The Dawn of the Atom

Quezon City is a name that will forever live in infamy. On May 13th, 2002, Songjiang launched an ICBM tipped with a warhead that would shake the earth. For the first time in history, nuclear weapons have been developed and deployed.

The advent of these weapons, of unparelled destructive potential, has massive implications for the future of warfare, diplomacy, and of geopolitics itself. Never again will continent-spanning wars bring the world to its knees. Wars against and between nuclear-armed states will become unthinkable as nations create warheads with ever increasing yields. But it also marks a dangerous new era, one where nuclear-armed states could become completely untouchable.

A New Era of Diplomacy

Lines drawn in these shifting sands do not last long. Nations such as the Niagara Union and France eye the rising star of the Canton Strategic Alliance Treaty with envy and suspicion. Ideological borders break down as great powers attempt to bring other nations into the fold, with diplomacy or force. Great alliances can be forged and shattered in the blink of an eye. The rise of nuclear weapons will almost certainly not end warfare, as the great powers of the world maneuver smaller nations against one another. In Libya, the theory of proxy warfare is already being put to the test, as France backs Algiers in ending the CSAT and EC backed breakaway state of Libya.

Nations such as nuclear-armed Songjiang openly defy the APSIA Security Council as it languishes beneath the politicking of other nations. The durability of APSIA itself will be tested in the coming years, as nations around the world rush to acquire nuclear weapons. The world holds its breath, and many hope that their faith in APSIA, and the institutions it props up, is not misplaced.

Out with the Old, in with the New

The sudden upheaval of the old world order has coincided with an equally dramatic shift in business, ideas, and, above all, technology. Where once large corporations, with large wallets to match, led the charge of progress, in today's age start-ups and small companies have struck out, operating on a principle of "innovate or die". Tech-based start-ups make and market all sorts of products such as social media sites and internet services, pushing the internet to its limits.

Already established companies strive to push their hardware beyond their peers. With every release of products, processors become exponentially smaller, while processing power becomes exponentially stronger. Some say it is only a matter of time before the processing power of a PC can be held in the palm of a customer's hand. A look behind the curtain on the drawing boards of many companies show that these dreams are being seriously considered.

BREAKING: UPPER COMMITTEE VOTES HUTCHINSON IN
June 27, 2002

The Upper Committee met earlier today under a sudden call from Administrator Ava Reid of the Pacific States. While Committee meetings normally occur once per month, Article 7, Clause 3 of the Union Worker's Constitution stipulates that any member of the Upper Committee may call a meeting.

Speaker Ruben Jackson was absent for this meeting, thus Chief Justice Darnell Case presided over the meeting. However, in an unorthodox manner, Case began the meeting by reading out The Ruiz Act of 1992, an act detailing the various extra ranks within the Niagaran Government, most notably the rank of President of the Union, which encompasses the powers of the Chairman and both the Upper and Lower Committees.

Immediately after the Committee's opening, Minister of Agriculture, Luciano Rollins, opened the debate for the elevation of Administrator of the Central States, Ernest Hutchinson, to the position of President of the Union.

The Committee erupted into almost riot-like conditions, physically dividing themselves in the room, with Hutchinson's supporters on the right and Chadstrong's supporters on the left. It had been revealed that all along the Committee had been divided by faction lines, Reformists and Communists. The appearance of the Reformist faction had been more apparent with the more radical and liberal economic acts being passed through the committee.

Chadstrong himself, noticeably silent during the elongated debate, rose and gave a scathing speech about the fate of the Union, which sent shockwaves through the Communist faction.
The Niagara Union is the most powerful nation on the planet. We have achieved this through our faith and obedience to the Rule of Law. Niagara is a nation of law. Our systems make us the most efficient nation on the planet. Thus, my comrades, I allow you to make this decision. You are all here for a reason. I have faith all of you will do what is best for Niagara. Keep in mind, what is best for North America is what is best for all of humanity and the entire blue-green marble in which we reside.

Ernest Hutchinson also spoke some words to the Committee.
I respect Chadstrong absolutely. I genuinely mean this. His decisiveness and genius has guided the continent from a fledgling collection of states in to a united, powerful Union with the guile and strength to challenge the global status quo that has been in place for decades. He will go down in the pages of America as a hero. But it is time for a new leader to continue to push the boundaries of what is possible for Niagara. If the Committee sees it so, I will lead in Chadstrong's footsteps and take Niagara, no, all of North America, to greater heights!

Debating proceeded for around 13 minutes before temporary Speaker Case called the vote. Out of the 31 members of the Upper Committee, 16 voted to elevate Hutchinson to the position of President of the Union. He will be sworn in later this month.

Santa Rosa pledges to protect Arica's independence and neutrality

TUPI, BARUC — The Ministry of Foreign Affairs has declared that Santa Rosa will be protecting Arica in the event of a foreign invasion following an agreement made between the two nation's head diplomats.

"We're pleased to make this agreement with Arica and ensure that the nation remains free and sovereign," Santa Rosan foreign minister Billy Marino said in La Paz, Arica yesterday. "Santa Rosa is the main destination for Arican exports, and Arica imports more Santa Rosan products than any other country. The agreement comes after rumors of a heightened military buildup on the border of Arica and Santana. Santa Rosa and Santana have maintained relatively cordial relations ever since the end of the Trujilo War. However, Santana's invasion and occupation of its southern neighbor, Calama, alarmed President Terence Cola, who has been calling for detente as the rest of the world plunges into chaos.

This also happens only weeks before Terence Cola's term expires and President-elect Bukar Breno Bellarosa takes office. Bellarosa, however, has applauded the move, calling it a "tremendous guarantee of a friendship between our two nations."

Terence Cola launches campaign for APSIA Secretary-General

CIUDAD BELDAD — President Terence Cola has launched a campaign to be elected Secretary-General of APSIA for the 2003-2013 term. Cola, whose presidential term expires in 14 days, wishes to replace the retiring Secretary-General Johnny O'Mickelstein and currently faces a crowded field of candidates from across the world.

Cola has been making his case based on his government experience, being the only head of state in the selection. He currently has the backing of Santa Rosa, Yahel, Songjiang, Mbale, Santana, and the Niagara Union.

His slogan and platform is simple: "establish peace and eradicate poverty." Cola has pledged to use the APSIA's discretionary and aid funds to support initiatives in Asia, Africa, and Latin America to address lack of access to food, water, and energy. Cola also wants to enhance APSIA's peacekeeping mission to address the global rise in armed tensions and conflict.

He is running against Togoshi Aki of Mitsubishi Zaibatsu, Hadinata Gunaraksa of Sarwanusa, [REDACTED], Phan Ba Thien of South Vinh, and Sergey Kislyak of Pavlovsk. Voting will take place in several rounds.

The use of nuclear weapons by the Songjiangese military has proven the viability of military nuclear technology. As such, the National Defense Committee has unanimously agreed that it is vital for Pavlovsk to establish a program dedicated to the development of nuclear weaponry and technology.

The Ballistic Security Program (abbreviated to the BallSec Program), has been founded as a sub-branch of the Pavlovski Air Force. Current plans are to construct the 'Narodnaya Mountain Complex'-- an underground bunker and military installation which will serve as the BallSec headquarters.

A bill to allot additional funding to the Pavlovski Air Force is set to be proposed on the Congress Floor within the next week, which will provide a starting budget of $2Bn/year to the BallSec to perform research, testing, and construction of nuclear weaponry. A nuclear testing facility is to be constructed at Semipalatinsk.

All knowledge of the BallSec is to remain confidential for the time being.

El Universal and Canal 5 form parent company

SAN PABLO, PEDRO — Never before has a business deal been so newsworthy.

Canal 5 Chairman & CEO Antonio Lardesi and El Universal President & CEO Leonardo Verga II have signed a monumental deal today that would unite their two media companies under a new holding corporation called Notivista.

The deal was long in the making, as Lardesi, the owner of the most profitable television station in the western hemisphere, has been trying to acquire El Universal, which is the most widely circulated newspaper in Santa Rosa, for a while now. Leonardo Verga II was made the President and CEO of the company after his father died in 1995. Shortly after, the paper started losing revenue.

Lardesi is now the Chairman, CEO, and President of the new Notivista Corporation and has a large portion of the company's shares, while Verga will simply sit on the board with an equal amount of shares.

New Wave of French-Mbali Cooperation

The Prime Minister-Pope has taken great strides to repair relations and forge a strategic partnership with the French Federation follow "unfortunate events" in the past several years. Significant economic concessions and military commitments have been given to the Federation in exchange for aid & future cooperation. As it stands, the French military has established a foothold on leased land to counter threats to Mbali stability and invested billions into education and rearmament programs.

The Mbale Navy has switched to much more modern French ship designs and is looking to become a serious contender in the Indian Ocean. Along with that a restructuring of Mbale Command has been set forth to change the Pontifical Guard to a purely domestic defense element, and to re-establish the National Army as the main military force in Mbale. Salaries have also been increased from $1,200 a year for privates, to $1,455.

God spoke to me in my dreams for the past several months. He told me of the path that the demons in our world were taking us all on. Those that would pervert science as a tool to eradicate their fellow man... The lord showed me a way to prevent the collapse. A difficult road to be certain, but one that needs to be taken. He showed me the allies that would aid me in bringing salvation, the snakes that needed to be put down. I act as a vessel for our Lord, and our French friends have been shown to me to be of pure hearts and sound minds. They shall be treated with the utmost respect.

Hadinata Steps Up His Campaign Efforts

Chairman of The Nationalist Party, Hadinata Gunaraksa has recently started his campaign to become the new APSIA General-Secretary. The entire nation of Sarwanusa takes pride and joy upon the effort made by our leader. Many parts of Sarwanusan society has expressed their support for Hadinata, because this campaign will certainly place Sarwanusa back on world map.

Hadinata's campaign motto is "Our Voice for Changes". He pledges to unite all nations under the APSIA Organization. He will empower small and left-behind nations to have a bigger voice in APSIA organization, and to have issues resolved in family manners by discussion methods (Swn : Musyawarah). If elected, he'll also make APSIA Organization to do more effort on resolving refugee issues, preserving cultural heritages of the world, providing basic educations of all humankind, and to combat climate change.

I Believe that the key to prosperity is unity and cooperation. We've implemented this in Sarwanusa, and we're now under a massive development and great improvement of life quality. After years serving the Sarwanusans, I'd like to serve more people, by running to be a general secretary of APSIA. We've always believed that every human is equal, so we must fight for those values, so everyone can get basic education, sanitation, and other basic needs. One thing that's almost forgotten by APSIA organization is climate change. I'm really into this and I will do my best to gather all nations together, pledge together, for the benefit of earth, all earthlings, including humankind. May everyone support my efforts.

Shen De announces growth plan

After announcing a press conference this morning, Prime Minister Shen De announced a country's "industrialization and internationalization" plan to "project South Vinh onto the international stage". The maneuver will have various components and will involve multiple areas.

Territorial Subvision

The document provides for a clearer division of the country into more homogeneously developed areas at an economic level in order to have a more targeted development of the regions considered "of national interest" by the government. This includes the creation of two economic independent zones in Da Nang and Can Tho. These are special zones with different economic and financial rules when compared with the rest of the country:

Special tax incentives for foreign investments in the EIZs.
Greater independence from the central government on international trade activities.
Construction primarily relies on attracting and utilizing foreign capital
Primary economic forms are foreign joint ventures and partnerships as well as wholly foreign-owned enterprises
Products are primarily export-oriented
Economic activities are primarily driven by market forces
EIZs are listed separately in the national planning (including financial planning) and have province-level authority on economic administration. EIZs local congress and government have the authority to legislate.

Prime Minister Shen De assured that the worker's right will be respected and this is only a growth opportunity. The focus of this action is even more targeted towards the growing highly specialized technological market, with the government "ready to support the companies interested in investing with all the help needed", added the leader.

Monetary Policies

Minister of Economic Development Kim Chí Thành announced the intention of the Government to start the progressive injection in the market of 1Bn Pengs over the course of the next 5 years. This is aimed at decreasing the cost of investing in the country and reducing the strength of the Vinhean currency in the international market to boost exports. "The inflation will be kept under control, the citizens will not feel but a sensible change in the practical economy" added the Minister.

In addition, a reform to boost financial integration in the country has been announced, with government incentives aimed at reducing the cost of monitoring and borrowing from financial institutions in the country. The larger banks in the country have already voiced their satisfaction with these decisions, but a more conservative part of the Party have already voiced their concerns with the progressive "capitalization" of the country.

The Prime Minister has presented his interest in talking to members of the Canton Strategic Alliance Treaty to discuss further actions of friendship between the country and the Organization.

Santa Rosa begins first phase of national infrastructure project

CIUDAD BELDAD — Congress has passed President Bukar Breno Bellarosa's new infrastructure bill, which allocates $100 billion to be used for national infrastructure projects, including modern state-of-the-art ports and highway systems. Bellarosa says that this effort, coupled with private sector involvement, will be "critical for modernizing our industries, pulling the economy out of stagnation, and bringing the unemployment rate down."

This policy was part of the President's agenda for his first 100 days in office, titled the "Bellarosa Doctrine for Growth and Stability." Another key aspect of the plan is bringing the national unemployment rate from 10% to 7% by October 28. Bellarosa says that "thousands of jobs will be filled by the end of the week as construction will begin right away."

One key aspect of the infrastructure effort is paving roads, as nearly 94% of the roads in Santa Rosa are unpaved. The Oderbrecht Company has been given a contract to pave 35% of those roads. Oderbrecht previously worked with Bellarosa during his urban development projects in Ciudad Beldad as a private citizen.

While the government is planning to spend a remarkable portion of the gross domestic product and government budget on this project, the Ministry of the Economy says that foreign investors will be attracted to this opportunity for growth.

The President says he intends for the first phase of his infrastructure project will be completed by the start of the third year of his tenure.

BREAKING: VICE PRESIDENT JEAN JEAN-CAMBRE X RESIGNS, FNRP SPLITS!

Vice President Jean Jean-Cambre X has suddenly and unexpectedly resigned over "internal differences". The simple announcement has sent shockwaves through the French National Republican Party, causing the different factions just barely held together by the alliance between President Clemenceau and the former vice president to fracture.

Jean-Cambre X, although usually away from the spotlight, was the linchpin in the right and far-right factions of the FNRP. A respected diplomat among the conservative wing of the FNRP, he was reportedly instrumental in keeping the FNRP together. With his resignation, the alliance has fallen apart.

The conservative elements of the FNRP have already coalesced around a new party. The New Republican Party claims to uphold the true values of the original Francophile parties that dominated the political landscape of nations like Paris for years. With 34 seats in the National Assembly and 16 seats in the Senate, the party is mostly comprised of the conservative wing of the FNRP, and as such espouses conservative policies.

The more radical elements of the FNRP have split off and formed their own party- the Great France Popular Movement. Boasting 16 National Assembly Seats, but only 5 in the Senate, the party is, for the most part, shunned by the mainstream political community. It generally espouses extremely radical policies, usually incompatible with the majority of parties.

The old FNRP has been left with 48 seats in the National Assembly, and 26 seats in the Senate, with the majority of delegates being described as center-right. It is now weaker than the crippled UFFP, although far more coherent on policy.

In other news, after a series of feuds between the leadership of the French Labor Party and the French Social Party doomed any prospect of a merger, 12 delegates in the National Assembly and 3 in the Senate defected from the FLP to the French Social Party, which now competes with the FLP for support from the numerous and influential labor unions.

President Clemenceau stated that he was disappointed by the resignation of Jean-Cambre X, but would respect it. He further vowed to nominate a Vice President as soon as possible. A new Vice President would be nominated by the President, and confirmed by 5/8s of the Senate (rounded up).

"Libra" social networking website opens public beta test

CARACAS, ESDRAS — Roberto Sinpito, the CEO of Libra Software and twin brother of perennial presidential candidate Miguel Sinpito, has announced today that the company is releasing its first beta test for a "social networking platform" free for the general public to use.

The platform, called "Libra" and available at https://www.libra.co.sr, allows users to create profiles for themselves or their organizations, add friends and interact with the content they share, upload and share photos and media, and much more. Among the notable users participating in the public beta are Santa Rosan president Bukar Breno Bellarosa, Soda Club singer and bassist Pere Sala, football sensation Juani, and socialite celebrity Perez Pretzelton.

While the platform has attracted many celebrities, Sinpito has emphasized that it's available for use by anybody who has an internet connection. "We want to revolutionize human interaction like never before. We want friends and family members to connect and share their lives with each other in a modern and quite amazing manner."

Libra is a brainchild of Tico Mariscone, a Salmos-based computer programmer who created the website as a means of communication among students at the University of Natal. Mariscone sold the software to Sinpito earlier this year, who properly incorporated the effort to further develop the website into a consumer platform. Mariscone though still retains a position as the Chief Creative Officer of the company and oversees the development.

The platform didn't really pop off until Notivista SA, Antonio Lardesi's $50 billion media conglomerate, bought out Libra Software and injected tens of millions of dollars into its development. After some brief early releases, the platform has now entered it's late beta stage and is open to all international users.

The platform has garnered some controversy, too, mostly related to privacy and data. After a series of contentious straw polls, the APSIA General Assembly has unanimously voted to appoint Hadinata Gunaraksa of the Republic of Sarwanusa to the office of Secretary-General. Mr. Gunaraksa will assume the office on October 1.

Mr. Gunaraksa is an accomplished statesman and politician in Sarwanusa, having served as the Governor of Java for 16 years and a handful of other governmental positions. He displays the professional ability to administrate and oversee such a large and complex organization as APSIA, an ability that is essential to this job.

Dr. Terence Cola Nguema of the Republic of Santa Rosa, the 28th President of that country and Gunaraksa's former rival in the selection process, will be appointed the Deputy Secretary-General.

SINAI, LEVÍTICO — Chief Justice of the Supreme Court of Santa Rosa Lucia Antunes has passed away due to cancer complications this morning, her family says. The Justice was 92 years old.

Antunes was appointed to the Supreme Court in 1973 by President Lorenzo Lestrange at the age of 63. Prior to joining the court, the liberal judge previously served in the Levítico Supreme Court and as a legal counsel for President Claudio Derejo. She became the Chief Justice in 1999 when she became the longest-serving member of the court.

The implications of her death are widespread, as her legacy and votes as a left-leaning adjudicator has shaped the interpretation of the constitution. Antunes' opinion on Bellatorno v. Oseas led to abortion being federally legalized in Santa Rosa, and several of her rulings are cited as effective in curbing widespread access to military-grade firearms.

President Bukar Breno Bellarosa, a conservative, will now have the power to replace Antunes and swing the Supreme Court closer to his direction, which may prove useful in enacting many of his controversial policies. Bellarosa has considered appointing former vice presidential candidate and justice minister Ernesto Capmany to fill the spot.

Justice Porfirio Heymans, an 82-year-old conservative and the now most senior member of the court, will assume the spot of Chief Justice.
