Welcome, international friends, to the Most Serene Republic of Izukyu (also known as the MSR, or simply Izukyu). This is the forum by which to establish embassies and conduct diplomatic business with our nation. Keep in mind that the National Factbook is a "living document" and constantly under construction.
All embassies will be located in the capital city of Hakama. Requests to place embassies elsewhere in the nation may be accepted on a case-by-case basis.
Diplomatic immunity applies to all diplomatic personnel and staff; however, the MSR reserves the right to declare foreign nationals persona non grata and expel them from the country for affronts and crimes that cannot be otherwise resolved. Extraterritoriality applies to embassy buildings and grounds.
EMBASSY RULES
- Present day, modern technology, human only nations will be accepted.
- Lethal weapons are highly regulated in the MSR. Embassy security staff are allowed one handgun-type weapon per guard. Pistol-caliber carbines and SMGs are permitted on a limited basis due to security concerns. Rifle caliber weapons, automatic weapons, machine guns and explosives are not permitted for embassy security staff. Ceremonial, or non-functioning weapons may be displayed on a reasonable basis.
- Nonlethal weapons are not regulated. Batons, "stun guns", tasers, irritant sprays, non-lethal projectile weapons and other such weapons may be carried by security staff without restriction.
- We ask that embassy security staff wear a recognizable uniform that clearly identifies them as military/paramilitary/security personnel. In the event that you wish to maintain "plainclothes" security personnel, we ask that they are used only on a limited basis (such as for the close protection team of the Ambassador).
- There is no fixed limit on each type of staff at the embassy. We merely ask that you keep your numbers reasonable and in line with realistic requirements of your embassy. Please provide a justification for any usual or unconventional requests for personnel.
- Vehicles may be utilized on a limited basis. Keep in mind that the MSR has very narrow roads and may not be accessible to larger vehicles. Vehicles must comply with local environmental / emissions regulations. Helicopters and other aircraft are not permitted on embassy grounds, but may be kept at local airports.
- You may hire local nationals for embassy staff, but you must adhere to Izukyian labor laws and practices (fair pay, breaks, etc.).
- We reserve the right to deny any application, with or without cause. The establishment of an embassy is a privilege, not a right.
