Number of military personnel you will send: 1,533. 1,000 are army personnel with light armor accompaniment (nothing bigger than a T-15 Armata). 533 are naval personnel with 1 frigate, 3 patrol boats, and a replenishment oiler.
Number of other humanitarian personnel you will send (and their occupations): 104. They include nautical engineers, machinists, logistics specialists, and various construction professionals. Basically every specialist you would need to design and build a shipyard or port.
Bias your troops might have (OOC): Most San Claverans have at least some African ancestry, so they will show the African population some favor because of that. There are also corrupted officers & soldiers who work with a cartel, so they will be looking to expand the cartel's influence into Congo.
Motive of YN's government (answered OOcly): San Claver is a regional power in the Caribbean, but they want more international prestige. They're hoping, by getting involved with this project, that they can begin to project their influence into the rest of Africa too. In the effort to help Congo, they want to modernize the nation's shipbuilding industry and their ports. This should help the Congo a lot economically and logistically. It probably makes the most sense for the San Claveran troops to be placed in Muanda & the surrounding area.
