Their job is to investigate individuals and organizations deemed to be hostile to the public interest. So while in theory you are perfectly free to found or join whatever organization you want, in practice they will be up your butt with a microscope, and members of your organization will go down, due to a variety of charges ranging from planning (or incitement) of violence to parading without a permit.

Since we focus on types of organizations rather than a specific organization, there is no loophole of making a similar but distinct organization with mostly the same members to avoid the law.
