RMB pages a bit faster in forum view

One of our slower site features should be a little faster now: The part where you're viewing an RMB post that quotes somebody, and you click the little arrow to see that post.

Previously there could be a lag there, especially on large RMBs, as the server tried to figure out which page the post belonged to. Now it should be quick.

If you notice any pagination weirdness, let me know!

Clicking on the "Context" link gives:
http://www.nationstates.net/region=right_to_life/page=display_region_rmb?postid=40044752#p40044752
Which displays page 1922 instead of 2206 like it should.

So when people are refreshing the page it takes them to a post from like 9 years ago or it says “there are no messages lodged at this moment”

When clicking on the notification to see newest posts, I got taken to here instead of here.. Going back to my nation page and clicking on the notification replicated the buggy behavior.

On another nation I have in Forest, I have enough unread posts that my unreads go back another page. Clicking the notification takes me one page further back then on Drasnia. In both cases, the offset is 256 (I don't know if it has any significance, but a power of 2 is often important).

it's doing the same for me, and I'm in forum view. it is very annoying

My region's RMB is also broken for me. Every time I click the "new posts" notification, it sends me here.

The code was assuming that regions who are currently in the top 100 for most RMB posts have always been that way. This is only true on my test machine.

Yeah… that’d be cool… but you could just look through a ton of regions.
