The Solarian Exchange (SOLEX) is a special economic zone situated in the Ulaanbaatar sector (MEP) within the Solarian Reaches. Nestled 35 LY from Sol, SOLEX is within reach of some of the most vital trade routes in the entire galaxy such as the Solarian Trade Corridor, the Eucer Corridor, and the Trans-Beta Expressway. Established by the United Republic as a means of encouraging trade and diplomacy, SOLEX's mission is dedicated to the mutual prosperity of the international community that operates in the zone and frequents the nearby trade routes.

The Ulaanbaatar sector of the Martian Expeditionary Perimeter is one of the most heavily patrolled regions within the Reaches, making the economic zone one of the safest locations from piracy and other hostile actors. Merchants travelling from the nearby trade corridors will find safe haven and accommodation to relax and unwind while their ships are dutifully tended to.

Temujin station, the headquarters of SOLEX, is perfect for dignitaries, envoys, traders, and even travellers passing through the region. The station features a large diplomatic space filled with office suites and embassies so that foreign representatives and corporate executives may convene and discuss matters of trade and policy. The market area provides for both small and large businesses alike to sell their goods and services to the would-be customer. Luxurious suites and apartments accommodate any dignitary or traveller who wishes to stay or work aboard Temujin, with facilities available for all to unwind and relieve themselves from the stressors of the day.

Welcome to SOLEX


The Solarian Exchange is an FT community driven project hosted by yours truly to help foster RP among members both old and new. SOLEX offers a sandbox for the development of RP interactions between different community members and makes an excellent backdrop for diplomatic and trade roleplay.

Who owns SOLEX?
SOLEX and Temujin Station, and any future additions such as other stations is the property of the United Republic of Mars and Martian Colonies (UR), with embassies and offices aboard said station(s) considered sovereign territory of the host nation, and apartments as the property of the tenants.

Can I invade SOLEX?
No. In order to maintain the sandbox and keep community engagement going, jeopardising the intended mission of SOLEX cannot be permitted. As such, SOLEX is considered neutral territory and a demilitarised zone with the exception of Martian security craft. All nations and community members that decide to be involved with SOLEX will adhere to this OOCly, and ICly sign the charter associated with SOLEX to maintain said neutrality.

Can I bring weapons on SOLEX?
Yes, within reason. Personal protection such as small arms are permitted on the station, this includes sidearms and rifles, though likely to be limited ICly by security. Large ordinance such as explosives, incendiary devices, CBRN devices, etc are only permitted with my permission as they effect the structural integrity of the station and can have a greater impact on other community members.

Can I have illicit activities on SOLEX, like a blackmarket?
Yes. While SOLEX offers regular market activities and diplomacy, clandestine and even nefarious activities are allowed such as running a blackmarket trade, con, assassination, or other scheme. Keep in mind that regardless, NationStates rules still apply.

What ships are allowed?
SOLEX allows freighters and other civilian craft, warships are prohibited within the economic zone. This doesn't mean freighters cannot pass through here with weapons as their cargo.


General Information

Temujin Station, the headquarters of the Solarian Exchange, is a Spire-class modular station designed by Ebisu Industries with over a hundred decks and an extensive receiving bay and dockyard to accommodate ships of almost any size. The station is managed by Temujin's Warden, Adelmar Cyril. The station is divided into several sections known as Tiers with each tier covering a number of floors. The Tiers are as followed:

  • Tier I -- Embassy Complex
  • Tier II -- Housing Complex
  • Tier III -- Market Complex
  • Tier IV -- Leisure Complex
  • Tier V -- Docking Complex
  • Tier VI -- Warehouse Complex
  • Tier VII -- Engineering Complex

Approaching and Departing the Station

All vessels are expected to contact Temujin Transit Authority to make a docking request before coming within fifty kilometres of the station. Likewise, all departing vessels will need to make a departure request with TTA before departing the station. Three zones exist around Temujin Station and are there for the safety of service crews, vessels, and the station itself.

These are the Throttle, Low Power, and No Power Zones.

  • The Throttle Zone maintains no speed limit and is for decelerating and accelerating vessels inbound or departing Temujin Station, and for making final adjustments to match rotational velocity with the station and prepare for final approach. The zone is between thirty and fifteen kilometres.
  • The Low Power Zone has an enforced speed limit and is between fifteen and seven kilometres. Ships within this zone are to be guided by TTA to ensure safety of all traffic near the station.
  • The No Power Zone extends out to seven kilometres. Ships within this zone are to shut down their manoeuvring thrusters and engines so that they may be guided in by autonomous tugs to their designated dock.

Violations of the ordinances within these zones may result in banishment from SOLEX and further penalties as seen fit by the United Republic.

Housing

The Housing Complex of Temujin can be divided into four sections based on income. These sections affect the amenities available such as water rations, space, and overall community. From highest income to lowest, they are the Heights, Presidium, Temujin Commons, and the Lower Quarter.

The Heights are for the richest of the rich and are in limited supply. These extremely luxurious suites sit above the Housing Complex with the simulated skyline and are spared no expense. Unlimited water rations, indoor pools, fully stocked private bars, and a staff of butlers tend to every need one could have. Those living in the Heights enjoy their small, rich community and rarely if ever mingle with even those in the Presidium.


The Presidium is for the rich and more well off in society. These suites are spacious affairs with marbled floors and a beautiful view of the Skyline Gardens from their patio. They receive the largest water ration outside of the Heights, and are graced with a quiet neighbourhood. They have direct access to the Market Complex and Aldemar Park.


The Temujin Commons is for the working class, blue collar folk of Temujin. The Commons features modestly sized apartments with basic amenities. While not spectacular, apartments in the Commons are comfortable. The Commons is known for the Entertainment District featuring clubs, bars, and theatres for anyone looking to be on the prowl.


The Lower Quarter is home to the poor downtrodden of the station. Those here live off of Basic (Universal Basic Income) and are typically unable to find work or stuck working low paying jobs that can barely afford their booze. Apartments in the Lower Quarter are cheap, but small and noisy. Water rations are severely limited and much of society in this part of the station is not for the faint of heart.


Commerce and Diplomacy

Participating nations, organisations, and entrepreneurs are permitted to conduct commerce on Temujin station including buying property and establishing storefronts in the Market Complex. In order to make transactions easier, Currency Exchange Stations can be found throughout the station where individuals may exchange their currency for the Martian Standard Pound which is universally accepted in the Market. SOLEX also offers a variety of banking options such as the Martian Federal Bank and SOLEX Credit Union, with other foreign banking establishments being readily available as well.

Patrons are permitted to engage in trade and diplomacy and enter contractual agreements with each other. SOLEX provides registered notaries and legal counsel to all participating parties operating in SOLEX. Contractual agreements conducted by parties are confidential and the use of SOLEX's notaries or legal counsel are subject to the United Republic's Confidentiality Act of 2178, Consumer Rights Act, and the Business Rights Act ensuring that confidentiality.

Security

SOLEX and its security forces, the Temujin Marshal Service, take security of the station and its surrounding economic zone very seriously. All station ordinances are enforced by the Marshals, who answer directly to the station's Warden. Station security routinely patrols the economic zone surrounding Temujin and Temujin station itself, and reserves the right to search and seize any contraband found within the economic zone.

Furthermore, all nations using SOLEX agree to this search and seizure, and understand that any violation of station ordinances may result in the lawful detention and impounding of persons and/or vessels responsible. Detained persons will subsequently be deported from SOLEX space to their host nation, and barred from returning. SOLEX reserves the right to hold vessels and cargo as collateral in situations where such was used to directly impede or disrupt the business operations of SOLEX. Participating nations will be allowed to contest this seizure by directly petitioning the United Republic's State Department.

Given the interactions of multiple species on SOLEX, Marshals may conduct biosecurity screenings at ports of entry and deny any persons that may pose a health risk to the station's patrons. Actions taken by the Marshals to safeguard the collective health of patrons may include but is not limited to the quarantine, refusal of entry, or immediate detention and deportation of persons considered to be a health risk. Cargo and ships related to such persons will also be subject to similar procedures.

SOLEX reserves the right to temporarily suspend entry from participating nations that pose a significant health risk to the patrons of the station, such as those dealing with disease outbreaks within their borders. SOLEX works with the United Republic's National Biosecurity Research Committee and the United Republic's Civil Defence Biosecurity Task Force to monitor developing situations in participating nations.

The Temujin Marshal Service is allowed to search and detain any persons on Temujin Station with just cause in relation to the violation of station ordinances, and may use lethal force against any non-compliant vessel or persons that pose a significant risk to the integrity of the station or the well-being of the public.

Ordinances and Law

Station ordinances are made at the discretion of the Temujin Warden, enforced by the Temujin Marshal Service, and are agreed to by participating nations, organisations, and persons operating within SOLEX's economic zone and Temujin station. SOLEX is also subject to a variety of international conventions and United Republic law as it pertains to the rights of patrons. (See: Sapient Rights Act)

The Station Ordinances are not an exhaustive list of all laws and regulations that govern SOLEX, but instead cover matters important to Transit, Security, and Biosecurity. Further laws and regulations are outlined in the SOLEX Charter. Penalties for the violation of ordinances can include warnings, fines, lawful detentions, deportation and banishment, and lethal force if necessary.

  • Title I -- Transit
    All vessels operating within the economic zone of SOLEX will abide by the guidelines set out by Temujin Transit Authority, including registration and speed limits imposed by the TTA.

    At no time are vessels to impede, restrain, or prevent the transit of other vessels within the economic zone.

    At no time are vessels to have ship based weapon systems 'armed' or 'primed' while active in the economic zone.

    At no time are vessels to target or launch scans, unless they are a part of the Temujin Marshal Service, of other vessels.

    At no time are vessels to operate in an unsafe manner that puts other vessels or the station at risk of harm or damage.

    All vessels will comply with station security checks including the hull scan of vessel cargo by the Temujin Marshal Service.

  • Title II -- Biosecurity
    All persons that wish to enter Temujin station must submit to biosecurity screening at ports of entry including but not limited to temperature checks and scans.

    All persons must provide health details relating to any potential illness such as infections or conditions during the screening. All information is confidential under the United Republic's Medical Right Act.

    All persons will be assigned a SHARD-compliant station identification card to be carried on them at all times that will provide the station's medical personnel information about the individual's species, age, allergies, blood-type if applicable, and medical history.

    At no time are persons to engage in dishonest admissions about their health during the screening.

    SOLEX reserves the right to request confidential medical information from the individual's host nation, where relevant, to provide contact-tracing of any persons entering Temujin station.

  • Title III -- Security
    All persons may be subject to lawful search and seizure by the Temujin Marshal Service, provided there is just cause in relation to a violation of station ordinances.

    All persons may be subject to lawful detention by the Temujin Marshal Service, and held in connection with a violation of station ordinances, but may not be held for longer than seventy-two hours at the time of detention.

    All persons are guaranteed certain rights under the United Republic's Sapient Rights Act regardless of citizenship with the UR.

    All persons, who have violated station ordinances, may be subject to deportation by the Temujin Marshal Service, to be delivered to their host nation.

    All persons reserve the right to petition the United Republic's Court of Foreign Appeals to prevent their deportation from SOLEX, or to make a case against the Temujin Marshal Service, Warden, Temujin Transit Authority, or the Solarian Exchange in regards to their detention or other lawful/unlawful action taken against their person for the violation of station ordinances.

    All persons may be subject to banishment by SOLEX for violating station ordinances.

    At no time are persons to engage in slavery or piracy within the economic zone of SOLEX or Temujin Station.

Background:
Following the recent expansion into the Gamma Quadrant, the Decentralized Oortian Community of Qhevak, an anarchic zone of various loosely affiliate Oortian space habitats largely holding anarcho-transhumanist and left-accelerationist ideologies, was brought into a much greater degree of contact with the rest of galaxy. As the majority of manufacturers in Qhevak are fairly small scale cooperatives and microcorps, a number of businesses were formed to resell Qhevak produced goods to the rest of the galaxy. The Gevurah Firearms cooperative federation is a recent standout, primarily specializing in selling infantry scale weapon systems of a variety of makes. As with most of Qhevak, Gevurah are strong believers in individual freedom and the right to bear arms - they will therefore sell to anyone in need of self defence, with the exception of extreme authoritarian states.

With just two decades of history, Gevurah are a newcomer to the weapons market, but a fast growing one, with 400% growth in the past decade. They are a decentralized joint-stock cooperative federation, with all offices and outlets primarily worker-owned. While primarily supplying to other interstellar states, they also sell a substantial number of lower tech weapon systems, which can be sold to Information Age level states without breaking interference protocols.
