That's pretty accurate, I think. I don't know how it works in other countries, but in the US, yes, they typically fire musket and artillery blanks. The guns they use typically are also capable of firing live rounds. IIRC, you can legally own muzzleloading artillery in the US.

You can even legally own modern artillery in the US, you just need a fancy licence. And getting the ammunition for it is another matter.
