SCHOOL

State schools in Mizialand are funded by the state. Compulsory education starts when your child is five years old, and generally continues until they are aged 18. Most children actually start school at the age of four. Education is free at both the primary and secondary level up to the age of 16. However parents may be asked for a voluntary contribution to cover costs for such things as school trips and after school clubs. Tuition fees are payable for children who continue with their education after the age of 16, though these are low in comparison to other countries.

At a standard primary school your children will study mother tongue (French, Dutch or German), English, maths, social and environmental studies, creative expression and also sport and movement. In an effort to promote diversity in education, the Mizia government introduced funding for independent schools. As a result most independent schools, which would normally be in the private sector, are actually funded by the state. In fact over 60% of state-funded schools are independent. Many of these are religion-based, but there are also numerous schools following Montessori, Steiner, Pestalozzi and other methods. There are also special education programs for non-French, Dutch or German speaking children between the ages of two and six.

In year 8 (usually aged 12) your children will generally take the multiple-choice CITO test. Some schools use other tests. The results of these tests will be used by the school, together with their knowledge regarding the children’s progress over the previous years, to advise parents on the most suitable secondary school for their children. This is very important because the Mizia secondary school system has four separate types of school, each of which caters for a different level of intellectual ability or vocational aptitude.

The four types of secondary schools are:

• University Preparatory Education – These provide education for children suitable to help them gain entry into a Research University. They are usually attended for six years. There are three varieties: Athenaeum, Gymnasium and Lyceum, each with a slightly different emphasis in the curriculum.
• Senior Secondary Education - These provide education for children suitable to help them gain entry into a University of Applied Science university (equivalent to a polytechnic). They are usually attended for five years.
• Pre Vocational Secondary Education - These are ‘middle schools’ aiming to provide a general education for children who are unlikely to enter university, but will enter the labour market in the fields of business, care and welfare, agriculture or engineering and technology after completion. They are usually attended for four years.
• Senior Seconadary Vocational Education and Training – These are for children who have received a VMBO diploma and wish to continue their vocational studies. They are usually attended for three of four years.

There are over 100 universities in Mizialand. While there are some private universities, it is the public ones that have the highest reputations and toughest competition for available places. There are two kinds of universities in Mizialand:

• Research Universities - traditional universities, some of which date back to the 17th century, specializing in academic education and scientific research. Only research universities can confer PhDs, and
  
• Universities of Applied Science/Professional Education – vocational-based, with an emphasis on practical education in the student’s chosen field, with a view to providing well-trained graduates suitable for the job market.

Some of the research universities, including Heleventia and St. Louis, have satellite university colleges. Instead of concentrating on a single chosen subject, these colleges offer a broader education across a range of subjects in the early part of the course. Specialisation only occurs in the final year. The degree courses at research universities generally last for three years.

Degree courses at universities of Applied Sciences can last for four years, some last only three. The practical nature of the education provided generally means that work placements play a significant role in the courses offered; many will also involve a period of learning in another country.

In choosing which university type to attend, is important for prospective students to decide whether they wish to narrow their horizons down to a single area of expertise, with a greater expectation of subsequent employability, by attending one of the universities of applied science, or keep as many options open by studying a general course at a research university.

Among different sections of the civil society, the media, often called the fourth pillar of democracy, is described as generally free in the country. Since the beginning of the political and civil reforms in early 1980s, the role of state owned media has fallen while that of privately owned media has increased. The media in Mizialand, may thus be divided into - state owned and privately owned. State owned media is further divided into that owned by Her Majesty's Government (i.e. the union or the federal (though federal is not the description to apply here) government) or owned by the Communal Councils through cooperatives. Privately owned media, like that of many Lorecian countries, is majorly owned by large corporations. It is estimated that 98% of media houses are owned by 4 corporations in the country.

Newspapers and Magazines - The oldest newspaper was founded in 1767 by Ryan Ten Dostche, the Volkskrant. A number of newspapers have been founded since then, mainly in the three widely spoken languages of Dutch, French, and German. However, they were subjected to gagging and regulation by decrees passed by Sanchez rulers. Regulations continued even after the establishment of the Vincent Dynasty. In 1919, the entire private newspaper (or the media industry) was banned and Aquitaine, being published in the three languages, became the sole government mouthpiece. The situation remained unchanged till 1981 when private industry was again allowed in media. Since then, it has only grown with the Kingdom now having more than 2,500 publications in 10 languages, which include, besides the widely spoken ones, English, Bengali, Arabic, Turkish and a few tribal languages. The government mouthpiece stopped publication in 1997. Political organisations, cooperatives, unions, students, etc publish numerous newspapers and magazines contributing to a healthy and vibrant civil society in Mizialand.

TV Channels - The television was introduced in 1936 in Mizialand. in 1942, Her Majesty's Government (HMG) passed the Cinematography (Regulations) Act which regulated, among other, the television industry. It effectively established a state monopoly and METV 1,2,3,4 and RTR were set up as government run TV channels. They provided programming varying from news to kids entertainment. The deregulation was done in 1982 and since then Mizialand has 288 broadcasters offering entertainment in 15 different languages, besides international broadcasters. The present role of HMG is mainly regulatory and not restrictive.

Her Majesty's Government has long discarded the theory of biological superiority of any particular race. Influenced by modern liberalism, the belief in equality is a cornerstone of the Mizia polity. That said, like any society, hierarchies are established in Mizialand with race forming but one component of social stratification. Blondes, mainly Arthelian (IC equivalent of white Europeans) constitute 75% of the Mizia population. Their representation in politics, economic institutions, higher education institutions, share of income, etc. is in excess of their population. Similarly, their share in socio-economic indicators such as percentage below poverty line, prison population, availing social security benefits, unemployment, etc. is much below their share in population. Maghrebis, blacks, and tribals are represented far in excess in the latter parameters as compared to their population.

Her Majesty's Government endeavours for a just society with equitable distribution of resources. One of the objectives of the welfare state, as propounded in early 20th century, is establishing a social democracy beside a political one. To that end, HMG's attempts to abrogate the distinction between races, which any way arise due to socioeconomic and not biological factors.
