RULE CHANGE ANNOUNCEMENT

Henceforth, all New Members shall be limited to one (1) expansion provided that expansion does NOT extend the New Member's claim beyond two (2) million square kilometer limit. New Members who elect to expand their claim within their limited two (2) million square kilometer limit shall have their Initial Claim adjusted to incorporate the new territory as if it were theirs from the day they applied. This will protect the adjustment from being contested. New Members who elect to expand shall also be required to give a reason as to the need for such an expansion. You couldn't put tariffs on ships in international waters. If you tried, you would literally cause a war. You can place tarrifs on them in your own ports, though. Not in international waters. Note: I decided to ensure that all of my territories where in the pacific or near indian ocean (excluding my arctic and antarctic outpost islands) so that it would make more sense, and could be a somewhat believable nation.

It was denied due to your previous explanation of your territory as some place "that all of the Pacific Island Nations entered into a Confederacy to protect their mutual interests against larger powers, as well as to create a wall of nautical territory that could put tariffs on all ships traveling between North America and Asia." You can't do that. There's no way you could ever do that. No one can do that. Ships have certain rights to international waters this concept would violate. That and it would literally start a war. The claim strikes less of an intrinsic desire to play something interesting and fun and more a way to essentially work within the rules to create a wall in the Pacific and basically say, "come at me, bro." And we're aware that this crude interpretation isn't exactly what you see in your mind, but it is exactly how it hits us. Apologies if this is not your intent, but what we've seen and been told tell us that our interpretation is mostly right.

What is the difference of initial claims and completed claims?

Initial Claims are essentially Pending Claims. The people who are pending/initial have been approved but have not completed their introduction thread to a satisfactory level. Initial claims cannot be challenged. They are limited to a claim of up to (but not to exceed) two (2) million square kilometers.
Completed Claims are members who have completed their introduction thread to a satisfactory level and may expand their nation up to (but not to exceed) ten (10) million square kilometers.
Contested Claims are expansions by Full Members (whose by definition have Completed Claims) which can be contested. Expansions can be contested by any Full Member for up to 7 days from the approval of the expansion.

So you wouldn't be able to challenge Rome for Switzerland.

He's not banned. Anyone can reapply who was previously denied. It should be noted that if he's claimed something, then was denied, then you claimed it... it's yours because you were approved and he would then be unable to claim that territory.
