The combined value of the purchase orders and production license has been calculated to total US$3.450 billion. As a valued customer of Consortia, it has been agreed to modify the normal payment terms to accept a 50% downpayment on the aircraft with the remaining balance to be paid on delivery. To facilitate this the Export-Import Bank of Etoile Arcture has agreed to provide guarantees and insurance services for the duration of the contract.

I am pleased to be able to confirm that Consortia, through its partners Aerodyne Inc., Sequoia Dynamics Missile and Space Systems and Amoskeag Nuclear Energy, are willing to supply the requested defence articles for a total contract value of US$2.5 billion.

Cognizant that General Assembly Resolution #10 "Nuclear Arms Possession Act" permits the possession of nuclear arms by states for the legitimate purpose of self defence, and that the Dominion of Serpens Land has its own indigenous nuclear power industry and independent nuclear deterrent, the Unitary Technocracy has granted a waiver to its local laws restricting the proliferation of nuclear weapons to allow export of one hundred W84 warheads to Serpens Land for the arming of Nemesis cruise missiles. This is agreed on the strict understanding that the government of Serpens Land will not transfer these weapons or their technology to another state in violation of our nuclear non-proliferation laws.

To ensure full nuclear security the transfer of the warheads must be made directly between Amoskeag Nuclear Energy and the Serpens Land Electric Company under the supervision of the Etoile Arcture Nuclear Security Directorate and the revelevant agency of the Serpens Land government. The W84 physics packages will be flown seperately by KC-99B Majestic transport aircraft to a secure receiver airfield in Serpens Land. These Deliveries will commence only upon reciept of full payment for the sum of US$500 million by telegraphic transfer.

The remainder of the purchase order will total US$2 billion for the delivery of the requested aircraft and missiles. Consortia agrees to accept earlier payment terms to wit a 50% downpayment and the full balance paid on final delivery. To facilitate this the Export-Import Bank of Etoile Arcture will again provide guarantees and insurance services for the duration of the contract.

This will amount to annual payments of up to US$3.6 billion and a total of US$18 billion over five years if the Ministry of Defence exercises all of its purchasing options. The Ministry of Defence is invited to take advantage of Consortia's e-procurement system to better manage its IDIQ purchases during the contracting period.

During the period of the contract Aerodyne Inc. will also work with the Royal Navy to help integrate the RIM-201 aboard its Swiftsure and Audacious class ships, and with the Royal Air Force for integration of the Nemesis cruise missile with its combat aircraft.

I am also happy to confirm your purchase order request of the same date for 250 Manticore Multi-Role Gun and Missile System Upgrade Kits. These will consist of both Dory Close-In Gun Systems and Xiphos Inner Layer Missile Systems which use standard ISO mountings and electrical and network connections and are direct drop-in replacements for the MK 15 Phalanx and MK 31 Rolling Airframe Missile. The value of this contract has been calculated as US$4.5 billion.

All these contracts will be activated on confirmation of receipt by telegraphic transfer of an up-front payment of US$13 billion.

I hope this letter finds you well. We are glad to announce that HMSLS Lagan has been preforming excellently in sea trials. As a result, the Ministry of Defence has decided to order from you once more.

The Royal Serpens Land Navy is currently looking at expanding it's fleet, and has found that the Kali Class Air Defence Cruiser is a good fit for our navy. Due to the lack of anti submarine capability, we would like to make some modifications to the design. First, we would remove the aft vertical missile launch system to make room for a flight deck, and extend the superstructure to make room for a hangar. Secondly we would remove the aft MK 45 gun and replace it with a MK 41 60 cell VLS. The new design will be designated the Kali Class MK 2 and 4 vessels of the class will be built in Serpens Land by New Plymouth Shipyards.

They agree that this project has many merits and have confidence in its succes based on New Plymouth Shipyards prior experience building HMSLS Lagan.

They have determined that the most feasible and economical approach would be through the modification of modular hull and superstructure blocks from both the Kali Class and Finisterre Class designs to create this new class of ship. The only major defect of the New Plymouth Shipyards proposal is that extending the superstructre aft and deleting the VLS silo does not provide adequate deck space and height for the abaft flight deck platform or volume for the hangar bay and deck house. By modifying the design of the modular blocks that are used in construction and combining them in a new configuration the changes requested by the Royal Serpens Land Navy can be made to the subclass cheaply and efficiently without any compromise to the qualities of the design. Please find below a list of the physical modifications our shipwrights propose to make:

• To use the aft and centre hull blocks of the Finisterre Class destroyer that includes the rear 48-cell VLS block, flight deck and hangar bay, and main superstructure;
• To use the bow section of the Kali Class including seagoing forecastle, fore 80-cell VLS block, with the addition of deck-penetrating gun mounts for both a 3-inch and 5-inch naval gun to provide anti-aircraft and naval gunfire support;
• To use the basic internal arrangement and machinery of the Kali Class including its full engineering package i.e. propulsion, and axuilary equipment;
• To use the combat system including open architecture blade-based and rackmount computing infrastructure, as well as sensors and countermeasure effectors of the Kali Class to outfit this new class.

The expected displacement is projected to be 9,000 metric tons light and 12,000 metric tons full load, with other particulars including length and beam, and performance including range, speed and endurance unchanged from the Kali Class.

With the altered VLS configuration the total aready-to-fire missile capacity from the fore and aft batteries will now be 128 x 21-inch calibre missiles. The fore VLS battery will comprise 770 cm deep strike length cells that can accomodate SM-3 Standard and Tomahawk cruise missiles or alternatives, and the aft silo 530 cm deep self defence cells able to accomodate quad-packed Evolved Sea Sparrow missiles or alternatives. The full armament system breaks down as following:

The class will designated in Serpens Land as the block 2 Lagan-class multi mission destroyer. We had been wondering what was causing sales to dry up, besides the obvious widespread problem that is the international cool down of trade, but it seems very clear that your competition one of many causes. Despite this, we are not too bothered about your slick marketing, high quality products, or thoughtful R&D.

While we were "sizing up" your company, we noticed that were a number of recent ammunition developments that you appeared to be unaware of, and you also didn't appear to have any marketing or pricing for bulk small arms cartridges. Your helicopters appear to be difficult to compete with, but thankfully out of the many, many rocket and missile options we hadn't been able to make our "choppers" compatible with, you appear unaware of a few systems that are between rockets and missiles.

We are not sure if you offer personally either of the two replacements for the "Masterkey-style" shotguns, but we were considering production of them.

As a "down to earth" corporation, we have been watching the market for small arms ammunition for quite some time and have always been interested in maximizing effectiveness with minimal resources. Our customer base relies on ammunition such as 5.56, 5.45, and 7.62; but they also do use the 6.8 and .300 Blackout from time to time. Plenty of nations have large stockpiles of old ammo and refuse to switch calibers, but are willing to buy brand new two thousand NSD rifles for their special forces. As such, even if you aren't interested in letting us sell you rockets, missles, or underbarrel shotguns...consider this.

Not only are we prepared to offer conversion kits for your assault rifles, to get them to accept 5.56x45mm, 5.45x39mm, and 7.62x39mm; but we are prepared to make large quantities of ammunition that as far as we know hasn't been surpassed yet. Lots of great firms offer ammunition that is brass or steel cased, and some have played around with some other ideas, which are lopsided in performance. Despite this, we have finally over the last few years stumbled upon something that eclipses all of that. We have access to a casing technology that is cheaper then brass, stronger then all other options, and cool to the touch after being fired. Not only that, but we personally know firms that make bullets which are tracers only in the Infrared spectrum, or for certain types of night-vision goggles.

If you are not interested in this, we can make ammunition in your current calibers, which will be lighter, cheaper, more accurate, and more effective on target then most of the ammunition currently available on the international market. In fact, we have been holding back on this technology to a degree, due to concerns of it leaking and being copied.

If you are completely uninterested in cooperation or even buying a technology package, we will have to hang our heads low and sell this to another great arms corporation.

To address the major issue you have raised, it is worth explaining that the major focus of many of the consortium's companies is as original equipment manufacturer of their designs. Two of our subsidairies - Sequoia Cartridgeworks and Sequoia Dynamics Armament and Technical Products - do manufacture ammunition and munitions as a primary supplier to the Etoile Arcture Defence Forces.
