INTRODUCTION


The Dreyan Imperium (DI) is a science fiction political and character roleplay. Players will assume the role of politicians or captains in the homonymous empire. Will they lead the empire to glory or shall they usher an era of decline?

DI combines science fiction, political and character roleplay genres. You will have to deal with both economic and social issues similar to those in many RL countries but also face the prospect of space colonization and exploration, and a cold war with another civilization.

It is highly recommended that before joining, you read the ‘Setting’ and ‘Imperium’ sections, as they give vital information on the world in which the RP takes place.


SETTING

The RP takes place in the Xoran Solar System, which contains five planets. Of those five, only two are habitable:

    Dreyan, a planet that contains a single supercontinent (known as the Dreyan Continent), with an area of 55,000,000 km2 (the size of RL Eurasia). It has a gravity of 1.19g, meaning that on average the inhabitants have stronger hearts and lungs and slightly thicker bones than RL humans. Dreyan is populated by ‘humans’, who are known as Dreyarans. It has a population of 4 billion. For more information, see the ‘Imperium’ section.

    Kalerman, an oceanic world with thousands of islands (most of them small but two of them – Driega and Azvera – as large as RL Australia). It has a gravity of 0.75g, meaning that the inhabitants are taller and skinnier on average. It is populated by a humanoid species called ‘Kelerians’: blue skinned and with pointed ears, their society places extreme value on technological innovation and personal liberty. Kalerman lacks a single government and instead is a loose confederation of independent states (Kalerman Union) that cooperate on defense and foreign policy. Kalerman has a population of 3 billion, but is technologically ahead of the Imperium (mainly in terms of more advanced weaponry for soldiers and starships). It is a rival of the Imperium and the two powers are locked in a cold war.

The other planets are:

    Jreekan, a rocky world with 1.5g gravity. It is uninhabited but both the Dreyan Imperium and the Kalerman Union have constructed research stations on the planet and there is antagonism over who will get to colonize this world.
    Vredraren, a small planet close to the sun. It has very high temperatures and is unsuitable for colonization.
    Artheria, a gas giant and the largest planet in the solar system.

The Keraian Belt is an asteroid field located between the orbits of Artheria and Jreekan. A number of colonies had been established by the Imperium in the belt: the asteroid colonies enjoy artificial gravity thanks to the artificially-induced spinning of the asteroids. The Imperium surrounded those asteroids with metal mesh to prevent disintegration, as the spin could place great stress of the structural integrity of an asteroid.

Twenty years ago, however, the Imperium lost control of the belt, which has since become an independent republic (Keraian Republic). The Republic maintains lingering hostility towards the Imperium but is also growing increasingly worried about the Kalerman Union’s attempts to colonize asteroids in the belt.

Space-travel is possible by the use of Hydrostrassian fuel, which allows starships to accelerate at a constant rate. Most space travels within the solar system last about a week. The Dreyan Imperium has been sending exploratory starships to nearby solar systems, but such travels can take many weeks, are dangerous and expensive, as Hydrostrassian fuel is quite costly.


IMPERIUM

The Dreyan Imperium is the result of multiple wars and treaties that led to fiscal, monetary and military integration of different nations. Eventually, the loose federation became a unitary state by Johan Vi Zoran, about a hundred years ago. President of the Dreyan Federation, he centralized it, abolished its checks and balances and eventually crowned himself Emperor. His son, William Vi Zoran, restored democratic procedures and since then the Imperium has been a unitary constitutional monarchy. The current Emperor is Michael II, great-grandson of Johan. The capital of the Empire is Asthonia.

The Imperium has a unicameral legislature called ‘Assembly’, with 500 seats. Assemblymen are elected every three years in single-seat districts, with a first-past-the-post system. The Prime Minister (PM) needs the confidence of the Assembly to form a government.

The Dreyan Continent has four main geographical zones: a cold North, which is sparsely populated but rich in natural minerals, a tropical East that is overpopulated, agrarian and has medium living standards, a South that has a hot-dry summer climate and focuses on seafaring and fishing, and a West that is highly-urbanized and disproportionately rich.

Politically the West tends to be fiscally moderate and socially liberal, the North fiscally and socially conservative, the South fiscally liberal and socially moderate and the East fiscally moderate and socially conservative. In terms of ethnicity, large-scale migrations in the last centuries mean that each region has a diversity of ethnicities. As such, there isn't any limit to what name or ethnicity your character can be.

The dominant religion of the Imperium is the Worship of the Creators, the belief that a godly race of angels called Creators created the universe and that they must be venerated.

The Imperium has a mixed market economy, with moderate welfare benefits for the unemployed, free healthcare for the elderly (above 65 yo) and free primary education but doesn't have universal healthcare for all nor is university education public or free. It has progressive income and corporate taxation and sales, inheritance and land tax.

Political issues that dominate debates in the Imperium are:

    Colonization of Jreekan: there are those who view at as a waste of money and imperialist venture and those who believe it will enrich the Imperium and solve social ills. Most of the support for the colonization comes from the overpopulated East, with the North being most skeptical while the South and West are lukewarm on the issue.
    Relations with the Kalerman Union: a rival of the Imperium, there are hardliners who want a more aggressive stance against the Union and those who seek rapprochement. The Northerners have the most hardline stance while the Westerners tend to prefer rapprochement. Easterners and Southerners tend to fluctuate between those two positions.
    Enviromentalism: Westerners and Southerners tend to be more willing to support renewable energy sources and have environmental concerns while the North, which relies on natural minerals for its economy, opposes such green measures.
    Economy: the Imperium has been enjoying moderate economic growth, but most of it seems to be concentrated in the West, with many in the South and East seeking more equitable growth. Other economic concerns include the Easterners' distaste for the land tax and the Northerners' opposition to regulations and taxes.
    Social issues: abortions and homosexuality are still contested issues, abortions being legal but homosexual marriage (or civil unions) not. The West tends to be a hotbed of social liberalism but the North and East firmly oppose such policies. The South tends to be lukewarm and its electorate focuses on economic issues.
    Artificial Intelligence: AI is banned by the Imperium government as there is a widespread fear it could be harmful, a result of a rogue military AI that caused an incident that killed 1,200 people fifty years ago. There are some, however, who believe that AI research should be continued as it can provide many benefits.


POLITICAL MECHANICS

The 500 seats of the Assembly are staffed in each election in accordance to the percentage of each party. Example: if a party gains 15%, it will have 75 seats. In each election there will be a 5% reserved for 'independent' assemblymen (25 seats), for the practical reason of allowing new players who have created a new party to take a seat in parliament (and not wait in the sidelines until the next election).

Usually the assembly members will be voting in accordance to what their party leader (always a player) orders them to, but not always if the player acts in an inconsistent manner: if the player party leader of a libertarian party suddenly decides to support or propose a legislation that drastically increases government spending, the Assemblymen/Assemblywomen of his/her party will revolt. Similarly, if there are disagreements between the player party leader and a player Assemblyman, some of the NPC Assemblymen might side with the dissenter against the party leader.

Every two days in RL will represent a week in-game. This is meant to ensure that the RP has a fast-pace that will allow multiple elections and in-game events to take place. Every 15 RL days a poll shall be posted. Poll numbers will be based on a combination of popular attitude towards party ideology, legislative successes and failures, handling (or response) of crises and campaigning (posts/RP).

Issues


Every RL week, there will be a ‘Dreyan Daily’ post by the GM (Game Moderator - me) to both recap events in the RP and to present various issues (such as financial boom or crises, earthquakes, protests, crimes, etch). This is meant to provide a steady supply of issues for players, to prevent stagnation. Ignoring them will not be good for your poll numbers.

Legislation will affect, in both negative and positive ways, the Imperium and have an effect, producing issues. Those might not be evident at once, but eventually they will produce some results and depending on their successes and failures, they will affect your poll numbers.

Foreign Policy and War


The Kalerman Union and the Keraian Republic will not be passive players, and shall take actions thorough the game. Their actions will affect the politics of the Imperium, as the average citizen cares about foreign policy. Public opinion on relations with those two countries will fluctuate based on their actions and the responses/actions by the Imperium's government.

In case of a hot incident or war with either of those countries, the players in government will have to offer a detailed strategy and plans of war. Wars will be affected by the quality of RP and strategy [both by politicians and captains], espionage, numbers of soldiers and starships, internal support and diplomatic situation. The grand strategy and direction of the war will be decided by the government but individual battles by captains (appointed by the government to lead such operations).

The number of soldiers and starships will be updated in accordance to legislation (cuts, increases, investments, etch). It is usually a good thing not to ignore the defense and the military. The number of soldiers and starships of the Drayan Imperium, Kalerman Union and Keraian Republic will be in the IC thread.

Legislation


Legislation will be introduced in an ‘Assembly’ thread. For a legislative act to become law, it must be approved by a majority of the Assembly. The legislative format is:

CAPTAIN MECHANICS

Captain mechanics are for those players who choose to RP as Captains of a starship.

Captains will have command of a XD-45 Class Warship, a dark grey ship, triangle-shaped, with smooth edges broken up by sharp, aggressive lines, with reinforced hull and six forward-facing cannons, four of them laser and the last two plasma, and four backward-facing laser cannons.

Captains will have two modes available for them:

Mode I - Exploration: The Dreyan Imperium has been occasionally sending starships to explore nearby (and more far away) solar systems. It can take weeks or months to reach a solar system. Every 2 RL days count as one week in-game. As Captain, you will have liberty in describing interactions with crew members, and I expect good stories (minimum 2 paragraphs for each post). Each time you reach a solar system, you will get a report (in the IC thread, with a telegram also being sent to notify you of the post) detailing the planets in that system. You will be able to decide what action to take (land on a planet, send a probe machine to explore, etch). Do note that there is always the danger of death, so if you take risky actions do not expect plot armor to protect your character.

Mode II - Military: In military mode, you will focus on following the orders of the government; whether that is being send in a region of space for diplomatic/geopolitical reasons or to fight in an actual war. In case of war, the grand strategy is decided upon by the politicians but the individual battles (space and land) by you (assuming the government has granted you a command in that particular military operation).

The two modes are interchangeable, but if you are far away in a distant solar system that is months away from the Imperium, do not expect an instant command in a war (as it would take time to reach the theater of war). On the other hand, if you stay in the Xoran system to be close to the center of power and available for war or some incident, you might have to wait for a while until such an event takes place. As such, choose carefully.

Military Bureaucracy


Captains can also have an office in the military bureaucracy, but while doing so they won't be having a starship under their personal command. Those posts can be Chief of Defense (can be removed/appointed by government) or Commander of a land regiment. Commanders will be able to drill their men in peace time and take action in incidents/wartime in land battles (if they are ordered to do so by politicians).

You can ask for a starship commission if you want to get out of the bureaucracy, but it will have to be approved by the government and you will have to abandon your bureaucratic post.

The number of seats each party will have will be determined by elections.

An electoral campaign will take place at the start of the RP (in the IC thread), lasting for about 10 RL days after the IC thread is posted, to determine the seats of parties at the start of the game. Players who join as members of the new party after the election takes place will have to be content with a single seat in parliament (theirs) - at least until the next election.

While I am supportive of having multiple parties, it would be preferable if not every player creates his/her own party. Parties with multiple players as Assemblymen/Assemblywomen will tend to do better in polls. This doesn't mean that more players = higher %, as I wouldn't want elections to be determined on the number of players each party attracts, but it does give an edge to parties with higher number of players as members.

Update:

Added Captain mechanics in the rules, to allow for players to join as starship captains too. There is a hard limit of 1 captain per 3 politicians, as the focus of the RP remains on the politics but this mechanic allows people who are more interested in personal and sci fi stories rather than politics to join too.

Edited Captain's apps form to allow for you (and others) to join in military bureaucracy. Also added this in rules:

Unfortunately, no. The RP is already too complicated and would require much more time to have multiple factions.

You are free to play as a Kelerian second-generation immigrant though (either captain or politician). There is a small minority of them in the Imperium.

Summary of Strengths and Weaknesses: John B. Sam, like any human, has his own flaws and strengths. One of the most outward traits of Sam is his stubbornness. It is not a stubbornness to a fault per say, but John is not one to back down from his position or ideals, which can often conflict with others that may have other opinions and views. While this may be, the other side of the coin is that John sticks very true to his values and views, someone with dignity and integrity. Another trait is John’s ability to think ahead and plan long-term, accounting for everything that he could think of. Inturn, he has a plan for a lot of things, always prepared for the worst. Speaking of being prepared for the worst, if Sam’s plans are totally countered, or if something totally unaccounted for, shows up, then it takes something for John to adjust himself and to get situated, requiring him to rethink.

Political Alignment : John’s political alignment has changed over time, as with a lot of people in their life. At first, Sam was conservative, wanting to reduce the government spending and its regulations, etc, etc. In school, as John started to grow and learn more about his nation and peoples, Sam slowly shifted towards the liberal faction, feeling empathy for those less-fortunate. Going forward in life, Sam became more and more discontent with the Imperium's government, with those in power not willing to aid those in poverty and the growing inequality of wealth and power between the poorest and richest. In due time, the nation’s injustices against the lowest classes would drive John B. Sam into a radical socialist. One thing to note with John is that he has kept all of this to himself, not speaking much on politics in his life - just keeping his views to himself so far.
Biography:
John B. Sam, better known as just John, is the current active Chief of the General Staff within the Dreyan Imperium, in charge of managing national military affairs and its duties. Born in the westsern region of Dreyan, John has an easy-going life compared to those in the other sectors. His mother was an assemblywoman and his father was a military man within the Imperium special forces, the well-renowned orbital shock troopers. Given Sam’s background, wealth, and family, he had a vast array of opportunities that he could pursue for his career, with his parents having the connections and clout, a privilege afforded for Sam. After finishing his primary education, John decided to pursue a career within the military - influenced by his father’s tales and exploits as an orbital shock troop officer. However due to certain disabilities, mainly neurological ones that messed with movement and fine motor skills, John could not be active on the front-lines. Instead, Sam went into the military discipline of info and analysis theory. Enrolling in a military academy, it took the lad some years to fully do his courses, and in the end he did manage to pass with petty damn good scores.

Enlisting in the Dreyan Military Intelligence Corps, John went about his normal duties as a minor functionary - doing plenty of menial tasks while also monitoring comm-channels, organizing data-files, and whatnot. Seeking to move upward in the command-rank, Sam started to form tight social-connections to his higher-ups, and other persons vital to him for the future. In due time, John would slowly be promoted, getting comfy with those in power, and doing his job well-enough to outbeat his fellow co-workers. The man’s path towards the seat of Chief of the General Staff was not a planned one, but something that slowly became a valid opinion as Sam stayed in the Intelligence Corps for a good while. At first, John just had to outlast everyone else as people quit their military post, or elsewise for the first few promotions. But as Sam went up in rank, he had to be more competent at his job and be in very good relations with his commanders, as while his fellow co-workers also did the same.

With the aid of political maneuvering from his mother and father, John had the chance to join the general staff within the Imperium High Command. The long and good track record that Sam had would allow him to join, but as a minor functionary, with the man needing to start from the bottom once again (although his pay-grade was a lot higher, but his workload was crippling). Eventually, within the span of ten years, John would be in a much better position within the High Command, serving as an advisory intelligence role for the Chief of the General Staff, Smith W. Maples. Fast-forward a few years later, Smith died within his bed due to a severe brain aneurysm. Needing a replacement, a council of the most senior COs would be assembled to pick the next successor. After discussing it for five days, Sam was picked for the job, although John needed the assembly's approval. The debates were short as the assembly perceived Sam as someone who was apolitical, given that Sam did not state anything or do anything in his past so far to warrant people to place him into one camp or another. And so with the approval of the assembly, John B. Sam was sweared in as the next Chief of the General Staff.

Summary of Strengths and Weaknesses: John B. Sam, like any human, has his own flaws and strengths. One of the most outward traits of Sam is his stubbornness. Speaking of being prepared for the worst, if Sam’s plans are totally countered, or if something totally unaccounted for, shows up, then it takes something for John to adjust himself and to get situated, requiring him to rethink.

Political Alignment : John’s political alignment has changed over time, as with a lot of people in their life. At first, Sam was conservative, wanting to reduce the government spending and its regulations, etc, etc. In school, as John started to grow and learn more about his nation and peoples, Sam slowly shifted towards the liberal faction, feeling empathy for those less-fortunate. Going forward in life, Sam became more and more discontent with the Imperium's government, with those in power not willing to aid those in poverty and the growing inequality of wealth and power between the poorest and richest. In due time, the nation’s injustices against the lowest classes would drive John B. Sam into a radical socialist. One thing to note with John is that he has kept all of this to himself, not speaking much on politics in his life - just keeping his views to himself so far.
Biography:
John B. Sam, better known as just John, is the current active Chief of the General Staff within the Dreyan Imperium, in charge of managing national military affairs and its duties. Born in the westsern region of Dreyan, John has an easy-going life compared to those in the other sectors. His mother was an assemblywoman and his father was a military man within the Imperium special forces, the well-renowned orbital shock troopers. Given Sam’s background, wealth, and family, he had a vast array of opportunities that he could pursue for his career, with his parents having the connections and clout, a privilege afforded for Sam. After finishing his primary education, John decided to pursue a career within the military - influenced by his father’s tales and exploits as an orbital shock troop officer. However due to certain disabilities, mainly neurological ones that messed with movement and fine motor skills, John could not be active on the front-lines. Instead, Sam went into the military discipline of info and analysis theory. Enrolling in a military academy, it took the lad some years to fully do his courses, and in the end he did manage to pass with petty damn good scores.

Enlisting in the Dreyan Military Intelligence Corps, John went about his normal duties as a minor functionary - doing plenty of menial tasks while also monitoring comm-channels, organizing data-files, and whatnot. Seeking to move upward in the command-rank, Sam started to form tight social-connections to his higher-ups, and other persons vital to him for the future. In due time, John would slowly be promoted, getting comfy with those in power, and doing his job well-enough to outbeat his fellow co-workers. The man’s path towards the seat of Chief of the General Staff was not a planned one, but something that slowly became a valid opinion as Sam stayed in the Intelligence Corps for a good while. At first, John just had to outlast everyone else as people quit their military post, or elsewise for the first few promotions. But as Sam went up in rank, he had to be more competent at his job and be in very good relations with his commanders, as while his fellow co-workers also did the same.

With the aid of political maneuvering from his mother and father, John had the chance to join the general staff within the Imperium High Command. The long and good track record that Sam had would allow him to join, but as a minor functionary, with the man needing to start from the bottom once again (although his pay-grade was a lot higher, but his workload was crippling). Eventually, within the span of ten years, John would be in a much better position within the High Command, serving as an advisory intelligence role for the Chief of the General Staff, Smith W. Maples. Fast-forward a few years later, Smith died within his bed due to a severe brain aneurysm. Needing a replacement, a council of the most senior COs would be assembled to pick the next successor. After discussing it for five days, Sam was picked for the job, although John needed the assembly's approval. The debates were short as the assembly perceived Sam as someone who was apolitical, given that Sam did not state anything or do anything in his past so far to warrant people to place him into one camp or another. And so with the approval of the assembly, John B. Sam was sweared in as the next Chief of the General Staff.

    Main Weaknesses: Lack of charisma- most of the people who vote for her don't even know what she looks like. Inflexible- rarely compromises. An abrasive personality- kind of goes with inflexibility.

    Biography: Shameset was born in the cosmopolitan Western city of Tror. Her parents purposefully moved her into "Little Kalerman", and she developed a great respect for the Kelerian. Shameset knew she was going to go into politics when she was fifteen, and her teacher told her that Shameset was a good leader and a good arguer.

Shameset Vhierxhmi was a lawyer and then a politician. She joined the Progressive Party and gained support from both the elites and the people of the Western District. She ran for the Assembly and she won. Shameset Vhierxhmi married Tim Santuccio, a minor politician, but they have no kids and Shameset really outshines Tim on the Dreyan stage.

Shameset became the party leader of the Progressive Party and got elected a second time. Now she is running for her third term in the Assembly.

    Political Ideology: Shameset Vhierxhmi's ideology could be described as socially liberal, with mixed market economics and a focus on welfare. She believes in legalizing gay marriage, better relations with the Kalerman Union, some business regulations, robust welfare programs, technological advancement, keeping military funding the same, a universal healthcare system, and environmentalism. I had an idea for a weird NPC that is like an eldritch cross between Vermin Supreme and Zhirinovsky who heckles all the other polits and might just complain about that exact thing.

Biography: Bailey was born in the Northern District in a small mining town, When he was 16 his town was bombed by Kelerian extremists, killing his brother, who was working at the mine that was bombed. At 18 he was conscripted into the military, when the Imperium declared war on the Keraian Republic, and survived the war at the cost of his left leg, He was discharged and decided to go into politics.
Political Ideology: Bailey is highly conservative and against abortion [as it is like murder of the next generation before birth], and homosexuality [because it is immortal and should be punishable by death]. He believes in rapid industrialisation is necessary for the protection of Drayan and is against the environment protection laws as it limits production of military equipment and ships. What Bailey wants above all is endless war with both the Kalerman Union and the Keraian Republic, and would do whatever it takes to achieve that goal.

Just two things:

1) The 'paramilitary force' cannot be used for violent actions against political opponents, or the Imperium military and police will intervene. You can use them for demonstrations or small-scale riots though (but such acts might backfire at polls).

2) The Imperium hasn't gone into active war against the Kalerman Union yet. It has gone to war with the Keraian Republic though. So you can have your character injured in the war against the Kerains. This was twenty years ago, so your character will have to be older though.

With those two things out of the way and assuming they are corrected,

Main Strengths:
Engineering Background: Construction and development need more than spreadsheets and red tape, regardless of what the bureuacrats seem to suggest on the Assembly floor. Liu Xiannian's background in engineering gives him substantial knowledge and credentials when dealing with
legislation in this field, and he similarly wants any involvement the Assembly has in engineering projects to be qualified.
Compromise Candidate: Well-mannered and possessing few strong opinions that don't relate to economics, Liu has managed to stay out of the factional conflicts on the right over the prioritization of spiritual or fiscal conservatism. Though some argue that this stance of neutrality has cost
him dependable allies, these same critics concede that his willingness to work with whatever faction benefits him and his murky ambitions the most at a given moment allow him to punch far above his weight in terms of being a single assemblyman outside of his party's commitee.

Main Weaknesses:
Efficiency-Based Morality: In times of national crisis, decadent luxuries such as environmentalism, homosexuality, and three daily meals must be set aside in pursuit of the final victory. Assemblyman Liu's utilitarian views on human rights create difficulty in finding common ground with the
more humanitarian members of the Assembly. As such, there is a great deal of distrust between Liu and those who believe his optimizations of humanity go too far.
Chickenhawk: Despite his personal support for the Imperium to enter a state of war with its rival on Kalerman, Liu was strangely quiet in regards to military matters until he was of sufficient age to stay off of the front lines. This reputation of a pro-war politician unenthusiastic about
personally engaging in the war has damaged his own ability to drum up support for a war, forcing him to rely on others in order to prepare for a total war.

Biography: What is, perhaps, most terrifying about a man like Liu Xiannian is not that he is sadistic - he takes little joy in inflicting pain, after all. It is not his radicalism, for he is easily one of the more moderate and approachable Assemblymen. Perhaps what makes him so dangerous to
Imperial democracy and to the Xoran system as a whole is his tendency to view life as a spreadsheet, apathetic about the minute details of life like childhood, love, and freedom that destabilize a balance of numbers.

Born nearly five decades ago to the upper-middle-class Liu family in the Eastern District, Liu Xiannian was an otherwise ordinary boy. He enjoyed taking part in sports and music, as many children did in that era, though perhaps with a colder and more distant household than many were familiar
with. The young Xiannian dreamed of becoming an architect - one that was nearly dashed when a spike in inflation rendered his family unable to afford tuition at a prestigious technical school, and disintegrated entirely when he found himself unable to apply his love for exterior design when he
was delegated to designing the internal schematics of hydroelectric dams in the West.

After a decade of measly work for equally measly pay, Liu Xiannian joined the Dreyan First Party, finally able to apply his architectural design skills for the party's campaign staff back in his home district. Though the pay-per-job was initially worse than he had when designing dams, the frequency
of the party rallies and growing membership allowed him to begin his rise through the ranks - one that culminated in his election to the office of Assemblyman, under the new leadership of Bailey Smith. Liu Xiannian's idealism may have fizzled long ago, but he still has a passion to optimize the
economy, the military, the Imperium; all of it. In his eyes, it all had to be made efficient.

No matter the cost.

Political Ideology: Though a member of the far-right Dreyan First Party and supportive of Party Leader Smith's hawkish policies, Assemblyman Liu's own ideology could best be described as Technocratic Despotism. He firmly believes that the Imperium would best be served by a
dedicated clique of engineers, scientists, and technicians; indeed, fringe political analysts and conspiracy theorists are convinced that Xiannian would purge the DFP and use it as a vessel to bring fellow engineers into optimizing the government into an efficient war machine.

Efficiency-Based Morality: In times of national crisis, decadent luxuries such as environmentalism, homosexuality, and three daily meals must be set aside in pursuit of the final victory. Assemblyman Liu's utilitarian views on human rights create difficulty in finding common ground with the
more humanitarian members of the Assembly. As such, there is a great deal of distrust between Liu and those who believe his optimizations of humanity go too far.
Chickenhawk: Despite his personal support for the Imperium to enter a state of war with its rival on Kalerman, Liu was strangely quiet in regards to military matters until he was of sufficient age to stay off of the front lines. This reputation of a pro-war politician unenthusiastic about
personally engaging in the war has damaged his own ability to drum up support for a war, forcing him to rely on others in order to prepare for a total war.

Biography: What is, perhaps, most terrifying about a man like Liu Xiannian is not that he is sadistic - he takes little joy in inflicting pain, after all. It is not his radicalism, for he is easily one of the more moderate and approachable Assemblymen. Perhaps what makes him so dangerous to
Imperial democracy and to the Xoran system as a whole is his tendency to view life as a spreadsheet, apathetic about the minute details of life like childhood, love, and freedom that destabilize a balance of numbers.

Born nearly five decades ago to the upper-middle-class Liu family in the Eastern District, Liu Xiannian was an otherwise ordinary boy. He enjoyed taking part in sports and music, as many children did in that era, though perhaps with a colder and more distant household than many were familiar
with. The young Xiannian dreamed of becoming an architect - one that was nearly dashed when a spike in inflation rendered his family unable to afford tuition at a prestigious technical school, and disintegrated entirely when he found himself unable to apply his love for exterior design when he
was delegated to designing the internal schematics of hydroelectric dams in the West.

After a decade of measly work for equally measly pay, Liu Xiannian joined the Dreyan First Party, finally able to apply his architectural design skills for the party's campaign staff back in his home district. Though the pay-per-job was initially worse than he had when designing dams, the frequency
of the party rallies and growing membership allowed him to begin his rise through the ranks - one that culminated in his election to the office of Assemblyman, under the new leadership of Bailey Smith. Liu Xiannian's idealism may have fizzled long ago, but he still has a passion to optimize the
economy, the military, the Imperium; all of it. In his eyes, it all had to be made efficient.

No matter the cost.

Political Ideology: Though a member of the far-right Dreyan First Party and supportive of Party Leader Smith's hawkish policies, Assemblyman Liu's own ideology could best be described as Technocratic Despotism. He firmly believes that the Imperium would best be served by a
dedicated clique of engineers, scientists, and technicians; indeed, fringe political analysts and conspiracy theorists are convinced that Xiannian would purge the DFP and use it as a vessel to bring fellow engineers into optimizing the government into an efficient war machine.

There is something not working with that. *confused me*

1 light year is very nearby in "nearby solar system" dimensions. To travel 1 light year with a constant acceleration of 1g for half the way and constant deceleration for the rest (so you don't fly past your target at ludicrous speed) would take about 2 years (1.89 years on the starship and (due to relativistic time dilation) 2.21 years on the planet, to be more precise). - And that is accelerating all the way and not just for 3 days, which does not make a lot of sense anyway since usually the more fuel you take along the longer you can burn fuel, why is it 3 days regardless of the size of your fuel tank? Imo if you have an Applied Phlebotinum anyway you might just go all in and allow it to cause FTL. It still can have significant limitations as needed and it's better then pretending to not have FTL and yet arriving at another solar system after a time that wouldn't even make it out of your own system's gravity well.

Anyway: My real question is: How cyberpunk can this be? Cybernetic eyes? Arms? Neuronal interfaces (aka the "Datajack")? Cloning? Braintaping?

For your second question; I am alright with cybernetic body parts but cloning and neural interfaces are not allowed.

For your first question, about FTL, you are right. When I first created the setting, I intended for players to remain within the solar system, hence the limitations on FTL. Will take your suggestion and change it in the settings to allow FTL travel (though will add some limitations).
