The North American Socialist Commonwealth, in a bid to expand its diplomatic services has elected to create a formalized, and simplified embassy program. This system should in any event make the process of setting up an embassy somewhat simpler process. Therefore, the Commonwealth formally opens the Embassy Uninifaction System to the wider world.
Diplomatic Immunity
As is customary, The Commonwealth will offer a level of diplomatic immunity for staff of the Embassy. It is however worth noting that persons who cannot be prosecuted through protection of diplomatic immunity may be declared persona non-grata and removed from the Commonwealth and the Embassies or Consulates on it, and may be prosecuted for a crime if that person returns to the Commonwealth. Such removed persons may be replaced and embassies may continue to run if an Ambassador has been removed from the country, if the host nation so desires. For the purposes of diplomatic immunity the following terms will be defined.
Temporal Authorities: Temporal Authorities: Local Police, District Police, Special Tactical Insertion Group, Citizens Defense Force, Commonwealth Defense Force.
Diplomatic Pouch: A Diplomatic Pouch is mail delivery that cannot be stopped, read, or censored by the Temporal Authorities of the Commonwealth.

Compounds
Due to space constraints, the Embassies of foreign nations have to limit their size. Embassies in Veluna City, and Fairhaven may be no larger than a single city block (roughly half of one square kilometer), Embassies in Castille may be larger than one block, but cannot occupy more than two (roughly one square kilometer). Consulates ideally would occupy a pre-existing building, but may construct a new building if no existing structure meets their needs, such buildings are to have a footprint no larger than a single building lot (size varies by city, but is roughly equivalent to one tenth of one square kilometer). Architectural styles are not restricted, but constructed compounds are to abide by all national, district, and local building codes.
Personnel
The Commonwealth asks that personnel invited to live in the embassy or with the diplomatic staff be limited. For embassies, the Commonwealth asks that no more than fifty people work within embassies, and that no more than thirty people work within consulates. Families of embassy staff are allowed to relocate to the Commonwealth, but diplomatic staff are allowed to bring no more than three family members if service, diplomatic auxiliary, or security staff, five family members for consuls or attachés, or six family members for ambassadors. Special dispensation may be made for additional family members who are dependent on the diplomatic staff, but must be obtained prior to commencing service in the Commonwealth.
Weapons, and Vehicles
Objects will be regulated to ensure compliance with the laws of the nation. No heavy weapons, defined as lethal weapons with explosive warheads, or that fire projectiles larger than 12.7mm in diameter will be allowed in diplomatic compounds under any circumstance. Lethal weapons that are automatic are permissible, but are to be kept stored in a locked armory except in emergencies, and no more than one is permissible per security officer. Small caliber semi-automatic weapons are not strictly limited but excessive armament will be denied on a case by case basis.
Vehicles are likewise regulated. Armored Combat Vehicles (bearing heavy plating and integral lethal weapons) are strictly prohibited. Bullet resistant vehicles are allowable, but are limited to one per three members of the security staff. Overall, compounds are limited to five ground, and two civilian aircraft per embassy, and three ground, one civilian aircraft per consulate. All vehicles are subject to Commonwealth emissions and safety regulations.
Animals, Plants, and Chemical Substances
In order to control the introduction of invasive species, all non-sentient animals and plants are to be reported to the Commonwealth Interior Ministry, as well as methods for population control. Animal and plants that are of foreign species are to be kept securely in the diplomatic compound. Any breaches are to be notified to the Commonwealth Ministry of the Interior as soon as is possible. Failure to do so will mean that payment for the removal of invasive species will be shouldered by the diplomatic mission's parent nation.
Narcotic substances are generally permissible in diplomatic compounds so long as they are legal in the Commonwealth, or as long as the diplomatic mission can demonstrate a medical need for the narcotics in question. Narcotics being imported into the Commonwealth should however be reported, and if necessary medical reports indicating necessity. Failure to comply will result in the ejection of the offending personnel from the Commonwealth.
Veluna City, Columbia: Veluna City is the capital of the Commonwealth, and is host to the largest of the embassy districts in the nation. Most embassies will be given an address on Embassy Row. Embassies outside of Embassy Row in Veluna will only be accepted on a case by case basis. Consulates-General are to be in the government district of the city.
Castille, Isla Verde: Castille is the capital of the Isla Verde Autonomous District, and is a major cultural center. It is the seat of the Isla Verdean film industry, and host to several urban wineries, many of which are open to the public and to foreign tourists. Castille is perfect for nations concerned about the logistics of opening an embassy in the mainland, or looking to establish a diplomatic mission in a territory with a lower cost of living than Veluna City. Embassies will be concentrated in the palace district of Castille, though Consulates-General can be located anywhere in the city.
Fairhaven, Veiled Isle : Fairhaven is the seat of the Veiled Isle Autonomous District, and a major trade hub in the Mystria-Commonwealth trade circuit, known for its massive religious edifices and ancient structures of state. It is also home to one of the most prestigious theater districts in the Commonwealth, as well as a major whiskey distilling culture, with the Royal Trove Distillery's whiskey being a major export. Due to concerns about available space, Embassies requests will be strictly limited only to nations within the region of Mystria. Consular offices may be from any nation however.
In addition to the above cities. Consulates General may be located in the following cities.
Smaller Diplomatic Offices can be located in any city provided that, if not on the above list, a nation can demonstrate a need for diplomatic services in a smaller region.
