Resolutions are the set of laws that must be followed by nations, not people, so one could only prohibit member nations from attacking stuff, not citizens. Or are we just drunk?

(OOC: Although proposals, by their nature, are direct towards member states, it is perfectly possible for one to mandate or prohibit actions of citizens or businesses. In these cases, member nations must enforce these mandates through their national laws.)
