Welcome to Kalosia!

Hello everybody - welcome to Kalosia! After ten editions, we are heading back to Kalosia once again and this time, we are heading to Monterra! The reason why we are heading to Monterra is down to the song, "L'Eklisu" sung by Domeniku Kaľari, winning the competition with a total of 34 points - including three 5 points. Kalosia secured yet another win, six points ahead of second place. RTVK has decided that they will be hosting the 52nd World Hit Festival and we cannot wait to head to Kalosia for what is going to be a memorable and emotional festival!

I would like to take the time to thank the newly formed World Hit Festival Board. I have a fanastic team in the shape of Ernesto Vázquez from Achaean Republic, Erik McGarisson from Llalta, Celeste Harrington from Estogium, Dora Vidakovic from Izmedu, Altanikra Siilasmaa from Todlichebujoku, Dima Richarzinsk from Natanya and finally our newest board member, Alešandrë Kasini from our host. Our first-ever World Hit Festival Board meeting was very successful and I cannot wait for the next one.

Finally, for those going for the win this edition with the intention to host, I ask you all to prepare your host packages early on! The World Hit Festival will be running a faster course next edition!

What is the World Hit Festival?
The World Hit Festival (WHF) is a multiversal song competition. Each nation shall enter 1 song and 1 artist, and it shall be 'performed' via roleplay. Most nations tend to use a real-life tune as a musical backing, but every entry submitted to the World Hit Festival is required to have original lyrics (ie. if you submit a tune, you must re-write the lyrics), so this does mean that instrumental entries are blocked from entering the contest.

WHF operates with three threads, the OOC, Draft, and IC threads. The one you are seeing now is the OOC/Sign-ups thread, the main place for you to discuss the contest, reveal your entrant, etc. All OOC chatter goes here. The Draft Thread, opened by the host, is the second thread opened up during a WHF contest, and this draft thread is where nations will post and work on their entries until a deadline determined by the host. The IC thread, also opened by the host is the third and final thread attached to a WHF, and it is where the host will transfer your entries.

The World Hit Festival has had a very long history in NationStates, and a thread by the second overseer (Euskirribakondara) has been created to compile this long history. Rules and Procedures

Contest

1. A nation is allowed to submit 2 puppets maximum to the contest, meaning that a user can be controlled at most 3 nations in the contest.
2. Nations must send a full ranking of all nations on the IC Thread to the host of the competition when the voting opens.
3. The nation ranked first will receive 5 points, the nation ranked second will receive 4 points etc. Nations ranked 6th or below will not receive any points.
4. Users are allowed to receive 8 points maximum from their puppets. Meaning, a user with three nations can use Nation B and C (with B and C giving 4 points each) to give Nation A 8 points total, but nothing more.
5. If there is a draw the countback system goes as follows: Amount of nations - 5 - 4 - 3 - 2 - 1 - First To Send Full Votes To Host.
6. A nation is also expected to vote, but there is no penalty for not voting. The host will make up your votes in the event that they do not have your votes. Nations are expected not to reveal whether they have voted or not. Only the Host (and the Overseer if needs be) should know who has voted and who hasn't.
7. All or at least most of the written lyrics must be original. Should any user spot any concerns, don't hesitate to let the overseer or current host know.
8. In order for Semi Finals to be initiated, there must be enough nations for there to be 13 nations per Semi Final. The number of participants before Semi Finals are initiated will be dependent on circumstances.
9. In the event of there being 35 or more complete entries, the top 5 from last edition (including the host) will qualify automatically to the Grand Final.
10. The host is within their rights to question whether an entry is good enough to be transferred/puts the Festival into disrepute.

Hosting

1. The winner of the competition will automatically be given the right to host the competition. The winner will have 72 hours (maximum) to announce their interest in hosting the Festival to the Overseer.
2. The host must not reveal their acceptance of hosting until the Overseer has announced it on the WHF Network.
3. If within the first 72 hours, the host either doesn't announce their interest in hosting the proceeding contest or declines hosting rights, the nation who came 2nd will be asked. If declined five times, the World Hit Overseer has to host the World Hit Festival.
4. If the host abandons their host duties, the World Hit Overseer will be responsible for what left needs to be done.
5. We would like to ensure all World Hit Festival hosts can host the competition to the best of their ability. If you have any concerns about hosting if given the opportunity to, don't hesitate to speak to the World Hit Overseer.

La Tšita | The City
Monterra is no stranger to hosting international cultural events. The Kalosian capital had earlier hosted the 22nd, 27th, and 43rd WorldVision Song Contests in 2012, 2013, and 2015 respectively. In 2016, while preparations for the 50th WorldVision Song Contest were underway in nearby Kasin, the city undertook the duty of hosting the World Hit Festival for the first time. The 25th World Hit Festival has gone down in history as the edition in which an absolute tie took place, with the contestants from Britonisea and Izmedu receiving not only the exact same number of points, but the same sets of points that added up to that total. The former was eventually crowned the winner after the final step of the tiebreak was exhausted.

More recently, the city successfully hosted the 75th WorldVision Song Contest just last year. All of these aforementioned events took place in the famed Monterra ConcertHall, and if it were not for the circumstances, you could bet that the Monterran hosting of the 52nd World Hit Festival would have taken place in the same venue.

As the capital of Kalosia, Monterra hosts the seat of government, as well as the nation’s economic centre. As such, it is no surprise that the city is also the centre of telecommunications and broadcasting. Thus, the headquarters of the national broadcaster, Radiu-Televižio Kalosia, and its main broadcasting centre, can be found here as well.


Sedë e formatu | Venue and Format
The 52nd World Hit Festival will be held at the Šentru di Radifušio RTVK, the host broadcaster’s main broadcasting centre.

The decision to host there instead of in larger venues such as the Monterra ConcertHall was influenced by current events. The Kalosian government has only recently begun to lift restrictions related to the lockdown imposed as part of the response towards the COVID-19 pandemic. Large public gatherings are currently still not permitted and are not expected to be allowed at any point during the timeline of the 52nd World Hit Festival. While this initially caused doubts on whether Kalosia would be able to host at all, RTVK successfully negotiated with the government to allow the contest to take place in Kalosian soil, although things will look very different compared to the typical festival.

Therefore, the 52nd World Hit Festival will be held in closed studios with no audience. Rest assured, the venue will be designed to optimize this format (e.g. there will not be any seats installed, and the stage will likely consist of one entire studio, allowing for staging similar to 360° stages). The WHF52 Technology Team is currently looking into the possibility of incorporating technological innovations into the broadcast. One such proposal involves having a simulcast of live audio from viewing parties across the multiverse (particularly from countries where gatherings of people aren’t banned), to evoke the feel of an audience that can cheer on the participants as they perform.

RTVK hopes that the closed studio format can demonstrate the latest technological advancements in TV production and broadcasting, particularly as it will allow for a wider variation for how entries are staged. Although the performances are still live, the studio will be better equipped to handle certain effects or camera angles that may be more difficult to pull off in a traditional WHF venue. It can be ensured that there will not be any visually obstructive flags blocking your entrant from the camera, and the unpredictability of an audience will not be a concern this edition.

Of course, what happens off-stage will be compromised as well due to the circumstances. RTVK recommends, but not mandates, delegations to be as small as possible, including the acts themselves. Delegations typically range from 10-20 people, although Kalosia has been managing with less than 5 attending the 51st World Hit Festival in Tödlichebujoku. The organizers, however, can’t force countries to make sacrifices that may compromise an entry’s staging (e.g. not having dancers or having to eliminate band members from the Monterra lineup); this is at the discretion of each individual delegation. Social distancing measures will be enacted for everyone (this will not affect your staging — you have full creative freedom over your performance) and all persons are being asked to wear masks or other face coverings when in public (including when in transit).

To limit international travel, the 52nd World Hit Festival organizers offer to facilitate connections between delegations and local performers that may be utilized as backing dancers or backing singers for the respective entries. (OOC: Please reach out to me if you are interested!)

As a result of not having an audience, the typical facilities that surround a WHF hosting will be limited as well. The amount of press passes granted will be much more limited than usual, and all delegations will be required to enter the country at least 14 days ahead of their first scheduled rehearsal. All persons entering Kalosia will be required to undergo a 14 day quarantine. Delegation members and other visitors will be asked not to leave the host city and to limit travel as much as possible between their time of arrival in Kalosia and the conclusion of the festival, in order to prevent unnecessary human contact and to further limit the spread of COVID-19.

Should cases experience an increase during the timeline of the World Hit Festival (regardless if related or not to the event), a designated quarantine zone will be set up surrounding the hotel and venue, and delegations will not be permitted to leave until the contest is over. RTVK at this point has already booked hotel rooms as near as possible to the venue for delegations, decreasing travel time to and from the venue and hopefully minimizing unnecessary contact with people. Šenografia | Stage design
The contest will take place in the centre’s Black Box Studio. The stage design is as presented below:

It is a rotationally symmetric 360° stage, surrounded entirely by LED screens. In the absence of a live audience, this presents an opportunity to rethink the way your entry is to be staged. There is no proper ‘front’ side of the stage, other than what you see fit, and you are free to face any side of the stage while performing (or even multiple sides), and we will make it work.

The circle in the middle is the main stage and has a radius of 5 meters (so it is 10m wide). In addition, there are two circular satellite stages in opposite directions from each other, 4m wide each. It doesn’t matter which one you use, or if you even use both! In addition, there are two ramps to get you on and off the stage or backstage. This lower platform, which connects the main stage to the ramps and satellite stages, could be considered a catwalk in itself. The LED screens take up a maximum height of 5 meters, while the studio itself is 10 meters in height.

The size of the studio gives ample space for effects such as pyrotechnics and mist. The space is well-ventilated too, allowing such effects to be carried out with minimal problem. In addition, RTVK can make available holographic technology at the request of delegations. This has been utilized in past editions of the World Hit Festival as well as other international productions hosted in Kalosia.


Kartulinë video | Postcard
The postcard will feature a landmark from the participating nation, at night. Entry details will be overlaid, as well as the phrase “Shine a Light” in a national/regional language of the country. This same landmark will be featured in the opening sequence of the show.

(OOC: It is highly recommended to obtain your submitted image from a high-quality, royalty-free site such as Unsplash.com. It goes without saying that the landmark should be well-lit in the image.)


Li presentatori | The Hosts

Hosting the show will be Naomi Dionë. This Kalosian presenter hosted the first edition of the festival to take place in Kalosia, namely the 19th World Hit Festival. She will be back to entertain you throughout the course of the show.

The green room host will be Silvio Nantes. He co-hosted the 37th World Hit Festival with his then-girlfriend Estreľa.


L'ordin d'ešibižio | Running order
The running order of the final will be determined using the following procedure:
1. The start number of the host (Kalosia) will be drawn
2. The remaining countries will be drawn to perform either in the first half or the second half of the show
3. The start numbers of these countries will then be determined by the producers, taking into consideration things such as the type of song as well as the logistics of the staging. This ensures that each song has a chance to stand out.


La votažio | Voting
The voting segment is planned to take place in 2 phases. If it turns out that, after Phase II, there is a tie, the regular tiebreak procedures will be followed, though the organizers do not deem it necessary to designate the process as a third phase.

Phase I
In Phase I, we will visit the spokespersons of the participating countries, who will announce the recipient of the nation’s top marks — 5 points. In light of this, participating countries will be asked to submit an image of their spokesperson as well as any desired dialogue. The host, Kalosia, reserves the right to modify such dialogue; major changes will be communicated to the affected user.
If this voting system was implemented during the most recent WHF, Kalosia and Tödlichebujoku would have jointly topped the leaderboard with 15 points each, and with half of nations yet to receive points at all.

Phase II
In Phase II, each country will receive the remaining total of points they have yet to receive. This will be announced by the host, starting from the country with the least Phase II votes, up to the country with the most Phase II votes. The voting breakdown of each country’s received votes will be shown.
Again, if this voting system was implemented during the most recent WHF, the host would begin with the Fatiman Federation’s points and the last results to be announced would be those of Togonistan. When Togonistan’s votes are announced, the screen would show that the country had received 4 points from Kalosia, 3 points each from Normandy & Picardy, Antenovaria, Lagoa, and Natanya, 2 points from Vartugia, and 1 point from the Fatiman Federation, Petroslovania, and Teesdexxia.


Semifinali | Semifinals
In the event that we have at least 27 competing entries, the rules of the WHF mandate that semifinals be held. Should this be the case, the organizers shall follow the stipulated rules regarding the hosting of semifinals.
Semifinals, if they occur, will take place on the Tuesday and Thursday prior to the date of the final. The host, Kalosia, will automatically qualify to the final. The remaining participating countries will be drawn into pots based on historical factors such as voting patterns. From these, lots will be drawn to determine which half of which semifinal each country is allocated to perform in. From there, the running order will be determined by producers, consistent to the above section regarding the running order.
Qualifying nations will be announced at the end of the show. The number of qualifiers from each semifinal depends on the number of participating countries and is ultimately outlined in the rules of the WHF. Afterwards, the placings and points of the non-qualifying countries will be revealed.


Oportunitë di RP | RP Opportunities
This section is partially OOC. I understand that rich, dense RP enhances a nation’s chances of getting doing well at the World Hit Festival. As a result, this section goes over the potential RP opportunities for you at the contest.

• The following covers parts of the show outside your own entries and voting that pertain to your own nations:
• The show will begin with the landmarks in your postcard being shown.
• Your act will appear in the parade of nations.
• One of the interval acts is a song that has a section where phrases and quotes will be uttered by everyday persons from your respective countries — this is what that optional quote is for.
• The final interval act is a group song involving all WHF52 artists. They will be singing the song Shine a Light together on stage.

For the event, two albums will be released — one is the regular album with all the competing songs. The other is an EP with some of the opening and interval acts, including the group performance of Shine a Light. The latter will also be released as a single. 100% of proceeds from sales of the EP and group song single will fund the fight against COVID-19.
