2020 Arthropol General Election
Greetings nations of the world of NationStates! The Kingdom of Arthropol, as dictated by its constitution of 1958, is again holding a general election in 2020 to determine the composition of its legislature. Originally, the general election was scheduled to be held in December, like normal, but an early election was called for 15 August in anticipation for a second wave of the COVID-19 virus. This marks the first time a snap election is called since the passing of the new constitution of 1958, attributed to a stable political situation ever since. Newly elected deputies and senators will take their seats soon after election.

OOC: All past election threads are NOT CANON. Factbooks on politicians and political parties are mostly accurate but have some inaccuracies. Political parties are different from the parties that correspond to each logo in real life.

The Arthropolian Government
Arthropol's government is in the form of a parliamentary constitutional monarchy, mostly based on the Westminster system. The King of Arthropol is the head of state, but only has ceremonial powers. This election will determine the balance of power in the legislative and executive branches of government. The bicameral legislature of Arthropol consists of the lower house, the Royal Assembly, with 1000 deputies directly elected by the people through instant-runoff voting in constituencies, and the upper house, the Senate, with 250 members directly elected by the people through closed-list proportional representation by region, and 100 members indirectly elected by an electoral college of elected officials, through closed-list proportional representation. The Royal Assembly is considered to be more powerful than the Senate. Executive power is exercised by the cabinet. The cabinet is composed of elected members of the Royal Assembly led and appointed by the President of the Royal Assembly, commonly known as the Prime Minister or the President. Currently, a left-wing coalition holds power in both houses and the Cabinet.

The Campaign
To be able to participate in the general election, political parties must receive a certain number of signatures from elected officials on a sub-national level. Due to this, many members of small political parties usually run under the ticket of a larger party. Independents must receive the approval of a certain number of mayors in their constituency to be able to run. Signatures must be handed in to the electoral commission by 8 July 2020, and parties must finalise their candidates for each constituency and their Senate party lists by 10 July 2020. Funds are distributed to each party based on the constituencies that they are running in. The maximum possible amount of money that a party can receive in total is 10 million Euros. Money is distributed in competitiveness. If a party is running in a uncompetitive rural constituency where the winner is all but official, they may only receive a few hundred Euros to set up basic advertisements, whereas a party running in an extremely competitive urban constituency where there are multiple parties in a race for victory, they may receive tens of thousands of Euros of campaign money. Private campaign funding is strictly prohibited, and is punishable by fines or exclusion from the campaign if the violation is serious enough. However, there is one exception. Parties and candidates may set up fundraisers for citizen voters to earn money, provided all expenses are covered by their allocated campaign money.

The General Election
The general election will be held on 15 August 2020 after a campaign of one month. Unlike most years, the 2020 general election will be conducted mostly by postal ballot, but voting will remain compulsory for all citizens aged 16 or above. This will be based on the contact tracing system; those with green status may vote in person or request an absentee ballot. Those with yellow status must vote by absentee ballot. Individuals with black status are exempt from voting but may request an absentee ballot if they wish to vote. A majority of people with green status have already requested an absentee ballot. Absentee ballots must be mailed by 23:59 on 15 August, in-person voting will be held from 06:00 to 20:00 on 15 August. Overseas territories will hold the election at the same time in their time zone.

The Results and Formation of Government
Counting of ballots will begin immediately after voting closes at 20:00. As the majority of ballots will be mailed, it is predicted that preliminary results will be available within 48 hours, and that final results will be available within a week. To form a government, a party or a coalition of parties must gain the confidence of the majority of members of the Royal Assembly.

The Socialist Party is the largest political party in Arthropol by number of party members. It was created in 2017 from the merger of the Social Democratic Party and the Radical Party, two parties with similar ideologies. It has a range of ideologies ranging from centrist to left-wing, but is usually placed in the centre-left. In foreign affairs, the party is a strong supporter of Desjardinsism and neutrality.

The Arthropolian Workers' Party was created in 1880 by a a large group of the working class, in order to represent the interest of the Arthropolian workers. Despite a large amount of members, it failed to gain power until 1937, under a coalition with the Labour Party, and since then, has been one of the largest left-wing parties in the country. It is usually classified as left-wing, with most of its members supporting democratic socialism. In foreign affairs, the party is a strong supporter of Desjardinsism and neutrality.

UNION FOR A POPULAR MOVEMENT - DARK BLUE

The Union for a Popular Movement was created in 1956 by supporters of war hero and politician Charles de Gaulle to compete in the general election that year, after the Democratic Alliance collapsed from internal conflict. The party was successfully elected, and since then has been the dominant conservative party in Arthropolian politics. The party supports the free market, the welfare state, and moderate social conservatism, and is usually placed between the centre and the centre-right. In foreign affairs, the party is a strong supporter of Gaullism and neutrality.

NATIONAL FRONT - ORANGE
Front national (FN) - orange

The National Front was created in 1980, opposing the large numbers of new immigrants arriving in the country. The party was initially controversial, being supported strongly by its followers, but universally hated among its non-followers, but some of the animosity towards the party has since disappeared with its diminished focus on immigration. The party first gained power in 1993 under Prime Minster Maximilien Adnet but lost power in 1995 after he was removed in a motion of no confidence supported by many members of his own party. Initially, the National Front supported right-wing capitalist stances, but in the 21st century has shifted to a more big-tent generally centrist economic stance with a greater focus on its social conservatism and nationalism. In foreign affairs, the party is a strong supporter of Gaullism and neutrality.

Europe Ecology - The Greens, originally known as just The Greens, was created in 1960 to promote environmentalism in the rapidly industrialising Arthropol. The party initially only had minor representation but towards the end of the 20th century and the 21st century, has gained more representation and has been part of the left-wing alliance. The party is classified as left-wing and supports eco-socialism. In foreign affairs, the party is a strong supporter of Desjardinsism and neutrality.

The Capitalist Party was created in 1962 by former supporters of the Union for a Popular Movement who either felt the state-directed capitalist economy directed by Prime Minister de Gaulle should be replaced with the free market or disliked the neutrality doctrine of de Gaulle and wished for Arthropol to join NATO and support the USA in the Cold War. Due to the immense popularity of de Gaulle's policies that created massive prosperity, the party failed to gain traction until the end of the Cold War, but has been rising in popularity ever since. The party is classified as centre-right and is a strong supporter of the free market and neoliberalism. In foreign affairs, the party is a strong supporter of Atlanticism, supports the repeal of the neutrality clause in the constitution of Arthropol, and advocates for its membership in NATO.

The party describes itself as Christian socialist, and advocates for the loosening of tight secularism laws, and that the teachings of the Bible and Jesus support a socialist economy. The party supports a social democratic economy and is placed in the centre-left. In foreign affairs, the party is a strong supporter of Desjardinsism, Gaullism, and neutrality.

The Arthropolian Communist Party was created in 1952 after it split from the Arthropolian Workers' Party over internal disputes. The Arthropolian Communist Party, while supporting Marxism, believes that the conditions are not right for a communist revolution in Arthropol, and that it would be easier for communists to take power through electoral means. The party is classified as far-left. In foreign affairs, the party is mixed, with some supporting neutrality and noninterventionism, and some advocating that Arthropol export socialism to the world and support socialist states like Cuba and China.

The Rally for the Future was created by dissidents mostly from the Capitalist Party who opposed the party leader, Serge Plessis' views, most notably opposing the extensive lockdown to combat COVID-19, supported by the vast majority of parties. The party was also joined by a group of Socialist Party dissidents who were on the right wing of the party. The party will compete in the 2020 election, and aim to gain its first seats. The party is classified as a centrist party, which supports social liberalism. In foreign affairs, the party is mixed, with followers of both Desjardinsist or Gaullist neutrality views, and Atlanticist pro-NATO views.

Although it is meant to be a big tent party, most of its members lean to the right, and while the party has no official foreign policy, most of its members oppose neutrality and support Arthropolian accession into NATO.

Election campaign lasts from 15 July to 15 August, general election on 15 August.

Who made this decision, when did they make it, how is it constitutional, and how has the current administration handled coronavirus thusfar?

Question 1: Normally, an election is held every four years in November, but constitutionally, an early election may be called any time, on the condition that at least a calendar year has passed since the last election. To call such an election, the Prime Minister must request an election be held, and such a proposal must be met with approval by the majority of the members of the Royal Assembly and the Senate. To call this election, Prime Minister Alard requested an early election, and was supported by a majority of over 80% of deputies and senators. This is the first time an early election has been called since the new constitution came into effect in the 1950s due to the stability of Arthropolian politics; usually, either the left or right dominate national politics for stretches of 15 to 25 years.

Question 2: Arthropol recorded its first confirmed case of COVID-19 in late January 2020, when an Arthropolian citizen travelling back home from China tested positive. However, it is suspected that it is possible that there were COVID-19 cases in Arthropol dating back to possibly December or November 2019, but such reports are unconfirmed. Arthropol has approximately 120,000 confirmed cases, with approximately 10,000 active cases, with around 9,000 deaths and the remainder recovered cases. Arthropol took relatively earlier action compared to other European nations, and took significant actions to prevent community spread approximately one or two weeks before most other European nations. Hardest hit in Arthropol is the east of the country, especially the cities of Lyon and Arthropol City, both with around 50,000 cases each. However, Lyon is the worst-affected city, as its population is significantly less than Arthropol City. The west of the country as well as overseas territories has a lower number of cases, with 20,000 total. For a number of weeks now, there has been between 0 and 200 daily new cases attributed to community spread. However, as Arthropol has extensive quarantine facilities at airports, many flights to Europe are being routed through Arthropol, and approximately 50 to 500 new cases every day are attributed to Europeans abroad returning home and foreigners coming to Europe, who are being tested while staying in sealed quarantine facilities. Life in most cities is largely back once again, but masking and social distancing is still mandatory. The current policy is that if a cluster of cases is discovered in a city or area, that area will be locked down to prevent infected individuals from leaving and spreading the virus. The government's COVID-19 policy was supported by a supermajority of parties, including the UMP, National Front, and around half of Capitalist Party members (who have now mostly joined the Rally for the Future), and is also supported by the vast majority of residents.

Royal Assembly: The deputies of the Royal Assembly (lower house) are elected by optional preferential voting in constituencies around the nation, with each constituency containing approximately 72000 citizens (including those not eligible to vote like children). Constituencies in the cities of Arthropol City, Lyon, Bordeaux, Toulouse, Montpellier and Nice all elect two members while other constituencies elect only one member. In constituencies that elect one member, voters can indicate as many preferences as desired, but must indicate at least one. To win a seat in the Senate in Arthropol, a political party must win at least approximately 288,000 votes from a single region. 100 senators are elected by an electoral college of nationwide elected officials, and a party must receive a vote from 1% of the elected officials to gain a seat.

OOC: This is accurate because the diagram and the numbers of deputies are accurate as of 15 July 2020, when both houses of Parliament were dissolved. The party, Rally for the Future, officially was created later that day, 15 July 2020, and all deputies and senators who have since joined the party were still members of their old parties before the dissolution of Parliament. For example, the party leader, Rose Tomas, was officially a deputy representing the Capitalist Party until the dissolution of Parliament on the 15th, and later that day left the Capitalist Party in order to form the new party. However, many deputies and senators who have joined Rally for the Future had already verbally committed to joining the party, before the dissolution of Parliament.

Tomorrow is 14 August 2020, the last day of the campaign of the Arthropolian general election. All the political parties and their leaders will be doing plenty of campaigning, with many expected to focus on a target area. The leaders of each party will campaign in the following location:

  • Socialist Party leader Claire Alard will spend the morning in Provence-Alpes-Côte d'Azur and the afternoon in Rhône-Alpes. Both these regions are key for the party, with many seats in those regions in reach for the party.
  • Arthropol Workers' Party leader Adam Lebas will start in Toulouse, Midi-Pyrénées in the mornings, and will travel to many smaller towns and cities between Toulouse, and Bordeaux, Aquitaine, where he will arrive in the afternoon. Success in these two regions will be key for the success of the Workers' Party.
  • Union for a Popular Movement leader Roland Beauvais will campaign the entire day in Lyon, Rhône-Alpes and surroundings, as they look to retain many of their seats held in the area.
  • National Front leader Astrid Wathelet will travel between multiple cities in the south of the country, where many of the party's supporters come from.
  • Europe Ecology - The Greens leader Pierre Tran will campaign in the morning in Arthropol City, Provence-Capitale, and will travel to Lyon in the afternoon. He expects that the party could gain many seats in these areas.
  • Capitalist Party leader Serge Plessis will remain in his home city of Lyon as he looks to retain his seat in the Royal Assembly, faced with strong opposition.
  • Democratic European Force leader Claude Colbert will mostly campaign in smaller cities and towns in the west of Arthropol, where much of the party's potential supporters come from.
  • Arthropolian Communist Party leader Robert Armand will spend the morning campaigning in Arthropol City, and will return to Toulouse in the afternoon to campaign there.
  • Rally for the Future leader Rose Tomas will spend the day campaigning in various constituencies in Rhône-Alpes, where she expects that much of the party's support will come from.
  • Regionalist group leader Ernesto Bertolini will mainly focus his campaign in his home region, Corse.
  • Democratic Front of Federalists leader Theirry Laval will campaign in the southwest of Arthropol. He expects that the party could gain many seats in these areas.
  • Libertarian Party leader Carla Charbonnier will campaign in Provence-Alpes-Côte d'Azur, which is the home region of many of the party's supporters.

In-person polling will open at 06:00 on 15 August 2020, and will close on 20:00. However, a majority of voters will be voting by absentee ballot, which must be mailed by 23:59 on 15 August 2020. Due to this, we anticipate that full election results will be available later than usual, as ballots may take multiple days to arrive, especially for voters from rural areas. To ensure all absentee ballots are counted, all absentee ballots will be stamped with a computer chip which will ensure all ballots posted in time are received and counted. Voting is compulsory for all citizens of Arthropol aged 16 or above, although there are certain exemptions available.

Good morning! It's 6:00 in Arthropol City and polling stations in European Arthropol have just opened. A record turnout is expected this election, and with the ease of access to absentee ballots, it is anticipated that the percentage that are legally allowed, and choose to abstain, will decrease from their usual numbers of 5-10% of the electorate. Polling stations will remain open for the next 14 hours, and there will be preliminary results just hours after the election, but full results may not be available for some days. Expect news afterwards regarding formation of the new Arthropolian government, and the selection of the cabinet and shadow cabinet.

However, some results are already in from some overseas constituencies of the Royal Assembly, like those based in Arthropol’s Pacific overseas territories, as follows:

Polls have been closed now for just over nine hours now, and the results are rolling in, with nearly 400 seats having declared winners. Reports indicate that the majority of absentee ballots were received successfully, but there are still a number of absentee ballots still yet to be received, which may delay some results, especially in urban areas, where absentee ballots are ubiquitous. An estimated 96.2% of eligible voters voted, an improvement from the average of 92% in previous general elections. The current results of Royal Assembly constituencies are indicated below.

Socialist Party: 137 seats
Union for a Popular Movement: 98 seats
Arthropolian Workers' Party: 46 seats
Europe Ecology - The Greens: 21 seats
National Front: 21 seats
Rally for the Future: 20 seats
Democratic European Force: 20 seats
Capitalist Party: 10 seats
Arthropolian Communist Party: 6 seats
Regionalist group: 5 seats
Democratic Front of Federalists: 3 seats
Independent left: 2 seats
Independent right: 1 seat
Undeclared: 610 seats

The left has taken an early lead, with most projections now showing a victory for the left-wing parties. Full results are expected soon, with many seats likely to be declared in the coming hours. Most party leaders are faring well, with both Prime Minister Alard and Opposition Leader Beauvais comfortably re-elected in their constituencies. However, Capitalist Party leader Serge Plessis is facing a tough battle for re-election, with his seat still undeclared. He is in the lead for re-election, but is separated from the Rally for the Future and Socialist Party candidate by a razor-thin margin. It's now just over two days since polls closed in Arthropol, and we already have the majority of Royal Assembly seats declared, although a number of seats are still contested. The left have taken a commanding majority, with a strong majority of the seats declared, and have already claimed enough seats to form a majority government, which means that Prime Minister Alard will remain in her current position. The only question now: will the left opt to keep the current governing coalition, or to form a united left-wing coalition with the inclusion of the Democratic European Force and the Arthropolian Communist Party?

The current results of Royal Assembly constituencies are indicated below.

There is already speculation surrounding the formation of the new government, and whether the Democratic European Force and the Arthropolian Communist Party will have a place in this new government. Also, there are already rumours surrounding Prime Minister Alard's new cabinet and the choice of Deputy Prime Minister; the Socialist Party wish for Arthropolian Workers' Party leader Adam Lebas to remain as Minister of Foreign Affairs, while the Arthropolian Workers' Party wishes for him to step up to the role of Deputy Prime Minister. It is understood that Minister Lebas prefers the former option; and public opinion concurs with him. Opinion polls generally show that Lebas is viewed more positively as a minister than predecessor Rousseau, but is viewed more negatively as a leader than predecessor Rousseau.

In breaking news, Capitalist Party leader Serge Plessis has lost his seat. Plessis was the main voice of the Capitalist Party faction who opposed the measures taken to oppose COVID-19, which led to the creation of Rally for the Future. In a hard-fought battle between Plessis, Rally for the Future candidate Amina Lahlou, and Socialist Party candidate Jeanne Rodrigues, Plessis conceded his seat to Lahlou just minutes ago after she took a leading margin over Plessis, and has just announced he will concede party parliamentary leadership to François Pascal, one of his main opponents inside the Capitalist Party, who chose to not join Rally for the Future in order to challenge Plessis for party leadership.
