I did not state it as a fact. Rather I was exploring the logical consequences of their statement:

Property damage is damage to the human beings who own the property, via financial and emotional damage.

But I don't expect any thought or nuanced answer from you, about whether who owns the property has any influence on its "financial and emotional" value.
