civilization is about culture, and advancing culture is accepting the logic that one's own world and species are not the end all, be all and any sort of devine right of droit of that rest of the universe. that is the level of maturity that is logically minimum to expect to be accepted by the rest of the sapient community of the universe.

Special Notes about your civilization: Psychic abilities are limited to a few individuals who obtain them from being subjects of scientific experimentation, or even more rarely, by being born with them. Further scientific experimentation and practice will hone psychic skills of even those born with some ability. Powerful psychics require great concentration for feats such as brief mind control or use of psychokinesis as a defensive barrier.

Railgun technology is somewhat more viable in my civilization though still limited in numbers and in applications.

Level: 0. As far as most of us are concerned, we do not believe in the supernatural

Our Warmonger orbiting the planet gives us military leverage against almost every nation on the planet, and we have colonies and protectorates spanning several regions across the globe, but we still are relatively uninvolved in international or even regional politics, and many of the most influential nations don't know of our existence.
Special Notes about your civilization: We are currently in a period that sociologists refer to as the MIgrenian renaissance. This started in 2018, at which point our influence and technology was at least a couple tiers lower. We have made rapid progress under the leadership of Derek Michaels.
Any Improvement Suggestions for the Index?: Perhaps some facet ranking for each general category, for example, under the technology umbrella, maybe include individual facets for things like travel range, biology, defense, and robotics that can be averaged into a broader score for technological advancement.
Edit: any other nations are free to look at our stats and correct this self ranking. We are certain about our magic level, but in the the other two categories we could fit pretty reasonably in some aspects of multiple categories.
