World Cup of Hockey XL : Royal Kingdom of Quebec
Introduction
After little thought and even less consideration, the Royal Kingdom of Quebec present their bid to host the 40th World Cup of Hockey.

Royal Kingdom of Québec has hosted or co-hosted the World Cup 73 and 77, World Bowl XXIV and XXVIII, World Cup of Hockey XXV, XVI, XXIX and XXX (the last one as Norrehavn), Baptism of Fire LVII and LXII, Cup of Harmony 64 and 68, International Basketball Championships 17-18 and 21. The user behind the nation was the inaugural president of the World Cup of Hockey Federation for 6 cycles (WCoHs 24-29) and a longtime member in many sporting committees, as well as formerly organising the NSCAA Ice Hockey Competitions. He also has hosted many seasons of domestic hockey and football leagues, and has been working on to scorinate a full front of 8 collegiate sport leagues on top of leagues in 6 pro sports.

Being located far northwest, hockey is an extremely popular sport here, being played in almost every part of and by almost everyone in the country. Quebec Hockey League currently is the most international and financially successful of all the hockey leagues on Multiverse. Its Junior and collegiate levels of hockey are extremely well followed, with many teams regularly recording +10,000 people in attendance for games. Scorination
Scorination will be done in the latest version of xkoranate on the ice hockey function, using the the latest version of SQIS Modifiers with no Shootout option. Because of no shootout option being used, draws will be allowed for the course of group stage and overtimes for the playoffs. The range of permissible Style Modifiers will be from -5 to +5. As for the tabulation, I will be adhering to 2-1-0 point format with 2 points for the win, a point for the draw, and no point for a loss.
RPs will be scored on an unstated but generous scale, with the grading criteria based around on how creative and how well written they are, which means that the length of an RP isn't a be all and end all. RP bonus will serve as a significant factor in the scorination. They will be cumulative, all the way through. Rosters will also be graded and shall be equivalent to a matchday, with same criteria being used as the RPs. There will also be bonus RP opportunities (that you can ignore if you want) next to some of the scorinated matches, which many of you have already experienced through most competitions that Quebec has hosted.
Cutoff and Timeframe
If I'll ever be chosen as the host, the everything thread will be up as soon as possible, based on the host's personal availability. Based on the timeframe that we have set for the time being, the most likely date for MD1 scorination will be sometime in two weeks from now. All paticipants will be given at least a week to post before MD1 cutoff, with the groups to be drawn 2 days prior to the MD1 scorination. Exact cutoff time range for scorination will be released at the much later date, though it is very likely that it'll be around 23:00 (Seoul Time), especially as I expect to fly abroad shortly before MD1. If there's a need for any scorination changes by the host, the host concerned will announce it at least 24 hours before the intended scorination time.
Format
Right now, with the number of signups already reaching 48, it'd make lot more sense to adjust the format with the sheer demand we have here.
So, if elected, I'll cutoff the signup with a 56 team format, assuming that there is enough demand. These teams then, using pots, will be divided into 8 groups of 7 each. Under 56 team format, it would run on would be a double round robin stage, going home-and-away. With this format, top 2 teams per group will advance into the playoffs after qualifying stage, where then they'll be seeded using the tiebreakers seen below (which will also be used for breaking ties inside of groups). Group Champions will be awarded spots 1-8 with runner-ups 9-16. There will be reseeding during the playoffs.
In the even that the number 56 cannot be reached, alternate formats will of course be proposed. I would be flexible anywhere between 48 (current number of signups, with possible omission of puppets in future), 50, 60 and 64 teams in mind. Whether it be single or double round robin would of course depend upon the tournament size - I would most likely run 48 or 56 team format with double round robin, while 50, 60 or 64 team format would be a single round robin tournament.
