I've had this idea in my head for a while now, so I'm going to type this out so I can remember it.

[Requirements for issue]
Must have "Sortition" policy

[Description]
The random selection of politicians in @@NAME@@ has come again. This year, all of the employees in the government are busy with other issues, so they'll have to hire hundreds of new employees. With the new hires, comes their payment, and millions in tax dollars will need to be spent on hiring the employees.

[Option 1]
"Why are our valuable tax dollars being spent on hiring new morons to 'represent' us!" yells @@RANDOMNAME@@, the leader of the extremeist @@DENONYMADJECTIVE@@ Voting Group, as @@HE@@ gradually destroys your desk. "We need to vote the politicians in, so our tax dollars go to a person of value to us!"
[Effect 1]
There are lines of people all around @@NAME@@ as new voting centers fill up.
- Sortition policy removed

[Option 2]
Your worried political advisor, @@RANDOMNAME@@, stands behind you. @@HE@@ whispers to you, "It'll cost millions more @@CURRENCY@@ to setup voting stations around @@NAME@@! We should get these morons out of your office so we can work in peace!"
[Effect 2]
Protesters in @@CAPITAL@@ stop legislators from getting in or out of government buildings.
Sortition remains
- Political freedoms lower

[Option 3]
@@RANDOMNAME@@, one of the protesters in your office, overhears your conversation with your political advisor. @@HE@@ says to you, "If the government doesn't have the money, have the cities pay for it! It may be a unpopular decision, but a necessary one!" @@HE@@ also starts to destroy your desk.
[Effect 3]
Cities around @@NAME@@ go bankrupt as the government moves the costs to them.
- Sortition policy removed
+ Devolution policy added (NOTE: Devolution because the cities are now mostly in charge of the costs of the nation, not the federal government.)

[Option 4]
"Why do we even have a legislation system?" asks your father's uncle. "It seems like it just complicates everything." he smiles as he says "We should return to the old days, where one person was in charge."
[Effect 4]
Hundreds are unemployed you fire all of the people useless to you now.

[Effect 1]

"I think it's fine," states one of the legislators, @@RANDOMNAME@@. "Nothing should be changed, and the way everything is going right now is alright. We shouldn't cause a governmental standstill by holding long voting sessions."

Option 2 doesn’t do anything, and is thus redundant.

Effect lines don’t start with a capital letter.

It’s also lacking..well, words.

Commendee Trotterdam is correct in this. The premise here is too thin.

Instead, try to think of an unexpected consequence of sortition, and aim to build an issue around that.

I am currently drafting an issue centered around sortition fraud (namely this one). It's one of the aspects that could go wrong in a system such as sortition. Perhaps you could consider another element of this system that has the potential to cause trouble? For example, perhaps a group of criminals have been randomly selected for parliament and want to decriminalize some of their activities. I am sure there are more creative issues to be thought of around sortition, but they seem to elude my mind at the moment :P

One or two criminals being selected would be pretty common, unless criminals are explicitly excluded from the lottery. Criminals making up the majority of parliament, on the other hand, would be rare to the point of suggesting fraud (hey, they're already criminals).

That's a lottocracy issue right there! Should criminals/ex-convicts be allowed into the selection pool? :)

You should make the characters more interesting. Like option one could be some radical extremist breaking something in your office, fourth one could be leader's grandpa and ramble on about good old days etc

I think that something crazy or different should happen, elections happen every year, people should have a reason to suddenly question it.

The way the premise is currently written feels quite static at the moment. Try to see if you could have the sentences flow more naturally, and use synonyms. That should liven up the text already.

Also, I am not sure what the dilemma in this issue draft is. Hiring new employees isn't a necessity, because in sortition it's only the Parliamentarians that are changing. In essence, the existing government employees only get new bosses, that's all. And if sortition has been around in the country for years, why is this hiring a problem now? Why wasn't it a problem before? Those are all questions which I feel undermine the strength of the current premise.
