That same person may turn around and present a world changing idea on a different topic. Just because someone believes that there are Reptilian space aliens inhabiting Parliament, doesn't necessarily mean that they may not be an excellent programmer or theoretical physicist. It is not likely, but it is possible.

Separately, It is the opinion of the Commonwealth that those who are so feeble minded as to commit a crime because of hearsay, innuendo, and inference are not fit to participate in society. They have shown themselves to be dangers to their person and society. They will be punished for their crimes and probably remanded to an institute or sanitarium for those who are a danger to themselves and others. They will be given every opportunity to improve their education (to think, logically, reasonably/rationally, and cogently) and their morality (understanding the consequences of their actions including its consequences) and released once their condition improves.

The UEH haves broad individual freedoms, which includes the rights to free though and free speech. Then, most conspiracy theorists will not see any sort of prosecution or persecution. However, there are still laws on calumny and defamation in place, and someone who practice such conducts are punished by the law for this exact conduct (and not by the conspiracy theory itself) if the person initially accused takes legal action.
