Mattijanan/Jeckish Bid for Campionato Esportiva 27

IC Information:

Mattijana is a large-ish, safe nation in the north-west of Esportiva, with a mildly socialist and undoubtedly sports-loving population, aided by government funding that makes sports accessible for many people. The country's size means the climate is varied, but it ranges from very chilly in the North to semi-desert in the far South. There are hills in the centre-north of the country and mountains in the centre which enjoy year-round snow in some areas.

Field Hockey is Mattijana's national sport as well as it's most popular and is enjoyed at both grassroots and professional level, however other sports, most notably Tennis, Cricket, Winter Sports and of course Football are enjoyed by many.
Football in Mattijana is one of the few sports that is popular in almost all parts of the country and there is an established professional football league system with 20 teams. The main clubs are found in the capital city, Petrovijanka, Burges in the centre-north, Revinka on the south coast and Snezn in the North-East. There are good transport links for teams and supporters between each of these cities, whilst to make the tournament affordable and practical for those watching and taking part, each team's group stage matches will take place in a reasonably localised area.

Jeckland is a large nation found in southeastern Esportiva. The population of the country is estimated to be around 100 million citizens. The country has fairly recently come out of an extended period of international isolation, with one of the first sporting tournaments entered after return being the last edition of the Campionato Esportiva, where the Spuds placed 4th. The country itself is run by an economically right wing and socially liberal government, and are lovers of meat and sports, with Jeckland being home to the renowned Jeckish Chicken dish, often produced by mega corporation Jecken.

Football is the main sport in Jeckland, with the national team having had past successes such as reaching Cup of Harmony 70 quarteri finals as well as more recent ones like the Campionato Esportiva run in Filindostan. The domestic league the JPL pits 20 well loved sides against each other, with stadiums from this as well as Jecken Stadium, which hosts internationals, to be used in the Campionato should this bid win. Matches within the same group will be played fairly local to each other, although the nation's network of MagRail trains ensure that travel around the country is easy for visiting fans.

Scorination:

Scorination will be carried out using Xkoranate’s NSFS formula.

RP Grading and Bonuses:

RP bonuses for the tournament will be cumulative. To encourage and help RP, participants will receive a minimum of one full matchday’s bonus for posting a roster, with up to a second matchday’s bonus available depending on its quality. For example, if a matchday’s maximum bonus was 5 totally arbitrary points, a poor roster would score 5 and an excellent one 10.

Format:

Formatting will be confirmed once signups close, but with 24 valid signups currently registered, some preferred formats are as follows:

24: 6 groups of 4, top 2 and 4 best third-place teams progress to round of 16
28: 7 groups of 4, top 2 and 2 best third-place teams progress to round of 16
30: 5 groups of 6, top 3 and 1 best fourth-placed side progress to round of 16
32: 8 groups of 4, top 2 advance to round of 16

Groups will be split evenly between the two host nations and all matches in a particular group will be played in one nation.

Tiebreakers are as follows for teams with the same number of points at the end of the group stage:
Goal difference, head to head wins, head to head goal difference, coin toss (RP bonus OOC).

Host Experience:

The user behind Mattijana now has a reasonable range and amount of hosting experience. In football, that includes the 20th Campionato Esportiva and the 66th Baptism of Fire (co-hosted with Barunia). They have also hosted the 2nd WGP2 and series in bobsled/skeleton. The most recent hosting assignments by the user have both been in tennis, with two editions of the Mattijanan Open in the NSTT.

Jeckland is currently hosting World Lacrosse Championships 34, and has also hosted a range of other tournaments, including co-hosting World Baseball Classic 32, solo hosting The Jeck Empire Championships, and scorinating two editions of the CEdC as well as an NSCF conference and the Lacrosse Challenge Cup.

Overview
Riena, alternatively known as the Riennic Isles, is a tropical island archipelago located in Esportiva with a fiery passion for football in all its various forms. While the primary sport played in the country is beach football, the domestic football authority, the Riena FA, has slowly but surely grown the profile of association football in Riena while assiduously cultivating promising local talent, culminating in the national team's multiversal debut in the previous cycle. Together with a reconstituted professional domestic league, Riena's bid for the Campionato Esportiva is an indication of the country's burning ambition to establish itself on the multiversal stage.

Format & tiebreakers
Standard single round-robin group stage and single-elimination knockout stage, with even group numbers and sizes. A 32-team tournament, with 8 groups of 4 and the top two teams entering the round of 16, would be ideal, but any multiple of 2 from 24 onwards would be workable.

Tiebreakers will be, in order of precedence - points, wins, H2H points, H2H GD, GD, RP bonus.

Scorination & RP bonus
xkoranate with the SQIS formula will be used. Matchdays will occur every other day.

RP bonus will be generous, cumulative, and non-degrading, to be applied by direct addition to rank/skill values in xkoranate. Rank/skill values will be publicly disclosed via a suitable medium. A roster bonus of up to two matchdays' worth of RP bonus will be provided for. A penalty of one full matchday's worth of bonus will be applied to teams without a roster before matchday 1, and this penalty will persist throughout the tournament - even if a roster is subsequently posted - to ensure fairness and consistency for all participants.

RP prompts and opportunities will be provided at intervals throughout the tournament to enhance the experience, but acknowledgement of the same will not be compulsory, and will not entail the award of additional RP bonus beyond what a given RP merits. Riena RPs will be graded by a third party, and in the event Riena qualifies for the knockout stages, third-party scorination will be sought. In this context, a third party refers to a user who is not participating in the tournament and also does not maintain a nation within Esportiva.

Hosting experience
The user behind Riena has previously hosted/co-hosted a number of WCC-sanctioned tournaments as Mizuyuki and Kazamatsuri, including BoF 58 and CoH 60, and was part of the four-player hosting team for WC 70, leading into CoH 62; additionally, the user has also hosted/co-hosted IFSC V, IBCs 15 and 16, and WHS II.

Thank you to Damukuni for conducting the host voting, and commiserations to Jeckland and Mattijana, who I'm sure would have been unimpeachable hosts had this closest of votes gone the other way.

Onto tournament administration. I count 32 valid signups at the moment of writing, and given that there were only 2 signups in the past fortnight, I am going to declare signups for this CE closed with immediate effect. I hope to have the everything thread, together with the group draw, up within 24 to 48 hours.

Edit - The recent CTE of Kalactanian Esportivan Territories has been noted, and I have contacted the user via Discord to confirm the status of the signup.

Minor host announcement

I appear to have significantly underestimated the difficulty of seeking a non-Esportivan third-party grader/scorinator during the stated scorination window of 0700-1000 UTC. In order to prevent any undue delays in scorination, I will now grade all Riena RPs after the MD1 cutoff (Glo/The Grearish Union has kindly graded the Riena roster in time for the MD1 cutoff). Third-party scorination, either within Esportiva or otherwise, will be sought if Riena advances to the knockout rounds. A reminder that the RP bonus spreadsheet for CE27 is publicly available here, so participants can check all assigned bonuses at their own convenience.
