This appears in the 'error' red text inside a rectangle at the top of this page when I try to upgrade for 1.00:

The said puppet nation has sufficient cards to demand the upgrade (over 39, under 51) so I am confused what the issue is.

maybe the game checks for "more then 1.00"? Try to temporary remove a placed bid and try again.
