It's a liberation for a dead region, and the natives in it have already moved on - this is something the proposal itself points out.

I think that the author's attempts to dodge my questions speaks for itself.
The author is not interested in the natives of the region, and the blatant lack of care taken in the writing of this proposal is more than evident.

With the apparent lack of defenders interested in doing an actual gameside liberation (that is, kicking the raider ROs out), this proposal is basically a huge waste of time.
