I am trying to find out how to WA delegate. :?:

The delegate is the person in the region with the most endorsements, so you'll have to rack quite a few of those up if you're in a larger region. Note that you can't endorse or be endorsed if you're not in the WA, and you can endorse only people who are in your same region. As it looks right now, you're the only WA member in your region, so you won't be able to endorse anybody (because you can't endorse yourself); you'd need to get more people in your region if you want to become delegate.
