Welcome to Derlovia. A former Soviet Republic, the country is located in the region of the Black Sea closest to Ukraine & Russia, and is in the midst of a terrifying civil war that has ravaged the country. Throughout its existence, it has known only conflict, from the years of the Russian Empire, to the First & Second World Wars, to a civil war that tore the country apart, each and every conflict that erupted in Derlovia has had its consequences.

To any outside observer, this would appear business as usual in Derlovia. However, upon closer inspection, a proxy war can be seen. With the growing NATO-Russian tensions growing in Eastern Europe, Derlovia has become a hot spot between these two groups, and a spillover from the Ukrainian Civil War. Now a hot spot for a conflict that rivals even that of its neighbour's civil war, many parties have flocked to Derlovia in order to establish their own friendly governments. Warring bands of raiders and scavengers populate the country, seeking opportunity and loot to help bolster their own individual gains, as paramilitary groups from both Ukraine and Russia venture into the country to lick their wounds and re-establish their own control over the country.

The spotlight however, is on the two largest Private Military Companies in the country, whose actions can decide the stalemate of a conflict. Whose actions rely on their individual operators: you.




OSWALD is an "Escape From Tarkov"-esque RP set in the fictional Eastern European nation of Derlovia. Much like the setting it is based off of, Derlovia is a wartorn nation whose society has utterly failed and collapsed, its government struggling to contain the violence as two factions face off against one another. In this RP, players will assume a side, whether if it is the Western-backed Jacobs Security Services, the Eastern European Волосковская военно-консультационная компания (English: Voloskovsky Military Advising Company), or a local raider or scavenger. Players will initially begin by inserting into a "section" of Derlovia, which will be controlled by a neutral/raider/scavenger faction. From there, players can fight to control each section, which will grant them additional income for their faction, as well as to find better equipment, material, and items that they can either keep for themselves, or sell back at their "safe zone" or one of their controlled sectors.

The overall goal of OSWALD is for one faction to control the overwhelming majority of Derlovia. OPs & Co-ops will be present in order to enforce rules, control NPCs, and enact environmental changes either to level the playing field, or to make it much more difficult for both sides. BLUFOR's objective is the overthrow of the Derlovian government, while OPFOR's objective is the elimination of the present Derlovian opposition. Each side will have a "safe zone", which will be present in their respective neighbouring countries and will not be able to be attacked by either side (BLUFOR: Ukraine; OPFOR: Russia).




RULES

1. OP's decisions are final.
2. Co-OPs are an extension of the OP's authority, treat them as you would treat the OP.
    2a. OP & Co-OPs are the only ones permitted to control NPCs.
    2b. OP & Co-OPs are allowed to negate actions done by players, reverse transactions, and more, as they see fit or if it is in violation of the rules.
3. No one liners, ninth grade grammar and spelling minimum. I'd like at least a paragraph/post.
4. No Godmodding or Metagaming, offenders will be punished.
5. Your political views and offensive terms (to an extent) are allowed IC, but keep it easy in the OOC, it's an RP.
6. Since all operatives have a formal military training (exception for raiders/scavengers), I expect your characters to be able to follow orders from their superiors. Punishment by operatives' superiors are permitted IC if commands are not followed.
8. Just because this is a war RP doesn't mean that people are devoid of emotion. Even the most hardened and distant veterans show emotion. Bonds will develop in the RP and will be tested whether through conflict or interactions. These can be avoided, but most of the time a character will surpass their limit and explode. Keep this in mind, we're all human after all.
9. Violence is a cornerstone of this RP. Grisly incidents will be portrayed, and it is up to you to respond to them accordingly. While all characters are to be of military/special forces backgrounds, everyone has their limit and you must decide when your character has a break.
10. No one is superhuman, characters will feel the pressure of their operations, fatigue, thirst, hunger, and the stress of fighting. There will be ample opportunity for you to nullify this (returning to safe zones, drink & food available in sectors, etc.). Remember that.
11. Realism, you can't run and gun through an entire compound without any consequences. Additionally, your characters will die, a lot. It is permanent death for a character, but you will be allowed to re-apply as a new one. You may only have one operating character at a time.

SECTORS
Derlovia is split up into 10 sectors. Each sector represents a critical part of the country. The respective sides, BLUFOR & OPFOR, will fight over these sectors in order to accomplish their goals. Additionally, there will be contracts available, some of which will may help a certain side gain control over a sector. During "skirmishes", the control of a sector can change hands multiple time. It is only when an NPC faction (either BLUFOR or OPFOR) has comfortable control over a sector, that it will officially fall under control of that faction.

Sectors can become "protected" from attacks if they are surrounded by adjacent protected or contested sectors. A sector can become unprotected if they are adjacent to neutral and/or opposing sectors.


RAIDERS/SCAVENGERS
While you are not able to apply to be a raider or scavenger, you can ask the OSWALD Team if you are able to enter a sector as one. The pros and cons of this is that you are able to take control of a independent raider/scavenger and loot, and make money, on behalf of your player account. A completely random character, complete with random gear, name, identity, and affiliations, will be created for you, and yes, if this character dies, you are not impacted at all by the consequences of the death.

This may only be used once every IRL 2 weeks, however, as to limit the potential abuse of this concept.


WEAPONS & EQUIPMENT
Weapons and equipment will be available for purchase from the various merchants. In respect, the "Tier System" will be implemented, where you must earn loyalty with a merchant in order to purchase better equipment. Loyalty can be earned through either completing contracts for the merchants, or by being a customer for them. You will be notified once you qualify for another tier of equipment and weapons.

You are given an automatic $2,000 starting cash for your first character. You will have a shared bank account between all of your characters following this.


WEIGHT/INVENTORY
Your "naked" weight carry (no equipment modifications to your weight carry) is 25 KG.

Weight
Possibly one of the more complex mechanics in place for OSWALD, the weight and inventory system will be calculated from the amount of equipment, weapons, and munitions on your person. There can be pros and cons for this, as a heavily encumbered & armoured operative will make plenty of noise and not be as agile nor as quick as a lightly encumbered & armoured operative. However, this heavily armoured operative will be able to take more punishment in engagements while the lightly armoured operative will be at risk for being "one-tapped", or killed instantly, in an engagement if they are not careful.

Noise will allow players and NPCs to detect you without having you openly acknowledge it. While concerning at first, this will entice players to pack light and be efficient with their weight and to move much more carefully in sectors in order to avoid detection. Formally, the OSWALD Team will be responsible for keeping track of who is encumbered and who isn't (players who are over encumbered will be notified via TG). However, it is expected of the players to follow the honour system and to report in their IC posts underneath a spoiler to keep track of their weight, both for reference to other players as well as the OSWALD Team.

Inventory
The "weight carry" values of equipment signifies how many goods, equipment, etc. the equipment is able to carry before an operative becomes over encumbered.


COMBAT
Combat will be realistic and intensive. Firefights are expected to range from prolonged and grim, to short and simple. OSWALD will follow the standard Player-versus-Player format of combat, which relies on an "honour" system of cooperation and understanding between two mutual parties. OSWALD is, at its core, an RP centred around combat and fighting, therefore it should be expected that players have an understanding of the core concepts of OSWALD. However, should any unrest or disputed results arise, it falls to the OSWALD Team to address this in whatever manner they see fit. This includes, killing of characters, the nullification of player(s)'s actions, and so forth.

As this RP wants to emulate the same experience of "Escape From Tarkov", surprise kills must be first communicated with the receiving party, as well as the OSWALD Team. This can be done either through Discord, or through the use of the NationStates telegram system.


MERCHANTS
Merchants in OSWALD are both your source for contracts and equipment. While each item has a "base value", this in turn is not the actual value that merchants will sell to you. Different merchants have different prices, specialities, quality, and equipment. This would mean for example that a generalized merchant may have a huge inventory but low quality equipment with low prices, whereas a specialized merchant may have a small inventory but high quality and expensive equipment.

Merchants will also be your point of contact for contracts, which are quick and easy ways of earning equipment and money.

Founded in Fairfax, Virginia in 1976 by William Jacobs, a former US Army Ranger, Jacobs Security Services provides integrated security, mission support, and risk management services for both corporate and nonprofit entities, as well as governments. Over the years, and despite several alleged accounts of contractors firing on unarmed civilians, Jacobs Security Services expanded and grew to secure some form of contract with several NATO-member governments and is known for providing excellent service for their above-average contract price and hires almost exclusively from the special forces communities of the United States, Canada, and Europe.

Due to their service record and high standing with several NATO governments, Jacobs Security Services has been offered a contract to provide discrete security services to interests in Derlovia. The pay is good, and the hazard pay is even better due to the currently unstable nature of the nation, however Western interests in the region must be protected, and since government military forces entering Derlovia would cause a political hurricane, Jacobs Security Services has stepped in for deniability’s sake.

While purported to only be a unit of the Russian Military in disguise, these rumors and claims by the West are unfounded and have no basis, as do the rumours that founder Anatoly Voloskovsky has a passion for the Third Reich. Despite these baseless accusations, Voloskovsky Military Advising Company continues to provide security and training services for Russian interests where discretion, skill, and most importantly, deniability, is called for.

As is suspected by the West, and is known to the Russian government, Voloskovsky Military Advising Company has been dispatched to Derlovia in order to not only support Russian interests in the area, but to support and train the interests of the Derlovian government, which is and has always been sympathetic to Russia.

Biography:

The conflict in Derlovia has drawn the attention of major powers across the world, but there are also others who go to Derlovia. Self-identified as scavengers and denounced raiders, pirates, and terrorists, these individuals and small groups have entered Derlovia not for patriotism or a cause like a government or rebel group, and not because they were paid to do it by a private military firm, but because they see the profit in the war for themselves.

A scavenger or group of scavengers may be entering Derlovia to smuggle goods and arms or to loot and take advantage of the chaos, or they may simply be entering the nation to cause chaos. A warning should be given to those that run into scavengers, as they will sometimes panic in the face of adversity and become unpredictable. This has led to a term coined by Jacobs Security Services contractors as “gear fear.” Either way, they are collectively a group to be kept track of by the organized elements of the Derlovian conflict.

About
Merchants are what make the world go round. In OSWALD, your points of contact to purchase gear, supplies, equipment, weapons, and so forth, will come through these merchants. Some specialize in gear and will be able to offer you more expensive yet higher quality items, while others may be more general and offer more quantity, yet less quality. Additionally, each merchant has their own price set off of the base value available in the shop spreadsheet. Some merchants will only sell to a certain faction, while others have no qualms about who they sell to as long as they make a profit. It is up to you to decide which ones you want to do business with, and which ones you don't.

SECTORS INFORMATION

TERRAIN: Soft sandy beaches line the coast of BEACHES, large tracts of farmland make up the bulk of territory, however high density urban sprawl edges the peninsula, with low density urban towns along the beachfront.
POINTS OF INTEREST
  • Hotel Malikon, a large and well kept hotel overwatching a large roundabout in the middle of the city featuring a ball room, multiple dining rooms, 15 floors, a fitness centre, a pool and sauna, and parking. A prime spot for a FOB.
  • Yuzhny Regional Airport, a regional airport handling local flights and regional air freight accommodating around ten planes at a time
  • Yuzhny Airbase, a small GOVS airbase inside of town, there is one small airstrip, three small hangars, a refueling station, a small control tower, and an administrative building. This facility mostly handles small cargo planes and helicopters.
  • Yuzhny Railhub, a major industrial rail hub connecting trains from VACATION to the CAPITAL and IRON WORKS. This railhub handles both light and heavy rail.
  • Pier 4, a major dockyard vital to the flow of freight in the area, towers of freight sit in the dockyard waiting for transit, a number of warehouses and an office building are fenced in with Pier 4
  • Exit 58, A bridge that controls the flow of traffic in and out of the peninsula
ABOUT: A collection of picturesque beach towns dot the peninsula where they eventually build up enough to create the commercial hub of Yuzhny. Where IRONWORKS handles the factories, Yuzhny handles the corporate side of things. On top of that the city serves as a major transportation vein for air, land and sea cargo. Heavy and light trains carrying people and resources across the nation all connect here.

SECTOR NAME: CAPITAL
TERRAIN: Urban
POINTS OF INTEREST:
  • Saint Michael's Cathedral in the centre of the city
  • A large number of apartment blocs built in the late 20th/early 21st Century
ABOUT:
CAPITAL, as the name implies, is the sector that encompasses the majority of Derlovia's capital city of Bayasgrad. Founded by the Golden Horde as an initial supply depot back in the late 13th Century, the city has seen its share of conflicts and yet has remained one of the most important & populated cities of Derlovia.

TERRAIN: Flat open farm fields, creeks, and light urbanization in the village. Large, well maintained highways clash with the calm wheat fields.
POINTS OF INTEREST:
  • The Cannery, about as industrialized as it gets around here. This large factory cans most of the food stuffs that comes from the surrounding farms. Based around the southern edge of the city, this large complex is divided into three buildings. The Cannery proper, the admin office, and the warehouse.
  • Checkpoint ANNA, GOVs set up a military checkpoint here to moderate the flow of traffic through the east. A strategic position with good elevation and good fortification. Due to its position on the overpass, it has a good site line on anyone coming from IRON WORKS and BEACHES.
  • Checkpoint BORIS, another GOVs outpost, this time over-watching traffic coming from CAPITAL and TWINS. Roughly the same set up, concrete barriers, machine gun nests, military vehicles and watch towers.
  • Powerplant No. 16, a large power generation facility a bit ways away from Starorotovka, this large generator produces power for both FARMLANDS and surrounding settlements.
ABOUT: Acres upon acres of farmland surround the small town of Starorotovka. What makes FARMLANDS a strategic position is its major roadway access. Majority of the roads that travel through the country intersect at Starorotovka. On top of producing a large chunk of food in the area, they also have their own canneries. Numerous smaller villages dot the farm fields, obscured by the wheat fields due to their small size.

TERRAIN: Heavily industrial, on site dorms dot the eastern edge of IRONWORKS, hilly terrain surrounds the industrial centre, Small industrial waste lakes pool around the south of the centre. The earth here is distrubed, torn apart and piled upon, there is little natural green near the facility proper.
POINTS OF INTEREST:
  • Cars, a highly mechanized factory made to mass produce an obscure luxury eastern european car brand
  • Silos, a series of industrial silos holding numerous valuable raw and refined materials
  • Dorms, the housing facilities for the sector’s workforce
  • Administration, the work office connecting databases to BEACHES
ABOUT: IRONWORKS is a collection of industrial refineries and factories where the majority of Derlovia’s manufacturing happens. It is connected to SOVIET via the Kharkov river. Rows and rows of factories stand side by side, partitioned by brick walls and corporate logos. Pipes snake across the sector alongside roads. Probably a good idea to pack a breathing mask.

TERRAIN: Flat farm fields make up the coast line but quickly break into rolling hills and forest. Few major roads lay here, instead large rail lines and miles of pipes take their place.
POINTS OF INTEREST:
  • The Refinery, a large natural gas refinery sits on the edge of the water. Due to its importance refining natural gas for use at Power Plant No. 16, the GOVs set up shop here to ensure it does not get sabotaged by insurgents.
  • Shahtnyah Light Rail Station, a personnel transport rail line that connects LOWLANDS to CAPITAL
  • Complex, the complex is where the majority of the workers live. Recreation facilities like pools, auditoriums, gyms and dining halls make up the centre, with detached housing units surrounding it.
ABOUT: Mostly undisturbed and undeveloped land, farms and forest surround the only place of real interest here, a series of natural gas plants that handle a bulk of the nation’s fuel refining. A large sparkling lake lays in the centre of the region, fancy cottages line the coast.

TERRAIN: Heavily forested marshland, roads are far and few, those that exist are usually dirt trails half sunken into the ground.
POINTS OF INTEREST:
  • Poltava Service Station, a large service station that watches the highway leading to the LOWLANDS and CAPITAL, some scavs have set up shop here.
  • Shanty towns, a number of dilapidated shanty towns dot the sector, some sunken into the marshland. Bandits love hiding here despite its proximity to the Russian border.
ABOUT: Not much is left here, a number of large villages used to exist here until the earth gave way and swallowed most of them up. The Derlovian government has tried to expel the region’s stubborn occupants from their dilapidated homes but to no avail. The rough terrain makes it difficult for heavy vehicles to get through, limiting movement. Rebels, stubborn old people and bandits inhabit this land now.

TERRAIN: Heavily urbanized, MOUT hell. Block towers facing roads and interior courtyards, outskirts gradually bleed into more modern suburbs and eventually into rural. Two rivers cut the city into three sectors. Industrial factories line the river bank.
POINTS OF INTEREST:
  • A-260, a bridge that connects SOVIET to the highway leading to TWINS, a great choke point, which is why the GOVs set up an outpost on the bridge.
  • The Smeltery, one of the major industries in SOVIET, this large smeltery sits in the north of the city, the heart of the industrial district. A great place to hide out, and easily defend.
  • Stadion, the city Stadium, this large structure was turned into a military FOB, full of military communications equipment and weaponry.
  • City Hospital No. 36, this large hospital covers the majority of fields and treatments needed in the area. The hospital is sure to have lots of medical goodies.
  • The Hydro Plant, a large hydroelectric plant on the river powers the city, strategically important places always have good loot.
  • Docks, a dock on the river that connects SOVIET to IRONWORKS. Raw and refined materials flow up and down the river daily.
ABOUT: SOVIET was built in the 80s to accommodate the USSR’s overpopulation crisis. Uniform cities like this popped up all over the USSR to meet housing demand, fit with every need a population would have. Civil servants, hospitals, recreational facilities, school, industry. While no longer the population centre it used to be, now overshadowed by the more modern and popular cities like CAPITAL, BEACHES, and VACATION, they are a population centre nonetheless, and must be controlled if one wishes to take control of Derlovia. A large river links SOVIET to IRONWORKS, the two sectors being the heart of industry in the country.

TERRAIN: Two large hills flank the highway between the two. The hills are wooded, but the valley below is grassland. The twin towns are made up of homogenous housing blocks, perfectly symmetrical buildings and markets that mirror each other.
POINTS OF INTEREST:
  • Butterfly, the on and off ramps that connect the two towns
  • Everest Shopping centre, the pinnacle of Soviets trying to replicate the Capitalist way. This large shopping centre contains a large variety of stores between pharmacies, clothing stores, hunting stores, hobby stores and more. It is three stories tall, has an underground parking lot, and is surrounded by smaller disconnected shops.
  • The Depot, a TWINS is a major distribution centre in the region and has a large distribution depot in the eastern village, this area is full of units to loot.
  • Aerodrom, a regional airport with a single large hangar, and three smaller hangars, refueling station, air traffic control, and administration building. Usually carrying people or parcels.
  • Fairgrounds, a large park full of carnival games, rides, and recreational activities.
ABOUT: TWINS serves as a distribution centre for the region’s commercial resources. They link SOVIET to the rest of the country, intercepting trains from BEACHES and planes from all over. The quiet soviet villages experienced a major economic boom after opening the largest regional airport at the time. Large truck depots house hundreds of trucks ready to distribute resources across the highway.

TERRAIN: Heavily urbanized in VACATION proper, with smaller farming villages dotting the land leading into the city. Rivers from all over the country empty out into the city’s bay.
POINTS OF INTEREST:
  • Central Market, a large mall complex featuring an open air market, three floors of shopping above and one extra floor of shopping below.
  • The Castle, not an actual castle, rather a Bastion built on a large hill to watch over the waterways and the border between Ukraine and Derlovia in the 1600s. The Castle was used extensively during the world wars, and was repeatedly destroyed and rebuilt throughout time. When Derlovia gained independence the Castle was bought by InterCon Hotels Group and repurposed as a romanticized health and wellness resort watching over the city and sparkling sea. GOV forces made their stand here, but now trade hands so often there is a constant flow of resources here.
  • The Campus, formerly known as the Uzlongrad Polytechnic University was a major educational institution in Derlovia. Large activity spaces and good positioning beside the Shmidta bridge that cuts the city in two make it a desirable position for militant forces to hold.
ABOUT: A coastal city based off the Maroon Sea, established in the 15th century as a trading hub. A coastal fort was established in 1645 to ensure Russian supremacy over the waterways and to ensure their hold against their neighbors. Now the city stands as the nation’s educational and luxury capital, featuring a number of luxurious resorts, and the nation’s most prominent university.

TERRAIN: Hills, valleys and forests with small urban communities make up the territory
POINTS OF INTEREST:
  • Markina, the largest village in the area, built on a hill watching the river down the valley. Rebels have made a number of safe houses here.
  • Caves, some hills are not hills at all but cliffs and rock faces with cavernous undergrounds where smugglers and rebels wait out GOV patrols/
  • Radio Derlovia, a broadcasting station on the highest hill in VILLAGES. This area has traded hands quite a few times but remains well maintained none-the-less
ABOUT: Pro-Ukrainian rebel hideouts inhabit these entrenched hillside settlements. The woodland valleys make for great irregular combat as roads are small and unfit for large vehicles.

Biography: Born July 7th, 1984 in Cherdyn, Perm Krai, Kostya was the youngest of three kids. Cherdyn was a small place, reliant mostly on mining the region's abundant mineral and natural gas resources. His parents were engineers working at the town's natural gas power plant. Growing up, he always dreamed of moving away from home, and seeing the large cities like Novosibirsk, Omsk, or the Capitol. His aunts and uncles lived in Volgograd, so he'd always see how the cities got every new toy first. The family, despite living very far away from each other were very close. Kostya was a pretty average kid as far as intelligence went, but he had focus and determination.

Saving up the money, the family was able to send their children away to school. Kostya stayed with his aunt and uncle in Volgograd to attend Volgograd State Technical University to study communications technology. Finishing in about five years, Kostya was having a hard time finding work, so he enlisted willingly with the Russian Ground Forces to get his mandatory military service out of the way. He finished training without issue and even earned a small leadership position while in basic. He was assigned to the local 58th Army when the Russo-Georgian war broke out. Him being a ready and willing young man, he was assigned to the front. Kostya gained recognition for his aggressive tactics against entrenched opponents, and his keen eye for exploiting opportunity attacks.

It was a short five-day war but it was an important experience, he was sent back north to Volgograd for a year until the Insurgency in the North Caucasus broke out. The 58th Combined Arms was the local army unit, so they were again deployed south to put down the insurgency. Kostya would see much sporadic but intense fighting. On numerous occasions did he fight alongside members of the 34th OSN who encouraged him to try out for their unit. So in 2012 he applied for training with the Russian National Guard Special Purpose Detachments. While not top of his class, he had the perseverance to complete his training. After which he was attached back to the 34th now as a member of the unit, still fighting in the North Caucus.

From September 2018 to March 2019, Kostya was in Syria as an advisor for urban combat and firefights. Kostya retired from the military after a little over 10 years of service to join the HAWKs.

So if our base carry weight is 25 Kilos, do we add the carry weight of our stuff to that? So like if my Berkut carries 20 Kilos, and my SOE carries 8 Kilos, I add that to the 25 for a total of 53 Kilos of carry cap?

So what bonuses would I incur from my Strength? The idea was that with careful packing I could evenly distribute the weight more, allowing me to carry more stuff. Would this decrease item weight, add more carry capacity weight, or something else?
