Greetings and welcome to the embassy programme of the Imperial Union of Britannia, otherwise known as the Diplomatic Cooperation Initiative. It is with great honour that we present the refurbished programme that will act as the centre stage for what we can only hope is successful future negotiations that will allow for the diplomatic connections of the Britannic Government to expand throughout the globe.

Despite our reiterated efforts to maintain a modernised, well-equipped and well-trained military force —alas, we are not naïve—, the Britannic Government is certain that the most effective way to ensure the security and cohabitation of all of our societies, with their varying cultures, traditions, habits, and structures, is precisely through the use of inexhaustible diplomatic communication between the representatives of the Peoples of this world. It is a fundamental right of the citizens of each country to face an existence free from constant war, conquest, aggression and other disturbances of the peace and prosperity that each of them seeks in their day-to-day. It is with this anti-imperialist —and, thus, necessarily diplomatic and democratic— stance that we present the Diplomatic Cooperation Initiative with the hopes that hundreds and thousands of countries around the world engage with the Union of Britannia to establish peaceful relations and grow the wealth of our peoples.

Below, as you can see, the programme is divided into a number of different sections for your viewing. These sections indicate the rules and regulations by which the different embassies present in the Union of Britannia must abide, as well as the different districts in which they are allowed to be established as well as the benefits that the embassy staff, in their corresponding categories, will enjoy, including diplomatic immunity. The Union of Britannia understands the many necessities that come with establishing an embassy in a foreign land. There are many logistical aspects that have to be taken care of, as well as any number of local aspects that need be taken care of. These include, amongst others, items such as cooking, cleaning, technical maintenance and onsite technical support, receptionist personnel, logisticians of all sorts, and any number of additional positions. This has very clearly been taken into consideration by the Diplomatic Cooperation Initiative when setting limits on personnel that may be present at embassies and consulates at any given time. As such, we are ready to present these restrictions in the hopes that they are mutually acceptable conditions.

Firstly, with regards to total personnel in embassies. Because of their status as being singular in the resident country’s capital, we understand that the flow of information, contacts and necessities is far greater, and as such, the limitations have been relaxed for these circumstances. With this in mind, the Diplomatic Cooperation Initiative establishes a maximum number of personnel to 85 different people, not counting the ambassador and their family, should this apply. However, further restrictions apply to members of the embassy whose professional purpose is guarding and defending the embassy grounds. Given that the Union of Britannia is a safe nation with an efficient police system and is not currently under threat of attack by foreign entities, the restriction for armed personnel is set to a maximum of 20 individuals, each of which must wear distinctive battle dress uniforms —camouflage is not permitted on embassy grounds— and must be properly identified as such by a badge or other element that must be clearly visible at all times when on-duty.

Secondly, with regards to total personnel in consulates. These have a much shorter, less prominent nature in the cities that they occupy and as such, require smaller groups of diplomats and service staff in order to properly run and occupy those spaces. As such, the Diplomatic Cooperation Initiative establishes a maximum number of personnel to 40 individuals, not counting the consul and their family, should this apply. Restrictions also apply against consulates with regards to armed personnel; only a maximum of 8 individuals may be armed at any given time on consulate grounds, and must follow the same restrictions and regulations as the embassy guards.

Furthermore, while the Diplomatic Cooperation Initiative accepts and respects the decisions taken by all sovereign members, we strongly recommend hiring service staff locally. Please note that this action must be done through the Imperial Bureau for Staff Employment and payment is transferred directly to the Bureau and not other entities.

It is only natural for an embassy, given the distance it retains from its home country, prepares itself for a fervent defence in the event that the area comes under attack. This can happen during protests, marches, or other events that potentially puts the public spaces at risk of violence and mayhem. However, the Union of Britannia insists that it has a well-prepared police service that is expert in dealing with any and all manners of public outings. As such, it is the consideration of the Diplomatic Cooperation Initiative that the limitations on weapons and the use of magic and other overtly supernatural powers for these intents be strictly regulated.

As such, and first and foremostly, the Foreign Office dictates that the use of any and all magical or similar abilities on the premises of the embassy or consulate grounds is strictly prohibited by the Union of Britannia. The use of any such powers is cause —above any and all bestowment of diplomatic immunity by the Foreign Office in accordance with international accords— for the immediate expulsion from Britannia of the individuals in question. This includes the use of magic for any purpose other than those strictly necessary for the continued existence of other individuals or oneself; in the event that this is the case, these suppositions must be delivered to the Foreign Office prior to the initiation of the embassy programme for proper categorisation.

The Council of Governance feels it important to note that the Imperial Union of Britannia is not inherently against the use of magic in a daily basis to those able to use them. However, for the safety of both the members of staff present in the embassy or consulate as well as Britannic citizens and residents living on a close premises to these buildings, they are absolutely restricted.

With regards to conventional sidearms and firearms, the Union of Britannia allows the following restrictions: each individual that is categorised upon arrival as an authorised armed personnel can have a maximum of three weapons on their person at all times, all of which must be clearly visible (concealment of weapons is reserved as cause for expulsion from the Union of Britannia). These weapons must, however, be of the following specifications: one non-lethal melee weapon of choice; one sidearm or taser; one carbine or similar firearm (whose barrel length cannot supercede 12 inches and whose calibre must be lower or equal to 5.56x45mm). All personnel are required to have a maximum of three magazines on their person (shared between sidearm and firearm), of which only one will carry live rounds; all other magazines must carry rubber bullets. This will be confirmed by the Imperial Bureau of Customs upon arrival in the Union of Britannia. In addition to these, the Diplomatic Cooperation Initiative has approved the storage of up to one additional rifle per three security members in a specialised armory within the grounds of the embassy or consulate. These must be kept under lock and key at all times and can only be used when the Foreign Office (or another competent Imperial ministry or bureau) has issued a warning permitting their withdrawal. The measures implemented on securing these weapons must be validated by the Diplomatic Cooperation Initiative.

The need to transport the various staff that occupies the consulates and embassy established by other foreign governments in the Union of Britannia is evident. For this purpose, the Diplomatic Cooperation Initiative has established a series of concessions for the maintenance of vehicles within these buildings. As with all other restrictions previously implemented, there will be a different set of regulations dependent on the nature of the mission: whether it consists of an embassy or a consulate mission, concretely.

As of this refurbishment of the embassy programme, the ability choose whether or not to construct an underground garage in which all vehicles in the embassy or consulate grounds —whether these be of visitors or of workers in the grounds— has been rescinded. All future embassies will obligatorily have this project included; this has been taken to increase security measures, in order to avoid having official diplomatic vehicles parked outside the perimeter of the diplomatic mission’s quarters. The exact size of this garage, however, is conceded to the decision of the diplomatic mission, with the minimum being twenty plots and the maximum being fifty in the case of embassies, and ten to twenty in the case of consulates.

An embassy can operate a maximum of ten vehicles for the purposes of missions that take personnel from the embassy to another building in the city, as well as for any other purposes the embassy deems worthy of expending the use of these vehicles —including, for instance, providing vehicles to workers of the embassy—. The embassy will also have the ability to operate a single aerial vehicle, which must be an unarmed, unarmored helicopter. V/STOL vehicles are not permitted on embassy grounds. A consulate can operate a maximum of five vehicles for the same purposes listed above; however, they will not have access to any kind of aerial vehicles.

The Union of Britannia warns any and all foreign dignitaries that vehicles will have trackers implanted with them that will be active at all times and monitored by the National Security Service. Furthermore, Britannic environmental restrictions will refuse any vehicles that are not, at minimum, hybrid vehicles; should this be impossible for the foreign country to achieve, the Diplomatic Cooperation Service will provide assistance.

Naturally, the protection of all of the foreign dignitaries that come to Britannia to represent the interests of their countries to the Council of Governance is one of the few topics that, universally, is considered to be of extreme importance. This, too, is the case in the Union of Britannia; understanding this importance, the Diplomatic Cooperation Initiative finds it beneficial for the future construction of relationships to specifically detail the measures taken by the Imperial Government —in conjunction with the government of the Federal State of Valtoria, in the case of an embassy, and with the corresponding Popular Republic in the case of consulates— to ensure the protection of the embassies and consulates.

The first level is at a local and national police coordination. Each city has its own local police service which handles the basic functions of policing in their jurisdiction. The National Police Service (the Reichpolizei) coordinates with these local police services in order to provide complete coverage of all areas. Concretely, in the capital city of Valtoria, the local police service is less prominent than the Reichpolizei; this is the opposite in other cities and regions, save for Lithandril and Isa, the next two largest cities in the Union of Britannia.

The second level is at an exclusively federal level. The National Security Service operates a service known as the National Civil Guard, the Reichvertei, which is a well-armed and well-trained specialised variant of the police force. The Reichvertei will deploy various units to be in close proximity to embassies and consulates in order to ensure their protection at all times against dangerous events.

Lastly, the National Guard —also known as the Reichgarde — has various barracks throughout the country where they store more heavy weaponry and are more than prepared to deploy to meet any extreme cases of chaos, whether in the capital city of Valtoria or in any of the various cities spread throughout the country. The Reichgarde has an extremely rigorous acceptance process in which its members must exclusively be professional (not levied) military personnel requesting transfer to reserve force, after which they must also be approved by the Imperial Bureau of the National Guard. This means that the levels of training and skill are far above those of average police forces; as such, barring total civil rioting or foreign invasion of the country, it is highly unlikely they will be deployed.

This following section will detail all the information provided by the Diplomatic Cooperation Initiative regarding embassies and consulates in the Union of Britannia. Most importantly, it will give a comprehensive information on how embassies are established, the districts in which they can operate, as well as the main functions and day-to-day regulations that each will have in relation to the Imperial Government.

Embassies and consulates are official bodies of representation of foreign countries in the Union of Britannia. Their roles and functions differ greatly, as does their positioning within the foreign territory. All foreign embassies, as will be explained later, must be established within the boundaries indicated of the capital city of Valtoria, as this will allow the permanent diplomatic mission of the country to be as close as possible to the Imperial Government and make for more fluid contact. An ambassador will occupy the embassy and will be the main point of contact during negotiations, be they limited trade agreements, military cooperation pacts, or defending the interests of their citizens in the Union of Britannia.

Meanwhile, consulates cannot be established in the capital city. Rather, they must be established in one of the many important tourist cities spread out throughout the Union of Britannia; a comprehensive list of these cities, as well as their populations and the governing Viceroy and President of the Provincial Congress, is provided below for additional information. Regardless of whether only one or more consulates are established in Britannia, a Consul General must be named in order to organise these institutions, whose main function will be low-level negotiations, such as local trade agreements, as well as visa coordination and other functions in contact with the populace.

Embassies are the most important structure a foreign government can own in Britannia. They represent the seat of the delegation assigned to represent their interests in the Union of Britannia and are presided over by an ambassador, who has extensive qualification in the field of international relations and diplomacy and is the highest ranking civil officer of foreign nations in Britannia. Their functions are extremely diverse, as one would expect from a nucleus of such importance, but include, among others: handling major diplomatic relations, such as negotiations, solving of political disputes, and others; representing the interests and defending the rights of foreign governments and citizens in the Union of Britannia; providing assistance to travelling citizens in the capital city; and, more globally, maintaining basic diplomatic relations between foreign countries and the Imperial Government.

The city of Valtoria, where all embassies shall be, is divided primarily into eight overarching districts. These include: the Skała District, the Schüttmann District, the Ebner District, the Tennet District, the Meissner District, Kneller Harbour, Baum Harbour and the Imperial District. These districts are then broken down and separated further to nearly two dozen smaller “regions”. These allow for further compartmentalisation of government and specifically-taken measures for each region.

However, there are only four districts in which embassy are allowed to be established, given that they are the largest and most prepared districts in the city. These are the Ebner District, the Schüttmann District, the Skała District and the Tennet District. For ease in selection of the district in which the national embassy should be located, please refer to the Official District Map of the City of Valtoria.

It, along with Kneller Harbour, is the oldest district in the city. However, it does not mean that it is, by any sense of the word, outdated; though it has maintained many of the iconic buildings constructed ages ago by the founders of the city, it has also greatly modernised, becoming one of the most economically important districts in the city. It is where an enormous majority of companies keep their headquarters and is home to two of the city’s largest parks, Laurenz Park and Hane Ume Park. It is also the district with the city’s Plaza Mayor, the previous area of the seat of government of the city (before the Aterni Empire settled its capital in city and founded the Imperial District).

Furthermore, from the city’s Plaza Menor, located in close proximity to its larger counterpart, starts a long road, the Straße d’la Reich, which leads from the Plaza Menor into the Imperial District and to the gates of the Imperial Palace. It is extremely well connected to the rest of the city and is a popular tourist location, not only for its rich diversity in business and activities, but also because it is the district with the largest portion of the city wall, built by the Aterni Empire in 1512. It is considered to be one of the most important regions in the city and, though countries have the ability to choose where their embassies are established, it is said that the Ebner District is oftentimes reserved for the most important of Britannic allies.

Schüttmann District is the largest and most populated district in the city. It is a largely residential area, with fewer plazas of importance than the Ebner District, but with considerably more people. The most important aspect of the Schüttmann District is, undoubtedly, its enormous population; of the total of three million residents of the city proper, nearly one million live here alone. It is, as such, filled to the brim with countless markets, commercial zones, shopping centres, and other day-to-day activities to entertain the lives of the district’s residents.

Though it is one of the districts farthest away from the Imperial District, Schüttmann District is also one with direct access to the W-14, an enormous highway that envelops the city and allows for quick transit between its farthest points. As such, from the centre of the district to the gates of the Imperial Palace, there are only roughly fifteen minutes through the highway.

The Skała District is the first district constructed —with the exception of the Imperial District, which was already under construction at the time— by the Aterni Empire after making it the imperial capital. Also a residential district, it has a calm attitude, with a sizeable, though smaller than Schüttmann’s, population of roughly four hundred thousand residents. It has a privileged position over the River Duvaineth that runs through the western part of the city, making the large bridges that connect its two parts one of the most breathtaking attractions of the district.

The large Heinzsteg bridges, named after Emperor Heinz of the Aterni Empire at the time, are a set of bridges, each with its own particular name, that run across the river of the city to connect the two sides, both of which fall within the Skała District’s jurisdiction. However, these bridges are not the same as built during Valtoria’s western expansion in the mid-16th Century. At the end of the 17th Century, at the very beginning of the Peninsular War, when the Aterni capital of Valtoria was sieged and taken, the bridges were destroyed. They were later replaced in 1701, but as Britannia developed and the industrial revolution in the country arrived, the bridges were eventually replaced multiple more times. The current iteration was finally built in 1921, as one of the first economic policies of the newly founded Union of Britannia.

The Tennet District, bordering the Imperial District on the eastern side, is the second largest district in the city, with a population rivalling that of the Schüttmann District. It is the only district in the entire city to be on both sides of the wall and is most well known for its intense concentration of both residential buildings and office buildings. Thousands upon thousands of companies have taken space on the enormously tall skyscrapers in the Tennet District, making it a powerhouse of the economy of the city. Its relative youth in comparison to the rest of the city is most noted in the architectural aspects of the district, where most of the buildings are skyscrapers and flooded with commercial lights and music.

Shopping centres, discotheques, elegant restaurants… practically any series of items one could possibly look for, they’re more than likely to find in the Tennet District. With plenty of space to continue expanding, it is the logical direction for the city, meaning that the district will either grow to dominate —both economically and demographically— the rest of the city. It is, undoubtedly, the most active district in the city and is set to stay that way for a considerable amount of time.

Consulates are the key needed to settle disputes and issues for citizens living or travelling abroad without needed to head to the capital. Especially given the size of the Union of Britannia, at over eight hundred thousand square kilometers, the need to establish consulates throughout the country to provide assistance to any citizens, be it with visa or labour permits, taking care of tourists, and other important tasks. In Britannia, each consulate will have its own consul, which handles matters at a local level and deals with the disputes directly. However, any country with a consulate must also have a Consul General stationed at the embassy, which shall coordinate with all of the consuls and consulates in order to ensure efficiency between them.

Given the importance of choosing the locations of where to establish the consulates —and taking into consideration the unavailability of the Britannic capital of Valtoria— the Diplomatic Cooperation Initiative has seen deemed it appropriate to provide assistance in this matter. Most importantly, it has decided to emphasise those cities that are large tourist destinations or have important populations, as well as the Popular Republics under which they operate. As such, cities with large populations include those such as Lithandril (with nearly 7.3 million people, in the Popular Republic of Venza, it is the largest city in the country, slightly ahead of Valtoria with 7.1 million residents); Vallenfell (the republic capital of the Popular Republic of Espinar, with over 6.3 million people); Isa (with a population of 2.9 million people, also in the Popular Republic of Venza); Melil (the republic capital of the Popular Republic of Aterni, with over 2.5 million people); Iluma (the capital city of the Popular Republic of Volsini, with over 2.3 million people); and Newdell (the capital city of the Popular Republic of Marsier, with nearly 2.2 million people). In terms of tourist importance, we can add the city of Norcrest (capital of Popular Republic of Antizon and a beach city with over 2 million residents), Amafiel (tourist island in the Popular Republic of Marsier, with nearly a million residents), and Santarrejo (city in the Popular Republic of Venza with nearly a million residents and close to the largest mountain in the country, Mt. Leistung).

For your convenience, we will also provide the Official Dispatch of Available Consulate Cities, as well as other important information, and an Official National Map for ease of access.

Diplomatic immunity is granted to dignitaries of foreign countries in an attempt to agilise processes that would otherwise potentially disturb the correct functioning of the institution. In particular, diplomatic immunity is granted to all diplomatic staff present at embassies and consulates, but in varying forms and degrees, all of which are specified below. Members of an embassy’s administrative or technical staff and the Ambassador him-or-herself are not subject to arrest or detainment, subpoena, or prosecution within the Union of Britannia; however, they are subject to speeding tickets, fines, and deportation.

Furthermore, the Union of Britannia notifies all foreign governments that in the event of a dignitary —whether ambassador or occupying another position— cooperates with terrorist forces in an attempt to attack or harm the Union of Britannia or its citizens, the Imperial Government claims all rights to detain said dignitary and place him under federal arrest.
