Our nation has been fighting for almost a month now an outbreak of measles but sadly after years of liberation and civil war our health care infrastructure is in horrible conditions, there's a lack of medical staff, inability to supply the necessary drugs and so on.

We therefore make an official request to all willing governments to provide us with aid in the form of drugs, staff, medical infrastructure, medical equipment or financial aid.

You may ask additional information on how our health care budget is managed, vaccination rates for any illness and so on..

The ratsiranan civil war finished with a stalemate, elections were held and Asande's party of the former RNLA won and there was the first peaceful transition of power in the country's modern history.
The measles outbreak isn't directly linked to the civil war but the years of conflict surely destroyed much of the infrastructure and has slowed the governmental capabilities to cope with emergencies of any kind.

The International Aid Agency of the Socialist Republic of Kergstan will send 1.500.000 vaccines against measles, a team of 200 doctors, 50 soldiers from the PLAK-Ground Force equipped with Vityaz-SN sub-machine guns and 25 x GAZ Tigr for transport.

We will bring 5 tons of drugs helpful in the fight against the outbreak.

We will build four hospitals with modern equipment using mainly local goods and manpower in Ndelezi, Katima, Beno and Nzogo.

Here in the Free Kingdom of Allanea we have received news of the measles outbreak in your country with great concern. We are now preparing to airlift large quantities of measles vaccine doses to your country, and personnel to distribute them. (We request permission to have security personnel armed with rifles, submachineguns, and pistols). In broader terms, however, we are proposing a series of measures that will be enacted with all due to speed should you agree:

a. Operation Firebreak: In this operation, we will deliver large quantities of measles vaccine doses. Because of the reluctance of some individuals (and particularly children) to receive a subcutaneous vaccine, and because of the additional training required to administer it, we will also deploy large quantities of the oral and aerosol vaccine, particularly for distribution to infants. It is especially important to get those personnel who may frequently come into contact with children (schoolteachers, aid personnel working with children, etc.) vaccinated as soon as humanly possible.

b. Operation Firehose: In this operation, we will airlift large quantities of medical supplies for use in treatment of measles and other infectious diseases – immune serum globulin, antibiotics for those unfortunates to simultaneously suffer from a bacterial infection, painkillers, and general medical supplies for use in the community.

c. Operation Firewall: We would like to send a small team of specialists, some of them representing EMERCOM and some representing Allanean charity organizations, to tour hospitals in your nation. These will work out the precise contents of a long-term aid package that will assist the development of your hospital and clinic system going forward and improve your country's resilience against future outbreaks of measles or other diseases.

In addition, we are seeking to work out a long-term cooperation to resolve other problems that your nation may suffer from.

The Federal Republic of Nacrad expresses great concern to the measles outbreak in Rasirana. We have authorised the airlift of large quantities of measles vaccines (5 million doses, to be exact), painkillers, ventilators, PPE, and other various equipment, to be flown into any airport of your choice that can accomodate a Boeing C-17 Globemaster jet.

In addition, we have gathered a team of 100 volunteer doctors from our public hospitals, who will be flown with the airlifts and to administer the vaccines. During their tour of duty in Rasirtana, with your permission, they may also inspect certain medical facilities and give suggestions.

We kindly request that the doctors be allowed an escort of 25 soldiers, who will be armed with normal infantry weapons, due to the turbulent domestic situation. While the supplies are to be flown in by a Globemaster, the doctors and soldiers are to be flown in by a Nacradian Air Force Boeing 737-700. A flight plan should be filed shortly with your respective authorities by the Air Force.

Operation Firebreak had commenced. Dark-green military trucks, with the Allanean flag waving from each of them, moved throughout the city, music blaring from each truck. As they drove on, the trucks separated, with each truck turning towards a school or a hospital where it was supposed to deliver its payload. Once they approached their destinations, the same scene would repeat itself almost identically everywhere. Men and women, dressed in mossy-green uniforms, leaped to the ground from the rear of each truck, and crisply saluted the people who greeted them – school nurses, principals, and doctors.

With rapid, fluid motions, they began to unload cardboard boxes. Each of those would be filled with smaller white boxes, and each of those was filled with blister-packed vaccine tablets. Some of the boxes had blue labels, containing the adult vaccine, while green labels marked a vaccine for children. The adult vaccine was to be administered to school teachers, doctors, janitors – everyone working at the schools and hospitals themselves, to ensure they would not get infected from a visitor or patient and pass the disease on to the people in their care. The children's vaccine would be given to the nurses and doctors to administer to as many children as possible. Those thus vaccinated would thus act as a barrier against the disease spread, and of course themselves be saved.

While this went on, Allanean officers and doctors toured hospitals in Katima City, taking notes and photographs. Within a few days they would prepare a report to send home. Based on this report, future waves of aid would be approved.

The Government of Ratsirana officially urges to halt subsequent arrivals of measles vaccines as the present quantity is more than sufficient and the country's infrastructure doesn't allow for the storage of greater quantities.

Today a local official in Santane was arrested for providing the vaccines free of charge to ethnic Mbeni citizens only.
An other high-ranking official from the Ministry of Health and Social Security has been fired and arrested for selling some of the surplus amount to neighbor countries for a fraction of their value.
These arrests show the government is tackling the problem of corruption sincerely.
