I think what OP is trying to say is that under their system the delegates would be able to vote for or against the proposal, instead of only being able to approve as now. Still a pointless idea IMO.

I don't see what advantage over the current system it'd provide; "if it's not broken don't fix it."

The negative vote is what I was thinking, and I was referring to more WA activity as in more effort required to get a proposal through and more debate, which would generate more activity (I think) by nations partaking in those actions. It would also prevent trash proposals from getting through like Condemn Ravana.
This was just a random idea I wanted to throw out there, feel free to trash it as much as you want.
