry out an act that is perfectly legal in their host's nation, but is illegal in a second nation. Said second nation can request the law breaker to be extradited, and the host's nation must agree to it. Given the right for any nation to interpret this law as they see fit, and thus could abuse this system to target anybody they disagree with outside of their own nation. Minuda will vote NAY unless this issue is ratified, and that a nation can only request extraditing if that crime was commited by a person currently within said nation.

Ray Neal leans forward into the microphone and speaks “I see this as a violation of Waupunese sovereignty by OSEAN. I see it this way because if they are a current resident in Waupun Island, then they are of utmost importance to Waupun Island, and as such, will be protected to the very end. With that being said, there can be exceptions to this depending on the severity of the crime committed by the person. And we are willing to make exceptions in agreement with IG. As the Hellenaican representative said before me, I too, also feel that this sort of thing should be between individual nations and not the alliance as a whole. Waupun Island will vote NAY unless this is ratified: A nation can only request extraditing if that crime was commited by a person currently within said nation, and the nation that the person is currently in has the right to decline extraditing of said person.” Satisfied, he leans back, awaiting others to speak.
