This is actually rather important, you know that drug we where talking about in the virus thread? Well so long as there is a declared emergency it can be used before clinical trials have happened https://www.fda.gov/emergency-preparedn ... horization. This is limited though, so if we are no longer in a state of emergency...well then this cannot happen.
