The World Assembly,

This referendum is being held for the repealing of the "Ban on the Administration of Unwanted Substances",

This regulation seems like a good idea on paper, but isn't nearly as affective in the real world as the regulation letter purposed,

There is clear evidence that deeming an object as contraband will not lower the rate it is used at and indefinitely increase the use of the item/substance.

If a drug or substance is being deemed "illegal" the consumption rate will increase as many outside sellers will find out ways to illegally smuggle and distribute

illegal substances throughout nations, this will in fact worsen the usage of drugs and may possibly cause an abundance of issues for said government.

From this we can infer that banning all "unwanted substances" won't decrease the use of drugs, and will most definitely increase the rate of usage

Therefor,

- Specifies that all "unwanted substances" ex: Drugs, Medicinal substance, exedra, May be administered for all of the following

Medical concerns, Capital punishment, Government controversy, Everyday use without any legal documentation or prescription to the substance

This will ever more secure the legal use of recreational drugs, and far reduce the use of illegal and or harmful drugs/substances.

I believe this has nothing to do with the World Assembly. If someone needs the drug to stay alive but we are not allowed to pursue it as they say they don't want it, isn't that just suicide? We might aswell allow suicide to be legal. As Internet fake news grows and people take in false information on drugs and medicine they may decline a vital drug that they need to survive but online false information says it causes side effects which are false. We MUST repeal this resolution or Healthcare WILL collapse.

Democracy, the epitome of world ideology. Most nations, far and near, may or may not be democratic. Therefore, here are the reforms that may effect some democracies in a minor way.

Article I

I. More liberal options may be chosen when officially facing issues.
II. Any current democracy, or any nation, can attempt to align with nations outside of their region, though to a smaller scale than with regional compatriots.
III. Those who possibly deserve more respect than what is given may
possibly get said respect when the time comes.

Article II

I. If a nation happens to claim to be democratic, said nation can possibly be as democratic as all else who is legitimately democratic.
II. If these very nation states have followed these through and through, a democracy, the may be.

This entire resolution does not encourage peace, but war. It is using the WA as a way to try and create a conflict for the nations own privilege. This nation can understand why this resolution passed but can also realise it was heavily controversial and encourages war, which the WA is solely against to our knowledge.

Branding ("our"), Honest Mistake (GAR#10 is not using WA as a way to create conflict, it merely allows for possession of nuclear weapons for self-defense, a right which nations have without the target too).

Prohibit Private Prisons
A resolution to reduce income inequality and increase basic welfare.

The General Assembly,

Persuaded that prisons should aim to reduce recidivism rates and to perform their functions at the lowest possible costs to the public that are consistent with the dignity of inmates,

Recognizing that capitalism promotes and that business enterprises pursue the acquisition of repeat customers and the maximization of profits,

Deeply concerned that capitalism, in the context of prisons, creates perverse incentives to increase recidivism rates (more repeat customers) and to increase public expenditures on prisons (greater profit maximization), contrary to legitimate penological goals and the general welfare,

1. Defines a "prison" as a prison, penitentiary, jail, jailhouse, or other correctional or detention center that holds and houses, on a permanent or long-term basis, individuals who have been convicted of crimes and are serving criminal sentences;

2. Further defines a "private prison" as a prison that is entirely owned and operated or primarily owned and operated by a nongovernmental corporation, a private individual, or any other private actor or actors;

3. Requires all member states and their political subdivisions, within two calendar years of this resolution's passage and in perpetuity thereafter, to discontinue their use of private prisons for the incarceration of individuals convicted of crimes and serving criminal sentences;

4. Recommends that member states and political subdivisions, lacking a sufficient number of public prisons, implement Section 3 of this resolution by using the power of eminent domain to transfer prisons from private hands to public ownership (i.e., nationalization);

5. Clarifies that this resolution shall not be construed to extend to home detention, private probation, supervised release, halfway houses, and other similar practices, making use of private properties or private actors, in the criminal justice system;

6. Further clarifies that this resolution shall not be construed to prohibit member states and their political subdivisions from contracting with private actors for the provision to prisons of goods and services, such as public utilities, foodstuffs, and health services, that are incidental to prison ownership and operation; and

7. Declares that member states and their political subdivisions, notwithstanding Section 3 of this resolution, may use private facilities and private actors for imprisonment on a temporary basis, but only when it is necessary for the safety, health, or welfare of prisoners -- e.g., an emergency evacuation before a hurricane requires a prison warden to relocate his prison population to a private facility that is located inland.

Honorable members of the World Assembly, the Republic of AVRBenism would like to put forth a free trade agreement for all members of this glorious body.

Free trade means zero tariffs and/or no import taxes on goods coming into or from any country.

Obviously however countries have different laws in regards to what items and services are legal or not legal in their own borders. This means goods that are already illegal in a country cannot be imported to that country, out of respect for national sovereignty.

APPLAUDING GA#467 in trying to protect the interests of Transgender and gender non-binary people;
NOTING that "Requiring all member-states to have an affordable, easy-to-access hormone therapy" does nothing and that this resolution does not even state what constitutes as an "affordable, easy-to-access hormone therapy" which only allows nations to formulate their own definition as to what constitutes as an "affordable, easy-to-access hormone therapy";
FINDING it an oxymoron that this resolution lists Transgender experiences as not the product of "mental illness" but then also states that gender dysphoria has to be treated like any mental condition;
ALSO NOTING that by allowing nations to formulate their own definition as to what constitutes as an "affordable, easy-to-access hormone therapy" will only endanger Transgender and gender non-binary people and their interests;
RECOGNISING that naming an act "Affordable Transgender Hormone Therapy” is only a poor attempt at sentimentalizing the problem and also does nothing in order to actually provide "Affordable Transgender Hormone Therapy” for all consenting adults;

HEREBY repeals GA#467 “Affordable Transgender Hormone Therapy”.

"Affordable" is not ambiguous, and the "oxymoron" argument is simply a misreading.

Dear World Assembly,
our nation and many other nations use/used torture.We know what we do with those people.But to come to the point of why I repeal this resolution is:
-1.Torture shall be legally allowed in small usage such as:
-1.1:Small physical torture to,as an example,get information about e.g. plans of other nations.
-1.2:Torture should only include:Physical damage in which the person can recover from the pain,mental torture in which the person can recover from and torture which can give important information useful for the WA.
-1.3:Torture should only be used in extreme situations,such as:War acts with DEFCON Level 3 and political instability of countries and organizations.
-2:Deadly torture should be illegal.
-2.1:Torture which scientifically proven leads to death shall be illegal.
-2.2:Nations which use Deadly Torture shall pay the family personal injury compensation.
-2.3:Torture shall only contain:Small damages such as:Broken bones,bruises or
stranglehold etc.
-2.4:It shall not contain:Deadly torture,refusal of sleep,food,water or practice of religion.
3.With this repeal,we want to give the nations the rights of torture in small amounts back.

This is to enact a new law regarding unemployment. These are a set of rights to give employment opportunities to unemployed. Many unemployed are dying day by day. So these are a set of rules of voted "For" will help them-

a) Provide jobs in vacancies for them, give them jobs by making them teachers, pilots etc. Give education to everyone under age of 13 for free.

b) Making them more easily foundable. Giving them the vacancies present in Building construction and to give them a moderate amount of salary.

c)Giving them food at low costs and to give them a shared house with 5 or 6 people for less cost.

d) Give them intelligence training, and make them FBI posts.

Legal Protection Of Peaceful Political Protest
A resolution to improve worldwide human and civil rights.

World Assembly,

Fair and free democracy requires the recognition and legal protection of peaceful protest regardless of the cause,

Protesters should be protected under international law to assure that their personal political beliefs can be expressed;

Protesters should be free from external and unwarranted aggression from police forces when protesting peacefully and no citizen should be unfairly prosecuted for participating in democratic practice.

Political freedom is a cornerstone for any democracy and to further promote democratic values this council must agree to protect those speaking out,

Thereby, this proposal recommends that;
In event of non-destructive protest:

1. Protesters that are unarmed, non-aggressive and compliant with nonviolent resistance legislation be labelled as "peaceful", emphasizing legal status and automatically enabling legal protections against unwarranted injury and action from law enforcement.

2. Protesters labelled as "peaceful" be legally protected, police forces cannot incite, promote or participate in attacking or arresting protesters without direct permission from high ranking law enforcement officials. Failing to do so will result in immediate criminal investigation.

3. Protesters labelled as "peaceful" be legally protected from the use of riot equipment against them, tear-gas, rubber bullets and flashbangs cannot be legally used against peaceful protesters due to risk of injury, mutilation or death. Failing to do so will result in immediate suspension and interdepartmental investigation.

4. Law enforcement be barred from deliberately inciting a riot through means of undercover units and or being the first to initiate conflict, any officer(s) found doing so will result in immediate suspension and subsequent criminal investigation.

5. Protesters labelled as "peaceful" be legally permitted to ask any law enforcement for their badge/ID number, failure to do so will result in a subsequent interdepartmental investigation.

6. Media journalists be permitted the same legal rights and protections as peaceful protesters.

7. Protesters labelled as "peaceful" who are wrongfully arrested by law enforcement be given Government representation in a Court of Law, officer(s) to be suspended and subsequent interdepartmental investigation to take place.

8. If any protesters labelled as "peaceful" are killed by law enforcement a full criminal investigation against officer(s) be initiated, a governmental body is to subsequently investigate the department and investigate other staff/chiefs.

9. Law and Emergency Service agencies be legally required to treat protesters labelled as "peaceful" in the event of injury/medical emergency.

In event of destructive protest:

1. Protesters can only be labelled "non-peaceful" by high ranking law enforcement officials with conceivable evidence.

2. If protesters are labelled "non-peaceful" nations permitted to carry out standard anti-riot procedure, legal protections under this amendment no longer apply.

3. Subsequent Government investigation into law enforcement performance and judgment after use of force to determine whether it was appropriate.

4. Law and Emergency Service agencies be legally required to treat protesters labelled as "non-peaceful" in the event of injury/medical emergency.

EDIT: It seems that they managed to submit about 8 spam proposals, the last of which was just cursing out the entirety of the assembly. Personally, I'm ashamed that these proposals were deemed illegal - they could've made for lively and vibrant legislation on the books.
