Question on API Recruitment

What is the legality and possibility of using API Recruitment to send Recruitment Telegrams for an Organization (Political Party inside the region to be specific) to nations who enter a region (that I can't do API in) but the API Recruitment is being run from a different region I own?

I send the telegrams manually and it's not too much of a fuss but it'd be better if it was done through API instead

If it is possible and allowed, could anyone also recommend the best API Recruitment tool for something like that?

You can use the API for whatever you want as long as you stay within the rules! :p
To make a campaign that complex you may need to code your own client though.
